Ms. Bauer read the resolution for Che Dashiell, High Jump Gold Metal Winner .

Che Dashiell, Motion by Ms. Bauer, seconded by Ms . Winkler, that the Board of Education High Jump Gold approves the following resolution: Metal Winner

WHEREAS, the 2018-2019 Scotch Plains-Fanwood High School Varsity Girls' Winter Track had a successful indoor season; and,

WHEREAS, during the North II Group III State Sectional Meet on February 10th 2019, at the Bennett Center in Toms River, Che Dashiell distinguished herself amongst all other competitors in the High Jump and earned the North II Group III Gold Medal in the High Jump; and,

WHEREAS, the Girls' Winter Track Team exhibited outstanding talent, dedication and teamwork throughout the season and was led by Head Coaches Jeff Koegel and Rich McGriff, Assistant Coach Dan Doherty and Volunteer Coaches Peter Kane and Alexandra Neidig . This team received well-deserved recognition from fellow students, staff, and the Scotch Plains­Fanwood communities for their outstanding efforts and accomplishments.

NOW THEREFORE BE IT RESOLVED that the Scotch Plains-Fanwood Board of Education recognizes and congratulates Che Dashiell and her Coaches Jeff Koegel, Rich McGriff, Dan Doherty, and Volunteer Coaches Peter Kane and Alexandra Neidig for their outstanding achievements and wishes them continued success in all future endeavors .

Ms. Suriani read the resolution for Boys' Varsity Winter Track Team State Championship.

Boys' Varsity Motion by Ms. Suriani , seconded by Ms. Winkler, that the Board of Education Winter Track approves the following resolution: Team

WHEREAS, the 2018-2019 Varsity Boys' Winter Track Team achieved success at a level never before achieved in the history of Scotch Plains-Fanwood High School; and,

WHEREAS , the Varsity Boys' Winter Track Team competed at the Bennett Center in Toms River, New Jersey on January 22nd, February 10th and February 16th 2019, earning team championships at each event. On January 22nd, the team won the State Relay Title by scoring

36.5 team points. On February 10th the team won the North II Group III title, earning 26 more points than the runner up. This Boys' Winter Track Team completed the State Championship sweep on February l 61

WHEREAS, the 2018-2019 Varsity Boys' Winter Track 4 x 400 team (Myles Singletary, Justin Williams, Kyle Estivene, Jacob Leigh) won all three State Championships; and,

WHEREAS, the 2018-2019 Varsity Boys' Winter Track team had individual champions in Ian Celardo (Pole Vault, North II Group III), Ben Fleischer (3200, Union County), and Jacob Leigh (55 and 400, North II Group Ill and 400 State Group III Champion); and,

WHEREAS, the 2018-2019 Varsity Boys' Winter Track Team consists of three first team All­County Athletes: Ben Fleischer, Brandon Garcia, Jacob Leigh; and,

WHEREAS, the Varsity Boys' Winter Track Team exhibited outstanding talent, dedication, and teamwork throughout the season and was led by Head Coaches Jeff Koegel and Rich McGriff, Assistant Coach Dan Doherty and Volunteer Coaches Peter Kane and Alexandra Neidig. This team received well-deserved recognition from fellow students, staff and the Scotch Plains­Fanwood communities for their outstanding efforts and accomplishments.

WHEREAS, the Varsity Girls' Swim Team won their fifth consecutive Union County title at the Union County Girls' Swimming Championships on January 27th, 2019 at Rutgers University in Piscataway; and,

WHEREAS, the 2018-2019 Varsity Girls' Swim Team consisted of the following members:

WHEREAS, Lily Hughes was named the County Champion for winning the 100 Backstroke and later set a Scotch Plains-Fanwood school record in the 100 Backstroke; and,

WHEREAS, the Varsity Girls' Swim Team exhibited outstanding talent, dedication, and teamwork throughout the season and was led by Head Coach Jessica Hulnik and Assistant Coach Judy Sharkey This team received well-deserved recognition from fellow students, staff and the Scotch Plains­Fanwood communities for their outstanding efforts and accomplishments.

