Boy, it’s nice to be able to be the “bearer of GOOD news” for a change! I

know fi rst hand how we in the construction/real estate industry have got-

ten pretty use to the bad news, and it’s really exciting when we get a dose of

“good” mixed in there. So here goes:

• We have a new premier sponsor, Heacock Insurance. Yes, this great

company has decided to play a signifi cant role in the growth of our organization

and do what it takes to aide our industry in returning to normal. (Many of us

have probably forgotten what that feels like!) Ford Heacock himself has per-

• Our “green home” is fi nally under contract – yippee! Everyone that has been through this

one-of-a-kind home built by Mike Hickman has been enlightened to what our future building will

look like. At a fi rst glance, we dinosaurs may be reluctant to “buy into” this new green homebuild-

ing concept, but once you’ve seen the tremendous benefi ts of such construction, you’ll never turn

back. Who can argue that a $9 monthly electric bill isn’t fabulous news? So way to go Hickman

Homes on this house – we hope to see many more like it going up throughout all of Polk County in

the very near future.

• We had a great time at the beautiful Circle B Reserve for our latest “going green” general

meeting in February. We were able not only to enjoy a beautiful (but very cold) day seeing nature

in its most raw form; we also enjoyed fellowship with the Lakeland Area Realtors and the East Polk

County Realtors. Thank you for taking time out to join us for this meeting. We look forward to con-

tinued co-sponsored events and get-togethers. After all our industries greatly depend on each other

– without one, there would be no need for the other. So again, thanks for coming out and joining us.

We hope you saw some familiar faces and made some new contacts as well. Additionally thanks to

our speakers: Mike Hickman, Robert Harper, and Sam Killebrew. The information you passed onto

us during that time was invaluable and very relevant to each of us and what our industry is facing.

And still more thanks go out to Jack Myers, Jean Reed, Tom Deardorff, our partners at The Florida

Friendly Yards and Neighbors project, the Circle B Reserve personnel (especially Karen Haygood),

and our own Pat Edleman. This was a successful event that as always, took many bright minds to

pull together.

March 12th – PCBA Annual Golf Tournament at Imperial Lakes Country

April 17-18, 24-25 – Spring Parade of Homes – This year there will be a

good variety of new homes, remodeled homes, pools, and landscaping to view,

buy, or just see for new ideas here in Polk County. (And don’t forget, the PCBA

Showcase House located in Crescent Woods Subdivision is still for sale and will

be highlighted in the parade – bring a buyer, you’ll be rewarded too!)

April 20th – PCBA Celebration give-a-way (sponsored by Heacock Insurance

Company) at our General Membership meeting. This meeting will be held at

Eaglebrook Country Club, 5:30 P.M. Please plan now to attend and bring a

new person with you. In my experience, the “new people” are always the ones

Heacock Insurance Group has pledged $100,000 to the Polk Coun-ty Builders Association (PCBA) be-coming the Premier Sponsor for the not-for-profi t association. Recog-nition and a formal announcement will be made at the PCBA monthly meeting April 20th. “We believe in the PCBA and its mission and we

want to support this association which has been so vital to our business growth over the past 34 years,” said Ford Heacock of Heacock Insurance. The premier sponsorship includes recognition at all PCBA events, publications and meet-ings and continues to build on a relationship that began three de-cades ago. “We see this as a great strategic partnership and a ‘win-win’ for both our organizations,” said Bill Branham, President of PCBA and owner of Branham Construction.

Heacock Insurance has enjoyed a long-standing relationship span-ning more than three decades with the PCBA. Heacock Insurance, based in Sebring, was appointed by the Florida Home Builders Association in 1976 to market its insurance programs in Polk County. As a result of that opportunity, Ford Heacock took an active role with the PCBA, moved to Lakeland and opened a one-man branch offi ce in the Dixieland Mini-mall near downtown Lakeland. During his fi rst 10 years in Lakeland Heacock enjoyed an exclusive relationship with PCBA which helped establish and grow his business. Heacock now employs 37 people in its downtown Lakeland offi ce located in the Old City Hall building at the corner of Florida Ave. and Main Street. What Does the County Commission Want to Be Known For?

I keep reading statistics about Polk County and they are quite alarming. “Polk County has the 14th highest unemployment rate in FL out of all 67 coun-ties. Lakeland-Winter Haven area had the 7th highest rate out or all the metro areas in the state.” (source: Polk County Economic Barometer prepared by the County’s Budget & Management Services) From the same report “Polk County’s monthly unemployment rate reached 12.9% in November, which was the highest since September 1992 when it stood at 13.6%”. And this recent doozie from FL Trend, according to a report published by the Brookings Institution, Lakeland had the 5th highest suburban poverty rate in the nation in 2008. That’s right 5th highest in the Nation!

These fi gures are no surprise to the Polk County Builders Association who alerted the County to the upcoming problem during the State of the Housing presentation February 20, 2008 when over 400 members of PCBA showed up at the hearing pleading with the Commissioners to Save Our Jobs. The results of which were a slaying in the media and only two Commissioners who understood the gravity of the situation. Let’s turn our attention to the below graph, note that as the building permit numbers drop (blue bars) the unemployment rate sky rockets (red line).

