PRESIDENT’S MESSAGE
On behalf of the Board of Directors, I intend to present the Annual
Report of Maritime Study Forum for the year 2019. I am delighted
to share that MSF has successfully achieved a number of
significant milestones in 2019. In a short period of time, we have
gained the repute of a robust and noteworthy research
organization in the maritime sector. This all happened with the
hard work of our dedicated research team and tireless efforts of
our efficient administration and support staff.
I would like to express gratitude to all worthy individuals and organizations for their continued
support and encouragement. I would also like to appreciate the valuable input rendered by our
honorable Board of Advisors. I also acknowledge the commitment and diligence of my fellow
directors who kept contributing throughout 2019to make Maritime Study Forum a leading
platform for carrying out Maritime Research.
Maritime Study Forum aims to deliver on its commitments as a leading research organization
in the maritime sector with the support of a wide network of alumni and a strong research
team. We look forward to making more contribution through research work by further
engaging academia, media and policy practitioners in the future.

EXECUTIVE SUMMARY Maritime Study Forum (MSF) is an Islamabad-based autonomous, non-profit, civil society organization
that aims to bridge the gap between academia and policy-making, and generate policy discourse that
will help in establishing a robust Pakistan Maritime policy. MSF is dedicated to addressing maritime
blindness Pakistan has been suffering from and envisions itself as a leading platform for stakeholders
generating policy oriented discourse on maritime related affairs.
MSF is aimed to generate meaningful dialogue, cutting edge research and human development
through engaging academia, media, civil society, policy practitioners and opinion makers for the
advancement of Pakistan's maritime interests. MSF views Pakistan as a maritime nation whose role in
Asia-Pacific maritime affairs is critical for regional stability and security. Since its inception, Maritime
Study Forum has been very focused at putting efforts to eliminate maritime blindness in Pakistan. In
this regard, MSF has not only produced multiple case studies, reports and research articles but has also
successfully conducted Maritime Schools as well as seminars, roundtables and conferences with the
objective of equipping our academia with a policy perspective on maritime affairs.
MSF social media team is efficiently using Social Media platforms including Facebook, Twitter,
Instagram and whatsapp for keeping its members updated on various local and international news
regarding maritime affairs. We also launched our new interactive website for our users which will keep
a comprehensive record of our activities, news analysis, updated articles and case studies.

1. Memoranda of Understanding - MoUs
MSF has signed MoUs with five Universities/Institutions in a bid to explore areas of cooperation in
research & publishing projects and capacity building activities in the maritime sector. These areas
include maritime awareness at policy circles and masses, socio-economic uplift and education of
coastal communities, training, branding of national coastline and associated issues, maritime
tourism, etc. The purpose of these MoUs is to provide a framework to the organizations for
cooperation and coordination with each other in maritime domain.

3. Collaborations with International Maritime Associations
Maritime Study Forum has established connections with various international maritime
associations for exchange of research articles and publications. These collaborations will
help our young researchers in the maritime sector for carrying out research and analysis
in maritime domain mainly in the areas of maritime security, blue economy, social uplift
of coastal communities, challenges to national coast line, maritime law, oceanography and
maritime tourism. Till now, MSF has joined hands with CMLA – Canadian Maritime Law
Association, Maritime Law Association of Australia and New Zealand, EMLO –European
Maritime Law Organization, WIOMSA – Western Indian Ocean Marine Science Association,
Maritime Executive and CMA – Connecticut Maritime Association.

EVENTS : IN-HOUSE MEETINGS, SEMINARS AND CONFERENCES
1. “India’s Maritime Economic Doctrine: Sagar Mala, Fault Lines and Lead for
Pakistan".
On January 28, 2019 a brainstorming session on "India’s Maritime Economic Doctrine:
Sagar Mala, Fault Lines and Lead for Pakistan" was held at the Margalla Golf Club,
Islamabad. The session was attended, among others by academics, experts, researchers
and doctorate students of leading universities.
Pakistan can draw lessons from the Indian maritime doctrine ‘SagarMala’ to cut
the costs and address the fault lines of large scale infrastructure projects to develop
its coastlines and maritime sector. This was the crux of the brainstorming session.
MSF President Dr Syed Mohammad Anwer in his welcome address shed light on the
objectives of holding the session. He said that the main aim of the session was to study
the infrastructure and the port-led development project of SagarMala to find what
lessons Pakistan could draw from India’s experience.
Dr Aneel Salman, a member of MSF Board of Directors, gave a brief overview of the Sagar
Mala Project and potentials of Blue Economy. He pointed out that maritime has largely
been a neglected sector in Pakistan. “Whatever little emphasis given is on the

maritime security, and the economic, environmental and socio-economic aspects of
maritime, which is dubbed as blue economy, have been overlooked,” he added. He
highlighted the environmental, ecological, and other costs, besides discussing the
economic, socio-economic and other benefits of the project.
“SagarMala project was an initiative of the Indian government to promote port-led
direct and indirect development and to provide infrastructure to transport goods to
and from ports quickly, efficiently and cost-effectively,” said by Dartways Consultancy
CEO Zaheerudeen Dar while speaking on the topic “An Insight on Logistics and
Connectivity vis-à-vis SagarMala Project of India”.
After the panelists concluded their talks, the participants were divided into two groups
and each group brainstormed on a given topic. The Group A was given the topic of
Maritime Economy – Blue Economy for the exercise. The Group B was to brainstorm on
Maritime Security and Diplomacy (Blue Diplomacy), which deals with the issues of coastal
management (port, vessel and facility security) and routes security (piracy and
smuggling). Both teams were asked to draw lessons for Pakistan to learn. The
brainstorming exercise was followed by feedback and remarks from the panelists.
2. “Darya Wasi” a Community Support Initiative of Maritime Study Forum
“Darya Wasi” is a Community Support, Uplift and Projection initiative of Maritime Study
Forum. MSF has adopted the Fishermen Community Govt School in Yunasabad under
running the project under Darya Wasi. The children of the Fishermen Community School
presented a tableau on February 7, 2019 as a symbolic presentation of the plight of
coastal fishermen communities that need special attention of the government.

