REGULAR MEETING

The Board of Education of the City School District of the City of Cincinnati, Ohio, met pursuant to its calendar of meetings in the

ILC at the Cincinnati Public Schools Education Center, 2651 Burnet Avenue, Wednesday, March 11, 2020 at 4:06 p.m.,

The Student Achievement Committee (SAC) met on Friday, March 6, 2020, at 2:00 PM at the Cincinnati Public Schools

Education Center in the Board Office Conference Room.

School College Preparatory Program (SCPP) Test Update

Justin Leach, Director of Testing, informed the Committee about the following information regarding Special College Preparatory

Program (SCPP) test. The SCPP test is required for entrance into Walnut Hills and Dater High School's SCPP Program.

Mr. Leach provided the Committee with a chart of 6th

-grade retesting results used for entry into Dater and Walnut Hills high

schools. The District provides the test for 2nd

- and 6th

-grade students, with one re-take throughout the year. The Chart includes

comparison data per school, from the 2018-2019 and 2019-2020 school years. The Chart shows data for students currently

enrolled, students eligible and students out of district.

He reiterated that the results showed a lower number of students passing than last year due to an updated norm test from 2011 up

to 2017. The drop is due to maintaining the old SCPP test for too long without updating it to the most recent norms.

Committee member Messer expressed concern about the eligibility drop in minority groups. Deputy Superintendent Amat

mentioned that overall bias in testing, the change in norms, and availability of rigorous curriculums are factors that affect students

being available to reach the eligibility scores. She also reported that CPS is working on making sure that all CPS students have

access to a rigorous education.

Senate Bill 216 – 3rd Grade Reading

Justin Leach, Director of Testing, informed the Committee about the following information regarding SB216.

His below report focused on 3rd

-grade ELA tests and the 3rd

-Grade Alternate Assessments with a goal of getting further feedback

and for a decision on the format of the 3rd

-grade tests in 2020-2021.

He reported that in August 2018, the Ohio General Assembly passed Senate Bill 216 that was subsequently signed into law.

One of the provisions of SB216 gives school Districts an option to administer the 3rd

–grade State tests in a paper format beginning

in the 2019-2020 school year. In 2019-20, the consensus was to move to paper for the 3rd

-Grade Ohio State Tests in ELA

and Alternate Assessment.

Important Considerations:

SB 216 Components:

● SB216 applies only to 3rd

-grade state testing. All 4th

-

grade tests will remain online.

● The decision around SB216 applies to all schools in the

District.

● The decision around SB216 can be made by test (ELA,

Math, AASCD) but applies to all administrations of that

test during the full school year (fall, spring, summer).

● This decision can be reviewed annually.

Accommodations & Accessibility:

● With online testing, students needing paper copies in an

IEP or 504 plan could still receive paper copies as an

accommodation.

● Paper accommodations as accessibility features as

described in the Ohio Accessibility Manual would still be

available if testing is administered online. Universal

tools like text-to-speech for the math test would no longer

be available for all students on paper assessments.

Mr. Leach stated that consensus remains with the Administration that online testing is appropriate for 3rd grade Math tests.

ASSIGNMENT: The Committee will recommend to the Board to continue with online testing.

Presentation – Camp Joy

Tia Draper, Sales Director for Camp Joy, provided the Committee with the following overview of the program.

JOY’s Outdoor Education and Student Leadership (grades 9-12) program partners with schools to provide

exciting and unforgettable hands-on experiential education. JOY offers over 30 unique day and evening

programs formulated to incorporate standards and graded courses of study for students in 4th through 8th grade.

Cultural History

High Ropes Courses

Wilderness Survival Map andCompass

Group Initiatives

Deputy Superintendent Amat asked about grant opportunities for Title I schools. Ms. Draper reported that funding is available

and that Camp Joy will work in conjunction with CPS on grant opportunities.

Ms. Amat recommended that the District’s grant writer work with Camp Joy in co-writing a grant, as well as working with the

District’s Community Partner Manager to assist in making all schools aware of the Camp Joy programs.

Ms. Draper informed the Committee about the various schools already participating in the program. Ms. Amat expressed the need

for the program to be offered district-wide.

ASSIGNMENT: The Committee will recommend to the Board that Ms. Amat provide an overview about the program to

Superintendent Mitchell and the Performance Leadership Team in order to ensure programs are offered

district-wide.

RESPONSIBILITIES OF THE STUDENT ACHIEVEMENT COMMITTEE

The specific responsibilities of the Student Achievement Committee shall be as follows:

A. Review proposals and issues relating to the program of study or proposed program of study and make

recommendations prior to presentation to and/or action by the Board.

B. Receive reports and studies about the following curriculum and instruction issues, and comment on these

reports and studies when, and if, appropriate. The issues would include, but not be limited to:

1. Matters relating to system accountability;

2. Assessment of educational progress and reporting to parents;

3. Curriculum review and development;

4. Co-curricular and extra-curricular programs;

C. Receive reports and studies about the following Human Resource issues, and comment on these reports and

1. The hiring process;

2. Personnel initiatives including, but not limited to, recruiting new staff and retaining current staff;

3. Ethical and legal issues affecting personnel matters;

4. Professional Development;

5. EEOC compliance.

D. Develop an annual Workplan to include the specific responsibilities of the Student Achievement Committee as

stated in the Board Bylaws. The Workplan is to be submitted annually to the Board for approval.

