We are following two such cases at this time .

The Federal Regional Agency L .E .E .A . (Law Enforcement Assistance

Administration) along with HEW and it's INstitute of Mental, Health

,have been proven to have been involved in such atrocious acts .

This Bill No . 1437 was written as a John Mitchell Bill and is

even now being pushed by the Justice Department, of which LEAA

is a Powerful Arm .

Nearly twenty States are in the process of proving it .We must not fail, our children, we must not fail our country . and we must not fail those who gave somuch for our Freedom .

Dangerous laws pertaining to Community Correction Centers have been passed by the Indiana StateLegislature. These laws allow for the detention, treatment, diagnosis and rehabilitation of offenders ;Before or - after conviction. These acts could be highly detrimental . Who decides the treatment? Thenimagine if the person is innocent . Treatment could be a disaster.Check and see if these same laws have been passed in your state without your knowledge . Hard tobelieve, but many Indiana Legislators did not even know they passed a Bill with these frightening aspects .Below find small part of such Indiana Law .

David Horton - Legal Counsel for the National Committee To Restore The Constitution, calledattention to the fact that as long as we retain our own County Jails and County Sheriffs, we are farmore secure. Federally Funded and Controlled Correction Centers could become a nightmare and weknow our rights could easily be ignored .Senator; Kennedy's Senate Bill No. 1437 certainly proves that T . David Horton was correct. This Bill,although it has not yet passed the House, has passed our United States Senate by a wide margin of75 to 14 .Following are parts of this, nightmare bill .

§" 574. Federal Institutions in a State Without an Appropriate Facility""if there is not a valid contract with a state or locality for the official detentionof a federal offender, and if there is no suitable and sufficient facility available atreasonable cost, the Director of the Bureau of Prisons may select a site withinor convenient to such state or locality and erect a penal or correctional facility .Such facilitymaybe used for the official detention of persons held under theauthority of title 18 or of any other Act of Congress and of any other person whoin the opinion of the Director, is a proper subject for official detention in such facility .

This last sentence spells the end of your Freedon . It would give the Director total power over yourlife. He would have the power of the KGB or the Gestapo . No day of your life could ever reallybe free again . Remember: This bill has passed our United States Senate by a wide margin .Note: The Director would have unlimited power in this Correction Center, and the Correction facility will alsobe,under the supervision ofanAdvisory Board, which includes The Administrator of LEAA-Law EnforcementAssistance Administration and HEW with its subagency, The National Institute of Mental Health .,

§ " 576. National Institute of Corrections"(a) There is hereby established within the Bureau of Prisons a National Instituteof Corrections ."(b) The overall policy and operations of the National Institute of Correctionsshall consist of seventeen members . The following seven individuals shall serve asmembers of the Institute ex officio : the Chairman of the United States SentencingCommission or his designee, the Director of the Bureau of Prisons or his designee,,the Director of the Federal Judicial Center of his designee, the Chairman of the United StatesParole Commission or his designee, the Administrator of the Law Enforcement Assistance Administrationfor the National Institute for Juvenile Justice and Delinquency Prevention or hisdesignee, and the Assistant Secretary for Human Development of the Department ofHealth, Education, and Welfare or his designee .

One of the largest supporters of "behavior research" was the Department of Health, Education and Welfare,and its subagency the National Institute of Mental Health . The subcommittee said that HEW had partici-pated in a "very large number of projects dealing with the control and alteration of human behavior ."Largest of all the supporters of behavior modification was the Law Enforcement Assistance Administration(LEAA) which, under the Department of Justice, funded hundreds of behavior modification experiments .All the above agencies were named in secret CIA documents . - Facts taken from reference book : "MindControl"

Indiana fell into the trap of cooperating with these sinister agencies : The LEAA and HEW's sub agencyNational Institute of Mental Health .

1975With the blessing of the Indiana Legislature, appropriations for mental health clinics were approved tomeet Federal guidelines on Mental Health .The plans for 32 Regional Mental Health Clinics in Indiana were pushed ahead by Mr . Percy Knauth,National Chairman of the Mental Health Association . Mr. Knauth, himself, was diagnosed as a manic-depressive in 1971 . Every Legislator in Indiana received a copy of the "Little Report", titled, (WillIndiana choose New Directions in Mental Health?) The plan outlined in the "Little Report" was tohave schools' near the Mental Health Clinics . Children are to be trained in giant pilot school projects .(Designed not by educators but by "Behavior Scientists" - (Change Agents .)

