Mission Statement: The purpose of the Brisbane Chamber of commerce is to create an atmosphere in which business prospers and the community thrives.

The $64.5 mil l ion building was constructed with Measure K funds and will host the county’s 911 dispatchers, an emergency operations center and secure data center under one roof. The county’s Office of Emergency Services will also be housed in the new building. As chair of the Emergency Services Council, which oversees the OES and is a joint powers agreement with the county and its cities, I am confident this new facility and its workers will be more prepared than ever to face any emergency, whether it’s a wildfire, earthquake or flood.

It’s a huge boost for our dispatchers, who have been operating in the basement of the Hall of Justice building in Redwood City for nearly 40 years.

The ROC will serve as a hub for public safety responders during major catastrophic

events. It will be able to withstand violent shaking from an earthquake and includes redundant electrical, mechanical, water and telecommunications systems. The building will also achieve a LEED Silver certification from the US Green Building Council and is the largest project funded to date by Measure K.

This is the first of several capital projects the county has undertaken in recent years. The county has committed more than $500 million toward an upgrade to the San Mateo Medical Center campus in San Mateo, a new animal shelter at Coyote Point and a new state-of-the-art county office building (COB3) in Redwood City that will serve county residents for generations to come.

Measure C asks for voters to contemplate revising the existing business license tax charged to liquid storage facilities (ie: businesses like the Kinder Morgan tank facility). The measure asks if the City should raise the tax up to six cents per barrel delivered over the rack (no more than $400,000 will be collected per year). In 2013, Brisbane’s voters approved a similar tax for liquid storage facilities. Since that time, Kinder Morgan filed a lawsuit with the City of Brisbane. As part of the conditional settlement, the City Council agreed to go back to the voters with a ballot measure that calculates the tax with different method. The estimated tax to be collected will be relatively the same amount. This tax will be based on the volume of petroleum product that the facility distributes from its Brisbane location. If the voters approve the new tax, the lawsuit will be resolved. If the measure does not pass, the lawsuit filed by Kinder Morgan would resume.

Revenue collected from this tax would support general City services such as Police, Fire, and Parks and Recreation.

Currently Brisbane has a 12% occupancy tax charged by hotels to its customers. An occupancy tax is classified as a fee a guest pays in order to stay at hotels, motels, and short-term rentals and is calculated as a percentage of the room rate. The fee is paid to the hotel and then the hotel remits the payment to the city. Measure B puts forth an increase in Brisbane’s transient occupancy tax from 12% to 14%. The City Council is proposing this increase in tax in order to raise the City’s occupancy tax to that equivalent of nearby cities. The last increase to this tax occurred 10 years ago in 2009. The City anticipates this increase will

generate an additional $250,000 annually and will continue to grow over time. Currently at the 12% rate the city receives approximately $2.7 million in revenue. Funds from Measure B will also support general City services like Police, Fire, and Parks and Recreation.

Measure E, the final ballot measure for this election, focuses on business license tax pertaining to cannabis businesses. For the past year, Brisbane has had a number of cannabis businesses operating within its city limits. As of now, the City has no way to collect a tax from these businesses. The passage of Measure E would allow the City to collect up to 6% of gross receipts from these businesses and could generate hundreds of thousands of dollars for the City a year which would support general City services mentioned previously in this article.

Cannabis businesses would be required to register with the City and obtain a “Certificate of Registration.” Every quarter, the business would submit a tax return and pay the appropriate amount of taxes at that time. A no vote on this measure would mean cannabis businesses would continue to operate in Brisbane but not pay any of their gross receipts to the city.

They say you can make more money, but you can’t make more time. I didn’t realize the real meaning of this statement until I had a kid. Being a Dad has taught me to be present in every minute and enjoy every second because they grow up fast. Just when you have it figured out, everything changes. Whether it’s your family or job, it can all change in an instant and if you’re aren’t agile, you will miss your opportunity.

How prepared are you for your next opportunity? Are you ready for the next downturn in the market? This could be the best time to start a business or buy an investment property, but unless you are ready, these opportunities will pass you by. Looking at ways you can save, taking advantage of a good deal and discussing this strategy with your accountant can make all the difference.

Brisbane has shaped the person I am today. As a former Silverspot Nursery School aide and former Brisbane Dance Workshop board member, I understand how essential it is to keep Brisbane safe, develop constructive outlets for our youth, and provide services for families. During my tenure on the City Council and Parks and Recreation Commission, I worked diligently to improve the City’s programming, services, and facilities while striving to keep our Brisbane traditions relevant for future generations.

-What I Bring to the Table-

I have demonstrated the ability to work collaboratively with our City’s staff and my colleagues. As a Council Member and now as Mayor, I advocated for our city at the county and state level, incorporated citizen feedback into decision-making, maintained an open mind when approaching issues, and have worked to develop solutions that appeal to a broad range of perspectives. I listen to understand not to respond, which has enabled me to embrace new ideas and the viewpoints of others. These skills will continue to aid the council as we navigate the Baylands Specific Plan Process.

