Section 3, R.A. 6939 – Powers, Functions and Responsibilities of CDA:
• Develop and conduct management and training programs upon request of cooperatives that will provide members of cooperatives with the entrepreneurial capabilities, managerial expertise, and technical skills required for the efficient operation of their cooperatives and inculcate in them the true spirit of cooperativism and provide when necessary technical and professional assistance to ensure the viability and growth of cooperatives with special concern for agrarian reform, fishery and economically depressed sectors;

Thus, the CDA organized the National Coordinating Committee on Cooperatives Promotion and Development (NCCCPD) which serves as its networking mechanism with partner-national government agencies to promote and implement programs relative to cooperative development.

The CDA advocates for the formation of Cooperative Development Councils (CDCs) at the different levels which serves as mechanism for collaboration, consultation and coordination in the implementation of various co-op programs and projects of government branches, instrumentalities subdivisions and agencies.

“.. the provisions and function for delivery of basic services to the people have been transferred to the Local Government Units through Section 17 of Republic Act No. 7180 otherwise known as the Local Government Code of 1991”.
Thus, the LGUs shall contribute to the development of the cooperatives in their respective areas of jurisdiction in coordination with CDA.

1. Assist in the promotion of cooperatives thru its line agency, the Cooperative Development Office within their areas of jurisdiction with the assistance of other established cooperatives;

2. Assist the CDA’s Cooperative Development Specialist in the evaluation of any proposed co-op economic survey and requirements for registration and to recommend its registration or non-registration;

3. Assist in the following developmental and regulatory powers of the CDA:
• Collection of Annual Reports and Audited Financial Statement of Cooperatives;

• Monitor the compliance of cooperatives with the rules, regulations and issuances of the CDA including those reached through mediation and conciliation conferences and as a result of a decision of the CDA;

•Initiate and implement a program for cooperative promotion and development in line with the Philippine Medium Term Cooperative Development Plan and the CDA Roadmap;
• Provide such information as required by the
CDA as part of its research projects;

• Provide financial and technical support in the organization and sustainability of cooperative activities such as the conduct of capacity-building, promotional and organizational activities in the area thru the Cooperative Development Council (CDC).

1. Act as the lead government agency in the promotion, development and regulation of all types and registered cooperatives in the area;
2. Assist the LGU in the development of cooperatives in
the area in partnership with accredited Cooperative Training Providers and other offices/organizations with cooperative development agendas;

3. Provide information to the LGU on the policies and standards that has been formulated by the CDA concerning cooperatives, such as memorandum circulars;
4. Provide the LGU with an updated lists of cooperatives
classified as operating, non-operating or cancelled and a copy of annual reports from the cooperatives within their jurisdiction;

5. Coordinate the efforts of the Government Agencies, Government Financial Institutions, Private Sector, Cooperative Sector and other Local Government Units for a more effective and systematic cooperation between and among them;
6. To provide technical assistance to the LGU in
organizing and sustaining a CDC in the area.
