He just celebrated four years at his job at a local grocery store.” Letter after letter told real stories about real people who, with help by Medicaid and Community Aids, eat nutritious food, live in a safe residential environment and get their other basic needs met. Because of that they’ve also developed skills that empower them to contribute to their community, earn taxable wages that they spend in their community and ultimately become less dependent on public support. Generating over 300 letters from one organization on a single issue is a remarkable achievement. Wisconsin lawmakers heard from Lutheran Social Services’ (LSS)staff and customers in record numbers during the debate on the2005-2007 state budget. Their message was loud and clear – “Don’tcut Medicaid!” Protecting core human services funding for our state’smost vulnerable citizens is a priority for LSS government relations.

Medicaid not only ensures access to health care services for ourpoor, approximately half of Wisconsin’s Medicaid budget is devotedto providing basic, essential supports to the elderly, people with disabilities, people with mental illnesses and addictions.

An extraordinary 300+ letters were mailed from our agencyto the State Capitol on this critical budget issue. And it wasn’tjust the quantity, but the quality of these letters that counted. As istypical, our staff’s passion for our customers leapt off the pages.

“I am currently working with a gentleman that, just five yearsago, I was told would never be able to work in the community. In hisfifties, he’d spent most of his life in an institution, had no work skillsand many behavioral challenges. After working with him closely andhaving faith in him, he quickly picked up work skills and, with theconfidence that comes from being treated “just like everyone else,”

Greetings to all of you in the name of Jesus Christ who givesus all hope and life and who is the model for our missionstatement, “Motivated by the compassion of Christ, we helppeople improve the quality of their lives.”

When you meet Lutheran Social Services’ staff, one of theconsistent things you will notice is the unflagging optimismand hope they bring to their work. They see in every persontheir infinite value and worth. This comes through so clearlyin the eyes, efforts and accomplishments of the people weserve. Truly, we believe in the unique potential of the individual.All accomplish things at different levels, but all are equally valued and precious in the eyes of God and through the actions of our staff.

I would like to share a poem by Marianne Williamson that may be familiar to you already. Ifind it powerful in its entirety and relate it to those we serve. It may not pertain to you and/oryour life situation, however I trust that you may find some of the words helpful. It recently came tomy attention when my spouse, Judy, called out “Dave, you must read this again — it is fantastic!”She is, it is and so are you. I finish my opening letter with its words:

Hundreds of thousands of children throughout the world share asimple dream — to have a family to call their own. Whetherbecause of poverty, disease, abuse, or war, many children have losttheir parents, and have become homeless, and much worse — theyhave become orphaned.

Throughout 2006, LSS in partnership with the Inter-CountryAdoption Board of the Philippines will be reaching out to assistHope and other children who share her dream, to find a family tocall their own through LSS’ new initiative — “Sincerely Yours.”

More than 200 children available for adoption in the Philippinesare over the age of 10 or are part of a sibling set. Some have memoriesof their parents and others do not, but all long to love and be loved

by a family. It is such a basicneed — one that most of us whohave a family take for granted.

LSS will share personalstories of real children in thePhilippines who are in need ofa family. These stories willbring the life journeys of thesechildren to you and we inviteyou to respond to their question – and getinvolved by becoming“sincerely theirs.”

After raising four children and fostering over 30 in 12years, Jodie and Mike Anderson know a thing or two aboutparenting. However, after adopting their fifth child in2003, “We really began to doubt our ability to parent,”expressed Jodie.

Jay came to the Anderson family when he was 12-years-old. Throughout his life he had been in and out of foster care,but finally found a place to call home when the Anderson’sdecided to adopt him. Once the adoption was finalized,Jay’s behavior began to deteriorate. He became physicallyaggressive towards his siblings and had run-ins with thelaw. “He began lying and manipulating so much that wedidn’t know what was true,” continued Jodie. “The outsideworld thought he was fine, but at home his behavior keptgetting worse — we couldn’t manage and wondered whatwe were doing wrong."

In her attempt to help Jay, Jodie began researchingdifferent kinds of counseling and began to study attachmentdisorders. Attachment is the deep and enduring connectionbetween a child and caregiver that is established in the firstyears of life. It influences every aspect of the child’s devel-opment — mind, body, emotions, relationships and values.

A child who begins his life with prenatal drug/alcoholexposure, neglect, abuse, violence, serious medical problems,or his first years of life in an orphanage or with multiple

the therapeutic approaches that create secure attachmentsbetween a child and his/her parent.

