E-Gyan, Monthly Newsletter 1 With His Holiness Maharishi Mahesh Yogi Ji’s divine blessings and auspicious guidance & leadership of Brahmachari (Dr.) Girish Ji, Hon’ble Chairman MVM Schools Group, an Institute of Mountaineering and Adventure Training had been started in the year 2001 keeping in view the value of adventure training to develop self-confidence, discipline and courage and leadership quality. Since then every year MIMAT organizes an adventure and mountaineering tour to various hill stations around the country. This year under the able Leadership of Dr. T. C. Pathak Director (CPR), Maharishi Vidya Mandir Schools Group, the tour was organized from 15 th May to 25 th May 2010 at Kullu, Manali & Rohtang Pass and the first base camp was at MVM Kurukshetra. 111 Students from 17 Schools of 8 states Participated in MIMAT Adventure Training Programme 2010. The Schools were MVM Bilaspur, Damoh, Bhopal, Bhandara, Seoni, Modi-Nagar, Aligarh, Ambikapur, Raipur, Allahabad, MCEE- Bhopal, Hyderabad, Wardha, Sultanpur, Maharishi Nagar, Yamuna Nagar, Fatehpur and kids club School Jaipur. The aim of course has been to create and foster the spirit of risk-taking, cooperation, team work, capacity of instantaneous & vital response to challenging situations, building up moral and physical endurance and leadership qualities. Balram Singh Mehta,Vice–Chancellor, Maharishi University of Management and Technology (MUMT), Chhattisgarhinformed that “the name of the University has been included in the list of Private Universitiesmaintained by the UGC and also put on UGC website.”He also added that “Maharishi University of Management and Technology, Bilaspur Chhattisgarhhas been established in 2002 by Act (No. 10 of 2002) of State Legislature of Chhattisgarh as aState University and is empowered to award degrees as specified by the UGC under section 22of the UGC Act 1956. Maharishi University of Management and Technology is providing aunique combination of modern course work in Modern Management, Computer Science and atthe same time, enlivening all branches of Indian Vedic Literature in mainstream of education.

“Main campus of the University is being built at Mangla, Bilaspur. New Dimensions in Indian Education PolicyFree and Compulsory Education (RTE) Act-2009

While Kapil Sibal promises that a revolution larger than the one in the telecom sector awaits theeducation sector, critics are sceptical. With too much happening too soon, there seems to be lack ofclarity about the reformsin place and proposals in the pipeline. Here is an attempt to decode them and examine their worth.

The Right of Children to Free and Compulsory Education ActThe Act makes it compulsory for state-funded schools to provide free education to every child between6 and 14 years. “Since it is a fundamental right, in case a school refuses free education to a child, aparent or a child can approach the Supreme Court under Article 32 of the Constitution. It is also astatutory right, which allows parentsand children to approach their nearest taluka or district,” says Ashok Agarwal, lawyer and presidentof All India Parents Association.Also, the Act maintains that no child can be held back, expelled, or required to pass a board examinationuntil one completes elementary education. In so far as infrastructure is concerned, it requires schools(where there is an issue) to improve within three years, or else the school will be de-recognised. It alsocalls for a fixed student-teacher ratio and allots 25% reservation for underprivileged students.

Examination ReformsTaking a cue from the changes suggested in the National Curriculum Framework (NCF-2005), Sibalhas introduced reforms, which include making the class X board exams optional, strengthening ofcomprehensive and continuous evaluation (CCE) system and introduction of the grading system. TheCentral Board of Secondary Education (CBSE) will make class X board exams optional, with effectfrom 2011.

This is meant for students studying in CBSE’s senior secondary schools and those who do not wish tomove out of the CBSE system even after their board exams. However, ‘such’ students who wish to moveout of the CBSE system after class X will be required to take the board’s external examination. Also,students studying in CBSE’s

secondary schools will be required to take the board’s external (written/online) examination becausethey will be leaving the secondary school after class X. However, CBSE will introduce an ‘on demand’proficiency test for students who wish to assess themselves.

Continuous and Comprehensive Evaluation (CCE)

CBSE introduced CCE in primary classes in 2004. NCF’s paper on examination reforms mentions thatexternal examinations ‘are largely inappropriate for the knowledge society of the 21st century and itsneed for innovative problem solvers.’ It is important to look at the holistic assessment of a learner,which also includes co-scholastic areas of life skills, attitudes and values, sports and games as well asco-curricular activities. The scheme discourages mechanical testing and encourages use of tools andtechniques for assessment in informal and formal settings. The scheme is applicable for the secondterm (October 2009-March 2010) of the current academic year in class IX. The academic year hasbeen divided into two terms — from April-September (first term) and October-March (second term).