The Hawaii Master Plan for Education (the Master Plan actually for the whole nation) states : Schoolsof the future will become Mental Health Clinics . Teachers will be clinicians or facilitators and the childrenwill be looked upon as Patients .

In 1956 THE ALASKA MENTAL HEALTH ACT known as H .R . 6376 was passed and is law .

The mental health bills passed in our Indiana General Assembly violate the basic tenets set forth in theConstitution .

The "Brooklyn Tablet" for March 31, 1956, states in part : "The bill passed by the States' Legislatures,like H . R . 6376, makes it possible for the Administration in power to have a political nuisance trans-ported to the 1,000,000 acre, ALASKA MENTAL INSANE ASYLUM."

The World Federation for Mental Health reveals in its literature what the aims and objectives are ."in the event non-conformists should refuse to become part of the 'STABLE AND CONTENTED' society

and become a 'NUISANCE TO THE COMMUNITY' and the powers that be, it will be simple legally,to REMOVE THEM FROM CIRCULATION ."

Senate Bill 1437 with its parts on Correction Facilities would certainly fit perfectly with these objectives .Parts of this bill's nightmare plans are on page 12 and 13 of this pamphlet .

THIS INDICATES THAT THE MAIN INTEREST IS NOT IN CARING FOR OUR MENTALLY ILL .BUT INSTEAD IT IS A MEANS OF SILENCING THOSE WHO WOULD INSIST ON DEFENDINGOUR CONSTITUTIONAL GOVERNMENT .

The Regional Agency, LEAA (Law Enforcement Assistance Administration) was exposed before a UnitedStates Internal Security Subcommittee Hearing for the funding of a Communist Front Organization .Chicago Police Investigator Eugene Dorneker stated in his testimony that this Communist Front Organiza-tion was the so called, "Alliance To End Repression ." Many of the members of this Communist FrontAlliance have been identified, "individually, as Communists."

A number of the members of this Communist Front Organization were put on LEAA's, Illinois LawEnforcementCommission.This LEAA Commission is the same as the LEAA, Indiana Criminal JusticePlanninl Agency,tlsitisfunding CounselorsinourIndiana Schools as explained on paga seven (7) ofthis booklet . Undoubtedly LEAA State Criminal Planning Agencies are funding school counselors allover the Nation . Check your schools for this possibility . Volume II will list the names of all LEAAState Criminal Planning Agencies . Since LEAA sponsored Communist Front Organizations and LEAACounselors are in our schools, it might be well for parents to know the thinking of a Communist . ACommunist leader Gus Hall stated as follows in one of his speeches :

"I dream of the hour when the last Congressman is strangled to death on the gutsof the last preacher -- and since the Christians seem to love to sing about the blood,why not give them a little of it? Slit the throats of their children and drag them overthe mourners' bench and the pulpit and allow them to drawn in their own blood ; andthen see whether they enjoy singing these hymns ."

The background of LEAA and it's State Criminal Justice Planning Agencies prove that they should not bein position to influence the minds of our children . Regional Government Agencies fund Revolutionarieswho are bent on turning the thinking of this Nation into Anti-God, Anti-American and Anti-Family .Television and the Press also seem determined to give coverage and lend credibility to this type ofRevolutionary . We witnessed an example in March of this year . Former Yippi, Jerry Rubin, was inFort Wayne, Indiana, and received complimentary recognition . While he was here he made the statement,"If I had the "60's to do over again, I'd do it exactly the way I did it . I wouldn't change one comma ."Only two weeks before the Kent State University riots, Rubin told thestudents there : "The first part of the Yippi Program, you know, isKILL YOUR PARENTS . And I mean that quite seriously, becauseuntil you're prepared to KILL YOUR PARENTS, you're not reallyprepared to change the country, because our parents are our firstoppressors ."