3. SEMINAR: “Geo-Strategic Importance of Gwadar: Opportunities, Challenges
and Remedies”
On April 8, 2019 International Islamic University Islamabad in collaboration with
Maritime Study Forum (MSF) arranged a one-day seminar on the topic “Strategic
Importance of Gwadar Port for Pakistan: Opportunities, Challenges and Remedies.”
Dr. Azhar Ahmad was invited as the Guest Speaker; he is currently serving as the HoD
of Humanity and Social Sciences Department at Bahria University Islamabad and has
authored a book “Gwadar: Balance in Transition.”
4. Karachi University Students’ Trip to Ormara
Ms. Samina Qureshi, Assistant Professor at the University of Karachi, led a delegation
of 42 students (36 female and 6 male) from the university’s Department of Mass
Communication on a field-trip to Ormara. This trip was facilitated by MSF and its
purpose was to enhance people-to-people contact and provide the students with
hands-on experience as they were keen to hone their skills in the subject of
‘Communication Development’.
It was a first-of-its-kind visit by a student delegation from any university to the
coastline. The delegation visited Hub, Hinglaj Mata, Ormara Cadet College and
Darmaan Jah among other places during this tour.

5. SEMINAR: “Introduction to Maritime Studies” by Dr.Syed Mohammed Anwer
The President of MSF, Dr. Syed Muhammad Anwer, delivered an introductory lecture
on Maritime Studies at NUML University, Islamabad. Dr. Adnan Sarwar Khan, HOD of
the NUML Department of IR, was also present at the seminar.
6. MSF President’s Visit to Karachi and Gadani
President MSF Dr. Syed Muhammad Anwer attended the first Darya Wasi Jor arranged
by local fishermen along with Chairman FCS and Chairman Trawler Association at the
sailing centre, Karachi. The objective of the meeting was to understand the issues
faced by the fishing community while carrying out their business.The MSF President
also visited the local school in Younusabad near Karachi. He attended the meeting
with local fishermen of Younusabad and Kakapir villages near Karachi with an aim of
understanding the real issues being faced by fishermen in the area. He visited Gadani
Ship breaking yard and also met with the Chairman Ship-Breakers Association and the
Vice President Meezan Bank. He discussed with them the issues related to the ship
breaking industry at Meezan Bank Head office Karachi.

7. Lecture by President MSF on Maritime Laws at Shariah and Law Department,
International Islamic University IIUI
MSF President Dr. Syed Muhammad Anwer gave an introductory lecture on Maritime and
Laws of the Seas at the International Islamic University Islamabad (IIUI). The lecture was
held in the seminar hall of the IIUI's Department of Sharia and Law. In his lecture, Dr. Anwer
introduced the concept of maritime to the participants and elaborated the importance of
law in the maritime realm.
Dr. Mohammed Anwer also encouraged the students to take up those topics as avenues for
research, which are related to maritime so that it may not only help them in their careers
but also help Pakistan in general. MSF's Member BoD, Mr. Salman Javed and IIUI's Chairman
Faculty of Law Dr Aziz ur Rehman were also present on that occasion.

8. Brainstorming Session in Collaboration with Ripha University Islamabad on the
Maritime Policy of Pakistan 2015 – SWOT Analysis
Maritime Study Forum (MSF), in collaboration with Riphah Institute of Public Policy
(RIPP), held its first brainstorming session on the Maritime Policy of Pakistan 2015. The
session featured eminent personalities such as President MSF, Dr. Syed Muhammad
Anwer , Director RIPP Dr. Rashid Aftab and Captain Fayyaz who is the Deputy Secretary
of Maritime Affairs in the Ministry of Defence. The session was also attended by MSF's
Member BoD, Salman Javed. Other participants included a research team from Emerging
Policymakers' Institute, several notable teachers and various M. Phil and Ph.D research
students from various eminent universities of Islamabad.
9. MSF – Round Table discussion on Maritime Budget 2019-20 held at MSF
Conference Hall
A round table discussion on Maritime Budget 2019-20 was held at MSF. The discussion
was chaired by President MSF Dr. Syed Mohammad Anwer who was joined by Mr.
Muhammad Saleem Ranjha (Additional Secretary, Board of Investment and Member
BOD, Akhuwat Foundation), Dr. Zahid Asghar (Director School of Economics QAU), Dr.
Talat Anwer (HOD, PIDE School of Public Policy), Dr. Muhammad Iftikhar Ul Husnain
(HOD, Dept. Of Economics COMSATS) and Dr. Aneel Salman (Member BOD, MSF) as
discussants. Other prominent participants included Dr.Khurram Iqbal, Dr. Maleeha, Dr
Rashid Aftab, Mr. Kashif Zaheer and MSF General Secretary Naufil Shahrukh. HOD Media
Sciences SZABIST, Wajid Zulqarnain, Brig. Naveed Ali, Director IPRI, and Senior Govt and
IUCN Consultant Mr. Suhail Awan also joined the discussion.

