T-1 MOBILE HOME PARK DISTRICT

A. PURPOSE OF DISTRICT: The T- 1 Mobile Home Park District is intended to apply to mobile home parks in which spaces are rented or leased for the placement of mobile homes for occu­pancy as living quarters.

B. HSES PERMITTED: No mobile home, building or structure, or . _part thereof, shall be erected, altered, placed or used, or land or water used, in whole or in part, for other than one or more of the following specified uses: 1. Mobile Home Parks, which may include;

(a) · Mobile Home residences (one per mobile home site). ­(b) Motels. (c) Accessory uses and structures customary in mobile

home parks, which are established only for the use of the occupants of the mobile home park, provided that no sign or display advertising accessory com­mercial services shall be visible from outside the Mobile Home Park.

(d) Travel Trailer Parks exclusive of tents and/or tenting operations.

(e) Family care homes and emergency shelter homes in accordance with Section VI, Paragraph 35 of this Ordinance.

C. SPECIAL EXCEPTIONS: The following uses may be permitted by the Governing Body after a public hearing with due public notice has been held by the Planning Commission and a recom­mendation from said Commission has been submitted to said Governing Body: 1. Non-public piers, docks, boat liveries, boat-launching

areas, marinas; golf, country, yacht and fraternal clubs, and other appropriate recreational areas and facilities.

2. Civic, cultural or community centers. 3. Schools, colleges and churches.

· 4. Child care centers and nursing homes. 5. Public utilities and public buildings. 6. Cemeteries. (Graves shall not be closer than 25 feet to

any property line). 7. Historical museums or landmarks, botanical gardens. 8 . Plant nurseries, field crops, citrus and fruit, cattle

grazing, and similar agricultural activities. 9. Group Care homes. 10. Emergency shelters. 11. Recovery homes. 12. Residential treatment facilities .

D. REQUIRED BUFFERS: 1. Mobile Home Parks shall be surrounded by buffer strips

at least 15 feet in depth on the sides and rear, and 50 feet in depth along the front; provided, however, that no side or rear buffer is required between adjacent mobile home developments.

2. Buffers shall be attractively landscaped and neatly main­tained, and shall otherwise be unoccupied except for per­

. mitted utility facilities, signs, or entrance ornamenta­tion, and except for the inside 35 feet of a 50-foot front buffer which may be used for street right of way.

3. Where the engineering plans make it necessary that roads be constructed on the sides or rear of mobile home parks, the outside unpaved portion of the required right of way may be considered as part of the 15-foot buffer area.

E. REQUIRED UTILITIES: Each mobile home site shall. be connected to an approved central water supply and central sewerage sys­tem.

F. . REQUIRED RECREATION AREA: A minimum of 5% of gross land area.

G. MAXIMUM LOT DENSITY: Seven (7) lots per gross acre (Gross acreage includes all area within the approved mobile home park other than navigable water).

H. MINIMUM SIZE OF MOBILE HOME SITES: Fifty (50) feet in width at the building line and 3,000 square feet in area.

I. MINIMUM YARDS REQUIRED: 1. Front yard: 5 feet. 2. Side yard: 5 feet. 3. Rear yard: 5 feet.

J. YARD ENCROACHMENTS: Structures less than 30 inches in height are not considered yard encroachments. Every part of every re­quired .yard shall be open and unobstructed from 30 inches above the ground to t he sky, except as hereinafter provided, or as otherwise permitted in the Zoning Ordinance. This requirement shall not apply to horticultural growths, or to structures governed by Sec t ion 6.21. 1. Cornices, overhangs, eaves and gutters may not project

into any required yard over 18 inches. · . 2. Planters, poles, radio and T.V. ~eceiving antennae, play

equipment, wires, lights, mail boxes, fences and walls shall not be deemed to be encroachments in required yards.

K. FENCES AND WALLS: Fences and walls located on or within 5 ft. of .lot lines shall not exceed a height of six ft., except that such fences or walls shall not exceed a height of 3 ft. 6 inches when located in a required front yard, excluding chain link or wire fences with 100 percent see-through visibiiity.

L. SIGNS: As permitted in Section 6.20.

M. OFF-STREET PARKING: As required in Section 6.19.

N. REQUIRED STREET . IMPROVEMENTS: Right-of-way, pavement and drainage structures shall comply with the standards set forth in the Manatee County Subdivision Regulations; however, street dedication is not required.

o. PLANS REQUIRED: Plans for mobilehome parks shall be submitted and processed in the same manner as subdivision plans, except that final plans shall not be recorded in a plat book.

