American cities charged that there was a well-established, three-cornered alliance between the police department, the corrupt politicians and the criminal element. Protec­tion of tins nature is the greatest possible stimulant tt) crime. 1( can only he stopped by a public demand for the enforcement of basic, long-established laws.

Crime statistics indicate that major crimes such as murder, manslaughter and robbery are on the increase. This in spite of a vast volume of suppressive legislation, which, while it restricts the law-abiding, has no effect on the law-breaker.

A BA ND ON THE RECOUNT?

Is Bergen County's shrievalty recount, just when it is becoming so effective a cheek-crcascr, to lie abandoned?Every citizen who appreciates a good joke should hope not.

M r. Borg has been an admirable funster in the past.But his present spectacle is unusually amusing.

A recount is almost as rare an entity as a newspaper publisher who spends money to benefit the public without subtcranncanly anticipating some benefit from the ex­penditure himself. It is because such rarctics arc combined so neatly in the present case that abandonment of the rccount now would be so unfortunate.

Legal opinions differ on the question of Sheriff Reilly's incumbcncy rights two ways—Democratic and Republican. Singular is the fact, however, that, with usual talent in such situations, the Democratic legal viewpoint happens to be the wrong one.

The law specifically reads that, pending alleged im­pediments lo the legal right of an elected official to assume office, this official must (not “ought to”, notice) function in a de facto capacity.

Were Mr. Reilly to rustically accept Democraticinterpretation Of his present dilemma, Bergen County would be without a sheriff an illegal status. The law, the Democrats forget, allows the senior coroner to fuction its sheriff only in the event that the sheriff dies.

Unfortunately for Mr. Borg and his hew partyallies, the Democrats, Sheriff Reilly is far from dead. On the contrary, he seems incredibly alive for a man who has been subjected to such unsportsmanlike treatment from cut-throat friends and enemies. •- <:>
