VESSEL OPERATION MANUAL ORGANISATION AND JOB DESCRIPTIONS 2.01 ORGANISATION The Master is in command of the vessel, and has at all times full authority of its operation, in port and at sea. The vessel is divided into three Departments, each under the authority of a Department Head, as follows:- Deck Department: Chief Officer Engine Department: Chief Engineer Steward Department Chief Steward/Cook The Chief Engineer, Chief Officer and chief Steward/Cook are responsible for operational function executed within their Departments, and for the supervision of their Personnel. 2.01 ORGANISATION

The Master is in command of the vessel, and has at all times full authority of its operation, in port and at sea.

The vessel is divided into three Departments, each under the authority of a Department Head, as follows:-

The Chief Engineer, Chief Officer and chief Steward/Cook are responsible for operational function executed within their Departments, and for the supervision of their Personnel.

A Ship Management Committee consisting of Master, Chief Engineer and Chief Officer, with the former as Chairman, shall plan and allocate the maintenance work. The Chief Steward/Cook, the 1st Ass. Engineer and other officers are called in as necessary.

The Chief Engineer is assigned responsibility for the overall supervision of Crew Members engaged in maintenance tasks.

Individual responsibilities:

Each Member of the Ship’s Complement is responsible for the execution of his work, and for the quality control of work.

Job descriptions

The responsibilities defined in the job descriptions are non-exclusive, and therefore does not exempt any Member of the Ship’s Complement from performing other tasks assigned to them, or from acting in situations when action is required.

2.03 MASTER

Authority: The Master is appointed by Transkim, and acts as Transkim’sRepresentative in matters related to ship, crew and cargo.

WhenCommissioned he takes on authority and responsibilities as laidDown in the marine laws of the vessel’s Flag State and International conventions.

Reporting to: Director Technical Management.

General responsibilities:

The Master has the overriding responsibility for the safe operation of the ship.

The Master may take any action or issue any order, whether or not they are in accordance with the contents of this Vessel Operation Manual, when it is considered to be necessary for the safety of life, for the safety of the vessel or the prevention of marine pollution.

In order to ensure the safety of life and health, environment and material values, including ship, cargo and contractual interests, the Master shall at all times control that:

- The ship is fully equipped, well maintained and seaworthy in all respects.

- The ship’s crew crew is competent and well informed of appropriate levels of safety and environmental protection.

- The ship operation is planned and executed with good seamanship and in accordance with approved work procedures.

Special responsibilities:-

The Master shall ensure that the following functions are conducted safely and professionally, in accordance with approved work procedures:

- Navigation and machinery operation- Port arrival- Port stays- Loading, including serving of relevant notices and authorisation of

cargo documents.- Discharging- Ballasting- Bunkering- Tank-Cleaning- Port departure, readiness for sea.

The Master shall ensure that the vessel is operated in accordance with the requirements of pertinent laws and regulations, Owner’s instructions and with due observance of the practices of good seamanship.

Furthermore he shall verify that sufficient time and resources are allocated to execute the following activities effectively:

- Maintenance of ship, machinery and equipment.- Maintenance of classification status and certificates.- Safety training and drills, including handling of dangerous cargo.- Separation, segregation and proper discharging of polluted mixtures

and sediments.- Maintenance and control of hygienic and safe conditions in

accommodations, galleys and provision-stores.- Procurement and supplies, including maintenance of safe stocks of

spareparts.

The Master delegate’s responsibilities to the Chief Engineer and the Chief Officer, including supervision of Junior Officers, but retain direct command of Officers responsible for bridge watches when underway.

2.04.1 Chief Officer

Authority: The Chief Officer is delegated authority by the Master to execute his responsibilities, and in the Master’s absence to act his Deputy.

Reporting to The Master

General responsibilities:

The Administration, supervision and safe and economical operation of the Dock Department, the maintenance of all spaces and equipment under the jurisdiction thereof, and the proper and timely preparation of all records associated therewith.

