Proposal No. 2015-3: Permission to Contact and One-Time Transfer

Exception – Hearing Requirements

• If an institution denies a SA’s written request for permission to contact or use of the one-time transfer exception, SA must be provided the opportunity to actively participate in the hearing.

• If institution does not respond within 14 calendar days, a violation has occurred and the request is automatically granted.

• Hearing must be conducted within 30 calendar days of the SA’s written request.

• If the SA’s request to use the one-time transfer is granted by default, he/she must meet all other requirements of the one-time transfer exception (Bylaw 14.5.5.3.9) to be immediately eligible for competition.

Proposal No. 2015-12: Local Sports Club Expenses

• Specifies that a coach may receive expenses from an institution to engage in recruiting activities on behalf of the institution while coaching a local sports team.

• A coach may also recruit on behalf of the institution while receiving expenses from a local sports club.


• A member institution and local sports club may share a coach’s actual and necessary expenses.

• Institutions must monitor any recruiting activity in accordance with institutional policy.

Clarifies that a coaching staff member may receive actual and necessary expenses from an institution to engage in recruiting activities on behalf of the institution while serving in his or her capacity as a local sports club coach.

PLAYING AND PRACTICE SEASONS

Proposal No. 2015-5: Participation in Foreign Tours

• For a SA to participate in a foreign tour that takes place between terms (e.g., winter break, summer) the SA must be certified as academically and athletically eligible for the following academic term.

• SAs who have exhausted their eligibility in a term immediately preceding the foreign tour may participate if otherwise eligible for competition or has graduated.

Noncontroversial Legislative Proposal

•Would eliminate limitation on SA participating in only one foreign tour per institution per sport.

•Institutions would still be limited to one foreign tour per sport every four years.

•Will be reviewed by NCAA Division II Management Council in July 2015.


Noncontroversial Legislative Proposal• The 10 days of practice associated with a foreign

tour must take place within 14 days of departure for the foreign tour.

• Days that fall during the institution's final examination period and the seven-day winter break period are not included in the 14-day window.

• Will be reviewed by Management Council in 2015.

• In fall championship sports (including golf and tennis for those institutions that conduct the championship segment during the fall), beginning June 1 through the conclusion of an institution’s summer vacation period, strength and conditioning personnel may design and conduct workout programs for SAs, as specified.

• Workouts may not be required.

Summer Conditioning Workouts – Fall Sports, continued

• Strength and conditioning coach conducting such workouts must:

• Perform strength and conditioning duties for at least one other intercollegiate team at the institution during the academic year.

• Be certified through a national strength and conditioning program.

• Maintain a current certification in first aid, cardiopulmonary resuscitation (CPR) and automatic external defibrillator (AED) use.


Emergency Legislative Proposal – Proposal No. EM 2016-1

PSAs and current SAs must satisfy the mandatory medical examination requirements in Bylaws 17.1.5 and 17.1.5.1 prior to participation in:

• Permissible voluntary summer conditioning workouts designed or conducted by institutional strength and conditioning personnel;

• Voluntary individual workout sessions in individual sports; or

• Voluntary individual workouts pursuant to the sport-specific safety exceptions.


Timing of Medical Examination for Returning SAs Participating in Voluntary Summer Workouts

•A returning SA would meet the requirement to have a medical examination or an updated medical history completed prior to participation in voluntary athletically related activities in the summer provided the SA had a medical examination or updated medical history on file from the prior academic year.


• SAs in sports other than football may participate in a maximum of two hours of team activities per week as part of the permissible eight hours of countable athletically related activities that may occur outside of the playing season during the academic year.

Season

• Team activities may include practice sessions for the entire team.

• Out-of-season activities are still limited to eight hours per week, with no more that two hours of team activities.

• Skill instruction remains permissible.

•Specifies that when it is permissible for an institution to provide cash in lieu of a meal or snack incidental to participation, an institution shall not provide SAs with a meal or snack and cash for the same meal or snack.