WHEREAS, the 2018-2019 Scotch Plains-Fanwood High School Varsity Boys' Swim Team achieved an impressive record of 11 wins and 4 losses this season; and,

WHEREAS, the Varsity Boys' Swim Team won the North II Group B Sectional Title for the third time in the past four years on February 14, 2019, at the Raritan Bay Area YMCA in Perth Amboy, and they won the State Semi Finals on February 19, 2019, at Glouchester County Technical Institute in Sewell, earning the team a third trip in four years to the State Finals; and,

WHEREAS, the Varsity Boys' Swim Team had County Champions in the 200 Freestyle Relay (Alan Shao, Daniel Donaldson, Matt London and Josh Cohen), 400 Freestyle Relay (Alan Shao, Josh Cohen, Corey He and Matt London); and,

WHEREAS, Alan Shao was named the County Champion for winning the 200 IM and 100 Butterfly and Josh Cohen was named the County Champion for winning the 200 and 500 freestyle for the fourth consecutive year; and,

WHEREAS, the 200 Freestyle Relay, 400 Freestyle Relay were new Scotch Plains-Fanwood school records along with Josh Cohen setting Scotch Plains-Fanwood school records in the 100, 200, and 500 Freestyle and the 100 Butterfly; and,

WHEREAS, the 2018-2019 Varsity Boys' Swim Team consisted of the following team members:

Mr. Murray read the resolution for Josh Cohen's NJSIAA's Meet of Champions.

Josh Cohen, Motion by Mr. Murray, seconded by Ms. Winkler, that the Board of Education NJSIAA's Meet approves the following resolution: of Champions

WHEREAS, the New Jersey State Interscholastic Athletic Association (NJSIAA) has created opportunities for individual student athletes to showcase their talents by providing Meet of Champion events for select sports; and,

WHEREAS, included in the sports that have a Meet of Champions event is swimming; and,

WHEREAS, Scotch Plains-Fanwood High School senior Josh Cohen has met the rigorous qualification times for the Meet of Champions in the 200 freestyle and 500 freestyle events for the past four years; and,

WHEREAS, Josh Cohen placed zu in the 200 Freestyle and 1st in the 500 Freestyle in the 2019 Meet of Champions setting Scotch Plains-Fanwood High School records in both of those events on March 3, 2019, at Gloucester County Institute of Technology; and,

WHEREAS, Individual State Champion Josh Cohen exhibited outstanding talent and dedication throughout his four years as a Scotch Plains-Fanwood High School swimmer. Josh received well-deserved recognition from fellow students, staff, and the Scotch Plains-Fanwood communities for his outstanding efforts and accomplishments .

NOW THEREFORE BE IT RESOLVED that the Scotch Plains-Fanwood Board of Education recognizes and congratulates Josh Cohen and his Coaches Jess Hulnik and Judy Sharkey for their outstanding achievements and wishes them continued success in all future endeavors.

Executive Motion by Dr. Clancy, seconded by Ms. Winkler at 7:40 p.m., that the Board of Session Education approves the following resolution:

WHEREAS, the Board of Education must discuss subjects concerning Personnel, HIB, Suspension/Detentions, and Legal Reports; and,

WHEREAS, the aforesaid subjects are not appropriate subjects to be discussed in a public meeting; and,

WHEREAS, the aforesaid subjects to be discussed are within the exemptions which are permitted to be discussed and acted upon in private session pursuant to P.L. 1975, Chapter 231,

IT IS THEREFORE RESOLVED that the aforesaid subjects shall be discussed in private recess by this Board and administrative staff, and information pertaining thereto will be made available to the public as soon thereafter as possible and once the reasons for non-disclosure no longer exist.

BOARD PRESIDENT'S ANNOUNCEMENT:

The New Jersey Open Public Meeting Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of this Act, the Scotch Plains­Fanwood Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted at the Board of Education offices located at Cedar Street and Evergreen Avenue, Scotch Plains, New Jersey. Such notice was also provided in written notice forwarded to the The Times, the Township Clerk of Scotch Plains and the Borough Clerk of Fanwood in the Annual Notice of Regularly Scheduled Meetings as adopted March 29, 2018.

Instructional Updates - continued

• QSAC Monitoring Report was presented by Dr. Hayes

The meeting was open for public comments at 8:45 p.m.

Frank Farrell of Scotch Plains spoke on behalf of the teachers.

Elaine Edmunds of Scotch Plains commented on out-of-district tuition.

Heather Filipski, both a resident of Scotch Plains and a teacher in the district, spoke on behalf of the teachers.

2019-2020 Motion by Dr. Clancy, seconded by Ms. Williams, that the Board of Education Tentative approves the 2019-2020 Tentative School Budget as follows: School Budget

Adjustment Banked Cap

BE IT RESOLVED that the Scotch Plains-Fanwood Board of Education includes in the proposed budget the adjustment for banked cap in accordance with N.J.A.C. 6A:23A-l0.3(b). The district has fully exhausted all eligible statutory spending authority and must increase the base budget in the amount of$0.00.

Adjustment Enrollment

RESOLVED that the Scotch Plains-Fanwood Board of Education includes in the proposed budget the adjustment for enrollment in the amount of $0. The district intends to utilize this adjustment for supplies and materials necessary for the additional students.

Adjustment Health Benefits

RESOLVED that the Scotch Plains-Fanwood Board of Education includes in the proposed budget, the adjustment for increase costs of health benefits in the amount of $0. The additional funds are included in the base budget and will be used to pay for the additional increases in health benefits.

