Hearing Session: President Pérez extended an invitation to the audience to present matters to the Board on items not on the Agenda. The following individuals came forward:

Sam Willis, Alvord High School student, expressed concern with some school districts banning wearing of the Iron Cross. Mr. Willis feels that the symbol’s history is not clearly understood and does not want to see it banned in Alvord.

Jerry Leslie, AEA Vice President, highlighted the NEA conference in Billings, Montana that he attended with Craig Adams last month. Mr. Leslie continued discussion on the Elementary and Secondary Education Act (ESEA) and Senate Bill 395.

Craig Adams, AEA President, shared the following: Pictures from the Read Across America Dr. Suess program held at

Norte Vista High School. Mr. Adams requested that a short version of the program be presented at the March 18, 2004, Board meeting.

Mr. Adams highlighted a recent conference he attended in San Francisco and shared a copy of presenter Ruby Payne’s book A Framework for Understanding Poverty.

There will be a Diversity Training for teachers in May for “trainers of trainers,” which will allow the District to have a pool of trainers available. Wells Middle School staff will be trained on August 30. AEA will cover the expenses, so anyone interested in participating should contact Mr. Adams at the AEA office.

Please note: Although items are listed in numerical order, item 5.b.2. was brought forward for a special presentation. Action Items: The following Consent Agenda items were presented for approval: 5.a. Approve Minutes:

Minutes of the Special Board Meeting & Board Workshop of February 19, 2004. 5.b. Accept Gifts: 1) Promenade PTA donated $600.00 to Promenade Elementary School to

be used for student recognitions. 2) The Alvord Educational Foundation donated $98,350.00 to the Alvord

Unified School District. These funds were raised to help defer the cost of the donor wall and plaza expansion project.

Ray Aguirre, President of the Alvord Educational Foundation, introduced members Getty George, Murl Craft, Penny Mayer and Sadie Phillips. The Foundation presented a $98,350.00 check to Board President José Luis Pérez and Superintendent Paul Jessup, for the Alvord Unified School District. Following the presentation of the check, Superintendent Paul Jessup presented the Foundation with a special recognition plaque for their continued support and generosity. Mr. George introduced Marnell Cox, who founded the Alvord Educational Foundation in 1985.

10. PULLED – Adopt Resolution No. 31 – Regarding Certificated Non-Reelection Discussion/Action Item: 11. Request to Replace Board Representative to Committee Regarding the Learning Center Project: Board member Ben Johnson requested that Zack Earp replace him as the Board Representative to the Learning Center Project Committee due to a conflict with his schedule. The Board unanimously approved Zack Earp as Board representative and Mike McKelroy as the alternate to the Committee upon a motion made by Ben Johnson and seconded by Mike McKelroy. 12. Review Bylaws of the Board 9200 – “Members” and 9323(a) – “Meeting Conduct”: Board member Greg Kraft read portions of Bylaws of the Board 9200 entitled “Members – Limits of Board Members Authority” and 9323(a) entitled “Meeting Conduct – Meeting Procedures.” Following discussion, there was no recommendation to change existing policy. The Board requested that Superintendent Jessup prepare preliminary guidelines for Board review and discussion regarding Bylaws of the Board 9200.

Doris Gale, President of CSEA Chapter #339, came forward to compliment the Board. Discussion/Information Items: 13. High School Athletic Facility Update: Superintendent Jessup provided a project list with timelines and funding sources for each high school. Following discussion, President Pérez requested that staff investigate why the track at the District Stadium was not built correctly and report back to the Board. 14. Financial Reports for: Child Nutrition (January), and Report of Receipts (January) were presented. 15. Review Plan of the Concept for a Special Day Class at Alvord High School: Superintendent Jessup and Assistant Superintendent Jim Buckley reviewed the plans for a Special Day Class at Alvord High School scheduled to begin the week of March 29. Administration worked closely with Alvord, La Sierra and Norte Vista High Schools to develop the program and identify approximately 12 students that will be enrolled in the class. The following individuals came forward to speak in support of or comment on the Special Day Class: Ann Huntington, Special Education Director Greg Steppe, La Sierra High School Special Day Class Teacher Craig Adams, AEA President 16.