I would like to thank all the current members of the PCBA for their support in providing builders a voice in our

local community. I would also encourage you to continue your overall participation in attending the various

PCBA meetings that are offered. As the chairman of the Builder Liaison Meeting, I would like to remind you of the

opportunity we have to meet and work with local government to address issues and speak about upcoming changes

that may effect you. While our economy may have its highs

and lows, the representation of our members must be consis-

tent in order to stay abreast of constant change. We had a good

turnout by our local building offi cials in our last meeting and

would like to see more of our members showing their support. The Builder Liaison

Meeting will be held on a quarterly basis this year, and the next meeting is scheduled

for May 6th. If you have a topic for discussion please contact Stephanie Hutton so we

may present it on the next agenda. I look forward to seeing you on May 6th!

If the County is not going to take steps to restore those jobs lost to construction then what exactly do you propose we replace them with and someone needs to get on this in a hurry unless the County is satisfi ed being at the top of the rankings for all the wrong reasons?

The saddest part is that County Staff still hasn’t gotten the message that Construction drives the County’s overall budget. Instead there is a fl awed proposal on the table that potentially raises the School Impact Fee from $4,171 to $9,456. The Utilities Department is rewriting the entire Utilities Manual to model itself after Orange County for no real reason other than it seems like a good idea. When asked for a cost benefi t analysis of the new rewrite staff replied that would be too diffi cult to come up with and that builders were always concerned with costs as if it were a bad thing to consider the impact to housing. Question - What problem are we trying to solve with this rewrite? Have there been dramatic failures to Polk County’s Utility System that warrants this kind of change? It’s funny that Utilities staff had time to do this rewrite but they had no response to County Commissioner Randy Wilkinson’s question March 3rd “Why are Water/Sewer Impact Fees so much higher in Polk County?”

Finally we turn to the Upcoming Evaluation and Appraisal Report. This 155 page strike and underlined proposal is full of new ideas that inevitably add to the price of housing. Growth Management staff has promised to supply a cost benefi t analysis at the April BOCC meeting and a detailed list of what’s voluntary versus involuntary. Stay tuned for the results. At least that department has a better attitude than utilities.

This one day course has been granted accreditation by the US-EPA Lead to engage in lead-based paint training for the Renovation, Repair and Painting Program pursuant to 40 CFR Part 745, Subpart L (73 FR 21691, April 22, 2008). The accreditation allows this initial course to be offered in English in the State of Florida.

This course meets EPA and HUD requirements, produces EPA Certifi ed Renovators, and demonstrates the student’s commitment to safety; but it is not an Abatement Course designed to address the removal, encapsu-lation, or enclosure of lead-based paint or lead-based hazards; is not an Operations and Maintenance Course designed to manage lead-based paint in place using interim controls; it does not satisfy OSHA training re-quirements; and may not satisfy state, local or tribal training requirements. To perform lead abatement work requires additional specialized training.

This new EPA rule is aimed at protecting children from lead-based paint hazards in places they frequent. The rule requires that contractors and maintenance professionals working in housing, child-care facilities (defi ned as residential, public, or commercial buildings where children under age six are present on a regular basis), and schools built prior to 1978 be certifi ed; that their employees be trained; and that they follow protective work practice standards.

Saturday, October 2, 2010 marks the date the newly expanded Sporting Clay Tournament

will be held at Tenoroc in Lakeland. Join Honorary Chairman Grady Judd, PCBA members, and law enforcement offi cers, while we have some fun and raise money for our scholarship program. The PCBA Foundation has been running an annual Sporting Clay Tournament for some time. This has been one of the primary fundraisers for scholarship

monies that the PCBA Foundation awards every year. Now, we’re expand-ing it to become the fi rst Polk County Pro-Am Clay Tournament. The Pros will compete for the “Pro” prizes, and the Amatuers compete against other amatuers for the “Am” prizes. With the two separate categories, pros and amatuers can both win some great prizes. 11 different stations with various levels of skill. Tenoroc has a great course for this exciting event. Tenoroc also has sales and rentals of supplies, so come out and join us. Help the PCBA continue to support our scholarship program, and spend the day with some of the best shots in the county.

So many great things are happening with the PCBA Foundation; I’m not sure

where to start!

First, though, a big thanks to Gary Cle-ments for his leadership last year. In some very tough times, the Foundation was, among other things, able to give away over $30,000 in student scholarships, send 27

Polk County kids to FBA Leadership Camp, put on a very successful “Green” fi eld trip for 176 FBA students and with special effort by Bill Cook, build a pavilion for retirees, in downtown Winter Haven. Great work everyone!

Now on to this year; Stephanie Hutton has moved from the Founda-tion Director to Executive Offi cer and has hit the ground, running. She has brought a new person on board, Stephanie Putz. Stephanie (#3, they are getting numbers to keep them all straight) is a senior at Florida Southern College, majoring in Business. She will be interning, with us, for the rest of the semester. Welcome aboard, Stephanie! We also have Stephanie (#2) working with us from Papa John’s Pizza. Papa John’s has come on as a major sponsor of the Foundation. For all

Besides the Papa John’s fundraiser, we have two major events coming up, so mark your calendar. J.C. Martin of Bartow Chevrolet is head-ing up our Pro-Am Skeet Shoot on October 2nd. Sheriff Grady Judd is our guest host this year and for a bit of a challenge we get to go up against some of the Sheriff department’s fi nest shooters. So get your guns ready and give JC a call, if you want to be a part of the action.

