Remuneration Package-up to $163,000 per annum

The Shire of East Pilbara is a well-established Local Government Authority in Western Australia, which services the town sites of Newman, Marble Bar and Nullagine.

We now seek to employ a proactive and results orientated Manager to this multidisciplinary role and this integral position holds considerable responsibility on statutory and strategic town planning matters, and with the accountability to also develop and strengthen the Local economy through delivering and monitoring approved economic and tourism development strategies.

Applicants will need to evidence high level interpersonal skills and work ethics, with the ability to foster, encourage and develop a participative team environment, and it is likely that the person appointed would already proven themselves at a similar level and have confidence to effectively bring meaningful results within the area of responsibility.

Relevant tertiary qualifications in urban and regional planning are essential requirements and formal studies in Business/Marketing or related disciplines will be highly regarded.

To provide Council and the general public with the highest quality advice on statutory and strategic town planning matters and process applications for planning and other planning matters within the guidelines of accepted town planning practices, the Shire of East Pilbara Town Planning Scheme and the Council's policies and practices.

To develop and strengthen the local economy through proactively delivering and monitoring approved economic and tourism development strategies.

Specific Responsibilities

Assess, report and recommend action (refusal, approval, modification) on land

development and other land use applications.

Perform other town planning functions of Council.

Development Control

Assess planning and other applications to ensure compliance with Council's Local

Planning Scheme and other relevant legislation, including Council Policy.

Assess the impact and implications of planning applications on surrounding land and

uses thereon and (if applicable) on Council's identified future development areas.

Advise landowners’ affected by a proposal seeking comments for assessment.

Negotiate and liaise with clients/applicants and/or government and service bodies

on applications to achieve preferred resolution.

Follow-up progress of development (during construction) to ensure compliance with

issued approval and subsequently correspond/liaise with applicant/client concerning

any inconsistencies noted.

Statutory Planning

Assess and coordinate planning proposals for Council's consideration.

Prepare, assess and report on amendments to councils Local Planning Scheme.

Attend on behalf of the Shire at the State Administrative Tribunal as

required/directed.

Conduct compliance activities as and when required.

Assess report and make recommendations on applications to Council on a scheduled

monthly basis as required.

Address the decisions of Council or actions as required.

Crown Land, Environmental and Mining Matters

Respond to correspondence from Western Australian Planning Commission on

subdivision / amalgamation applications.

Consider and respond to all correspondence relating to crown land from Department

of Lands.

Consider and respond to various Government Agencies on matters associated with

pastoral and mining matters.

Economic & Tourism Development

Undertake economic development and tourism implementation and actions

Develop initiatives to support the Shire of East Pilbara feasibility reports and reviews

associated with economic development and tourism.

Liaise with Regional, State and Commonwealth government agencies on projects

nominated and provide advice on funding and programs.

Liaise with major business and organisations in order to achieve economic

development and tourism objectives.

Provide support to The Executive of the Shire of East Pilbara to assist strategic

development initiatives.

Assist business and strategic development identified in the Economic Development

and Tourism Strategy and action plans for Mable Bar and Nullagine.

Operational Responsibilities

Provide best practice customer service to all stakeholders.

Attend to general correspondence as required.

Undertake special tasks and projects as directed by the Director Technical and

Development Services.

Ensure that the records associated with mining matters are appropriately kept and

updated as required.

Establish effective working relationships with team members and apply sound

communication skills to resolve issues.

Assist with implementing and improving town planning application procedures.

Support and promote the Shire's Code of Conduct within the team.

Undertake site inspections and report on observations.

Administration and Customer Service

Transcribe data into the computer system for planning matters and other related

items as necessary.

Maintain up to date planning filing system.

Initiate correspondence and prepare reports on planning matters.

Liaise with other Statutory Authorities and Council departments.

Compile reports for Council when required.

Ensure the efficient and effective conveyance of Council decisions to customers.

Ensure the effective management of resources in area of responsibility and prepare

and monitor financial and budgeting requirements of the section.

Plan, implement and complete programmes and works relating to areas of specific

accountability with set budgets.

the areas of risk management including Occupational Safety and Health.

1 CONTRACT OF EMPLOYMENT:

This position is offered on a three year contract of employment.

2 SALARY:

The salary is negotiated within the range of $98,000 to $127,000 per annum.

3 HOURS OF WORK:

Flexible working hours apply for this role. However normal office hours are from 8am to 5pm with one hour lunch break, additional hours may apply as per operational requirements.

4 ANNUAL LEAVE:

For all intents and purposes annual leave provided will be five weeks per annum on completion of 12 months service.

5 EXECUTIVE DAYS OFF

Five executive days off are provided every 12 months for senior staff.

6 MOTOR VEHICLE

A fully maintained motor vehicle will be supplied for you for unrestricted private use within Western Australia.

7 LONG SERVICE LEAVE:

Thirteen (13) weeks after ten (10) years continuous Local Government service, transferable between Local Authorities within Western Australia.

8 DRIVERS LICENCE:

A current WA (Class C) Drivers Licence is an essential requirement.

9 SUPERANNUATION:

It is a condition of employment that you become a member of the WA Local Government Superannuation Plan. The Council makes superannuation contributions of 9.50% of the base salary plus matching contributions of up to 5% providing the employee makes voluntary contributions of 5% or more. The combined total of the Shire of East Pilbara contribution shall not exceed 14.50% of the specified salary.

10 ACCOMMODATION

Unfurnished accommodation is provided at a rental of $180.00 per fortnight. Air-conditioning and electricity is subsidised.

Rental charges may be subject to review as per Council policies on these matters.

11 RELOCATION ALLOWANCE:

The Shire will pay relocation expenses up to the value of $10,000 (Interstate applicants – up to $15,000). The successful applicant will be reimbursed 50% of the relocation expenses on completion of 6 months service, and the further 50% will be reimbursed on completion of 12 months service. Details will be discussed at interview.

12 TELEPHONE ALLOWANCE

You will be entitled to a telephone allowance for line rental and 50% for STD calls. All other calls will be your responsibility.

13 OTHER BENEFITS AND SERVICES

Discounts for staff for the use of recreation and aquatic center facilities as per council policy

Free health and fitness assessments by qualified staff at the recreation centre.

Professional development is encouraged and promoted by providing staff training as necessary and attendance at seminars/conferences is also supported.

1 POLICE CLEARANCE:

You will be required to provide a National Police Clearance Certificate before commencing employment. Expenses of obtaining this clearance will be your responsibility.

2 MEDICAL EXAMINATION:

Following the interview process, the successful applicant will be required to undergo a medical examination. Full documentation for the requirements of the position will be given to the medical practitioner prior to the examination and the medical examination costs are paid by Council. Existing illness will not necessarily preclude an appointee from the selection process.

3 PROBATIONARY PERIOD:

A probationary period of 3 months service will need to be completed. A performance review will be held at the end of the probationary period and continuing employment confirmed subject to satisfactory performance.

Should you not perform your duties for which you have been employed to the satisfaction of the Shire of East Pilbara, this Organisation may at its discretion extend the period for a further three months or terminate this contract of employment by giving you relevant written notice or paying you in lieu of the notice period.