1. The area and dimensions of the proposed mobilehome park. 2. The street and mobilehome site layout. 3. The location of water and sewer lines, water

supply, and sewage disposal areas. 4. A preliminary drainage plan for the mobilehome

park prepared by a registered engineer. s. Location and dimensions of all buffers, office

structures, recreation areas, etc. 6. Where street, drainage and other required improvements

are being made in accordance with preliminary Mobilehome Park approval and prior to final plan approval, zoning clearance will be issued for placement of mobilehomes on sites to be served by the streets under --construction. However, no occupancy of said mobilehomes is permitted until final plans have been approved by the Governing Body.

P. FINAL PLANS: Finai approval of the mobilehome park plans by the Governing Body shall be conditional upon compliance with all the requirements of this Section and the conditions of the pre­liminary plans. The final approval, when granted, shall bear the signature of the Planning Director or the Planning Commission Chairman, and the Chairman of the Governing Body. Two copies of the approved final plans shall be filed with the Commission.

EXPANSION OF EXISTING MlBILEHOME PARKS: Whenever the owner of a Mobilehome Park proposes expansion, plans for such expansion shall be submitted and approved in the same manner as plans for new parks. Mobilehome park expansion plans shall comply with new park requirements unless sueh compliance is found 'to be impracticable by the Governing Body, after recotmne.ndation by the Planniil.g Commission, in which case .minor variations from new park standards may be approved. Such variations need not be considered by the Board of Zoning Appeals. Permitted variations shall result from peeuliar shapes of land, the necessity of extending existing streets, or other unusual circUmstances, but shall not be permitted simply because the existing mobilehome spaces~ streets, buffers, etc. , do not meet new park standards. Improvement of substandard conditions in existing parks may be required as a precedent to expansion of such parks.

DEVELOPMENT STANDARDS FOR TRAVEL TRAILER PARKS: (1) The mininnlDl area for ·a travel trailer park shall be

8 acres •. (2) Each travel trailer site or space Shall be at least

1200 square fee~ in area. . (3) Streets in travel trailer parks may be private and

shall be paved as follows:

One-way vehicular travel . Two-way vehicular travel

12 feet of paving 22 feet of paving

(4) There shall be an open unobstructed landscaped buffer strip not less than 50 feet in depth along major street abutting a travel trailer park, and a landscaped buffer strip not less than 15 feet in depth along other travel trailer park district boundaries. ·

(5) -Each travel trailer site shall contain -a stabilized vehicular parki.ilg pad composed of shell, marl, paving or other suitable material.

(6) A m~n~um of 5% of the gross site area for the travel trailer park shall be set aside as common use area for open or enclosed recreation facilities. The area shall be exclusive of travel trailer sites, buffer strips, street right-of-way, storage areas, or utilities sites.

(7) Sanitary facilities for travel trailer parks shall be. in accordance with require­ments of Ftorida state Board of Health and the County Health Departnlent.

(8) (a) New travel trailer parks shall be processed in accordance with the pro­cedures set forth in this district for Mobilehome Parks. The same infor­mation and data shall be furnished at each stage of plan approval as is required in final approval of plans for Mobilehome Park.

(b) In the case of a rev~s~on, extension, or conversion of travel trailer facili­ties in an existing or approved Mobile­home Park, the petitioner shall be required to submit a hand drawn sketch, sufficient in detail to clearly indicate his needs. The Planning Director may reduce items (1), (5), and (6) in this sub-paragraph if their fulfilLment would be impractical or unreasonable due to the existing or app~oved plans for roads, drainage, and public facilities and open space.

(9) No part of a travel trailer placed on a travel trailer site shall be closer than 5 feet to a site line~ No permanent external appurtenances such as carports, cabanas, or patios may be attached to a travel trailer, and the removal of wheels and the placement of the unit on a permanent foundation is prohibited.

(10) Travel trailer sites may be occupied by travel trailers not exceeding 8 feet in width, and not exceeding 30 feet in length; pickup coaches,

1notor homes, camping trailers, and other vehi­cular accommodations suitable for temporary habitation, used for travel, vacation, and recre­ation purposes.

(11) After all required improvements have been completed for a park or an approved construction unit of the park, the Zoning Administrator shall certify the completed sites as being approved for occupancy. Until a site is approved for occupancy, no travel trailer shall be placed thereon.

T-2 FAMILY MOBILE HOME PARK DISTRICT

A. PURPOSE OF DISTRICT: The T- 2 Family Mobile Home Park Dis­trict is intended to provide mobile home rental parks in which spaces are rented or leased for the placement of mobile homes for occupancy as living quarters by families having minor children in the family unit:

B. · USES PERMITTED: No mobile home, building or structure, or part thereof, shall be erected, altered, placed or used, or land or water used, in whole or in part, for other than one or more of the following specified uses: 1. Family Mobile Home Parks, which may include:

(a) ·Mobile home residences (one per mobile home site) . . (b) Accessory uses and structures customary in family

mobile home parks, which are established only for the use of the occupants of the mobile home park, · provided that no sign or display advertising acces­sory commercial services shall be visible from out­side the Mobile Heme Park.