After Jay’s second disorderly conduct charge, hiscounty social worker recommended that Jodie and Miketalk with LSS. After a LSS therapist assessed him, Jayand his parents participated in daily therapy sessions thatlasted several hours per day over a course of 10 days. “Wewere very skeptical and nervous about it at first,” she said.“But after the two-week intensive program the change inJay was amazing.”

LSS’ therapeutic approach is more directive usingnurturing touch, eye contact, and physical and emotionalcloseness. The intent of the therapy is to provide a correctiveemotional experience and create a foundation for a healthier

attachment between a child and parent. During the therapy, Jay regressed in age and was able to show his

areas of vulnerability to Jodie and Mike. “Weknew a lot of his fears and behaviors stemmed

from being in an abusive home growing up, but welearned so much more about him,” Jodie

explained. “To watch him go through thiswas phenomenal.”

Since November, Mike and Jodie saythat Jay is 100-percent better, “He’snot perfect, but none of us are.” He

sometimes digresses into his old behavior,but with the tools and training they received,he has come back around. The family still

sees a therapist twice a month as part of the initialtreatment and is very pleased with how differenttheir lives are now.

WHAT ARE THE SYMPTOMS of Reactive Attachment Disorder (RAD)?

A child with RAD will have several of these symptoms:• needy, clingy or inappropriately independent • indiscriminately affectionate toward strangers • superficially engaging • lacks impulse control • incapable of genuine trust, intimacy and affection • fails to make eye contact on parental terms • destructive to self, others and material things • learning lags • poor peer relationships • steals • lies about the obvious • abnormal speech patterns • difficulty with change

caregivers is at risk of developing an attachment disorder.As these children develop, they have low self-esteem, theyare needy, clingy or inappropriately independent. They mayalso lack self-control and are incapable of genuine trust,intimacy and affection. Other signs may include lack ofeye contact, being self-destructive or aggressive towardothers, being oppositional, deceitful, hyperactive, and/orhaving difficulty with change.

Jodie learned that children with an attachment disorderdo not respond well to traditional parenting or therapysince both rely on the child’s ability to form relationships,and to internalize the parents’ and their values. Uniquetherapeutic interventions that children may need are notreadily available. In fact, there are only a handful of centers around the country where children and families canget the therapy they truly need to address their attachmentdisorder. Seeing the need and the lack of availability ofthis specialized therapy is what led Lutheran Social Services(LSS) of Wisconsin and Upper Michigan to develop anattachment therapy program.

Over the course of 2005, staff at the Attachment andBonding Center of Ohio trained 10 LSS therapists. Dr.Greg Keck, the founder of the center in Ohio is nationallyrecognized as a leader in the treatment of attachment disorder.LSS therapists spent four weeks with the Ohio staff learning

Wish Come TrueA stylish pair of jeans, the newest shade of lip-gloss orthe latest electronic gizmo may be ranked high on a wish list for many 13-year-old girls, but not for all, anddefinitely not for Purevbat.

Purevbat is a 13-year-old girl who is oldest child offour and has had to grow up faster than most children herage. Her single mother is supporting the family becauseher father left after a fire had destroyed their ger

(Mongolian word forhome). Since then, theyhave been living in asmall house with theiraunt for well over ayear. However, herfamily’s life changeddramatically thanks to agenerous LSS donor.

and Cathy Burbach’s donation to the LSS MongolianFamily Preservation Fund made a new home possible forPurevbat’s family. As seen in the pictures, this traditionalMongolian home was put together in less than a day andhas brought so much joy to the family.

For the last three years, one donorhas made the holiday season brighterfor the youth served by the Voices forYouth (VFY) program in Marquette,MI. Burl Jordan is from California,but the distance doesn’t stop himfrom visiting or donating to this beneficial program.

Burl makes a habit of stoppingin yearly to visit the program, to seehow it is growing and what it mayneed to better serve the youth. Notonly is he a generous donor, but alsoonce utilized services at VFY. Burlwas in foster care and received assistance for housing and collegewhen VFY was just getting started.Since that time, he went to collegeand moved to California where heopened his own landscaping business.

“I feel indebted to this program,”said Burl when visiting last summer.“I remember a very special Christmaswhen the outreach workers were ableto get me an autographed coat frommy favorite sports team.”