Another must attend event, is our PCBA Foundation Road Rally/ Scavenger Hunt. This event will be the fi rst of its kind in Polk County, where some 400 people and 100 cars will journey out in to Polk County to capture photos and fun, for a chance to win some big prizes. The event will take place on Saturday, November 6th, at the old Michael Holley dealership on 98 South. We’ll also have a live auction, dinner and drink. Jack Strollo, of the Waller Group, is the creator and driving force behind this event. He has already signed up Magnify Credit Union, as the premier sponsor, as well as having The Lakeland

Ledger and Papa John’s, on board. If you would like to have your busi-ness as a destination spot, have a classic car to show, or just want to put your driving skills to the test, call the PCBA, or Jack Strollo; we’ll put you in the driver’s seat!

Where do my dues dollars go? And what am I getting for what I pay? These questions are most often asked by new members and current members who have not participated in the association activities -- until your membership is up for renewal. Suddenly, the association is asked to prove itself. Once proven, the member usually discovers that the services provided - either directly or indirectly - are of higher value than the actual amount of the total dues. Let’s take a look at PCBA dues and what services are provided.

PCBA dues for builders are $500 and $405 for associates. It is important to know and remember that the amounts are split between three different associations -- PCBA, Florida Home Builders Association, and National Association of Home Builders.

Let’s take a look at the $150 sent to NAHB. PCBA is affi liated with NAHB. When you join the local association, you also join NAHB. That membership entitles you to everything from discounts with Hertz, Omaha Steaks, UPS and FedEx to Offi ce Depot, Dell computers and Paychex payroll services. One of the most signifi cant services your dues support at the national level is representation on behalf of members at the nation’s Capitol. Promoting legislation that is favorable to homebuilders is something that must be done. No member can afford to do it alone at the national level.

Next, is the $85 that we forward to FHBA on your behalf. At the state level, your dues support representation in the legislature, as well as various offi ces within state government. PCBA is continually monitoring proposed laws and regulations that will affect your business. From building codes, to land use, to environmental and energy codes, these items are occurring on a daily basis. You can’t fi nd anyone willing to monitor the hundreds of proposed regulatory and legislative changes that are occurring at such a great rate for $85 a year.

Finally, is the dollar amount that stays here locally at PCBA. A professional staff is retained to implement association policies and to carry out the work of PCBA, major elements of which are governmental affairs and community relations, communications, meetings and programs, administration of PCBA business affairs, and many other types of membership services.

Together, these three associations form one of the nation’s largest and strongest trade organizations working around the clock exclusively in the interest of the building industry.

For their award from Mohawk as “ColorCenter of the Year for the State of Florida”. This is a very pres-tigious award for which they are very excited to receive. It was presented at Mohawk’s Floorscapes/ColorCenter Convention in December 2009 at San Antonio TX.

Alan L. Rayl, PE, PSM, President of Rayl Engineer-ing and Surveying, LLC, was named 2010 “Engineer of the Year” by the Ridge Chapter of the Florida En-gineering Society. Alan L. Rayl, PE, PSM has been serving municipal and private sector clients for more than 23 years and his experience encom-passes commercial, industrial, residential, municipal, and transportation facilites in the Midwest, South and Central Florida, and the Caribbean.

Alan has vast experience managing and designing all types of pub-lic and private land development projects, from initial apprais-als and master planning through preparation of design and con-struction documents and construction inspection and certifi cation.

Alan also has direct experience with regulatory programs of local munici-palities and counties and the Southwest Florida Water Management Dis-trict (SWFWMD), as well as the Florida De-partment of Environmental Protection, FEMA, and the U.S. Army Corps of Engineers affecting stormwater, water/sewer utilites, and wetlands.

This course is for all individuals involved in design and construction of concrete parking lot in Florida. This course will discuss topics from market potential in Florida for concrete parking lot to concrete properties, basic construction techniques and proper elements in design. Seminar is aimed to give attendees a complete understanding of environmental and investment benefi ts that concrete brings to clients and the general public.

This course is designed for specifi ers and installers of stucco application in Florida. The “pros” and “cons” of using stucco and application process will be discussed. ASTM Standards for installation on frames and concrete blocks, along with construction & specifi cation terminologies will be differentiated. Spe-cial applications of stucco (Stucco & Moisture Barriers) and how to apply standards in the code will also be discussed.

April 28th 8-12, 4 hrs - Free4-hr credit: Pervious Concrete Paving Seminar

This complete course on pervious concrete will benefi t all parties involved with a project. We will discuss topics from potential benefi ts such as opportunity to maximize land use and to improve air/water quality to concrete properties and mix design. Proper construction techniques and contractor qualifi cation process will also be discussed.