-My Vision-

The Baylands is ripe with opportunity. I envision a development that harnesses innovative technology and planning techniques to create a community that pushes the boundaries of sustainability while also embodying Brisbane’s small town character. I will advocate for a robust transportation and trail network, engaging parks and open space, revitalized wetlands, a restored Roundhouse, and a thriving commercial district with restaurants and shops. I will hold UPC and regulatory agencies accountable, demanding the highest remediation possible. Ultimately, I want the Baylands to be safe, reflect our community’s values, and incorporate the vision of our citizens.

Speaking with neighbors and friends continues to make me keenly aware that Brisbane has a broad variety of issues that are vital to our community, as well as the serious challenges we face going forward as a city and as a society.

With my strong work ethic, I will continue to keep Brisbane a leader on open space and wild land preservation, renewable energy, green building and sustainability. I will also work to ensure that any development on the Baylands will be environmentally clean and safe for any users. Baylands development must be revenue positive in all phases, providing assurances of future safety including funded long-term monitoring.

Financially responsible and dedicated to making sure that Brisbane lives within its budget, I support sustainable, responsible growth to ensure that Brisbane can meet its current and future infrastructure and financial obligations.

I support preserving San Bruno Mountain, Icehouse Hill and the Roundhouse for future generations.

Brisbane, we must keep our principles and standards strong and our public involved.

Representing you as a member of the Brisbane City Council, I will continue to bring to the table my personal goals of ecological sustainability and preservation of our community values.

MOZZETTI AUTO COURT AND TRAILER PARKBY: DOLORES GOMEZ, Brisbane historian, [email protected]

Pioneers, Charlie, Pep, Dico and Pietro Mozzetti, came from Locarno, Switzerland, on the Italian border, in the 1920’s joining their cousin, Steve who had established a dairy farm in Brisbane. They were short stocky, hardy, friendly young

men; who spoke good English with a slight Italian accent. Charlie, Pep and his wife, Nina built the Auto Court and Trailer Village, a much needed place to stay in the 1930’s despite the depression. The store, entrance and Cabin Club faced a Lagoon, a large seepage from the bay, right at the sharp turn into Brisbane.

The Mozzetti simple two story boxlike home was built in the middle of the court. In early years they rented spaces to a group of Gypsies, but when chickens began disappearing, the Gypsies were asked to move. In the early 1930’s before trailers filled the area, the Mozzettis hosted Fourth of July barbeques after parades. They were kind and generous people; Pep and Charlie donated the lots for the Catholic Church, the first school was held in the basement of their home, residents held improvement meetings to help the fledgling town to bloom.

During WWII the trailer spaces rapidly filled by those who came from the Mid West and knew there was work at Hunters Point Shipyard. Those renting a trailer area had potted plants or small shrubs, in front to bring some warmth and beauty to their space. Tenants also lived in single room cabins; a tiny kitchen with a gas plate by the sink and a room with an iron bed and one dresser. Right after WWII and we were married, we lived in one of these tiny cabins! A building close by had a washroom, toilets and showers. Cabins with a bath, were well kept but spartan; linoleum flooring, no TV, a dresser and an iron bed. After WWII, families were travelling and modern updated cabins were built. Mozzetti’s took pride in a well maintained and clean place for tenants.

In 1950 I enjoyed working at the store. Friendly women in starched housedresses came in and told me of their lives in the Mid West and why they and their husbands stayed after WWII. I remember tough Navy wives, who drove across the United States with kids in an older station wagon to pick up their husbands, who ported into San Francisco. Most occupants were happy tourists coming to see the City or excited to visit relatives in the Bay Area. I remember mailing rosary beads to a frantic woman who

left them under her pillow; they were from her son in the military. I liked making sandwiches for the rugged Yuke drivers (enormous dirt haulers) came from all over to haul dirt from San Bruno Mountain for the new Freeway. A paper delivery man told me that his parents came to live in a tent on a Brisbane hillside after the 1906 San Francisco earthquake. Slim Pickens, the actor, brought a smile to my face, when he came in, wearing well worn chaps and spurs jingling on his old boots, to rent a room. I could see his horse tethered across the street by the lagoon, along with his horse trailer. He was a real cowboy and participated in the Cow Palace Horse Show.

Huge modern hotels and new fangled motels sprang up on the peninsula to accommodate travelers. In the late 1970s the Mozzetti family sold the motel and auto court. In 1982 a flood decimated the area and residents had to be taken out in rowboats. The old motel became seedy and run down and it was demolished in 1986. The City purchased the property, residents fought for a park instead of a city hall on the property; our well used lovely park is one of the best things that ever happened to Brisbane!

Election season is upon us. With the passage of the California Voter’s Choice Act in 2016 the election on November 5th has changed to a Vote Center/All-Mail Ballot Model. This new election model

provides voters with a choice on where, when, and how to vote. The election was modernized with the goal of giving voters greater flexibility and convenience. Madison Davis and Terry O’Connell are running for two open Council seats with a shortened term of three years. Please watch your mailbox for your ballot and vote either by mail or in person at any vote center within San Mateo County.