The National Commission for Higher Education and Research Bill, 2010

The bill is awaiting Cabinet approval. Once cleared, the central government will establish a NationalCommission for Higher Education and Research (NCHER). NCHER will work as a single regulatorybody, which will determine, co-ordinate, maintain standards and promote higher education and research.Once NCHER comes into being, regulatory bodies such as UGC, NCTE and AICTE would be subsumed.Narendra Jadhav, member, Planning Commission, said, “Despite being a regulatory body, UGC happensto be giving out grants. This is a fundamental flaw. The same authority cannot give out grants as wellas function as a regulatory body. The turf war exists within the councils that are part of the regulatorybodies. NCHER will try to achieve a synergy.”

Unfair Practices in Technical, Medical Educational Institutions and Universities Bill, 2010

One of the five major bills awaiting Cabinet nod, it prohibits institutions from accepting fees or chargeswithout issuing receipts and mandates them not to admit any student without conducting admissiontests. It prohibits capitation fee (directly or indirectly) by the institution as well as the applicant. It alsoprovides for refund of a certain percentage of the fee deposited, if one subsequently withdraws from theinstitution.

The bill also seeks to curb malpractices such as over-pricing of prospectus and barring advertisementsby institutions, among other things. It has proposed imposition of civil and monetary penalties, whichmay extend up to Rs 50 lakh for violation of provisions to be enforced through State Education Tribunals,which are to be established under the bill.

The National Authority for Regulation in Accreditation of Higher Educational InstitutionsBill

The task of the authority would be to accredit and rate all higher educational institutions in India. Inaccordance with the draft legislation, the national authority — along with multiple rating agencies —would develop and regulate the accreditation process. These multiple agencies would be registeredwith the national authority and the apex body would accredit and keep a check on the rating agencies.It would also keep an eye on fly-by-night operators. The bill would make it mandatory for all highereducational institutes and every programme of study to be accredited.

The Foreign Educational Institutions (Regulation of Entry and Operations, Maintenance of Qualityand Prevention of Commercialisation) Bill

In a landmark decision, the foreign education bill got the Cabinet nod recently. It prescribes an eight-month, time-bound format for granting approval to foreign educational institutions to set up campusesin India. As for the reservation policy in the higher educational institutions, the law of the land willprevail. The proposed law will facilitate overseas institutes to participate in the Indian educationsector.

A university president in Macedonia was so excited about the possibility of reducing social tension in theBalkans that he signed a letter of intent to introduce Consciousness-Based Education right away.

The idea that peace can be achieved through talks and treaties has always been the ‘great mistake’ of all thosewho have desired for peace for the world, Raja Harris said. ‘The fact is, as we all know, that peace can only be created on the level of peace,’ he continued. ‘You can’tcreate light by pulling out darkness, you can only create peace from the level on which peace is already, or itwill be ephemeral. The Transcendental Meditation® technique may be an effective approach to reduce symptoms of depression,according to new research presented at the 31st Annual Meeting of the Society of Behavioral Medicine inSeattle, Washington, this past April by Sanford Nidich, MUM faculty member and senior researcher at theInstitute for Natural Medicine and Prevention. The studies, conducted at Charles Drew University in Los Angeles and the University of Hawaii in Kohala,included African Americans and native Hawaiians 55 years and older who were at risk for cardiovasculardisease. Participants were randomly allocated to the Transcendental Meditation program or health educationcontrol group and were assessed with a standard test for depression—the Center for Epidemiological Studies-Depression inventory over 9-12 months. ‘’Clinically meaningful reductions in depressive symptoms were associated with practice of the TranscendentalMeditationprogram,’ Dr. Nidich said. ‘’The findings of these studies have important implications for improvingmental health and reducing the risk of cardiovascular morbidity and mortality.’’

16 May 2010 - Live demonstrations of EEG coherence during the practice of the Transcendental MeditationProgramme drew hundreds of people at a recent yoga conference in Vancouver, Canada. Conference participantsappreciated seeing concrete sensory evidence of benefits from the technique. They could see brainwave coherenceincrease from 30 per cent to 85 per cent, less than a minute after a practitioner began the TranscendentalMeditation Technique.