Title Money is being pumped into these programs in nearly all schools and oftenthe parents don't even know the how, when or where of the programs .The Regional Agency LEAA (Law Enforcement Assistance Administration) has a State Planning Agencyin every State, and goes by a different name in every State. These LEAA State Planning Agencies arenow funding counselors in our schools. LEAA has developed computer systems beyond belief in thisNation and now they are computerizing the children's behavior and social patterns, even those of ourlittle five year old children . They are deciding if our little children are maladjusted, (by their standards) .They are developing behavior problem check lists for the purpose of deciding if the child is a pre-delinquent, again (by their standards) .Parents, .you should check and see what is going on in your schools . Don't let them deny what you haveread . All the material is referenced .Areallthe people working on these programs evil? Indeed not, some of the best intentioned people areworking very hard on these programs. They do not realize what the ultimate plans are .

Are the programs all proving to be failures? Again, the answer is, indeed not . They must look goodand successful to a point, in order for them to be able to complete the network of control that theyhave designed .

Revenue Sharing Money Brings Federal ControlRegional Government Republicans will even go so far as to insist that on certain projects the FederalGovernment will not interfere in any waxy when we accept Revenue Sharing Money, Federal Grant Moneyand Federal Title Money .School Officials who accented Regional Government Agency LEAA Money have also insisted that therewould be no control whatsoever and that LEAA only wanted to help fund needed counselors in the school .

The Supreme Court spelled it out very clearly as to federal money meaning Federal Control .In the case of Wickard vs . Filburn : The Supreme Court ruled in 1942 thatthe Federal Government has the right to regulate that which it subsidizes .

Revenue Sharing Money is a subsidy . And it is absolute Debt Money. Revenue Sharing Money is not ourshare of the money we send to Washington . That money is spent before it gets there . Revenue SharingMoney finances Regional Government. Regional Government is a totally separate government made up ofappointed officials. The appointed officials are now controling our elected officials. Regional Government,through it's nine Federal Regional Grant making Agencies, (see page 4) is filtering Revenue Sharing Funds,Grant Making Funds, and Title Money into every facet of our lives. And with the money comes theregulations . We the citizens of the United States are liable for all this debt money plus the interest thatis mounting daily. Regional Government is working toward the elimination of the elected officials . Innumerous States the offices of many elected officials have already been eliminated .

Robert Weaver, former Secretary of HUD (Housing and Urban Development) said :"Regional Government means absolute Federal Control over all property and it'sdevelopment regardless of location anywhere in the United States . . .It would,supersede state and local laws."Lt. Governor John Vanderhoof of Colorado, declared, and I quote : "By 1980, theindividual citizen will have very little to say about the use of his own property ." Hefurther stated that County Commissioners would soon be a thing of the past .

All of this control is to aide in taking the United States into the World Government Order. Since the begin-ning of time, a certain group of men have desired to rule all others. In the eighteen hundreds it was wellplanned. Over seventy years ago the program was set in real motion by a group of men who intended torule the whole world . The United States was to be the grand prize . Many of the men in this group werewealthy United States citizens, but their only interest in the United States was to own and control it undertheir World Government Plan. The group as a whole were men from various parts of the world . They weremembers of International Banking or International Business Conglomerates ,or both. They set up, Organiza-tions, Committees, Conferences, Systems and Tax Free Foundations, which they used to further their WorldGovernment Plan . One such organizational meeting they held, was the Bilderberger Meetings . Here the topleaders met once, and at times, twice a year, since the early fifties . At these meetings they made yearlyplans for furthering the World Government Scheme .

The CED, CFR, NEA and all those listed on page seven are part of the World Government Plan . Volume IIwill give the total World Government Network, with the United Nations being planned for theWorld .Government Police Force.

The World Government Leaders through their organizations, have gained control of both . Political Parties,Democrats and Republicans . as well . They have gained control of our schools through these organizations,especially through the NEA (National Education Association) . They have gained control of the Unions at theInternational Level . They are deceiving the local Union Officials and Union Members by encouraging them topursue programs that fit into the World Government Plan . Most local Union Officials and members are peopleof good intentions and believe they are working on programs that make for a better life . The World Govern-ment Leaders are also working in dead earnest to change the Religion of the United States. As the followingpages show, they are attempting to wipe out, God and Christ oriented Religions and replace them with theReligion of Humanism . Humanism is the Religion that states, "There is no God ." Their plan is working . Manyof our Churches are bowing to Humanism . Who could believe that some of our churches would be denyingGod? We had best give deep thought to a proven fact.