Adjustment PERS Pension

RESOLVED that the Scotch Plains-Fanwood Board of Education includes in the proposed budget the adjustment for deferral of the PERS pension cost and the additional interest incurred in the amount of$0. The district intends to utilize this adjustment for the purpose of paying the additional interest charges.

Travel and Related Expense Reimbursement 2019-2020

WHEREAS, the Scotch Plains-Fanwood Board of Education recognizes school staff and Board members will incur travel expenses related to and within the scope of their current responsibilities and for travel that promotes the delivery of instruction or furthers the efficient operation of the school district; and

WHEREAS, N .J.A.C. 6A:23B-l. l et seq. requires Board members to receive approval of these expenses by a majority of the full voting membership of the Board and staff members to receive prior approval of these expenses by the Superintendent of Schools and a majority of the full voting membership of the Board; and

WHEREAS, a Board of Education may establish, for regular district business travel only, an annual school year threshold of $150 per staff member where prior Board approval shall not be required unless this annual threshold for a staff member is exceeded in a given school year (July I through June 30); and

WHEREAS, travel and related expenses not in compliance with N .J.A.C. 6A:23B-l . l et seq ., but deemed by the Board of Education to be necessary and unavoidable as noted on the approved Board of Education Out of District Travel and Reimbursement Forms;

NOW, THEREFORE, BE IT RESOLVED, the Board of Education approves all travel not in compliance with N.J.A.C. 6A :23B-l.l et seq. as being necessary and unavoidable as noted on the approved Board of Education Out of District Travel and Reimbursement Forms; and

BE IT FURTHER RESOLVED, the Board of Education approves travel and related expense reimbursements in accordance with N.J.A.C. 6A:23B-l .2(b), to a maximum expenditure of $200,000 for all staff and board members.

Adoption of Tentative Budget 2019-2020

BE IT RESOLVED that the tentative budget be approved for the 2019-2020 School Year using the 2019-2020 state aid figures and the Secretary to the Board of Education be authorized to submit the following tentative budget to the Executive County Superintendent of Schools for approval in accordance with the statutory deadline:

COMMITTEE REPORTS

Shared Services Report by Ms. Winkler - Middle schools PAL Program, Cops & Kids, had the highest attendance yet in February, a little less in March due to the warmer weather. Other police programs include a collaboration with MAC for a vaping seminar in the spring and also a Media Overuse Program for parents, including a Parent Bullying Program with input from a lawyer regarding legal ramifications. Computer training with senior citizens continues. BOE update included the HS turf replacement and the track resurfacing. Scotch Plains, Fanwood, and Board of Education discussing resolution and funding in regard to Social Justice Matters .

Finance Report by Mr. Murray - School One Replacement Windows bid opening was lowest bidder Fuscon at $401,000. Replacement Track bid opening March 26. Budget was reviewed.

Facilities Report by Mr. Murray - HS digital sign anticipated to be completed in late spring. Brunner Gym floor repair will be scheduled for summer 2020. Potter Architects is reviewing options regarding the sinking floor comer, which does not pose safety concerns.

Curriculum Report by Ms. Suriani - Ms. Mullman discussed various teacher roundtables. Ms. Choopra presented her research study "Fostering Ethnocultural Empathy Through Research and Perspective Taking ." Mr. Bortnick is also conducting action research, "Funds of Identity" focusing on the classroom learning and the individual student's uniqueness.

Negotiations Update Report by Ms. Bauer - Hopeful a resolution will be reached soon .

Letter To The Board

Email received from Chompan Roxane Toure, an intern for the public defender's office, received on March 14, 2019.

Superintendent's Report

Dr. Hayes reviewed the following items:

• Harassment, Intimidation, and Bullying Report • Field Trip Approvals • Creative Summer Workshops Course Offerings 2019 • QSAC Monitoring Report

Harassment, Motion by Mr. Murray, seconded by Ms. Williams, that the Board of Education affirms Intimidation, the Superintendent's decisions in the five February Harassment, Intimidation and and Bullying Bullying cases reported in Executive Session on February 28, 2019. Of the five cases, Report one case was determined to be HIB.

Field Trip Motion by Ms. Suriani, seconded by Ms. Williams, that the Board of Education Request approves the following field trip request:

• Terrill Middle School 7th grade physical education classes to travel to Linden Lanes to introduce the sport of bowling to the students and promote "Health and Wellness" for the students. Trip will take place on May 24 and May 31 with 110 students per day to be accompanied with 10-15 chaperones per day which will include Matt Gianacio, Dr. Kevin Holloway, two additional P .E. teachers per day, 7th Grade Team Teachers, 7th grade student aides, and school nurse. Students and staff with travel on three district busses per day . Cost per student is $7 .50.