Last Christmas, Burl donated $800 worth of Targetgift cards to the youth. Jennifer Martin, a VFY communityservice specialist surprised the youth by taking themshopping. When they arrived at the store they were toldBurl’s story and were informed that they each had $50 tobuy Christmas presents. Last summer, Burl also donated

Wal-Mart gift cards for the participants, which staffused as graduation presents for those who completedtheir General Education Diplomas.

“Burl Jordan has truly been a wonderful asset toour program,” said Karissa Beauchamp, house managerat VFY. “Plus, sharing his story really motivates theyouth in the program.”

Voices for Youth offers services designed to meet thebasic needs of homeless youth while at the same timeoffering support services that allow youth to be reunitedwith their family or make a successful transition to independence. Services are available free of charge for youth ages 10 to 21, 24-hours a-day, seven days-

a-week and are tailored to fit individual needs.

LSS providesfinancial assistanceto child welfare programsin other countries as well as advocates for legislation and policies that benefit children in these countries. Anexample of one of these programs is the MongolianFamily Preservation Fund.

Family sponsors are critical for these children andtheir families who are trying to survive in such extremepoverty. Anyone is welcome to become sponsors for aslittle as $75 quarterly, $150 bi-annually or $300annually. Your donation will help in a variety of ways

from purchasing cloths, food and other supplies for thefamily, as well as helping to educate the children.Sponsors usually donate until a specific need of the family’s is met.

Five women over the age of 35, who had barelyrun a day in their lives, trained last summer

for a 26.2 marathon to raise money forLutheran Social Services’ (LSS) Birthto Three program in Waukesha County.

Polly Mauer, a member andpianist at Our Savior’s LutheranChurch in Hartland, Wis. initiated this

idea and began talking to members inthe congregation. Even Pastor Christa

von Zychlin was intrigued and decided totake on the challenge. Always thinking of

ways to turn daily activities into God's work,Pastor Christa suggested their mission turn into a

fund-raiser to benefit others in need. The group embracedthe idea and LSS’ Birth to Three program was named theofficial benefactor.

They spread the word among the congregation in hopesof recruiting additional teammates. Many enthusiastic recruitssigned up in early spring thinking the 16-week program oftraining for the marathon scheduled in October soundedachievable. Monthly encouragement meetings were scheduledto support one another and share experiences. As the summerprogressed and the training was in full swing, the number ofenthusiastic recruits quickly diminished to five determined souls.

Jill Cullen quickly volunteered to coordinate the fund-raising efforts. “I couldn’t think of a better cause to

help,” Jill stated. Having a child who benefited from aBirth to Three program, she had a vested interest. Jill metwith the five women in late August, approximately sixweeks before the marathon. They spoke about the trialsand tribulations of their training. Most importantly, they spoke of the emotional, mental and spiritual stages theyexperienced along the way.

“Listening to them reminded me of the stages myhusband and I experienced during those first three years ofour daughter's life,” Jill said. "It became very clear thatthe experiences these women were living were very similarto the stages families go through when they are faced withthe realization that their precious child is disabled ordelayed and in need of the Birth to Three services.”

As the marathon got closer, the whole churchembraced the race. Each Sunday in September speakerseducated the congregation about the importance of theBirth to Three program. This included three familieswithin the congregation who had used the program, andstaff of LSS, Holly Stuff and Missy Kueht-Becker.

The marathon in October went off without a hitchand all five women achieved their goals. In December,Our Savior's presented a check to LSS in the amount of$4,428.60 — an amount that surpassed all expectations.The money will be used for parent education — to helptrain parents for the race their children will be running tosurpass disabilities.

Do you know for as little as $25 you can make a huge difference? A gift of $25 will give a family caregiver a dayof respite as his or her loved one attends an LSS adult daycenter. You may think donating money for a day at thelocal zoo is insignificant but to a troubled youth in an LSSgroup home, this outing provides lasting memories. Or youcan choose to make a contribution that will go toward amonth’s rent for a homeless 18-year-old.

Our needs are great, andthe list offers you the opportunity to reach out and directlyaffect people who are hurting. The requests come from ourprograms throughout Wisconsin and Upper Michigan. Wondering howto care for yourself, and also those less fortunate?