The session started with brief remarks from the MSF President. Then presentation on
the topic was given by Mr. Ammar Alam (Research Associate and Head Economics Desk,
MSF). A detailed case study was also developed on the same topic based upon the points
and inputs given by the participants.
10. MSF Celebrated World Maritime Day
On September 26, 2019 Maritime Study Forum (MSF) celebrated the World Maritime
Day at MSF premises. President MSF Dr. Syed Mohammed Anwer was the keynote
speaker at the event. Members BoD MSF, Dr. Azhar Ahmed and Mr. Salman Javed,
were also among the speakers. Members from legal fraternity and civil society also
joined the event.
The MSF President in his address highlighted the importance and potential of
Maritime sector for Pakistan and world at large. He told the audience that there is a
huge potential in commercial activities under shipping, ship breaking, fisheries and
aquaculture. He emphasized investing on professional and human capital in maritime
sector in order to get maximum output for Pakistan.
Dr. Azhar Ahmed spoke on the distinction between maritime and navy and told that
navy is merely part of a larger maritime sector. He described the importance of
maritime affairs on international affairs and their far reaching impact on geopolitics
of the region.

11. SEMINAR: Importance of Maritime in History and Heritage
October 19, 2019 a delegation of MPhil and PhD Scholars from Punjab University’s
History Dept visited the MSF Head Office in Islamabad. Member BoD Mr.Salman Javed
gave a brief introduction of MSF and its working. The President Maritime Study
Forum, Dr. Syed Mohammed Anwer, shared his views about the importance of
Maritime in History and Heritage.The delegation was led by Dr Abdul Basit (AIOU) and
Dr Ghazi from Punjab University.
12. SEMINAR: “Pakistan's Maritime Security: Challenges and Potential”
Maritime Study Forum in collaboration with School of Politics and International Relations
(SPIR), Quaid e Azam University, organized a one-day seminar on “Pakistan's Maritime
Security: Challenges and Potential” on December 04, 2019. The speakers included Dr.
Nazir Hussain, Director SPIR, QaU; Dr. Zafar Nawaz Jaspal, Professor at SPIR, QAU, Ghalib
Iqbal former ambassador of Pakistan to France; and Dr. Syed Mohammed Anwer,
President Maritime Study Forum.

The keynote address of the seminar was given by former ambassador Ghalib Iqbal. The
keynote address was about “Implications of Pakistan’s Maritime Blindness”. In the end,
Dr. Syed Mohammed Anwer, President Maritime Study Forum, concluded the seminar
with his closing address and thanking remarks. Dr. Anwer emphasized that contrary to
the popular belief, the maritime domain is much larger than merely a pre-dominant
security domain.
13. INTERNATIONAL SEMINAR: “Campaign to Rename WIO to African Ocean”
Maritime Study Forum under the supervision of Dr.Syed Mohammed Anwer officially
launched a campaign for the African Ocean in September 2019. The Campaign was started
with the core objective of reaching out the African Community, diplomatic circles and
other concerned officials for collective effort to reach the desired goal of renaming WIO
to AFRICAN OCEAN. This Campaign is started for renaming of the Western Indian
Ocean to the AFRICAN OCEAN as for all the legal, scientific, historic reasons, it is the
right time to give this Ocean region its true representative name which is AFRICAN
OCEAN. The name African Ocean highlights its significant linkage with the African
continent that has been underplayed for millennia.

MSF organized an International Seminar on African Ocean on October 30, 2019.The
seminar was attended by representatives of Somalia, Nigeria, Uganda, Kenya and
Tanzania. The participants included students of Masters in International Relations, Law,
Media and Marine Sciences. President MSF Dr. Syed Mohammed Anwer and Head of
Department (PCS), CIPS (NUST), Dr. Najimdeen Bakare were keynote speakers.
Certificates of participation were distributed among the participants. The speakers
highlighted the importance of Renaming Western Indian Ocean and its impact on the
socio-economic sector of the African Continent.

14. SEMINAR
“Projecting Pakistan Maritime Potential through Mainstream and
Alternative Media ( 24th January, 2020)
A one day seminar titled “Projecting Pakistan Maritime Potential through
Mainstream and Alternative Media” was held at Bahria University Karachi
Auditorium in collaboration with NCMPR and NIMA. The seminar aimed at
highlighting the issues and promoting the maritime sector of Pakistan.
15. Delegation from Global Media Association GMA visit to Maritime
Study Forum . Dated: 26th Feb, 2020
On Wednesday, 26th of February, journalists from Global Media Association (GMA)
visited Maritime Study Forum. The guests included Aliya Qaisar (PTV News), Naveed
Satti (Radio Pakistan/Royal News), Javed Ghaffari (Bureau Chief, 7 News), Shazia
Mehboob (Online Journalist), and others. Ms. Reema Shaukat, Senior Media
Coordinator MSF, gave a presentation on introduction, objectives, and work done

by MSF to the guests. The presentation was followed by an interactive session of
guests with President MSF Dr. Syed Mohammed Anwer. The journalists commended
work done by MSF and offered their support in projection of Pakistan’s maritime
potential in mainstream media.
16. Roundtable Conference: "Preserving Freedom of Seas - Post-Pulwama
Challenges and Responses." 9th March, 2020, Islamabad .
On Monday, 09th of March, a roundtable conference was held on Preserving
Freedom of Seas: Post-Pulwama Challenges and Responses. The conference was attended
by guests and participants from academia, policy makers and media. The participants
discussed situation of maritime security of Pakistan during and after the Pakistan-India
standoff in 2019.The guests and participants in the session included Ambassador Ghalib
Iqbal, Prof. Dr. Nazir Hussain (SPIR, QaU), Senator Sitara Ayaz, Dr. Tughral Yamin (CIPS),