(c) Family care homes and emergency shelter homes in accordance with Section VI, Paragraph 35 of this Ordinance.

C. 2 . Buffers shall be attractively landscaped and neatly main­tained, and shall otherwise be unoccupied except for per­mitted u t ility facilities, signs, or entrance ornamenta­tion, an d e xcept for the inside 35 feet of a 50-foot fron t buffer which may be used for street right of way.

3. Where the engineering plans make it necessary that roads be constructed on the sides or rear of mobile home parks, the outside unpaved portion of the required right of way may be considered as part of the 15-foot buffer area.

E. REQUIRED UTILITIES: Each mobile home site shall be connected to an approved central water supply and central sewerage sys­tem.

F. REQUIRED RECREATION AREA: A minimum of 5% of gross land area.

G. MAXIMUM LOT DENSITY: Seven (7) lots per gross acre (Gross acreage includes all area within the approved mobile home park other than navigable water).

H. MINIMUM SIZE OF MOBILE HOME SITES: Fifty (50) feet in width at the building line and 3,000 square feet in area.

I. MINIMUM YARDS REQUIRED: 1. Front yard: 5 feet. 2. Side yard : 5 feet. 3. Rear yard: 5 feet.

J. YARD ENCROACHMENTS: Structures less than 30 inches in height are not considered yard encroachments. Every part of every re­quired yard shall be open and unobstructed from 30 inches above the ground to the sky, except as hereinafter provided, or as otherwise permitted in the Zoning Ordinance. This requirement shall not apply to horticultural growths, or to structures governed by Section 6.21. 1. Cornices, overhangs, eaves and gutters may not project

into any required yard over 18 inches. 2. Planters, poles, radio and T.V. £eceiving antennae, play

equipment, wires, lights, mail boxes, fences and walls shall not be deemed to be encroachments in required yards.

1. The area and dimensions of the proposed mobilehome park. 2. The street and mobilehome site layout. 3. The location of water and sewer lines, water

supply , and sewage disposal areas. 4. A preliminary drainage plan for the mobilehome

park prepared by a registered engineer. 5. Location and dimens i ons of all buffers, office

structures , r ecreati on areas, etc. 6. Where street , drainage and other required improvements

are being made in accordance with preliminary Mobilehome Park approval and prior to final plan approval, zoning clearance will be issued for placement of mobilehomes on sites to be served by the streets under construction. However, no occupancy of said mobilehomes is permitted until final plans have been approved by the Governing Body.

P. FINAL PLANS : Final approval of the mobilehome park plans by the Governing Body shal l be conditional upon compliance with all the requirements of this Section and the conditions of the pre­liminary plans. The final approval, when granted, shall bear the signature of the Planning Director or the Planning Commission Chairman, and the Chairman of the Governing Body. Two copies of the approved final p l ans shall be filed with the Commission.

EXPANSION OF EXISTING M)BILEHOME PARKS: Whenever the owner of a MObilehome Park proposes expansion, plans for such expansion shall be submitted and approved in the same manner as plans for new parks. MObilehome park expansion plans shall comply with new park requirements unless such compliance is found to be impracticable by the Governing Body, after recommendation by the Planning Commission, in which case minor variations from new park standards may be approved. Such variations need not be considered by the Board of Zoning Appeals. Permitted variations shall result from peculiar shapes of land, the necessity of extending existing streets, or other unusual circumstances, but shall not be permitted simply because the existing mobilehome spaces, streets, buffers, etc., do not meet new park standards. Improvement of substandard conditions in existing parks may be required as a precedent to expansion of such parks.

DEVELOPMENT STANDARDS FOR TRAVEL TRAILER PARKS: (1) The minimUm area for a travel trailer park shall be

8 acres. (2) Each travel trailer site or space shall be at least

1200 square feet in area. . (3) Streets in travel trailer parks may be private and

shall be paved as follows:

(4) There shall be an open unobstructed landscaped buffer strip not less than 50 feet in depth along major street abutting a travel trailer park, and a landscaped buffer strip not less than 15 feet in depth along other travel trailer park district boundaries.

(5) Each travel trailer site shall contain a stabilized vehicular parking pad composed of shell, marl, paving or other suitable material.

