PCBA Hosts FHBA Seminar On Radon on September 21The Polk County Builders Association will host one of seven Florida Home Builders Association-sponsored“Radon Construction Principles and Practices” seminars to be held around the state in September. TheFREE seminar for PCBA members will be held on September 21, 2011, from 9 am to 10 am, at the PCBAoffice. Florida contractors can earn one hour of continuing education credit through their participation (CILBProvider No. 0000916). The course covers the Department of Health Rules and the Florida Building Coderequirements for construction in radon-prone areas. It presents a basic understanding of radon and how itaffects the homeowner and contractor as well as what measures can be taken to prevent the intrusion.Based on available information the course is being presented in areas of the state where there is a poten-tial for radon problems. The course is taught by Jack O. Glenn, CBO, Director of Technical Services, Floridahome Builders Association.

The Government Affairs Committee meets the First Thursday of every month at noon here at the PCBA office. It’s hard to believethat 2011 is almost to an end. We haveexperienced some significant improvements duringrecent months, which is strong proof that the economy is finallybeginning to trend in a more positive direction. Membership hasactually grown by over 30 new members and we welcome them tothe PCBA family. Congratulations to those involved in the “Five toSurvive” membership drive. It was a HUGE success! Your diligentefforts were very well received. A special thanks to Southern Homesand Highland Homes for bringing in the most new members throughtheir efforts!

I would like to thank all of our committees and staff for their extra effort during thisyear. We are all doing more with less in our personal businesses and the PCBA isno exception. Stephanie, Pat and Michelle have done a wonderful job with handlingthe various aspects of the operation in addition to completing all of the additionaltasks thrown their way. Our committees have remained dedicated to their goals andshown very promising results.

The Fall Golf Tournament is wrapping up to be a “sold out” event. What a great timeto get away for an afternoon, share insights on business and take out a few frustra-tions on that little ball (or gain a few because of it). This event provides an opportu-nity to reconnect with other members, which unfortunately, is something that we’vemissed out on with some of the reductions that we’ve had to make.

“Thank You” to our builder members for continuing to realize the value in enteringtheir homes into the parades. The consumer traffic generated from the Spring eventwill be surpassed with the cooler weather of the fall. This year’s Fall Parade will kickoff on Friday 10/28/11 and will run through 11/06/11.

Also coming up in October, be sure to show your support for Dave Carter as hebecomes the FHBA President for the 2012 year. This is an extremely important posi-tion and benefits each and every one of us. Let’s show Dave how much we appre-ciate his willingness to serve by attending the installation events. The PCBA is coor-dinating a Charter Bus for the trip. Anyone interested in participating in the event(and return the same evening), should contact Pat Edleman for details.

On November 4th, be sure to participate in the “First Friday” event in downtownLakeland. I can speak from personal experience that this is a wonderful way to gen-erate business for your company. It requires very little to set up a booth with pic-tures, literature and various samples of the services that your company offers. Weobtained several jobs as a direct result of the 2010 event and look forward to doingit again.

It has been a wild and crazy ride this year. Although, I am happy to finally see thingsturn into a slightly more positive direction, it will be with a hint of regret that I passon the gavel to Sean Harper, the 2012 President for the PCBA. I appreciate theopportunity to have served and will continue to be an advocate of the PCBA and allthat it stands for.

ON NEW MEDICAL BUILDING OFF 98 SOUTHFriday August 26 PCBA member, Mike Hickman, of Hickman Homes, held the official groundbreaking for a new inter-nal medicine facility at 3655 Innovation Drive in South Lakeland. This location is behind the old Barry Motorsportsbuilding on Hwy 98 South.

The building will be the new home of Romero Medical Plaza, and Dr. Carlos Romero. Dr Romero is an InternalMedicine Specialist.

David C. Carter, Consulting Engineers, another PCBA member, is the engineer for the construction project.

Completion off the new building is scheduled for the Spring of 2012. Thank you to the Board of County Commissionersfor approving the impact fee moratorium which allowed this project to move forward. Total savings $180,950.00

Scott Ranck of Central Florida Gas/Florida Public Utilities will be presenting thenew ENERGY STAR V. 3 program for the Polk County Builders Association.There will also be some strategies presented to help you achieve the newFlorida Energy Code scheduled to take effect March 1, 2012. This presentationwill be highly informative and has been presented at this year’s SEBC and alsoto 150 architects at the state AIA Conference in Naples, FL. PCBA FALL SHOWCASE HOME IS GOING GREEN!The 2011 Fall Parade of Homes Showcase home will be located at Magnolia Walk in Bartow, Florida.

Greenovative Homes in association with Webb Homebuilders Group are "going green" with this Fall's showcase home. This unique home willgenerate an average monthly electric bill of $50!

