Purpose and background

1. To present the Docklands Place Management Plan for the Coordination Area 2015–16 (Attachment 2), to the Docklands Coordination Committee for approval.

2. In accordance with section 27J of the City of Melbourne Act 2001, Council has delegated to the Docklands Coordination Committee the function of ‘approving any place management plan prepared for the Coordination Area in accordance with the regulations’.

3. In accordance with regulation 6 of the of the City of Melbourne, (Docklands Coordination Committee) Regulations 2007, Council is required to prepare an annual place management plan for the Docklands Coordination Area that addresses to the following five areas:

3.1. site presentation

3.2. waterways management

3.3. safety and security

3.4. marketing and promotion

3.5. the attraction and staging of events.

Key issues

4. The Docklands Place Management Plan for the Coordination Area 2015–16 provides a framework for the City of Melbourne to deliver the above identified municipal functions in accordance with the organisation’s business practices and standards, and Council policies and plans.

5. It is important to note that the services outlined in the Docklands Place Management Plan for the Coordination Area 2015–16 extend to cover the wider Docklands precinct in addition to the prescribed Coordination Area.

6. That the Docklands Coordination Committee approves the Docklands Place Management Plan for the Coordination Area 2015–16 as contained in Attachment 2 to this report.

INTRODUCTION The second decade of Docklands will see tremendous growth and transformation of Docklands as a unique waterfront precinct within the heart of the Melbourne city. Docklands has attracted over $8.5 billion worth of private investment1, is home to more than 5,700 residents and over 32,000 workers and comprises over 4,006 dwellings2. It is estimated that by around 2031 Docklands will be a residential area for just under 16,000 people. Upon completion, Docklands is planned to attract 20 million visitors each year and be a workplace for 40,000 people3. Docklands boasts 40 hectares of waterways and upon completion, Docklands will offer seven kilometres of water frontage. With a diversity of businesses, visitors and residents, Docklands is expected to change the look and feel of Melbourne when it is completed over the next decade. The ‘Docklands Community and Place Plan 2012’ was developed with the community and outlines the key strategic directions and deliverables for Docklands during its second decade of development. It will guide Council and Places Victoria’s role in Docklands for the future. The Docklands Place Management Plan (this document) outlines City of Melbourne’s service delivery responsibilities in Docklands which are now fully integrated into Council’s standard business practices, as per the rest of the municipality.

Provision of Place Management Services The City of Melbourne Act 2001 (‘The Act’) recognises a need for ongoing collaboration between the City of Melbourne and Places Victoria in governing areas of Docklands defined as the ‘Coordination Area’. (Refer to appendix one – ‘Map of Docklands Coordination Area’.) As legislated by The Act, in the exercise of its municipal functions, Council will provide place management services in the Docklands Coordination Area (DCA), which includes Victoria Harbour, waterways, promenades, waterfront spaces and parks. The majority of the services outlined in the Docklands Place Management Plan 2015-16 are existing City of Melbourne municipal wide services which cover the wider Docklands precinct, in addition to the prescribed Coordination Area. As outlined in The Act, the Docklands Place Management Plan provides an overview of the services delivered by Council in five sections: • Site Presentation • Waterways Management • Safety and Security • Marketing and Promotion • Events attraction and Staging

Monitoring Monitoring of the 2015-2016 Docklands Place Management Plan will be undertaken by City of Melbourne utilising standard practices of: • monitoring contract performance and service delivery; • internal business reporting; and • reporting to the Docklands Coordination Committee as required.

1.1 Cleaning and Waste Services 1.1.1 Cleaning Services Objective To manage the provision of cleaning in partnership with service delivery partners, whilst ensuring best

value for the community. Action Ensure the cleaning services delivered in the Docklands Coordination Area and the wider public realm

is at the ‘Melbourne Standard‘. 1.1.2 Waste Services Objectives To promote and influence the installation of waste management and recycling systems and

infrastructure. To ensure that all waste services delivered in the Docklands Coordination Area are to contract

standards. To ensure all waste services in the Docklands Coordination Area are managed within the property

boundary, and that high-rise waste bins are not presented at the street, where possible.

Action Manage the provision of waste management in partnership with service delivery partners, whilst

ensuring best value for the community.

1.2 Park Services Objective To manage the provision and maintenance of world class open spaces (parks and streetscapes) as

specified in the Docklands Open Space Facility Management Services contract, in partnership with leading industry service agencies, whilst ensuring best value for the community.

Actions Manage the delivery of Docklands open space and street tree services to achieve a high standard of

quality and presentation as specified in the Docklands Open Space Facility Management Services contract.

Modify Docklands landscape elements to improve quality, presentation and sustainability.

1.3 Infrastructure Objectives To manage the approval, design standard and handover processes for the provision of Docklands

public realm civil infrastructure developed by Places Victoria, Docklands developers and other gifted infrastructure from third party agencies in accordance with the Docklands Design and Construction Standards for public infrastructure 2013 and other agreed City of Melbourne and / or Places Victoria strategies and policies.

To manage the maintenance of the existing public realm civil infrastructure in accordance with the standards specified in the Civil Infrastructure Services contract and public lighting in accordance with the public lighting code.

Actions Ensure all public realm civil infrastructure developed by Places Victoria, Docklands developers and third

party agencies is designed and constructed in accordance with agreed plans and specifications and handed over to the City of Melbourne fit for purpose.

Ensure all handed over public realm civil infrastructure asset information and as built plans are provided by Places Victoria, Docklands developers and third party agencies is compliant with the City of Melbourne’s asset information and spatial mapping systems.

Ensure surveillance and repair of all civil infrastructure asset defects are undertaken in accordance with the civil infrastructure services contract standards.

Undertake the annual bridge and maritime infrastructure inspection program. Maintain the Docklands maritime assets including wharves and public marinas in accordance with the

Council’s wharf and marina asset management and maintenance plan. Repair all faulty metered and unmetered public lighting faults in a timely manner in accordance with the

public lighting code.

1.4 Urban Design Objectives To ensure the delivery of urban design solutions follow best practice urban design principles and

processes based on industry knowledge and professional experience. To continue to work closely with Places Victoria to improve and enhance the quality of public spaces

and public space networks in Docklands. To ensure a cross corporate and Docklands-wide approach to achieve quality design in public spaces.

Actions Work in partnership with Places Victoria to complete the next stage of the Harbour Esplanade

redevelopment as outlined in the Harbour Esplanade Master Plan. Support the development and delivery of short and long term public realm projects and strategies as

part of the implementation of the Docklands Community and Place Plan with Places Victoria (subject to budget approval).

Provide ongoing urban design advice to Places Victoria, Department of Transport, Planning and Local Infrastructure (DTPLI) and developers regarding all new developments and public realm proposals to ensure the public realm is delivered in accordance with the guidelines set out in the Docklands Public Realm Plan 2012 and Docklands Design and Construction Standards for Public Infrastructure Works 2013.

1.5 Design Objectives To assist, in association with Places Victoria in the development of community infrastructure proposals

in Docklands. To provide technical design and strategic design advice to stakeholders to improve and enhance the

public realm and ensure compliance with City of Melbourne standards.

Actions Manage the delivery of design services for the Community Hub at The Dock (including a family services

hub and a boating hub) as per the Docklands Community and Place Plan. Provide design services for the development and delivery of short and long term public realm projects

as part of the implementation of the Docklands Community and Place Plan with Places Victoria (subject to budget approval): Docklands Park southern section including the playground, Ron Barassi Senior Park with potential stage 2 and the next stage of the Harbour Esplanade redevelopment.

1.6 Street Trading Objectives To implement and deliver high quality street trading elements in the public realm that will encompass

spaces and places that respond to socio-economic, environmental, and cultural factors and to the needs of businesses, residents, workers and visitors.

Actions Implement policy and guidelines contained in Council’s Street Activity Policy from 1 July 2011. Work closely with Places Victoria to introduce elements of street trading in accordance with the

Docklands Community and Place Plan, Street Activity Policy and other open space strategies for the public realm.

Work closely with Places Victoria to assess and review applications for outdoor cafés in the Docklands public realm that respond to best practice urban design principles, activation principles and plans, and Council’s Outdoor Café Policy Guidelines.

Provide ongoing advice to developers and applicants (including Places Victoria and the Department of Transport, Planning and Local Infrastructure), regarding all new street activity public realm proposals to ensure the Docklands public realm is delivered to similar standards set by existing high quality streets and public spaces in the central city.

1.7 Local Laws Objectives To ensure the standard of street trading activities and level of compliance in Docklands is maintained in

accordance with Council policy and the Activities Local Law 2015. Actions Provide street trading compliance, surveillance and enforcement activities during normal business

hours and after hours on Friday evenings and on the weekends to ensure street trading and compliance in the public realm is maintained at a high standard.

1.8 Public Art Maintenance Objectives To honour the artistic vision of the public artworks located within the Docklands Coordination Area. To maintain the public artworks to a standard that is in keeping with their status both within Docklands

and within the City of Melbourne. Actions The seven artworks will be audited twice yearly by Council's Conservator to ensure a level of

presentation that is in keeping with other outdoor artworks in the City of Melbourne’s Art and Heritage Collection. The audit will also review the condition of each artwork in relation to its maintenance manual.

Graffiti and other such vandalism will be dealt with by the appropriate contractor within scheduled rapid response times.

SECTION 2 - WATERWAYS MANAGEMENT Section 2 – Waterways Management predominantly relates to…

2.1 Waterways Activation Note: Waterways activation and events is outlined in Section 5.3 titled ‘Waterways Events’.

2.2 Waterways Cleanliness and Quality Objective To ensure the quality and cleanliness of the waterways.

Actions Apply best management principles to ensure the waterway is well presented throughout the year. Contract manage ‘Contract 3463 - On Water Litter Cleaning’ contract for the term of the contract.

2.3 Marina Management Objectives As part of the broader waterways activation strategy:

o Increase occupancy at Melbourne City Marina; o Increase occupancy of the Melbourne Superyacht Marina; o Increase boating visitation to Melbourne Waterfront and enhance the visitor experience; and o Increase profile and awareness of Melbourne’s Waterfront.

Actions Manage Melbourne City Marina to:

o provide competitively priced, safe, secure, short term berthing in a club like environment; o provide a simple, convenient and accessible booking service; o provide the ability to host water based events/activities; o provide a transport/operational terminal for commercial vessels; and o preserve the public realm, waterfront vista and accessibility for the wider community.

Fulfil obligations as Landlord to engage a Marina Manager to provide an all-inclusive and effective

marina management services for Marina YE, to maximise use, maintenance, standards, attractiveness and enjoyment of the facility to berth owners and visitors, and provide a facility that adds value to the Yarra’s Edge and Docklands precinct.

3.1 Provision of Security Services Objective To provide a safe environment for visitors, residents and workers in the Docklands precinct. Actions Work with key stakeholders to deliver initiatives that enhance the security and safety of Docklands. Actively manage the contract providing security services as they relate to Docklands precinct.

3.2 Emergency Management Objectives To maintain and update the Municipal Emergency Management Plan (MEMPlan) in accordance with

legislative requirements. To coordinate municipal resources and community support during the response to and recovery from

an emergency. Provide the public with the necessary information to develop an understanding and awareness of the

issues associated with preparedness for, response and recovery from an emergency. Actions Regularly review and update MEMPlan and distribute amendments to members on the distribution list

including to review the MEMPlan in preparation for 3-yearly statutory audit in 2014. Municipal Emergency Resource Officer (MERO) to report quarterly to Municipal Emergency

Management Planning Committee on requests for resources, Municipal Emergency Coordination Centre (MECC) activations and scenario exercises.

Utilise City of Melbourne website as a means of keeping the community informed with relevant information.

3.3 Community Safety and Wellbeing Objectives Within the Beyond the Safe City Strategy 2014 - 17 our vision is for the City of Melbourne to be a place

where people feel safe, connected, and able to participate in city life at any time of the day and night by facilitating: 1. A prosperous and creative 24-hour city 2. A safe and inclusive city 3. Actions City of Melbourne, in partnership with Victoria Police and the Docklands Security Group, responds to

local safety concerns for Docklands' users and residents. Maintain a clean and safe environment in Docklands free of syringe waste; provide collection and

disposal of syringe waste; and promote the Bins for Business program. As part of the Yarra River Inland Waterway Drowning Prevention Project Working Group convened by

Life Saving Victoria, CoM will work with other partners to implement the Project Communications Plan. The Communications Plan includes a focus on risk factors associated with use of alcohol. CoM are a major stakeholder and funder of the Life Saving Victoria Yarra River Inland Waterways Drowning Prevention Risk Assessment Project.

3.4 Risk Management Objectives To provide governance and risk management advice to Council staff regarding Docklands Waterways

risk exposures. To ensure staff are educated and equipped to effectively manage risks related to the operations of the

Docklands Coordination Area and wider Docklands precinct in an open, accountable and proactive way. Actions Ensure that risk management standards and practices that are applied to Docklands are consistent with

those across all other municipal areas and operations. Ensure that continuous improvement initiatives in risk management and insurance matters are applied

across Docklands.

To position Docklands as the City’s waterfront and an integrated neighbourhood within the broader municipality.

To promote Docklands as a destination within City of Melbourne’s annual and ongoing destination and seasonal marketing campaigns.

4.1 Marketing Actions Integrate Docklands in City of Melbourne’s annual seasonal and destination campaigns. Promote specific waterfront activation activity for promotion through existing channels. Where appropriate, assist Destination Docklands organisation with marketing local events and

attractions.

4.2 Communications Action As required, promote relevant City of Melbourne programs and initiatives delivered in the Docklands

area using appropriate channels.

4.3 Media Relations Actions

Proactively inform local media of new and existing City of Melbourne services and programs being delivered to the community.

Provide media support to all marketing and promotion of City of Melbourne's events and tourism activities to help enhance the Docklands identity at a local, state and national level.

In partnership with Places Victoria, proactively promote the Docklands Community and Place Plan - specifically focus on the delivery of initiatives.

4.4 Customer Relations Objectives To ensure that our customers are satisfied with our services and have positive and seamless

experience in accordance with the City of Melbourne’s Customer Relations 4-year business plan. By engaging with the community, delivering simplified processes and exceeding expectations, we are committed to customer services that are: o guided by our organisation’s five corporate values; integrity, courage, accountability, respect and

excellence; o focused on our customers’ needs and preferences, as expressed through consultation and

feedback; o delivered by skilled, motivated and courteous staff.

Actions To ensure that all Docklands residents, businesses and visitors satisfied with our services and have

positive and seamless experience when interacting with City of Melbourne and that any requests are resolved within a timely manner.

To support the delivery of customer services at the Docklands Library Community Centre by providing support to staff and implementing corporate customer service procedures.

4.5 Tourism Objectives To encourage visitors to visit Docklands and the city's waterways. To make it easy for visitors to travel to Docklands and the city's waterways, and to explore their

precincts, attractions and major developments. Actions Continue work on improving way-finding signage linking Docklands with the CBD, South Wharf, World

Trade Centre (WTC) Wharf and the Melbourne Convention and Exhibition Centre. Encourage users of the City of Melbourne's visitor services network to visit Docklands and the city's

waterways by promoting businesses, attractions and events in Docklands via three main channels: o Face to face - 400 volunteers and staff promote Docklands through the network of visitor services

via the Melbourne Visitor Centre, Melbourne Visitor Booth, City Ambassadors, Melbourne Greeter Service, Cruise Ship Program, Cooks’ Cottage and the eight week visitor information pilot at Southern Cross Station (Sept to Nov 2013).

o Print guides - via the distribution of maps and guides with Docklands content, including City of Melbourne publications promoting Docklands product and events, and Docklands related itineraries and walks.

o Melbourne Visitor Shuttle (MVS) – via encouraging visitation to Docklands, transporting passengers to two locations. It includes an on-board commentary.

4.6 Arts Melbourne Objective To encourage arts and cultural activities in Docklands through investment in the arts.

Actions In 2015-16 the Arts and Culture Branch will deliver public briefings in the Docklands to encourage

artists to: o consider delivering activities in the precinct; and o apply to the annual grants program.

Participate in planning and delivery of art and public art projects in Docklands. Continue to meet with Places Victoria, via the Docklands Urban Art Coordination Group to provide

advice on public art projects, management and maintenance issues.

4.7 Business Development Objectives To encourage the establishment, growth and retention of businesses across the Docklands. To provide businesses with the opportunity to access grants funding and other dedicated support

programs ensuring economic and business development in the area. Actions Promote Council’s City of Melbourne Precinct Program 2013-17 (CoMPP) to relevant associations

within the Docklands area to encourage application for recognition. Support the recognised CoMPP association in Docklands to represent their constituents and via the

provision of CoMPP funding, undertake activities on behalf of their members to benefit the broader Docklands trader area in accordance with the CoMPP categories of consumer advertising, marketing campaigns, events and business development.

Deliver a promotional program to encourage applications for small business grants and social enterprise grants from Docklands businesses, through promoting via Council website, marketing collateral and business networks.

Support Docklands retail and hospitality opportunities via Council business initiatives and programs as part of the Melbourne Retail and Hospitality Strategy 2013-2017.

Via the Docklands Spaces project, identify opportunities for urban renewal programs within Docklands precincts.