Fall is a great time to plan for the upcoming year and evaluate where you are financially for both a business and household. Planning for quarterly or end of year tax payments, insurance obligations, education budgeting, and capital improvements for the coming year is essential to ensure that 2020 is successful with few (as possible) unplanned surprises. The dates for health insurance planning are particularly critical as each of us has a relatively small window available to make changes or enroll in either Covered California or if you are nearing 65, the enrollment in the Medicare system. For Medicare, you have a six-month window to enroll, three months prior to your 65th birthday, or up to three months past the date. For those covered by providers under the Affordable Care Act, there is a short window in January to make your enrollment changes. Be ready and don’t wait until the last minute.

There is a natural trend I think we follow. We continue to pursue stability and predictability. The more that we succeed in this process, the more complacent we become. When complacent, it can be difficult to see where to improve. A natural defensive perspective takes over to protect that which was achieved. This is easier to observe as third party witness.

Take a restaurant for example. When opening the enterprise, the owner has optimism and enthusiasm about the future. There is so much work to be done. Picking the location, the menu, the staff, the theme, floor plans, and how to manage the finances. If I see a restaurant that is not clean, I assume something is wrong. The tables, floors, windows, must be clean and please clean the bathrooms. If all of that is in order, the business usually is too. Consider a convenience store. Are the shelves stocked with current products and is the store clean? These are easy fixes that invite the public in and show quality. The store owners in these examples can easily get caught in managing staff or product costs and forget these details. If you aren’t bringing in the business, then it doesn’t matter what you have for sale. If the store isn’t clean, you are probably not getting the business you could.

I heard a good interview with 49er head coach Kyle Shanahan. A key player recently broke a bone and will miss a good part of the season. Kyle said that injuries are part of the game that just happen and they have to work around them. He didn’t focus on the loss of the dependable player and the leadership that won’t be on the field. He is focusing on the players that are ready to play and how to use their skills to win the next game. They need to stay focused. The most important game of the season is always the next game they have to play. They need to be aware of the whole season, but if they don’t execute well now, what happens later might not matter. The upcoming opponent also lost a key player. The replacement is relatively unknown. Planning to defend against him presents the challenge of the unknown. Kyle and his team will watch tape together. They will discuss as a group things they notice about how he plays and look for ways to work around him.

In football, careers come and go quickly. Each game is important. One week you’re a head coach. The next week you might be unemployed. So each week is like a new job. The opponent is different. The only thing that matters is the win. In our businesses, we are confronted with similar challenges. We need to win the business of the public. If they don’t come, we lose. So let’s get the team together. Let’s talk about our business and how we can win. And let’s make sure we keep it clean.

WELCOME TO CLUB LIPMAN BY: MICHELLE CHAN, Lipman Middle School Instructional Aide, [email protected]

School may let out at 3:00, but our campus is still bustling with activity well after that with Club Lipman in full swing. Club Lipman, Lipman Middle School’s after-school program, is now in its sixth year! Thanks, in large, to a City of Brisbane grant, community volunteers, parents, teachers and staff at Lipman, and a few outside

agencies, we have been able to offer quite a variety of academic and enrichment clubs, including daily after-school homework support through our Homework Club.

Support from the City of Brisbane also comes through the clubs they have brought to Club Lipman, including Junior Lifeguarding and Swim Club held at the Brisbane Community Pool. They have also engaged our youth in the community via the Brisbane Youth Advisory Committee, or YAC.

Additionally, we have drawn from the many talents of our Lipman staff. Their interests have sparked such clubs as Ceramics, Gardening, Girls on the Run, Sports Club, Cross-Stitch, Co-ed Running Club, Paint by Numbers, Sign Language, and Volleyball Clinic over the years. Clubs like Leadership, Set Design, and Yearbook have enhanced and allowed us to expand upon a few of our elective classes.

We also continue to seek out new opportunities for our students by bringing in outside agencies. Our partnerships with these agencies have allowed us to offer Chess, Cooking, Guitar, and Hip Hop over the years. YBike Club, joined by one of our local Brisbane Police Officers during a ride through town and by our own Superintendent, along with Skate Club, benefiting from our local Skate Park, are two of our newest clubs that also help to promote biking, skateboarding, and scooting as accessible modes of transportation for our youth.

Last, but definitely not least, we have been so fortunate to benefit from the support of our local community. Volunteers share their expertise and interests to lead clubs like Computer Science Workshop, STEM You Can!, Public Speaking, Math Club, Spanish Club, Electronics Deconstruction, Knitting Club, Introduction to Construction,

Java-Minecraft, Mountain Exploration, eClub (electronics), Arbor Club, Floral Arrangement, Makers Club, Lyrics/Poetry/Creative Writing Club, and most recently, Ecology Club. As valuable as the varied content and experiences that these volunteers bring to Lipman is the time that they share with our students.

Over the years, we have grown to serve a high of over 90% of our students through the school year. Students are able to expand their horizons trying something new, socialize with peers with similar interests, as well as connect with adults who give their time to our youth. We cannot share our appreciation enough for all who have supported our program over the years, in ways big or small, and helped our students to grow and thrive!