E. Present issues from the community that impact our students’ ability to reach their full potential and discuss

how those issues can be addressed.

F. Discuss opportunities for expanding partnerships that will positively impact students, families, schools, and

the community.

G. Monitor the fair and equitable use of goods and services within the Student Achievement Committee’s

responsibilities.

H. The committee Chair, Board, Board staff, and District administration will engage community members and

organizations around responsibilities of the committee; Public Affairs representatives will be assigned to every

committee meeting.

Strategic Plan – Goals and Strategies

1.1 Develop and practice a decision-making process that involves

established internal representative bodies, multiple administrative levels,

and issue-specific experts, all committed to seeking and evaluating

relevant school and District student data before arriving at a decision

special interest clubs and activities

3.2 Seek out each school community’s families to address their interests and

empower them to be teachers, advocates, and coaches for their students

MEASURE 1A

Show progress on the Superintendent’s Academic Scorecard, which

includes measurable and ambitious academic goals for kindergarten,

third grade, sixth grade, ninth grade, Advanced Placement, ACT,

graduation rates and acceptance into a 3E pathway – enrolled,

enlisted, or employed.

MEASURE 1C

Decrease racial disparities in discipline rates, economic advantages,

Students with Disabilities identification, Advanced Placement,

gifted and enrichment services, athletics, arts, and extracurricular

activities.

MEASURE 1D

Reduce the learning gap in English-Language Arts for English

Learners from 7.6 Performance Index (PI) points to 0 and for

Students with Disabilities from 18.3 PI points to 0.

MEASURE 1E

Reduce the learning gap in math for English Learners from 41 PI

points to 0, and for Students with Disabilities from 14.4 PI points to

MEASURE 3B

Double the number of effective parent and family organizations

from 24 in 2019 to 48 in 2022. Effective organizations have rosters,

The Committee reviewed and agreed with the 2020 Workplan.

The Committee also reviewed a draft of their Committee Responsibilities and agreed to move Student Attendance and Student

Code of Conduct tasks back to the Health and Safety Committee.

ASSIGNMENT: The Committee will recommend to the Board approval of the 2020 Workplan and moving Student

Attendance and Student Code of Conduct tasks back to the Health and Safety Committee at the March 11,

2020, Regular Business meeting.

College Acceptance Requirements, NCAA (National Collegiate Athletic Association)

Assistant Superintendent Murphy provided the Committee with a copy of the National Association for College Admission

Counseling (NACAC) booklet. The booklet contains information that assists student athletes in registering for college.

The NACAC is an organization that serves students as they make choices about pursuing postsecondary education.

Ms. Murphy reported that Josh Hardin, Manager of Athletics, and Kayla Rickles, College Manager, are working together in doing

professional development with athletic directors, coaches, and counselors to make sure they are all aware of the requirement for

student athletes who may agree to join a NCAA Division I or Division II team.

The meeting adjourned at 3:28 p.m.

The Ad Hoc Committee met on Friday, March 6, 2020, at 3:30 PM at the Cincinnati Public Schools Education Center, 2651

Final Review of Board Bylaws

The Committee reviewed the bylaws and recommended the following revisions to the document.

ADD: 0124 Graduations

(A) The language will reference the conferring of diplomas or honors diplomas according to Ohio Revised

Code 3313.61 Diploma or honors diploma.

(B) When graduation schedules are announced, Board members will select their first and second choices.

Ideally Board members will each have three graduations.

Graduations should rotate amongst Board members so each Board member can experience each

school’s graduation.

REVISE: 0142.1

The language will reference who can administer the Oath of Office according to Ohio Revised Codes 3313.10, R.C.

147.07 and R.C. 3.24.

The Committee reviewed the spreadsheet of each Committee’s responsibilities that are aligned to the Strategic Plan and expressed

concern about Growth Measure 5.1 – Increase CPS market share by positioning it as the educational provider of choice and

actively recruiting families to CPS schools being assigned to the Finance Committee and whether or not it should be addressed in

the Student Achievement Committee.

ASSIGNMENT: The Committee could not come to a consensus as to what Committee is appropriate for review of Growth

Measures.

The group will recommend to the Board to have the Administration advise the order of the five Growth

Measures (5.1, 5.2, 5.3, 5.4); should the measures first be placed in the SAC to determine if there is capacity

or in the Finance Committee to determine if there is funding.

Review of Policies and Presentation Outside of Standard Process

The Committee reported that a process is needed for individuals who have been invited to present at Committee meetings. The

goal is to make sure that topics received outside of the standard process are vetted through the Superintendent.

ASSIGNMENT: The Committee, at the March 16, 2020 Regular Business will discuss with the Board that topics not included

in the approved Committee Workplans will be referred to the Superintendent to determine if the topic is

pertinent to the work of the District’s Strategic Plan before being referred to a Board Committee.

Pedestrian Safety” the vision for the event and the passion the students showed was great.