All cargo work including preparation and stowage. For tankers/combination carriers, the Chief Officer is also in charge of cleaning of tanks and equipment, operation of the inert gas system and enforcement of pollution prevention measures.

He is responsible for all cargo reports and records.

The Chief Officer shall assist the Master in all matters related to the safe and efficient operation of the ship, and in emergencies is the leader of all deck department emergency efforts.

Special responsibilities

The Chief Officer shall ensure that the following requirements are met, and that the following activities are executed safely and professionally, in accordance with approved work procedures or quality plans:

- That Personnel qualifications are established and that each individual is givenThe opportunity of improvement through selective on-the-job training.

- Those Personnel executing hazardous work are well informed of the work procedures and/or quality plans to be adhered to.

- That hull and superstructures are well maintained, retaining designed strengths.

- That proper maintenance of deck equipment, including cargo and ballast tanks, lines, pumps, valves, inert gas systems and vent systems is verified.

- That all cargo operations and ballasting are calculated, planned, executed and documented, with due consideration of stability, bending moments and shear forces.

- That the Crew is well advised about available information regarding cargo, such as health hazards, inflammability and safety precautions.

- That cargo operations, tank-cleaning/gasfreeing are executed in accordance with safe work procedures, in order to control hazards and avoid pollution of the environment.

- That emergency plans are prepared to meet critical development of hazardous situation, and that the Personnel is well informed and trained to execute the plans.

- That preparatory to arrival/departure, readiness for sea or arrival to Port is ensured, verified and reported to the Master.

- That the safe work procedures are modified if insufficient or faulty.

- That proper maintenance of all safety, lifesaving and fire fighting equipment, specifically assigned to the Chief Engineer and/or Safety Officer is verified.

2.05 2 ND OFFICER

Authority: Delegated authority by the Master to execute assigned responsibilities.

Reporting to: The Master, and to the Chief Officer and assigned by the Master.

General responsibilities:

To assist the Master, acting as Navigation Officer and executing bridge watches, and to assist the Chief Officer with cargo operation, executing loading and discharging watches.

Special responsibilities, as Navigation Officer:

- Updating of charts and relevant sailing instructions. All corrections shall be entered in the Chart Logbook.

- Maintenance and control of all navigation equipment.

- Preparation of route planning, for the Master’s review:

- The optimal route, distance, currents and weather conditions considered.

- Distances estimated speed and sailing time.- Preparation and checking of charts and sailing

information for the voyage intended.

- Maintenance of: The ship’s maritime library. The Chart Log Voyage reports

Special responsibilities, as Safety Officer:

- Monitoring the condition of safety equipment, initiating upgrading or renewals as necessary, reporting to the Chief Officer.

- Verification of refilling/checking and storing of safety equipment used in drills.

- Following up all shipboard accidents and reports of potential hazard, initiating review of safety procedures and definition of preventive measures.

- Logging all reports.

- Maintenance of the lifeboat assigned to him.

- The 2nd Officer is responsible for the Safety Equipment Log.

2.06 3 RD OFFICER

Authority: Delegated authority by the Master to execute assigned responsibilities.

Reporting to: The Master, and to the Chief Officer as assigned by the Master.

General responsibilities:

To assist the Master, executing bridge watches, and to assist the Chief OfficerWith cargo operations, executing loading and discharging watches and other tasks assigned to him/or to be executed under his supervision.

Special responsibilities- Responsibility assigned by the Master, to maintain the bridge with

equipment ready as required.

- Preparatory to departure/arrival he shall carry out function tests and controls as follows, reporting the state of readiness to the Master:

- Primary and secondary steering gear.- Steering positions.- Rudder angle indictors and steering failure alarms.- Communication systems.- To prepare daily Amwer reports en route.- Responsible for the maintenance of all fire fighting equipment.- Maintenance of the life-boat assigned to him.- Maintenance of the rescue boat.- Control and records on all overtime for Deck Department.- Maintenance of navigational and signal flags.