Would you be surprised to learn of a charitable gift, which would help

others and help you by providing income to you? A Charitable Gift Annuity

through LSS provides interest income to the donor at a rate higher than

commercially available returns. And, donors have the knowledge that

their gift will some day serve LSS customers – those seeking to adopt,

adults with developmental disabilities living in a community setting, people

struggling with alcohol and other drug addictions, runaway children and

those in need of counseling to name a few. Charitable Gift Annuities may

be established to cover one life, or two lives, in the case of a husband

and wife, for example. Interest rates vary with age. Here are samplings of

rates for specific ages:

An individual – age 75= 7.1%

Many Benefit from LSS Endowment The permanent endowment funds of Lutheran Social Services’(LSS) Foundation serve those in need in a variety of ways.Friends of LSS who make gifts to the endowment funds canbe proud of the way their gifts help improve the quality of thelives of those in the care of LSS.

Here are a few examples of how those funds are workingin Wisconsin and Upper Michigan in 2006:

• $28,000 from the LSS General Endowment Fund providesnew clothing to children in foster care in Milwaukee County.

• $592 from the S. R. Hack Endowment provides fundingfor the Voices for Youth program in Marquette, MI that helpswith basic needs and support services for homeless youth.

• $3,800 from the Chequamegon Bay Family HealthEndowment will underwrite counseling services for thosebeing treated for domestic violence or sexual abuse issuesin Northern Wisconsin.

• $526 from the Women’s Services Endowment will helpprovide residential services for women recovering fromaddictions and transitioning from incarceration in theChippewa Valley.

• $12,685 from the Forever Family Fund will moderate thehigh cost of adoption for families seeking to begin orexpand a family.

• $7,200 from the Older Adults Services Fund provides newequipment for the expanding Adult Day Services programin Waukesha.

These are just some examples of over 45 separate grantsmade in 2006. In total, there are 26 individual funds held bythe LSS Foundation. Each very different, but all made to improvethe quality of the lives of those we serve. Thank you for all ofyou who have donated to one or more of the endowment funds– your partnership in this shared ministry is invaluable.

Waukesha CenterOpen House“We couldn’t have done it without you. Come celebrate with us!”

Earlier this month, friends and donors of Lutheran Social Services(LSS) of Wisconsin and Upper Michigan were invited to celebrate thenew regional headquarters and Waukesha-area program and office site.

LSS Foundation Board members David Boerke, Bill Huelsman andElaine Kraut were the honorary co-chairs and welcomed guests to take atour of the building. Throughout the tour, guests learned more aboutLSS’ programs and were able to see the new Adult Day Center.

The new LSS Adult Day Center provides a spacious layout includinga new kitchen with wheelchair accessibility and a state-of-the-art bathingfacility. Staff use overhead lifts to easily help people from the bath to theshower and to the changing area. Two quiet rooms are available withplaces to rest.

The new Waukesha Center features more space for direct servicesand administrative offices, doubling the size of the old site. The movewill allow LSS to broaden programming and serve a substantially greaternumber of people in the service area.

The purchase of this building was partially funded through grantsfrom the Siebert Lutheran Foundation, the Waukesha CommunityDevelopment Block Grant Program, The Helen Bader Foundation, anddonations from Waukesha area churches including an initial gift fromCalvary Lutheran Church of Brookfield. Area churches also providedvolunteer labor to develop the Adult Day Center. Other area businesslike, Payne and Dolan also donated time and resources for the completionof the center.

Each of us has an opportunity to leave a legacy, to make an impact in the lives of others after we leave this earthly life. The legacyyou leave might go to your children or grandchildren. Some of your legacy might go to your congregation or your college or a medicalcenter that served a parent or spouse. Over 100 people have included Lutheran Social Services (LSS) of Wisconsin and UpperMichigan in their legacies, taking steps to help us help others to improve the quality of their lives. These friends of LSS (listed below)are the Legacy Society.

To qualify for membership in the Legacy Society, you simply need to notify LSS that you have taken steps to provide a legacy toLSS through one or more of the following methods:

• Bequest through your will• Charitable gift annuity with LSS• Named LSS as beneficiary of your retirement account• Named LSS the owner and beneficiary of a life insurance policy

If you have already acted to leave a legacy to LSS, we would like to know so that we may thank you for supporting LSS in this wayand present you with a Legacy Society certificate. While helpful to LSS, it is not necessary that you reveal the amount of your legacy.Also, you may remain anonymous and request that your name not be shown in public listings of the Legacy Society.