History has proven that when a nation turns against God, that Nation shall soon fall .

REGIONAL GOVERNMENT REPUBLICANSRegional Government Republicans are indeed aiding World Government Leaders and Liberal Democrats inkilling America . They are doing it knowingly or unknowingly . The same is true of the Democrats, but thetragic result is the same . . . "Death For America ." Over a period of many years the World GovernmentLeaders violated our Constitution repeatedly while scheming to gain control of the United States . To com-plete the takeover they designed • a plans that would completely bankrupt the nation and then offer furtherdebt money to hold the nation up . With the debt money would come controls to finish rendering the nationhelpless . Regional Government is funded by Revenue Sharing Money, Federal Grant Money and TitleMoneyand with it comes the controls . They needed the Republican Elected Officials and many Republican PartyMembers to be convinced that Revenue Sharing Money was our share of the money we send to Washington .This is of course a lie. The money we send to Washington is spent before it gets there .

The World Government Leaders were successful . Many Republicans swallowed the lie, and began begging forthe Revenue Sharing Money . The Republicans had fallen into the Federal Revenue Sharing "Trap".TheRepublicans and Democrats were following the same philosophy . The voters no longer had a choice . Thevoters then lost faith and interest in politics . This gave Regional Government the chance to gain near totalcontrol . Regional Government will soon be able to complete the mission it was designed for; "To put theUnited States into World Government Under A United Nations Police Force .Indiana had a bill to outlaw Regional Government before the Indiana State Legislature this year . The Billpassed the Senate 32 to 14 . The bill then went to the House, into a committee under the chairmanship ofRepresentative Doris Dorbecker (R) who in turn, killed the bill . She refused to allow the Bill to come outof her committee for vote, even though surveys showed enough votes in the House to pass the Bill . DorisDorbecker proved herself to be a Regional Government Republican . She also did a favor for many otherRegional Government Republicans in the State of Indiana : Following are just a few :Governor Otis Bowenis a Regional Government Republican . Doris Dorbecker did him a favor by keeping theBill from reaching his desk for his signature . If he let the Bill lay and become law, or if he signed it into law,he would certainly have upset many in the Regional Government Bureaucracy of which he is a part . If hevetoed the Bill, he would have had the anger of thousands of people in the State of Indiana who wanted theBill to be passed . Gov . Bowen is a member of the Regional Government ACIR . He was a proponent of theRegional Correction Center that is now being built in Ft . Wayne, Indiana . The Regional Correction Centerwas diligently opposed by many citizens and was finally considered defeated . Then, newly elected RegionalGovernment RepublicanDan Quayle,Fourth District Congressman, revived the project and now Allen Countyis getting the long opposed Regional Correction Center .Mayor Robert Armstrong of Ft. Wayne, another Regional Government Republican, is very vocal about how heaided Dan Quayle in bringing theRegional Correction Center to Allen County .Orvas Beers, Allen County Republican Party Chairman also favored the Regional Correction Center . He too,is a Regional Government Republican . _Ironically, he is a graduate of Hillsdale College, which to this very_day opposes Federal Funding .

The Allen County Commissioners and Allen County Council, who are mostly Republicans, proved exceptfor one, to all be Regional Government Republicans by voting for Federal Revenue Sharing Funds for theRegional Correction Center.

INDIANA REGION SThis is the Regional setup in Indiana . In 1968, Governor Branigan issued an executive order establishingthese sub-state planning regions . He was told this was necessary for the state to participate in federal pro-grams and receive federal "aid". The counties were told they had to join in the regions or they couldn'tget the money . A regional plan commission has been appointed to direct all "planning" foryourmulti-county region .Some Regions extend across the State line .Some Counties have withdrawn .

In some instances, the 15 regions have been subdivided and thereare consequently 18 regional plan commissions functioning in Indiana .