2. Member Bolton – Laura Mitchell, Superintendent and PLT Team – In the mist of all the concern regarding the

Pandemic we are facing they have been strong, steady and decisive. The Leadership has been a great model and I

hope other local leaders follow the same model.

3. Member Bowers – Laura Mitchell, Superintendent – was hearing a lot of accolades regarding CPS ahead in the state

on prevention during the Ohio School Board Association Southwest Regional Spring Conference.

4. Member Bowers – Carolyn Jones, Board President – we received an email from a community member

acknowledging her leadership regarding the agreement with the City of Cincinnati. Her strength and perseverance

was highlighted.

Fund Legend

Fund # Fund Description Purpose

001 General Fund Set of accounts used to show all ordinary operations of a school

system, generally all transaction which do not have to be accounted for in

another fund.

003 Permanent Improvement Fund provided to account for all transactions related to the acquiring, construction,

or improving of such permanent improvements as are authorized by Chapter 5705,

Ohio Revised Code.

006 Food Services Fund used to record financial transactions related to food service

operations.

007 Special Trust The special trust fund may be classified as a special revenue, permanent, or a

private purpose trust fund. A special revenue fund should be used if the original

contributions can be expended for school district programs. A permanent fund

should be used if the only the earnings on the original proceeds can be expended

and not the principal. If the original contribution, whether required to be kept

intact or not, and the earnings do not support the school district's programs, then

the fund will be classified as a private purpose trust fund.

018 Public School Support Fund provided to account for specific local revenue sources, other than taxes or

expendable trust (i.e. profits from vending machines, sales of pictures, etc.), that

are restricted to expenditures for specified purposes approved by board

resolution. Such expenditures may include curricular and extra-curricular

related purchase.

019 Other Grants Fund used to account for the proceeds of specific revenue sources, except for

State and Federal grants) that are legally restricted to expenditures for

specified purposes.

021 Intra District Service Fund A fund to account for functions that provide goods or services to other areas

within the school district. Intra-district functions could include central

warehousing and purchasing and central data processing.

024 Employee Benefits Self

Insurance

A fund provided to account for monies received from other funds as payment for

providing medical, hospitalization, life, dental, vision, or any other similar

employee benefits. The Employee Benefits Self- Insurance Fund may make

payments for services provided to employees, for reimbursements to employees

who have paid providers, to third party administrators for claim payment or

administration, for stop-loss coverage or for any other reinsurance or other

similar purposes.

034 Classroom Facilities

Maintenance

A fund used to account for the proceeds of a levy for the

maintenance of facilities.

300 District Managed Student

Activity

Fund provided to account for those student activity programs which have

student participation in the activity but do not have student management of

the programs. This fund would usually include athletic programs but could

also include the band, cheerleaders, flag corps, and other similar types of

activities.

536 Title I School Improvement

Stimulus A To help schools improve the teaching and learning of children failing, or most at

risk of failing to meet challenging State academic achievement standards.

551 Title III – Limited English

Proficiency

Funds to develop and carry out elementary and secondary school programs,

including activities at the pre-school level, to meet the educational needs of

children of limited English proficiency. These programs provide structured

English language instruction, with respect to the years of study to which the

program is applicable, and instruction in the child's native language to the extent

necessary to allow a child to achieve competence in English. The instruction must

incorporate the cultural heritage of these children and of other children in

American society. The instruction must be, to the extent necessary, in all courses

or subjects of study which will allow a child to meet grade promotion and

graduation standards.

572 Title I – Disadvantaged

Children/Targeted

Assistance

To provide financial assistance to State and Local educational agencies to

meet the special needs of educationally deprived children. Included are the

Even Start and Comprehensive School Reform programs.

587 IDEA Preschool Grant The Preschool Grant Program, Section 619 of Public Law 99 -457, addresses

the improvement and expansion of services for students with disabilities, ages

three (3) through five (5) years.

598 Schoolwide Building

Program

The purpose of this bulletin is to inform you of the creation of a Schoolwide

Building Program Fund. The Schoolwide Building Program Fund allows for the

pooling of Federal, State, and local funds to be used to upgrade the overall

instructional program of a school building where at least 40 percent of children

are from low-income families.

590 Improving Teacher

Quality

A fund used to account for monies to hire additional classroom teachers in grades

1 through 3, so that the number of students per teacher will be reduced.

INQUIRIES/UPDATES

1. Member Bolton – William G. Moehring for his continuing efforts and dedication. He has been an invaluable employee.

2. Member Bolton – State Board of Education on Tuesday at 1:00 p.m. unanimously passed the brand new Teacher

Evaluation System. The new system is what will be expected to be used next year. CPS has piloted parts of the system.

Kendra Phelps, CFT testimonial helped the new Teacher Evaluation System in the passage.

3. Member Bolton – The Education Standard Board approved the new licensure code for professional conduct.

4. Member Bolton – There will be new standards issued for Superintendents for next school year by the Committee of

Education Standards Board. They have not been updated since 2008.

ASSIGNMENTS

1. Administration – To review the data regarding the SCPP status related to minority students.

2. Administration – To determine who has the authority during this crisis to shut down the schools.