A smart system 20 SEER AC unit, ( a typical AC unit is 13 SEER ), will know which rooms need cooling and provide cool air. This smart sys-tem, along with state of the art construction methods and hyper insulation with retrofit panels, will work together to accomplish the goal ofbuilding an energy efficient and affordable home.

The going green theme will not stop with the construction of the home and the electric bill. The landscape package will also be green friend-ly, featuring plants that will grow high enough to provide shade.

The PBCA Builder Liaison Meeting continues to be a voice forour local builders to address issues and stay informed about the

current construction environment. Our next meeting will be on October 6thand we have invited representatives from Polk County Code Enforcementto attend and help address issues pertaining to unlicensed constructionactivity. I believe this meeting will be helpful for us to establish a protocolto follow if unlicensed activity is discovered, to include: who to contact,what role the Building Department plays, and how to protect currentlicensed contractors. We also continue to have a positive turnout from ourBuilding Officials throughout Polk County whom continues to provide uscurrent activity numbers and updates. If you have any concerns that youwould like to discuss please let us know. We look forward to seeing youon October 6th@ 9:30.

PCBA’s Dave Carter Poised To Be FHBA’s 64th PresidentPolk County BA Past President David C. “Dave” Carter, a Winter Haven professional engineer, will be installedas the 64th President of the Florida Home Builders Association during FHBA’s upcoming Annual FallConference.

Details of the conference are available at www.fhba.com and PCBA is making special arrangements for par-ticipation in Dave’s installation on Saturday evening, October 22, 2011, starting with a 6 pm reception, at the

Grand Hyatt Tampa Bay in Tampa.

If you would like to attend Dave’s installation, e-mail Stephanie Hutton at [email protected]. Rep. John Wood (R-WinterHaven) will install Carter as the Florida home building industry’s No. 1 leader.

Owner of David C. Carter Consulting Engineers, LLC in Winter Have, Carter has been involved in the building industry forover 25 years and as an FHBA President, follows in the footsteps of Robert Harper and Mike Hickman, recent state presi-dents from Polk County.

And he’s up for the challenge. “I am deeply appreciative of the confidence the directors of FHBA have shown in me… and I’mexcited and ready to serve our association and our industry,” said Carter. 

He has been a Life Director of PCBA since 2000, served as President in 1999, was named the Builder of the Year in 2000and 2004, and received numerous awards for his service to the association and industry.

With FHBA, Carter has served members as a point person on important statewide issues, including Chair of the Impact FeeTask Force, Industry Issues Committee, Governmental Affairs Committee, and Septic Tank Task Force. He has won FHBA’sprestigious Eagle Award and was the FHBA Associate Member of the Year in 2004.

Carter has climbed the FHBA ladder of leadership from Secretary to Treasurer to First Vice President and played a lead rolein stabilizing the state association’s finances during a turbulent time for the Florida home building industry. He also serves asFHBA’s National Director on the Board of the National Association of Home Builders (NAHB), where he is a member of aselect committee working with EPA on stormwater regulations.

Carter holds a degree in civil engineering from Penn State University. He and wife Karen have two sons: Sean and Blaine.

One of the many highlights of the Harley Road Trip that  8 of our mem-bers enjoyed on  a beautiful Saturday in June, was breakfast at arestaurant in Ft Meade. The menu board outside the restaurant adver-tises " gizzards by the pound!"

items at our Silent Auction and Wine Tasting on June 7th.  The trip wasprovided by George Lindsey, of Highland Homes, Ford Heacock, ofHeacock Insurance, Dave Carter, of  David C. Carter ConsultingEngineers and Mike Delbovo of Saddlecreek Corp.

The highest biddersfor the ride were 4 ofour lovely lady mem-bers. Barbie Taylor, ofLakeland Electric, Rebie Allen of BB&T Bank, Pat Spalding of FloridaPublic Utilities and Nan Webster of Integrity First Title.

The ride took place on the morning of  Saturday June 18th and left fromthe Highland Homes parking lot at 8:00am sharp.  The weather wasgreat. The ladies hadbeen advised in anemail, about properattire, especially shoes!

Sun screen, a scarf and a Harley souvenir glass were provide for eachlady.

Everyone had a wonderful time, even Rebie Allen of BB&T, who was abit worried about all those "turns and curves" on the way to Ft Meade.

By the time the groupstarted on the returntrip, Rebie had settledin and relaxed andenjoyed the ride home!

George Lindsey said that one of his sons once said that the good thingabout riding a motorcycle in Central Florida, is that you get to smellorange blossoms, dead opposums, and pretty girls. After this trip, wecan add that sometimes you get to eat at a local restaurant that spe-cializes in gizzards, and you don't get to see that everyday!