A webinar was held by Maritime Study Forum on “A Comparative Analysis of Maritime
Budget in South Asia & Maritime Policy of Pakistan - Challenges and Responses”. The
guests and participants in the session included prominent scholars from academia,
media persons and policy makers.

During the discussion session one of the panelists, Dr. Aneel Salman, Member Board
of Directors Maritime Study Forum, focused on the policy paralysis where we have a
conflict of objective among every succeeding government, and different bodies cannot
work together with other institutions resulting in a stalemate.
The second panelist, Mr. Wajeeh ud Din Ahmad, Logistics and Maritime Entrepreneur,
focused on the range of experiences, not only from South Asia but also from South East
Asia and Latin America, that can help us to formulate our own policy. Dr. Khuram Iqbal,
Member Board of Directors Maritime Study Forum, talked about the important of
generation of a discourse where comparison and contrast is necessary.
The session concluded on emphasis to conduct such events more frequently in order
to spread awareness about the maritime sector and promote a discourse to deal with
the prevailing sea blindness in Pakistan.

21 August, 2020: A webinar was held by Maritime Study Forum on “Evolution of
Pakistan's Shipping Policy: Policy of 2001, Amendments of 2019 - Prospects &

from academia, media persons and policy makers. The webinar was held keeping in
view the importance of the shipping policy in national economy, trade activities and its
impacts on all other sectors. The webinar is also an effort to bring the focus of policy
makers towards the important aspects of shipping industry and shipping policy which
shouldn’t be left unattended in our national discourse.
This was an interactive session where the panelist that included Commodore (R) Syed
M Obaidullah SI (M)-BOA MSF, Dr Aneel Salman– Member BOD, Maritime Study
Forum, Mr.Khurram Mirza-Executive Director PNSC answered the questions of the
participants. Very pertinent issues were raised during this session that led to an in
depth view of the policy paralysis and policy successes in the country. Commodore
Obaidullah went back into the history and sited the hiccups of the shipping industry.
He further elaborated the positive aspects of the shipping policy of 2001 whose aim
was to attract the private shipping industry. He further talked about the incentives
given in 2001 for the shipping industry but still it was not able to take optimum
advantage out of it. Mr.Khurram Mirza-Executive Director PNSC, answering the
questions of the participants further elaborated that the revisions of the shipping
policy in 2019 augment the shipping policy of 2001.
He stressed on PNC’s operational capacity where PNSC wants to agitate two changes
in the shipping policy, which is to include marine services under the ambit of shipping
policy and to open foreign currency bank account.Afterwards, Dr. Aneel Salman
enlightened the audience with his analysis and expertise on policy making and policy
implementation. He talked about why the shipping policy remained dormant and for
which he gave few reasons that included institutional frictions and the blockades,

events more frequently in order to spread awareness about the maritime sector. Dr.

20. Webinar on “How to get Pakistan’s Coastal Tourism Industry Up and
Running?”
Maritime Study Forum, an Islamabad based think-tank, organized a webinar on “How to
get Pakistan’s Coastal Tourism Industry Up and Running?” on Friday, September 4.
Prominent scholars from academia, media persons, and policy makers were among

into spotlight and to overcome its issues with sustainable policy options.
According to the presentation by Maritime Study Forum the estimated potential of
coastal tourism in Pakistan amounts around $4-5 billion. However, Pakistan hardly
generates around $50,000 from this industry. According to a survey conducted by
Maritime Study Forum, around 70% of the participants were interested in coastal tourism.
However, most of them had either never experience coastal tourism or had not seen
Pakistan’s coastline beyond Karachi. The presentation concluded on need to take steps
and work on promoting coastal tourism and averting sea blindness.
One of the panelists Air Vice Marshal (R) Ijaz Malik stressed on taking example from
coastal tourism development models of other countries which are exploiting the
potential. In this regard, he suggested UAE model would help Pakistan develop its coast
for a thriving tourism industry.
Ms. Nadia Naqi, anchorperson NewsOne TV, described how Pakistan’s coastal tourism has
remained stagnant through decades. In order to promote coastal tourism, we do not only
need to develop infrastructure on coasts, but also bring about sustainable development
which protects coastal eco-system and environment.
Ms. Naghmana Zafar, Senior Research Associate NIMA, stressed the need to promote
maritime domain awareness among institutions and organizations within the country.
Because in order to address sea blindness in the country not only the common public
needs to be sensitized, but the investors and institutions also need to be sensitized in this
regard.
Mr. Shoaib Ahmed, CEO of Al-Noor Cruise Shipping, emphasized on promoting the
development of local coastal communities in order to promote tourism in the region. The
local culture of coastal communities can act as a great incentive to attract tourists towards
this part of the country. It will also help protect marine environment across the

coast. For that reason, developing and empowering local communities will help improve
coastal tourism infrastructure in the country.
President Maritime Study Forum, Dr. Syed Mohammed Anwer concluded the webinar by
emphasizing the need for promoting maritime awareness in the country. It will not only help
promoting coastal development and tourism, but will also highlight importance of overall
maritime sector in national economy. The webinar concluded with consensus of panelists and
participants on need to promote awareness regarding coastal tourism and stress the decision-