2.07 RADIO OFFICER

Authority: The Radio Officer is delegated authority by the Master to execute his responsibilities.

Reporting to: The Master

General responsibilities

The Radio Officer is responsible for radio-communication and for the upkeep of the Radio-Station. He functions as Ship’s Secretary and Paymaster.

Special responsibilities

- To keep Radio accounts and Log Book up to date.

- To arrange for timely renewal of radio certificates.

- Maintenance of Main Radio Station, Satellite Communications, VHF, Radars and other Electronic Equipment, Batteries and |Portable Emergency Radios.

- To keep record of spares, requesting new spares on D-Order in due time.

- To keep the Captain informed about any difficulties with Radio Station.

- To keep record of Crew, Customs, Store, Money List and other Port Clearance Documents.

- To requisition Doctor/Dentist together with the Chief Officer, and to

prepare the reports.

- To prepare illness Reports.

- To prepare Monthly Wages Accounts, and prepare pay off when signing off Crew.

- To transmit Sign-on and Sign-off Reports to Company, and Intermediate Reports every 3 months.

- To keep record of incoming/outgoing ship’s mail.

- To instruct Crew members in the use of Emergency Radio at safety meetings.

- To check Daily Time signals with the 2. Officer.

- To file contracts, Passports, certificates and other necessary papers in Ship’s safe.

2.08 BOATSWAIN

Authority: Delegated authority by the Chief Officer to execute assigned responsibilities.

Reporting to: The Chief Officer.

General Responsibilities

Assist the Chief Officer and/or the Chief Engineer in planning and execution Of maintenance work.

Instruct and supervise the Deck Crew in the performance of their work.

Special Responsibilities

- To familiarise himself with regulations and work procedures pertaining to task to be executed.

- To execute assigned tasks in conformance with safe work procedures and in accordance with instructions given by the Chief Officer.

- To ensure that work such as entry into enclosed spaces, hot work and work aloft is not undertaken without prior approval by the Chief Officer.

- To train all his subordinates in the various tasks, and monitor individual performances in order to apply further guidance where needed.

- To keep all tools, equipment, stores etc. in good order and maintain stocks as requested by the Chief Officer.

- To prepare and submit Monthly Inventories to the Chief Officer and/or the Chief Engineer as assigned.

2.09 ABLE SEAMAN

Authority: Delegated authority by the Duty Officer and/or the Boatswain to execute assigned duties.

Reporting to: The Supervising officer or the Boatswain.

General responsibilities:

To perform watch duties in Port and at sea as instructed, and to carry out maintenance work and operational tasks as ordered.

- To execute assigned tasks safely, to the best of his ability, and to report hazardous conditions without delay to the Duty Officer or the Boatswain.

- Work such as entry into enclosed spaces, hot work and work aloft shall not be undertaken without prior approval by the Chief Officer.

- 2.09 ORDINARY SEAMAN

Authority: Delegated authority by the Duty Officer and/or the Boatswain to execute assigned duties.

Reporting to: The Duty Officer during watch duties, and to the Boatswain or a supervising Able Seaman during other operational or maintenance work.

General responsibilities

To perform watch duties in Port or at sea as instructed, and to carry out maintenance and operational tasks as ordered.

Special responsibilities

- To familiarise himself with regulations and work procedures pertaining to tasks

to be executed.

- To execute assigned tasks under the supervision of the Duty Officer, Boatswain or assigned Able Seaman, when required.

- To execute assigned tasks safely, to the best of his ability, and to report hazardous conditions without delay to the proper supervisory authority.

- Work such as entry into enclosed spaces, hot work and work aloft shall not be undertaken without prior approval by the Chief Officer.

Authority: Delegated authority by the Duty Officer and/or the Boatswain to execute assigned duties.

Reporting to: The Supervising Officer or the Boatswain.

General responsibilities:

To perform watch duties in Port and at sea as instructed, and to carry outmaintenance work and other operational tasks as ordered.

Special responsibilities:

- To familiarise himself with regulations and work procedures pertaining to tasks to be executed.

- To execute navigational duties as ordered by the Duty Officer.

- To execute assigned tasks in conformance with work procedures and/or quality plans as instructed by the Duty Officer or the Boatswain.

- To execute assigned tasks safely, to the best of his ability, and to report hazardous conditions without delay to the Duty Officer or the Boatswain.

- Work such as entry into enclosed spaces, hot work and work aloft shall not be undertaken without prior approval by the Chief Officer.

2.12. CHIEF ENGINEER

Authority: The Chief Engineer is the Head of the Engine Department, appointed by the Company, and is responsible to the Master for the administration, supervision and safe and economical operation of the Engine Department.

Reporting to: The Master

General responsibilities:

- Safe and efficient machinery operation

- Efficient maintenance and repair of machinery and electrical equipment, including but not limited to cargo pumps, valves, piping, deck machinery, refrigeration machinery, galley and domestic and other equipment as assigned.

- Close supervision over Engine Department activities.

- The Chief Engineer shall at all times be informed regarding the following:

- Conduct and ability of Engine Personnel- Consumption and stock of fuel oil, water and lube oils.- Condition of main propulsion machinery and auxiliaries including

performance, repairs required, and stock/consumption of machinery spare parts.

- Condition of boilers, boiler water and additives required.

Special responsibilities:

- Ensuring that a safe and proper engineering watch is maintained at all times, which in the case of vessels with automated unmanned engine rooms means that the automated alarms and warning devices are properly monitored and attended.

- Ensuring that work performed by Engine Department personnel is done in a safe and seamanlike manner: The Chief Engineer shall personally supervise work of an unusually hazardous nature and shall see to that the safety precautions are observed.

- Preparation and timely submission of correspondence reports and records relating to the Engine Department, including preparation of the part of the Voyage and Port Report related to engine operation, and preparation of the daily Fuel Report.

All such correspondence and reports must be submitted through, and be countersigned by the Master.

- Dumping/burning of garbage as per regulations. All dumping/burning to be recorded.

- All discharge of slop, sludge and oily water. Discharges to be recorded in Oil Record Book.

- Maintenance of the Engine Department files containing:

- Ship’s drawings- Manufacturer’s instructions- Kardex and records pertaining to machinery and equipment.- Copies of correspondence- Reports pertaining to the Engine Department

- Making frequent inspections of machinery space to ensure proper operation of machinery, and see to that operating personnel are attentive to their duties, and for making such joint inspections of the vessel with the Master as may be required.

- Supervising the training of crew belonging to the Department, or all personnel on vessel with General Purpose Crew.

- In charge of all bunker and lube oil transfers and the responsibility for entering into Oil Record Book.

2.13 1. ASSISTANT ENGINEER

Authority: Delegated authority by the Chief Engineer to execute assigned responsibilities. In the Chief Engineer’s absence he acts as his deputy.

Reporting to: The Chief Engineer.

General responsibilities:

The 1. Assistant Engineer is the Supervisor of work performed by Engineers and Engine crew.

He shall assist the Chief Engineer in matters related to safe and efficient operation of machinery, and report to the Chief Engineer irregularities regarding the ships machinery.

He shall ensure that the engine room with facilities and equipment are maintained with proper cleanliness and in good working condition.

Special responsibilities:

The 1. Assistant Engineer shall ensure that the following requirements are met, and that the following activities are executed safely and professionally, in accordance with approved work procedures and/or quality plans:

- That Personnel qualifications are established, and that each individual is given the opportunity of improvement through selective on the job training.

- That Personnel executing hazardous work are well informed of the work procedures and/or quality plans to be adhered to.

- That machinery is maintained to functions as designed, in accordance with maintenance plans as approved by the Chief Engineer.

- That modification of the safe work procedures is initiated if proved to be insufficient of faulty.

- That spare parts and engine-stores are received, checked and safely stored, and that replenishments are ordered through the Chief Engineer.

To execute engine watches at sea and in port as assigned by the Chief Engineer, and to

assist the 1. Assistant Engineer with all tasks related to machinery operation and

maintenance.

He shall report to the Chief Engineer all irregularities regarding the ships machinery.

Special responsibilities:

- To familiarise himself with regulations and work procedures pertaining to tasks assigned to him, or to be executed under his responsibility.

- The 2. Assistant Engineer is responsible for routine surveillance of equipment and installations specifically assigned to him.

- He is responsible for weekly start and control of the engines of the lifeboats and the rescue boat.

2.15 3. & 4. ASSISTANT ENGINEER

Authority: Delegated authority by the Chief engineer to execute assigned responsibilities.

Reporting to: The Chief Engineer

General responsibilities:

To execute engine watches at sea and in port as assigned by the Chief Engineer, and to assist the 1. Assistant Engineer with all tasks related to machinery operation and maintenance.

2.16 ELECTRICIAN

Authority: Delegated authority by the Chief Engineer to execute assigned responsibilities.

Reporting to: The Chief Engineer

General Responsibilities:

Assist the Chief Engineer in planning and execution of maintenance work.

Special Responsibilities:

- To familirise himself with regulations and work procedures pertaining to task to be executed.

- To execute assigned tasks in conformance with safe work procedures and in accordance with instructions given by the First Assistant Engineer.

- To ensure that all safety measures taken for the mechanical works when they are in connection with any electrical appliance.

- To keep all tools, equipment, stores etc, in good order and maintain stocks as requested by the First Assistant Engineer.

- To prepare and submit Mothly ınventories to the Chief Engineer and/or First Assistant Engineer as assigned.

2.16 PUMPMAN

Authority: Delegated authority by the Chief officer and Chief Engineer to execute assigned responsibilities.

Reporting to: The Chief Officer.

General responsibilities:

Assist the Chief Officer in planning and execution of cargo related operations, such as: Loading, discharging, tank-cleaning, inerting, gas-freeing etc.

- To execute assigned tasks in conformance with safe work procedures and in accordance with instructions given by the Supervising Officer.

- To ensure that work such as entry into enclosed spaces, hotwork and work aloft is not undertaken without prior planning and approval by the Chief Officer.

- To assist the Duty Officer/Surveyor with temperature/ullage reading and cargo sampling as ordered by the Chief Officer.

- To execute loading/discharging operations in cooperation with the Chief Officer.

- To initiate and execute necessary inspections, maintenance and cleaning of the pumproom.

- To ensure that all valves, pipes, and tanks etc are properly marked for easy identification.

- To change reducers, packing and flanges as necessary and in accordanceWith the Chief Officers instructions.

- To keep all tools, equipment, pumpman store etc in good order.2.17 FITTER

Authority: Delegated authority by the 1. Assistant Engineer to execute assigned duties.

Reporting to: 1. Assistant Engineer/Duty Engineer

General responsibilities:

- To familiarise himself with regulations and work procedures pertaining to tasks to be executed.

- To execute assigned tasks in conformance with safe work procedures and/or quality plans, and as instructed by the Supervising Officer.

- To ensure that work such as entry into enclosed spaces, hot work and work aloft is not undertaken without prior approval by the Responsible Officer.

- To execute assigned tasks safely, to the best of his ability, and to report hazardous conditions without delay to the Duty Officer.

Authority: Delegated authority by the 1. Assistant Engineer to execute assigned duties.

Reporting to: 1. Assistant Engineer and/or the Duty Engineer.

General responsibilities:

To perform Engine Room watches as instructed by the Duty Engineer and carry

out operational – and maintenance work within the Engine Department as required.

Special responsibilities:

- To familiarise himself with regulations and work procedures pertaining to tasks to be executed.

- To execute assigned tasks in conformance with work procedures and/or quality plans as instructed by the 1. Assistant Engineer or the Duty Engineer.

- To execute assigned tasks safely, to the best of his ability, and to report hazardous conditions without delay to the Responsible Engineer.

- Work such as entry into enclosed spaces, hot work and work aloft shall not be undertaken without prior approval by the 1. Assistant Engineer.

2.19 OILER

Authority: Delegated authority by the 1. Assistant Engineer to execute assigned duties.

Reporting to: The Duty Engineer during watch duties and the 1. Assistant Engineer or supervising Motorman during other operational or maintenance work.

2.20 ENGINE CADET

Authority: Delegated authority by the Duty Engineer and/or the Boatswain to execute assigned duties.

Reporting to: The Supervising Engineer.

General responsibilities:

To perform sea watch and shore watch duties as instructed and to carry out maintenance work and other operational tasks within the Engine Department as ordered.

Special responsibilities:

- To familiarise himself with regulations and work procedures pertaining to tasks to be executed.

- To execute engine room duties as ordered by the Duty Engineer.

- To execute assigned tasks in conformance with work procedures and/or quality plans as instructed by the Duty Engineer.

- To execute assigned tasks safely, to the best of his ability, and to report hazardous conditions without delay to the Duty Engineer.

Authority: The Chief Steward/Cook is responsible to the Master for the administration, supervision and safe and economical operations of the hotel services function of the vessel.

Reporting to: The Master

General responsibilities:

- The provision of the vessel.- Proper care, control and use of all catering stores and provisions.- Preparation of meals.

Special responsibilities:

- Maintenance of a high standard of cleanliness throughout assigned accommodation, compartments and spaces, and the prevention of infestation by pests and vermin.

- Timely and accurate preparation of all reports, records, requisitions and other documents related to the catering/accommodation function of the vessel.

- The vessel’s linen and laundry services, whether the laundering is done onboard or ashore.

- Proper operation of all domestic machinery, although the Chief Engineer is responsible for the maintenance of such equipment.

- Making any inspection that may be necessary, or required by the Master.

- Maintaining an inventory of catering stores and provisions.

- Dumping or burning of garbage as per regulations. All dumping/burning to be recorded.

2.22. 2.COOK

Authority: Delegated authority by the Chief Cook to execute assigned responsibilities.

Reporting to: The Chief Cook.

General responsibilities:

To assist the Chief Cook in the daily preparation of meals.

- To prepare and service the breakfast meal according to instructions from the Chief Cook.

- Assist the Chief Cook in preparation and servicing of lunch and dinner.

- To keep the galley and provision room clean at all times.

- To perform or assist in other matters related to preparation of food as required.

2.23 MESSMAN

Authority: Delegated authority by the Chief cook to execute assignedResponsibilities.

Reporting to: The Chief Cook

General responsibilities:

To serve meals in the messroom according to instructions from the Chief Cook and to wash the dishes in accordance with health instructions.

Special responsibilities:

- Provide for a sufficient amount of dishes to each meal and serve the food in accordance with the Chief Cook instruction.

- Clean the tables and do the dishwashing immediately after each meal. - Clean the pantry and messroom in accordance with instructions from

the Chief Cook.

- Perform other cleaning duties as ordered by the Chief Cook.

2.24 RELIEVING PROCEDURES FOR MASTER AND SR. OFFICERS

In order to maintain continuity in operation and maintenance of the vessel, and in order to eliminate sources of error in interfaces, caused by frequent changes, the Company requires formal Relief Reports from the following Officers when signing off:

The Reports, in the form of checklists, are Company formats Nos. 201, 202, 203 & 204 respectively.

The Relief Report shall be filled in with care, to provide adequate information to the Joining Officer, and to constitute an important part of Condition Reports to the Company.

The Relieving and the Joining Officers should, time allowing, conduct an inspection of the relevant areas of responsibility, including spot check of safety related items such as spare parts, vital stores and bunkers.

The Relief Report shall be signed by both Officers with copies for the Master and Transkim Gemi.

When a senior officer is joining a vessel for the first time, he will be given an overlap period of minimum two days with the Relieving Senior Officer. During the overlap period the Joining Senior Officer shall familiarise himself with the vessel, based on the following check list:
