About IMLA-IMEC The Internaonal Marime LecturersAssociaons Internaonal Marime English Conference is a no-border forum: a round table for discussions on sea-related communicaon problems concerning a universally accepted language, that of Marime English. IMEC provides a global forum for teachers and all other pares interested in Marime English learning, teaching and usage for shipping industry purposes who are welcome to freely present their achievements, share experiences, exchange ideas and make suggesons through the IMEC website (www.imla-imec.com), the quarterly newsleer and at the annual conference; since its establishment IMEC has held 25 conferences worldwide. Thank the untiring, professional work and the organisational talent of the IMEC 25 Local Organising Committee chaired by Vice-Dean Ass. Prof. Dr. T. Albayrak and the generous support of Vice-Rector Prof. Dr. R. Ziarati this conference became an unforgettable event. I want to take this opportunity to express my personal and the IMEC Steering Committee’s wholehearted gratitude to all those who have contributed in one way or the other to the success of that IMEC creating another highlight in the life of our Maritime English community. Now the preparations for IMEC 26 have already got up speed as you may learn from Wim van Leunen’s invitation below. The IMEC Steering Committee would be very happy to welcome all of you on this island in the North Sea, it will definitely be worth taking part considering Wim’s promising remarks. So it would be good an idea to begin preparing for that conference, i.e. thinking of how we may contribute with unique presentations, workshops etc. making this IMEC also a climax in our Maritime English family’s life. Marlins conducted three courses between Sept – Nov which may be of interest to the IMEC community.

International Maritime English for PSC Officers ndian Ocean MOU on Port State Control invited Marlins to deliver a two week, intensive Maritime English training course for a group of 26 Port State Control inspectors from 7 countries belonging to the Indian Ocean MOU. The course was held in the remote island of Anjouan in the Union of Comoros in East Africa. It was part of a project initiated by Australia to build capacity for PSC, administered by a Steering Committee of representatives from AMSA, France, India, South Africa and the IOMOU Secretariat. The aim of the Maritime English Language Training Project was to enhance the skills of PSC Officers to react to safety and environmental risks on ships in their jurisdiction. The two Marlins trainers developed a unique course combining task based learning and up-to-date authentic resources with the Communicative Approach, tailored to the needs of the PSC Officers. Improving spoken English competence was the main focus and cultural issues were also incorporated.

IMO Maritime English Instructor Training Course The sixteenth IMO Maritime English Instructor Training Course was held in Malaysia in Oct, attended by 15 Maritime English Instructors from Brunei Darussalam; DPRK; Indonesia; Malaysia; Myanmar; Pakistan; The Philippines; Vietnam. The five day course was hosted by the National Administration of Malaysia and delivered by two Marlins trainers. For the first time, MEITC was delivered via a ‘twinning’ approach by Marlins International Trainer, Tandy Taylor, and our Interna-tional Safety Trainer, Cpt Stephen Bradley with a senior officer from IMO observing the course.

Train The Trainer Series Over a three year period, Marlins has delivered a number of Train The Trainer courses for teams of maritime technical in-structors. While these are not Maritime English courses, we have applied the principles of communicative, student centred training methodology to technical courses for qualified seafarers. Through a series of short courses, the technical instruc-tors have gradually moved away from traditional ‘presentation’ style of delivery to highly interactive training for shore and ship based delivery.

International Training Seminar onboard Umitaka Maru

Tokyo University of Marine Science and Technology (TUMSAT) and Kasetsart University, Thailand, conducted a joint training seminar onboard Umitaka Maru, the biggest training ship TUMSAT has, as she sailed from Tokyo to Tateyama Bay and back to her berth.

Forty-four Japanese cadets and ten Thai cadets sailed together heaving in and paying out mooring lines, operating the windlass as the vessel let go and weighed her anchor, participating in the boat and fire drills, and more!

Both groups of cadets, though they have no need to use English on a daily basis in their home lands, had to express themselves in English, and found this unique opportunity highly practical and useful.

Conducting onboard training in a multilingual environment has always worked well, and I highly recommend IMEC teachers to encourage their MET institutions to plan a similar training seminar.

Dear all,

One of the workshops at IMEC25 in Istanbul prompted us to think about Maritime English competences and learning outcomes for different ranks of seafarers. The workshop, led by Nicola Vaptsarov Naval Academy and Piri Reis University, was created within the framework of the EU-funded SeaTALK project (www.seatalk.pro). The project aims to facilitate seafarers’ mobility by creating a harmonized comprehensive framework for Maritime English education and training wherein a standard approach to teaching, learning and assessment of qualifications throughout Europe is established for each type and rank of seafarer. The project will provide a Maritime English ECVET (European Credit System for Vocational and Educational Training) model for the mutual recognition and transparency of learning outcomes and competences. One of the project’s main deliverables involves establishing a platform where a number of learning materials will be collated and presented to form Maritime English courses for each rank of seafarer. Many Maritime English lecturers have material, such as textbooks, presentations in the form of PowerPoint slides, vocabulary lists, glossaries, etc., which they have developed themselves for use in their courses. The SeaTALK consortium would like to collate and present these on a common platform and hopes that IMEC-ers will be willing to support the project in its objectives by sharing their resources.