21. WEBINAR: AMAN: Pakistan’s Dynamic Initiative for Peace
Webinar Preliminary Report
Pakistan has always been a responsible state, and its commitment to ‘peaceful existence’ and
desire for regional stability is reflected through its participation in various international peace
keeping missions, Combined Task Forces 150 and 151, various indigenous initiatives and
multilateral exercises like Regional Maritime Security Patrols (RMSP) and AMAN exercises. AMAN
series of multi-national naval exercises was initiated by Pakistan Navy in 2007. The aim of this
exercise was to enhance naval cooperation, promote regional stability and strengthen
interoperability with regional navies. It also aims to strengthen mutual understanding and areas
of common interests. The significance of AMAN exercises grew with the participation of major
naval powers. It is one of the most important initiatives taken by Pakistan Navy in combating
threats at sea.

Indian Ocean. This year the 7th AMAN naval drill will be held in February 2021.
AMAN exercise is the harbinger of cooperation that brings different ships, corvettes, aircrafts, and
observers from participant countries closer. This year AMAN exercise will feature ships from
Russia’s Black Sea fleet, as well as NATO member states. It is the first time that Russia and NATO
members are participating in any naval drills jointly after the change of government in USA. This
shows Pakistan’s profound commitment for peace and stability in the region at a time when the
region is being militarized and polarized on lines of major power competition. This naval drill is
also significant because the three maritime giants; the USA, China and Russia are going to be
present on one platform at AMAN.
This year’s brief by Directorate General Public Relations (DGPR) Pakistan Navy states the concept
of exercise as to provide common forum for:
a. Information sharing, mutual understanding and identifying areas of common interests for group
analysis and dialogues through lnternational Maritime Conference.
b. Developing and practicing response tactics, techniques and procedures against asymmetric and
traditional threats during sea phase of the exercise.
c. lntermingling of multinationals with depiction of their respective cultures during cultural
shows/food galas.
The focused objectives of the exercise are stated as:
a. Enhance interoperability with regional and extra regional navies thereby acting as a bridge
between the regions.
b. Display united resolve against terrorism and crimes in the maritime domain.
The exercise will be divided into harbour phase and sea phase. The harbour phase will include
different ceremonies, wreath laying at Yadgaar-e-Shuhada, a cultural festival, calls and visits to
friendly ships, a maritime counter-terrorism demo, and an International Maritime Conference

sea phase at exercise will include an international fleet review, and various drills and
demonstrations by Pakistan Navy and participant countries’ fleets.
As the region has witnessed the upsurge of polarized naval coalitions, this is the only exercise that
aims to promote cooperation and peace in the entire region. Thus, in order to deliberate upon
Pakistan’s efforts in AMAN and its future maritime prospects, Maritime Study Forum organized a
webinar titled, “AMAN: Pakistan’s Dynamic Initiative for Peace”, on Friday, January 29, 2021. The
webinar was held via Zoom from 03:00 PM – 04:30 PM. The panelists at webinar included
Commodore (R) Syed Mohammed Obaidullah, Member Board of Advisors MSF and Founding
Director National Center for Maritime Policy Research (NCMPR), Dr. Khuram Iqbal, Member Board
of Directors MSF and HOD Department of International Relations, National Defence University,
and Mr. Ejaz Haider, Executive Editor Indus News. The webinar was moderated by Attorney
Muslim Bin Aqeel, Research Associate MSF.
24. Efforts by Maritime Study Forum for Repatriation of Pakistani Stranded for 4 Years at Ship MT Iba in UAE.
Seafarers including one Pakistani have been stranded at the port Ummul Quwain, UAE to be
repatriated back to their homeland after 4 years.The seafarers were abridged of their wages that
amounted to more than $300,000 for the last 4 years which have now been paid after the relevant
authorities took notice. The incident of this lost voyage was covered by BBC Urdu and the
Guardian, reporting the worst kind of humanitarian crisis including a Pakistani marine engineer 52,
namely Riasat Ali stranded onboard for the last 4 years. The matter was initiated by young
Admiralty & Maritime Lawyer Mr. Muslim Bin Aqeel from Pakistan. In his letter to Prime
Minister of Pakistan Mr. Imran Khan Niazi, he described the principles of general average to award
the wages held in abeyance illegitimately by the shipping company namely Alco Shipping Services
LLC. Attorney Muslim Bin Aqeel is an Admiralty and Maritime Lawyer of High Courts in Pakistan,
he is also a Research Associate (Legal) at Maritime Study Forum Pakistan and Visiting Faculty
Member of National Defence University Islamabad teaching International Law. The matter was
also highlighted at the PMDU Portal System, a very efficient service introduced by the PTI
government that kept track of all the progress during this time. The stranded seafarer is likely to
return by repatriation within a month as per D.G Ports and Shipping Karachi. The authorities are
in liaison with the Ministry of Maritime Affairs, Ministry of Foreign Affairs, Foreign Office Pakistan,

Consul General UAE, and Government of UAE. The Foreign Minister of Pakistan Mr. Shah
Mahmood Qureshi is also on his visit to UAE from 17-19 April. Pakistan and the UAE enjoy strong
fraternal ties, rooted deep in common faith, shared history and values. Mr. Muslim Bin Aqeel, the
young admiralty lawyer who initiated this case is satisfied with the performance of the government
and is thankful to the Prime Minister and his government for the expeditious and timely action in
case of this maritime agony. The incident of this odyssey at sea came at the sight in the first week
of February 2021, by Mr. Muslim Bin Aqeel (Admiralty & Maritime Lawyer). The reports of
BBC and The Guardian were indeed shocking, and the incidence was the worst kind of
humanitarian crisis at sea in wake of pandemic Covid 19.
It had been observed earlier that the ship ( 2 ) abandonment increased many folds during the
pandemic in South Asia as per reports of the International Maritime Organization (IMO). The
shipping company (Alco Shipping Services LLC) was blacklisted from other countries too for
stranding the seafarers which raised concerns about the life of Pakistani citizen onboard too.
Pakistan being responsible maritime state immediately the letter was written to the Hon’ble Prime
Minister of Pakistan Mr. Imran Khan Niazi, Ministry of Foreign Affairs and Ministry of Maritime
Affairs.

25. WEBINAR: THE OCEAN Life, Livelihood and Sustainability Opportunities
and Challenges for Pakistan
Mapping and development of strategic human and natural resources in the maritime sector is the
need of the hour to sow the seeds of blue economic revolution in Pakistan.
This was the crux of the views expressed by maritime policy experts and marine scientists at a
webinar titled ‘The Ocean: Life, Livelihood and Sustainability – Opportunities and Challenges for
Pakistan’, which was organized on the eve of World Oceans Day 2021 by Institute of Policy Studies
(IPS) in collaboration with Maritime Study Forum (MSF), National Institute of Maritime Affairs
(NIMA), Pakistan Maritime Security Agency (PMSA), and University of Karachi.
The webinar was chaired by Ambassador (R) Syed Abrar Hussain, IPS’ Vice Chairman and addressed
by Dr. Azhar Ahmad, Associate Professor, Bahria University, Dr. Nuzhat Khan, former Director
General, National Institute of Oceanography (NIO), Nisar A. Memon, technocrat and former
Chairman of the Parliamentary Committee on Water Resources, Dr. Asma Tabassum, Manager
ORIC, Karachi University, Naghmana Zafar, Senior Research Fellow, NIMA, Naufil Shahrukh, GM
Operations, IPS and General secretary, Maritime Study Forum (MSF), while Commander Moeed,

MARITIME SUMMER AND WINTER SCHOOLS
MSF seeks to shine a spotlight on the maritime domain of Pakistan in public discourse via its
Maritime Schools’ initiative; Maritime Summer School and Maritime Winter School. The
aim of these Maritime Schools is to bring the maritime issues in the spotlight and to
formulate solutions by promoting exchange of ideas among the participants and experts.
Maritime schools are themed along five topics which included: Understanding Maritime,
Policy Design and Analytics, Maritime Economy and Industry, Security and Diplomacy, and
Socio Economic Factors of Coastal Community. The sessions of Maritime Schools 2019
included lectures, simulation exercises and exposure visits to important sites, organizations
and institutes in order to develop understanding regarding maritime issues among the
participants. The Maritime Schools also provided an opportunity to the participants coming
from different professional spheres to interact and provide solutions for the maritime sector
through their research in the field.
MSF successfully conducted its first Winter School MWS18from 23-27 December, 2018 in
Karachi. Our second cohort Maritime Summer School 2019 (MSS 19) was held in Islamabad
from 4-9 August, 2019 and our latest venture Maritime Winter School (MSW20) concluded
in Bahria University Karachi Campus from 20-24 January, 2020 in collaboration with NIMA
and NCMPR Karachi.

participants were taken to Karachi Port Trust, Karachi Fisheries, Pakistan
International Container Terminal, National Institute of Oceanography. Capt. (R)
Jamil Ahmed Khan, Member National Assembly and the Parliamentary Secretary
for Maritime Affairs, was the chief guest of the closing ceremony. The ceremony

MARITIME STUDY FORUM-PROGRESS REPORT 2019-2020 2019 The Day 1 was about Understanding Maritime. The Day 2 was themed on Policy
Design and Analytics, and included a visit to the Centre of International Peace and
Stability, NUST. The Day 3 was themed on Maritime Economy and Industry and
included a visit to Islamabad Policy Research Institute. The Day 4 included
Maritime Security and Diplomacy and included a seminar on “Maritime
Diplomacy in Modern World” at IPS, as well as a visit to the Naval Headquarters.
The fifth and last day was themed on Socio-Economic Factors of Coastal
Communities. The Maritime Summer School 2019 finished on the closing
ceremony held on the last day of the school.
Mr. Sheharyar Afridi, Federal Minister for Narcotics and Minister of State for
SAFRON, graced the occasion as chief guest. Mr. Sheharyar Afridi put stress on
using forums like Maritime Summer School to promote national harmony and to
build confidence and resolve within young scholars in order to make Pakistan a
prosperous nation. Two parliamentarians namely Ms. Wajiha Qamar and Ms.
Uzma Riaz Jadoon also attended the Summer School and graced the occasion with
their presence.

Sciences and Hydrography, Maritime Security and Diplomacy, and Media and
Maritime.

from across Pakistan as well as participants from various fields including law,
public policy, international relations and marine sciences.
The Closing Ceremony of the Maritime Winter School MWS20 was held in Fatima
Jinnah hall at Bahria University Karachi Campus. Chairperson Senate’s Standing
Committee on Maritime Affairs Ms. Nuzhat Sadiq graced the occasion as Chief
Guest. In her address, Senator Nuzhat appreciated Maritime Study Forum’s effort
in conducting the week-long Maritime School to impart awareness regarding the
scope and issues of maritime among academics, practitioners and students. She
also congratulated the participants on completing the Maritime Winter School
2020 and advised them to work for their goals with dedication in order to achieve
them for the betterment of their own selves, their families and for the society. The

Meeting with Honourable Minister for Maritime Affairs
Member Board of Directors MSF, Mr. Salman Javed called upon Federal Minister for Maritime
Affairs, Mr. Ali Haider Zaidi. Mr. Salman Javed was leading the delegation of MSF, which
included Ms. Reema Shaukat, Mr. Tahir Khan and Mr. Syed Abdullah Anwer.
The team introduced the efforts of MSF that has been carried out so far and the areas upon
which the institute is working. Team MSF also presented the minister with all the publications

Sustainable Ocean-led Development Paradigm (SODP) for Pakistan by Dr.Aneel Salman and Jaweria Abbasi
The long-term development of Pakistan has been laid down in the government’s Vision 2025 document which underlines the move towards sustainable development of the economy and society. This paper attempts to offer a Sustainable Ocean-led Development Paradigm (SODP) specific to the case of Pakistan building from contemporary comparative examples. Subsequently, the study will look into the applicability of this construct within the normative context of the country and the challenges that will need to overcome.
f. Shipbreaking Industry of Pakistan: Problems & Prospects by Nida Hameed
In 1980s Shipbreaking and Recycling Industries played a significant economic role in Pakistan, supplying a substantial quantity of Rerollable Scrap steel for the Iron and Steel industries. In addition, Pakistan’s Shipbreaking Industry has paid around Rs 5-12 billion taxes each year to the federal and the provincial governments. Unfortunately, for last two decades inconsistent policies of the governments, hasty changes in duty and other taxes on the import of vessels for scrap and, most of all, a general negligence towards Shipbreaking Industry have badly affected work at Gadani. Once Pakistan was the hub of Shipbreaking Industry in the world. However, competition from other two South Asian shipbreaking yards in Alang (India) and Chittagong (Bangladesh) has also curtailed its substantial output. Pakistan must give high priority to the Shipbreaking Industry and regain its past glory.

Conflict at Sea in the 21st Century (

Few aspects have the interests in warfare
treated as inadequate as the law of armed
conflict at sea. It is because many scholars
dismiss the relevance of such debate and
glorify the literature of land battles instead.
This paper seeks to map out past maritime
battles that inspired the codification
process. It guides through how the
deployment of paramilitary and grey zone
merchant vessels is questioning the
changing role of navies and making it
difficult to determine the existence of
international armed conflict.

Marine Product (GMP) of Pakistan and
construct a framework for ocean led
economic growth specific to the case of
Pakistan building from comparative
examples. Subsequently we look into the
applicability of such framework within the
national accounting system in Pakistan and
the potential challenges faced in this
transition

2. Maritime Journal Published by MSF
Maritime Policy Review, Vol-1, No-1
By the Grace of Allah, Maritime Study Forum is able to launch
the first issue of Maritime Policy Review, a bi-annual
Research Journal in Pakistan, which aims to provide a
platform for researchers doing genuine research in maritime
domain.
We believe Pakistan, being an ocean-facing country, can
make the most of its maritime resources and use this
potential to expedite its economic growth provided our
policy makers, legislators and other stakeholders are aware
of the importance of marine resources and sensitized to the
issues being faced by communities living on the far-stretched
coastal belt along the Arabian Sea.
There are total seven articles, excluding a case review and a report review, presented in the first
issue of Maritime Policy Review. The articles are well thought out and have touched upon relevant
issues Pakistan is facing in the maritime sector.

Maritime Policy Review, Vol-1, No-2
Maritime Study Forum has launched the second issue of
Maritime Policy Review, a bi-annual Research Journal in
Pakistan, which aims to provide a platform for
researchers carrying out genuine research in maritime
domain. Pakistan being a sea-facing country can make the
most of its maritime resources and use this potential to
expedite its economic growth provided our policy makers,
legislators and other stakeholders are aware of the

3. Published Monitors and Newsletters
Maritime Study Forum regularly publishes monthly monitors and newsletters to review
local and international news in the maritime sector. It covers the areas of security and
diplomacy, maritime economy, maritime environment, coastal development and maritime

MSF Annual Report, 2019
MSF Annual Report is published in February,
2020. Prepared by Manager HR, Tahir Khan
and edited by Hafiz Inam.
The reports highlights the yearly progress of
MSF and its accomplishments. MSF has
successfully achieved a number of significant
milestones in 2019. In a short period of time,
it has gained the repute of a robust and
noteworthy research organization in the
maritime sector. In the year 2019 MSF has not
only produced multiple case
studies, reports and research articles but has also successfully conducted Maritime
Schools as well as seminars, roundtables and conferences with the objective of
equipping our academia with a policy perspective on maritime affairs.
MSF social media team is efficiently using Social Media platforms including Facebook,
Twitter, Instagram and whatsapp for keeping its members updated on various local and
international news regarding maritime affairs.
We also launched our new interactive website for our users which will keep a
comprehensive record of our activities, news analysis, updated articles and case studies.
Maritime Study Forum reached out to the diplomatic circle based in Islamabad to discuss matters
of mutual interests and also presented its publications to Honorable Ambassadors and High
Commissioners.

Maritime Winter School Report Published in February, 2020.
The Maritime Winter School Report 2020 is
prepared by Research Associates Muneeb Salman
and Shazia Habib, edited by Hafiz Inam and
graphic designing by Hadia.
MSF Winter School is the third in series of bi-
annual Maritime Schools that are organized by
Maritime Study Forum to highlight potentials and
challenges in the maritime sector of Pakistan for
practitioners, academics and students in the field.
The Maritime Winter School 2020 was held in collaboration with National Institute
of Maritime Affairs (NIMA) and National Centre for Maritime Policy Research
(NCMPR) at Bahria University Karachi Campus from 20-24 January, 2020.
The school featured themes on Understanding Maritime, Maritime Economy and
Policy, Marine Resources, Sciences and Hydrography, Maritime Security and
Diplomacy, and Media and Maritime.
It also included field visits to Karachi Port Trust, Pakistan Maritime Security Agency,
South Asia Port Terminal, Pakistan National Shipping Corporation, Karachi Shipyard
and Engineering Works, Goth Haji Alano in Hub, and Gadani Ship Breaking Yard.
The Maritime Winter School 2020 gathered speakers and experts from across
Pakistan as well as participants from various fields including law, public policy,
international relations and marine sciences

DIPLOMATIC OUTREACH
KENYA: President MSF Dr.Syed Mohammed Anwer met with Professor Julius Kibet Bitok, the High
Commissioner of Kenya on September 3, 2019. Regional maritime affairs and other mutual
interests between the two countries were discussed. Dr. Bakare Najimdeen of the Centre for
International Peace and Stability (NUST) was also present on that occasion. Dr. Anwer also
presented his case study titled "African Ocean: A case for renaming the WIO Historic, Legal &
Scientific Perspective" to the Kenyan High Commissioner.
1. SOMALIA: President MSF Dr.Anwer and H.E Ms. Khadija discussed various aspects of the
potential of maritime economy between Pakistan and Somalia. Dr.Anwer ensured that MSF
will support Somalia’s initiatives for any new venture between maritime organizations of the
two countries. Giving a brief account of trade and economic relations, the ambassador said
that Pakistan and Somalia are active commercial partners and trade a variety of commodities.

MARITIME STUDY FORUM-PROGRESS REPORT 2019-2020 2019 2. MAURITIUS: President Maritime Study Forum Dr.Syed Mohammed Anwer had a meeting with
Mauritian High Commissioner in Pakistan H.E Mr.Soobadar Rashidally in Islamabad on Tuesday,
September 3, 2019. Dr.Anwer heading a maritime research organization discussed the matter
of mutual interest between the two countries. The President MSF expressed the willingness to
reinforce bilateral cooperation in several sectors. In addition to trade and economic ties, the
two countries can bring their people closer through cultural and tourism industry. The high
commissioner emphasized the importance of giving a new impetus to trade in services and
cooperation in the tourism sector.
3. SRILANKA: President MSF Dr. Syed Mohammed Anwer had a meeting with H.E. Noordin
Mohamed Shaheid, Sri Lankan High Commissioner to Pakistan. The President MSF presented
his book “African Ocean: A case for renaming the WIO, Historic, Legal & Scientific Perspective”
to the High Commissioner of Sri Lanka. The High Commissioner took keen interest in the works
of MSF and offered complete support for its said campaign. The President MSF also presented
a souvenir to H.E. Noordin Mohamed Shaheid.

a. MSF Experts on National Channel PTV talked about “Blue Economy” Dated: March 21, 2020.
An interview was held by Naheed Chaudhary at program 45 Minutes on PTV News on
the importance of "Blue Economy" that was aired on March 21, 2020.
The panelists included President MSF Dr. Syed Mohammed Anwer, Vice Admiral (R)
Ambassador Khan Hisham Bin Siddique and Dr Aneel Salman. The main aim of this
program was to discuss the importance of blue economy.

Suno FM 89.4 hosts show on AMAN-2021 Exercises
SUNO FM 89.4 hosted Ms. Reema Shaukat, Media Coordinator MSF, and Muneeb Salman,
Research Associate MSF, in show Suno Mornings by Danish Saeed.
The importance of Pakistan Navy's multinational AMAN exercise, its various phases, and their
importance were discussed. Importance of AMAN exercises in dealing with non-traditional
security threats and response of other actors to the exercise was also discussed. Show
concluded with highlighting the importance of maritime awareness for the country, and the
role AMAN exercise is playing in this regard.

2. SOCIAL MEDIA: Maritime Study Forum actively engaged the masses through digital and
mainstream media platforms for maritime awareness. Our Social Media pages on Facebook,
Twitter and Instagram are regularly updated for our members. These updates not only keep
our members well informed about the events and activities of Maritime Study Forum but also
provide them an opportunity to get an insight of local and international news from maritime
sector. MSF also has an active whatsapp group of scholars, experts and alumni of our schools
for better interaction of young researchers with experienced fellows.