(6) A minimum of 5% of the gross site area for the travel trailer park shall be set aside as common use area for open or enclosed recreation facilities. The area shall be exclusive of travel trailer sites, buffer strips, street right-of-way, storage areas, or utilities sites.

(7) Sanitary facilities for travel trailer parks shall be in accordance with require­ments of Florida State Board of Health and the County Health Department.

(8) (a) New travel trailer parks shall be processed in accordance with the pro­cedures set forth in this district for Mobilehome Parks. The same infor­mation and data shall be furnished at each stage of plan approval as is required i n final approval of plans for Mobilehome Park.

(b) In the case of a revision, extension, or conversion of travel trailer facili­ties in an existing or approved Mobile­home Park, the petitioner shall be required to submit a hand drawn sketch, sufficient in detail to clearly indicate his needs. The Planning Director may reduce items (1), (5), and (6) in this sub-paragraph if their fulfillment would be impractical or unreasonable due to the existing or approved plans for roads, drainage, and public facilities and open space.

(9) No part of a travel trailer placed on a travel trailer site shall be closer than 5 feet to a site line. No permanent external appurtenances such as carports, cabanas, or patios may be attached to a travel trailer, and the removal of wheels and the placement of the unit on a permanent foundation is prohibited.

(10) Travel trailer sites may be occupied by travel trailers not exceeding 8 feet in width, and not exceeding 30 feet in length; pickup coaches, motor homes, camping trailers, and other vehi­cular accommodations suitable for temporary habitation, used for travel, vacation, and recre­ation purposes.

{ll) After all required improvements have been completed for a park or an approved construction unit of the park, the Zoning Administrator shall certify the completed sites as being approved for occupancy. Until a site is approved for occupancy, no travel trailer shall be placed thereon.

T-2 FAMILY MOBILE HOME PARK DISTRICT

PURPOSE OF DISTRICT: The T-2 Family Mobile Home Park Dis­trict is intended to provide mobile home rental parks in which spaces are rented or leased for the placement of mobile homes for occupancy as living quarters by families having mino r children in the family unit:

USES PERMITTED: No mobile home, building or structure, or par t thereof , shall be erected, altered, placed or used, or land or water used , i n whole or in part, for other than one or more of the following specified uses: 1. ·Family Mobile Home Parks, which may include:

(a) Mobile home residences (one per mobile home site). (b) Accessory uses and structures customary in family

mobile home parks, which are established only for the use of the occupants of the mobile home park, provided that no sign or display advertising acces­sory commercial services shall be visible from out­side the Mobile Home Park.

(c) Family care homes and emergency shelter homes in accordance with Section VI, Paragraph 35 of this Ordinance.

C. SPECIAL EXCEPTIONS: The following us es may be permitted by the Governing Body after a public hearlng wlth due public notice has been held by the Planning Commission and a recom­mendation from said Commission has been submitted to said Governing Body: 1. Non-public piers, docks, boat liveries, boat-launching

areas, marinas; golf, country, yacht and fraternal clubs, and other appropriate recreational areas and facilities.

2. Civic, cultural or community centers. 3. Schools, colleges and churches. 4. Child care centers, nursing homes . 5 . Public utilities and public buildings . 6. Historical museums or landmarks, botanical gardens. 7 . Group care homes. 8. Emergency shelters. 9. Recovery homes. 10. Residential treatment facilities.

T-3 TRAVEL TRAILER PARK DISTRICT

A. PURPOSE OF DISTRICT: The T-3 Travel Trailer District is intended to provide over~ight accommodations for Travel Trailers in transit for periods of s _lort duration not exceeding thirty (30) days in length.

B. USES PERMITTED:

(a . ) Overnight residence in a travel trailer, pick-up coach, motor horne, and/or camping trailer (folding tent trailer)

(b.) Tents (within an area specifically designated for same, exclusive of area used for (a.) above. Such area shall be used exclusively for tents and/or camping trailers (folding tent trailers).

(c.) Related commercial facilities developed as integral components of the travel trailer park facility. Such facilities shall be for the exclusive use of the tenants of the park and may not be advertised outside the limits of the park property or in a manner which attracts or promotes their use by non­tenants of the park.

(d.) Mobile Homes for the use of the Travel Trailer Park Management or caretaker. (Not to exceed 3 mobile homes per park).

DEVELOPMENT STANDARDS FOR TRAVEL TRAILER PARKS:

1. The minimum area for a travel trailer park shall be 8 acres.

2. The maximum density of a travel trailer park shall be twenty (20) lots per acre of usable land exclusive of that land set aside for common use area for open space or enclosed recreation facilities, buffer strips, street right-of-way, storage areas or utility sites.

3. Streets in travel trailer parks will be private and properly stabilized. Private streets may be paved as follows:
