The University Transportation Center for Alabama (UTCA) continued its record of service during the 2006 operational year. A few significant achievements are listed below with details given within the report.

• UTCA was reviewed by a committee from the American Association for the Advancement of Science (AAAS) Research Competitive Program. The committee made insightful and valuable recommendations which the Executive Committee began to implement in the late summer.

• UTCA served the profession by conducting six seminars/short courses for transportation engineers in which Professional Development Hours were issued to attendees. Over 360 professional engineers took advantage of these opportunities.

• Research conducted through the UTCA led to 13 publications that appeared in prestigious journals and design guidelines of important professional organizations such as the American Concrete Institute.

• UTCA hosted a meeting of the Alabama Section of the Institute of Transportation Engineers. The keynote address overviewed the new Traffic Analysis Toolbox and was given by a Federal Highway Administration (FHWA) traffic operations expert.

• As a result of the most recent Congressional reauthorization of transportation programs and a national competition among university transportation research centers, UTCA has moved to a new federal center designation and a new source of funding.

This report provides details of these and other accomplishments and elucidates the manner in which the faculty of the UA system campuses and Alabama transportation professionals have supported and embraced the UTCA. As always, the Executive Committee is greatly appreciative of the efforts of all individuals, particularly the faculty, who have worked to make UTCA a service-oriented, successful enterprise.

1. Message from the Executive Director

The University Transportation Center for Alabama (UTCA) conducts transportation education, research, and technology transfer activities on the three campuses of The University of Alabama System (UA System). All faculty and staff members from The University of Alabama, The University of Alabama at Birmingham, and The University of Alabama in Huntsville (UA, UAB, and UAH) are eligible to conduct projects.

Mission

The UTCA mission is the same as that of the United States Department of Transportation (USDOT):

To advance technology and expertise in the multiple disciplines that comprise transportation through the mechanisms of education, research, and technology transfer while serving as a university-based center of excellence.

UTCA used its mission statement as the primary guidance in preparing its strategic plan and in designing its programs.

Theme

The theme reflects the capabilities of UA System faculty members and the transportation needs of Alabama. It was carefully chosen by the UTCA Executive Committee to provide additional guidance and direction for activities.

Management and Safety of Transportation Systems

In allocating UTCA funding, the UTCA gives priority to programs and projects that closely follow the theme. For example, all proposals are specifically examined for compliance with the theme.

1. Mission and Theme

Description of Center

UTCA conducts transportation education, research, and technology transfer activities using faculty members and students from the three campuses of The UA System.

UTCA began operation on March 15, 1999. It was created by a resolution of the Board of Trustees of The UA System. The Transportation Equity Act for the 21st Century (TEA21) provided initial funding and established UTCA as a “university transportation center” of the US Department of Transportation.

Structure

The headquarters is located at UA, and each campus has a branch office operating under the supervision of an Associate Director. The Director and Associate Directors form the Executive Committee which provides oversight and supervision.

Any faculty member of The UA System is eligible to conduct UTCA projects. Faculty members who perform these projects work in their own offices on their own campuses.

2. Management Structure

The following five individuals are continuously assigned to UTCA, all on a part-time basis. Other staff members are temporary, in that they are engaged for only the life of a particular project.

UTCA has a strong Advisory Board that takes an active role in the research/technology transfer program. Its members initi-ate the Annual Research Plan document, review proposals, evaluate UTCA’s annual accomplishments and progress, and otherwise assist in guiding operations and establishing the direction of growth.

3. Financial Overview

FIGURE 3-2 shows that bridge projects were the largest category of expenditures in 2006 followed closely by transportation management projects. Administrative and operations costs represented 19% of all expenditures. Given that UTC is a tri-campus organization with administrative offices on each campus, this figure seems reasonable under the circumstances. The UTCA emphasis on management and safety is reflected in the statistic that together they accounted for 31% of all expenditures. This will be improved in the future by returning focus to projects that reflect the theme.

Future Funding As a result of the recent Congressional reauthorization of transportation programs and a national competition among university transportation research centers, UTCA has received a new federal center designation and a new source of funding. The center was formerly classified as a Tier I Center. It will become a Title III Center in January of 2007. At the same time the source of UTCA’s base federal funding will shift to Title 3 (Federal Transit Administration) funds. The result will be a slight reduction in funding and a slight shift in emphasis of research programs.

2006 Funding This portion of the report presents a financial overview of UTCA. Funding received and allocated during the year is reflected in TABLE 3-1, FIGURE 3-1, and FIGURE 3-2.

UTCA’s three primary sources of revenue for the year were the Alabama Department of Transportation (ALDOT), University Match-ing funds, and UTC. ALDOT State Planning & Research funds were particularly important in supplementing UTC support and in matching funds for the UTC funds. The success of UTC investigators in leverag-ing these funds is instrumental in the success of the center.

FIGURE 3-1 graphically illustrates the relative roles of the three primary funding sources.

UTCA Educational Goals

UTCA will provide a multidisciplinary program of course work and experiential learning that reinforces the transportation theme of the center. (Strategic Plan, part II.A)

Instructional Program

Transportation faculty members have instituted a rotating two-year program of courses shared between the three campuses. Each campus teaches its required undergraduate class, and each semester there are at least two other transportation courses offered. This ensures that each undergraduate is exposed to four transportation electives during the junior and senior years and that graduate students have a continuous choice of courses in their specialty areas.

Such a large number of courses is not possible if courses are offered independently on any of the three campuses. However, since 2002 the three programs have been teaching the rotating program using the Intercampus Interactive Telecommunication System (IITS) to teach students on the other two campuses. IITS consists of teleconference classes transmitted via the Internet, with cameras in each classroom.

This arrangement promotes unity and spirit among transportation students and also provides students access to transportation expertise on the other two UA system campuses.

*Intercampus Interactive Television System provides real-time televised classes to other campuses.

Typically, students from all three campuses meet jointly at least once per semester. This is often in the form of a field trip, a design session, or professional conference. This promotes unity and spirit among transportation students.

Student of the Year

Mrs. Johnnie C. Waid is a working mother of four children whose activi-ties include graduate school and a Graduate Research Assistantship at UAB where she is pursuing a doctoral degree in Civil Engineering. She completed a BS in Civil Engineering in May 2005, a Construction Man-agement certificate in August 2005, and a MS in Civil Engineering in May 2006, all from UAB. Her master’s thesis resulted from her work on a UTCA research project on alternate funding for Alabama highways.

Mrs. Waid has presented or co-presented at six state and national transportation meetings and is the author or co-author of four technical reports and technical papers. She is a Goodridge Foundation Fellow and a Future Faculty Fellow and has been recognized by a number of honor societies including Chi Epsilon, Tau Beta Pi, and Phi Theta Kappa. Her professional activities include membership in ASCE, SWE, and NSBE and service as Vice-President of the Student Chapter of ITE, President of the Student Chapter of AGC, and Senator in the UAB Graduate Student Association. UTCA is proud to recognize her as its 2006-07 Student of the Year.

Pre-College Programs

Two UTCA projects were conducted in 2006 to attract talented young people into the transportation profession. They are briefly described below and are described in more detail in Section 5 of this report.

Dr. Kate Leonard conducted one of these efforts. It consisted of two summer sessions for middle school students in Huntsville (Project 06304). One week was devoted to working with alumni from previous institutes. The participants for the first week-long event learned basics of materials, structures, safety, and other transportation engineering top-ics by performing hands-on experiments. Faculty and local professional engineers acted as instructors.

Field trips were incorporated into the program including a session in which the students had to plan and implement a route from campus to the downtown Huntsville traffic operations center and the railroad depot museum using public transportation. In the second session, twelve alumni were selected to come to campus and work with faculty for a whole day in one area of civil engineering. For example, they learned how to use GPS to locate areas on the UAH campus and then downloaded their data onto a digital map with Dr. Michael Anderson. Another day they designed, built, and raced solar-powered cars with Dr. Kate Leonard.

The UA 2006 Advanced Transportation Institute (ATI) was conducted in June for rising high school juniors and seniors from the Black Belt region of the state. Dr. Dan Turner directed the Institute at the Montgomery headquarters of the Alabama DOT. As in preceding years, ALDOT was the co-sponsor and provided staff members, speakers, and field trips.

The Institute curriculum featured presentations by ALDOT professionals and university staff members and was designed to prepare the students for university life and transportation careers. The highlight of the week was a series of competitions in concrete cylinder preparation, computer bridge design, pin & straw bridge design, and egg drop.

Presentations during the week included the following:

• bridge design, construction, and underwater inspection;• roadway materials;• environmental studies;• intelligent transportation systems;• professional development and business etiquette;

• roadway design and construction;• traffic engineering;• transportation career opportunities;• transportation safety; and• university admission and scholarships.

Graduate Student Paper Presentations

UTCA project 06311 by Dr. Mike Anderson of UAH again subsidized the trips of deserving students to the annual TRB Annual Meeting in Washington, DC. Students are invited to present their research to a panel of representatives of each campus, and winners are selected. This year the student presentations were held as part of the UTCA Research Symposium and the Transportation Career Fair on November 13, 2006 in the Ferguson Center of The University of Alabama. Overall, nine students representing the three campuses submitted abstracts for the program and were invited to present (one from UA, four from UAB, and four from UAH). Based on available funding and RITA guidelines, six students from the symposium were awarded travel funds to attend the TRB Annual Meeting.

ITE Student Chapter

The Institute of Transportation Engineers (ITE) Student Chapter at UAB continues to thrive under the guidance of Dr. Virginia Sisiopiku. Officers were Amar S. Chaukar (president), Johnnie C. Waid (vice- president), Suman Reddy Surabhi (secretary), and Walter Anderson (treasurer).

Over the past year the ITE Student Chapter organized and participated in a number of events including field trips, conferences, guest speaker presentations, and paper and poster sessions.

4. Education Programs

On November 13, 2006 ITE student chapter members and the faculty advisor, Dr. Virginia Sisiopiku, participated in the UTCA Research Symposium in Tuscaloosa. During the event three UAB students were recognized as the winners of the UTCA student paper competition award and received funding to attend the 86th Annual Meeting of the Transportation Research Board. These include Stephanie Watson, Walter Anderson, and Ian Hosch. Moreover, UAB organized a half-day workshop on “Dynamic Traffic Assignment” as part of the program.

UTCA will utilize an objective process for selecting and reviewing research that balances the multiple objectives of the program. (Strategic Plan, part II.D)

UTCA will have an ongoing program of basic and applied research, the products of which are judged by peers or other experts in the field, to advance the body of knowledge in transportation. (Strategic Plan, part II.E)

Research Project Selection

UTCA continues to encourage all faculty members in The UA System to compete for project funding. The Advisory Board and Executive Committee create an Annual Research Plan to define research topics of highest importance. Peer experts review proposals and recommend projects for funding.

A large number of faculty members have participated in this process, as illustrated by TABLES 5-1 and 5-2. The degree of participation has exceeded the initial goals of the Executive Committee and has produced a large network of interdisciplin-ary transportation experts.

2006 Projects

UTCA funded 14 projects from 2006 UTC monies. An additional six projects were funded by ALDOT using SPR funds. The projects are briefly described below.

Project 06101, “Transportation Systems Curriculum for High Schools,” Dr. Matthew Elam (UA). This project is creating computer-based learning modules for high school students in Hale County. The modules provide exciting exercises to prepare students to study transportation or a related discipline in college.

Project 06109, “Long-Term Warranties on Highway Projects,” Dr. Qingbin Cui (UA). This project is investigating the economic and legal viability of using warranty provisions in Alabama highway projects to shift post-construction responsibil-ity for quality control to the contractor.

5. Research Program

Project 06112, “Development of ITS-Related Educational Activities,” Dr. Steven L. Jones, Jr. (UA). This project is developing educational activities for The UA’s Intelligent Transportation Systems lab. It includes a graduate course on advanced traffic management, ITS activities for undergraduates, and a professional seminar.

Project 06113, “Annual Technology Transfer Program Continuation,” Dr. Steven L. Jones, Jr. (UA). Dr. Jones is conducting the UTCA technology program, including a technology transfer newsletter (The UTCA Signal), seminars, and the annual Research Symposium. A technology transfer Advisory Committee steers the project.

Project 06115, “Advanced Transportation Institute 06,” Dr. Dan Turner (UA). This is the fifth edition of a UTCA/ALDOT summer institute. This project introduces rising junior and senior high school students to transportation careers through presentations, design labs, field trips, and similar activities.

Project 06122, “Federal Transit Administration Workshops,” Dr. Jay Lindly (UA). UTCA is supporting the mission of the Federal Transit Administration by hosting three workshops to outline transit research needs in the US.

Project 06202, “Transportation Facilities Management Under Emergencies,” Dr. Virginia Sisiopiku (UAB). Dr. Sisiopiku is developing a dynamic traffic simulation and assignment tool for pre-planning and evaluation of alternative relief strategies for use by transportation decision-makers in the Birmingham area.

Project 06210, “Deck Forms for Bridge Construction Safety,” Dr. James Davidson (UAB). This project will improve bridge design efficiency and construction safety by developing a methodology that considers the contribution of concrete deck forms to stability during the construction of steel girder bridges.

Project 06211, “Emergency Reconstruction of Critical Transportation Infrastructure,” Dr. Wilbur A. Hitchcock (UAB). This project is reviewing methodologies employed in Alabama for damage assessment, redesign, construction contracting, funding, etc. in response to infrastructure damage from natural disasters or terrorist acts.

Project 06217, “Strengthening Steel Bridge Girders Using CFRP,” Dr. Talat Abu-Amra (UAB). This study is investigating strengthening steel bridges with Carbon Fiber-Reinforced Polymer (CFRP) plates on the girders. This could be cost effective for steel bridge rehabilitation and for addressing hurricane loads. Project 06303, “Multimedia Resource for LRFD Concrete Bridge Design,” Dr. Houssam Toutanji (UAH). This is an extension of previous bridge resource modules (self-training CD-ROMS) summarizing the Load and Resistance Design technique. The target audience is ALDOT and Alabama consulting bridge engineers.

Project 06304, “Summer Transportation Engineering Institute - Phase VII,” Dr. Kate Leonard (UAH). This is a continuation of a summer program for encouraging diversity in transportation-related educational programs. Participants are eighth graders with preference given to female and minority students.

Project 06306, “Alabama MPO Freight Transportation Forecast Tool,” Dr. Michael Anderson (UAH). This project is developing an Alabama-specific freight transportation forecast tool for traditional urban transportation modeling schemes used by Alabama MPOs.

Project 06311, “Student Funding to Attend TRB Conference,” Dr. Michael Anderson (UAH). This project hosts a student research paper competition to award funding to graduate students to attend the Transportation Research Board Annual Meeting in Washington, DC.

Project 06401, “Bridge Health Monitoring Metrics,” Dr. Jim Richardson (UA). This project is developing a family of deterioration prediction models for the ALDOT bridge management system. It is based upon application of modern analytical procedures using historical ALDOT bridge inspection data.

Project 06402, “Alabama Bridge Information Management Plus,” Dr. Dan Turner (UA). This project will synthesize best national practices to formulate a new bridge preservation strategy for ALDOT. It will prioritize replacement, rehabilitation, and maintenance activities.

5. Research Program

Project 06403, “Update School Bus Standard Vehicle for Load Rating Bridges,” Dr. Jim Richardson (UA). This project is identifying a representative school bus (weight and axle spacing) for load rating highway bridges to determine which rural bridges should be load posted.

Project 06406, “ASAP Air Quality Evaluation,” Dr. Steven Jones (UA). This project is determining the extent to which Alabama Service Assistance Patrol vehicles reduce air pollution in Jefferson County by assisting broken down motorists to get underway again, thus keeping I-20/59 traffic mov-ing and removing emissions from idling vehicles. (Subcontract to Auburn University)

Project 06407, “ITS Education Experiences,” Dr. Steven Jones (UA). In this project Dr. Jones is inventorying uses and practices of university ITS laboratories. The project is concentrating on educational aspects but is also documenting research activities that might be appropriate for UA, UAB, and UAH.

Project 06411, “Feasibility of a Pilot Car Program,” Dr. Steven Jones (UA). This project is investigating the feasibility of certification training for escort car drivers who accompany oversize-overweight vehicles permitted to drive on Alabama highways. If feasible, the program can be expanded to other states in the southeast.

5. Research Program

The UTCA will provide readily available research results to potential users in a form that can be directly implemented, utilized, or otherwise applied. (Strategic Plan, part II.F )

The Executive Committee continued its seminar, short course, and other outreach activities funded through project 06113. Dr. Steven Jones of UA served as the Technology Transfer coordinator for UTCA.

During the year there were increased efforts to publicize the results of UTCA projects. Examples include:

Public Relations Efforts

• During the first half of 2006, UTCA hosted a meeting of the Alabama Section of the Institute of Transportation Engineers. The program consisted of three technical presentations followed by a keynote address by the Federal Highway Administration on its Traffic Analysis Toolbox. The event was attended by more than 70 participants including 25 students from the three UTCA campuses.

• The UTCA Signal was published and distributed electronically to both the UTCA and ALSITE e-mail lists. It was also published on the UTCA website.

• UTCA assisted in the promotion of a training course entitled “Implementation of FHWA Culvert Management System” in March 2006. As a result of this course, UTCA issued more than 25 certificates for professional development hours (PDHs).

• The UTCA Research Symposium-Transportation Career Fair was held in November 2006 in conjunction with the poster session for student research. Representatives from private consulting firms and the Alabama Department of Transportation had booths at the Career Fair. Students interacted with these representatives and, in one case, an interview was held for an internship position. The event was attended by more than 60 individuals representing faculty and students from the three UTCA campuses as well as transportation agencies and private consulting firms from around the state. Four PDHs were awarded for attending the Research Symposium and an additional three PDHs were awarded for attending the DTA seminar.

AAAS Reviews UTCA

The University of Alabama arranged for UTCA to receive a rigorous review by the American Association for the Advancement of Science (AAAS) Research Competitiveness Program. AAAS assembled a team of four experts for the visit. They spent two days at UA reviewing documents and interviewing 20 individuals from the three campuses including Vice-Presidents and faculty members. The team assessed UTCA operations and developed recommendations involving UTCA’s structure, thereby creating an atmosphere of sustained success and enhanced communications. The Executive Committee has made several enhancements to incorporate the AAAS recommendations to make UTCA more efficient and more productive. As a result of the review of UTCA, it is likely that other UA centers will participate in such reviews in the future.

Projects Funded by Other Agencies

It is important for UTCA’s fiscal stability that funding comes from multiple agencies, not just the UTC program. Toward that end, UTCA has conducted research and technology transfer projects for a broad base of stakeholders. This is a normal function for a university transportation center. Such projects are necessary for center growth, expansion of expertise, and especially for continuity of faculty proj-ects. These projects are reflected in TABLE 7-4 of this report.
