The overall project involves a series of discrete restorative and adaptive use components to transform underused space in the 19th century church building into a 21st century facility for increased non-sectarian use. The components identified for the overall project come from the 2019 final report of a Building Needs Assessment (BNA) Study financed in part by a grant from the National Trust for Historic Preservation. The grant project scope of work would focus on a single component among those identified in the BNA Study Final Report: construction of street front access ramp to the church for improved access for all building users and visitors regardless of mobility status. The overriding goals of Lovely Lane are to restore and rehabilitate the building consistent with its architectural uniqueness for more diverse uses in order to serve the community and Baltimore City at large as an artistic, educational, recreational and civic venue and to insure that the historic structure is preserved for the future so that even more visitors from across the state, nation and world can come to appreciate its heritage status. Creation of a handicapped accessible ramp will promote and support the increased usage of the structure that the overall project will create. We firmly believe that the envisioned project will permit our organization to operate more sustainably with its successful focus to "preserve" the building's local, state and federal historic register status while at the time to "inspire" greater numbers of building users and visitors alike to better appreciate Lovely Lane's unique heritage status and rehabilitated capacity as a community gathering place.

How will completing this project accomplish the goals and objectives of your heritage area?

The site of the project, Lovely Lane Church, is recognized by Baltimore National Heritage Area's 2013 Comprehensive Management Plan as a heritage resource both as a religious institution and because of its unique and historic architecture. (See BHNA CMP at 2-10, 2-11). Completion of the access ramp will accomplish the goals and objectives of BNHA in several ways.

First, it will foster use of and visitation to a heritage religious institution that "contribute [s] ... to play[ing a] major role in growth and rebirth of the neighborhood" it serves. (BNHA CMP at 2-11). Hosting a greater number of community meetings and events will help assure the building's continued role as an anchor to the community. Hence, the project will accomplish the goal of BNHA to assist

neighborhoods in improving quality of life and becoming more visitor ready. (BHHA CMP, Goal 4, at 5-7 ).

Second, updating the Church to encourage diversified uses and more visitors also will help sustain operations of the Church and thus its "visual presence" that contributes to the "richness of the urban fabric" of Baltimore. (BNHA, CMP at 2-10) Lovely Lane's iconic tower is a symbol of the Old Goucher neighborhood and a prominent part of the midtown Baltimore skyline. This project will help to assure that the architectural treasure designed by Stanford White can be appreciated by all and by future generations.

Third, creation of easier accessibility will fulfill the BNHA objective of "improving the experience of visitors" to heritage sites. (CMP, Objective 3.3, at 5-6).

DELIVERABLES:

What will be the results of this project? What tangible and intangible deliverables do you anticipate?

The primary tangible deliverable will be a 30 foot long ADA-compliant handicapped accessibility ramp with a switchback landing to access the north door of the church building street front facade. This ramp will include a fixed foot access stair for visitors seeking to enter the north facade door to the ground floor gymnasium.

The intangible deliverables within the first 3 years post ramp completion include an anticipated minimum 30-50% increase of new visitors and building users annually (2019 base year = 1,485 visitors, 745 building users) to tour the heritage site, attend performing arts and cultural events, and participate in other civic and educational programs hosted by the church. This increase in building users and heritage tourists provides a direct opportunity to contribute to an initiative supported by significant public investment: the contiguous state-designated Station North Arts & Entertainment District (SNA&E). This increase in visitors and building users provides additional foot traffic and marketing opportunities to promote attendance at events, activities and commercial enterprises located in the adjacent SNA&E district.

The construction of the ramp will eliminate the current need for mobility-challenged visitors to enter the building from the grade level rear of the church, winding through hallways to an elevator to reach area

of interest in the church. Hence, a significant intangible result of the ramp is to greatly enhance visitors' experience of an architectural treasure.

How will ongoing maintenance costs be paid for in future years (if applicable)?

A restricted endowment account (Restoration Savings Fund) has been set aside for maintenance of building capital expenditures (See Restoration Savings Account statement under Attachments tab).

Planned giving life insurance contracts owned by the church and estimated to carry $450,000 in death benefits are expected to replenish current reserves over next 15-25 years.

The operating budget contributes to maintenance expenses for normal wear and tear.

All line items are related to the design and installation of a handicapped access ramp from the St Paul Street front of Lovely Lane Church. The budget is based on contractor's proposal from Lewis Contractors submitted in September 2019 and uploaded below.

All general conditions and contingencies identified follow standards used in fields of construction and professional design services.

Materials: Wrought iron metal use (consistent with historic period of building exterior) represents over 35% ($39,175) of materials' costs of approximately $112,000.

In-Kind Match: 4 of the 9 volunteer Lovely Lane 21st Century Building committee members will be responsible for oversight of this overall project component, including construction documents, contracting arrangements, construction work and grants management. Each of these 4 members will contribute on average 50 hours each over the anticipated 7 month period to complete ramp installation. The hourly rate of $23.56 used in the budget came from the MHAA sample budget in the FY 2021 Application Guidelines.

Funding sources include committed funds (Baltimore National Heritage Area - BNHA) and individual donor contributions as well as pending funds (National Fund for Sacred Places-NFSP). Award of 50% ($125,000) of full NFSP capital grant ($250,000) expected September 2020. Escrowed building funds of up to $100,000 available from escrowed Restoration Savings Fund towards funding capital grant match as a pledged-base financing strategy, if needed, within 12 month time frame from date of potential MHAA capital grant award.

URGENCY:

Is this project urgent?

Funding from MHAA would leverage a $250,000 capital grant opportunity from the National Fund for Sacred Places (NFSP) awarded to Lovely Lane in October 2019 to undertake a bricks and mortar work project comprised of several discrete components to improve visitor experience to the National Register of Historic Places site and increase non-sectarian use of underutilized space in the building. Lovely Lane is the first historic church in Maryland--and part of a network of only 50 houses of worship nationwide--to receive this private sector NFSP award since 2016.

The NFSP capital grant carries a 2:1 matching requirement and substantial project completion by December 2021. Our goal is to meet the NFSP grant requirements for the full grant award of $250,000 in order to complete the first $750,000 of the of the proposed upgrades to our building to generate revenue to operate sustainably as well as increase heritage tourism. Without the full NFSP award, the completion of the $1.2 million Phase 1 of the overall project will be jeopardized with negative consequences to organization's operating revenues.

We believe this NFSP grant opportunity represents a once-in-a-generation opportunity to enhance visitor accessibility to heritage assets. We seek MHAA's partnership to help realize the full potential of the seed funding by helping us to meet the matching requirement within the specified time frame. An essential, early Phase 1 work component is improved building access that is directly linked to the competed installation of a front of church handicapped access ramp.

IMPACT:

Describe how this project will address one or more of the Maryland Heritage Area's Program's three areas of focus.

Creation of greater accessibility to a heritage institution will address two of Maryland Heritage Area's Program's areas of focus: Developing Heritage Area Tourism Product and Sustaining Regional Identity.

As to the first area of focus, a handicapped accessible ramp will be featured on the Church's website and on materials distributed to Visit Baltimore of which Lovely Lane is a member and to the Maryland Office

As to the latter, a handicapped accessible ramp will allow more persons to learn about and appreciate Baltimore's role in the founding of a major protestant denomination and how Lovely Lane touched and influenced other significant heritage institutions. What became the congregation of Lovely Lane first met at Old Ottterbien Church. Their original meeting house was constructed on Lovely Lane, now East Redwood Street, where an historical plaque declares its former presence. The current building was built as a monument to the centennial of American Methodism. Education of women was advanced with the congregation's founding of Goucher College, named after its pastor, the original campus of which is adjacent to Lovely Lane. And the congregation was a major supporter of the founding of higher education for African American young men with the founding of Morgan State University, also named for one of Lovely Lane's former pastors, Lyttleton Morgan.

Does your project support or highlight the diverse history and cultural traditions of Maryland? If so, please provide details.

The project for which funding is requested supports the diverse history and cultural tradition of Maryland by promoting more users of and visitors to the project site. At the site, visitors can learn of the history of Baltimore and its interrelationship to religious institutions that were pivotal to the City and State's founding and growth. The site also educates visitors about the importance of Lovely Lane in particular to the advancement of education for women and African Americans.

ACCESS & OUTREACH:

Describe the benefit of the completed project to the general public.

Full ADA-compliant accessibility will be available to the general public once this front of church access ramp is installed. All tourists and building users will have less than a 100 foot access path to the historic portions of the building upon entry to the building. Currently, those with disabilities must enter a ground level door at the back of the building to travel at least 200 yards to an elevator to reach the church's main floor. In order to reach the historic church sanctuary, those using the current handicapped access route must traverse another 150 yards. The current impediments to easy access to the historic building prevent those with disabilities from direct access to programmatic and heritage tourism opportunities.

What provisions exist or will be made for physical or programmatic access by individuals with disabilities?

Once a visitor accesses the front door of the building via this proposed ADA-compliant access ramp relocated to the street front of the church, there are additional interior ramps to assure access to the historic sanctuary as well as hardwood floors in hallways to access the elevator to reach other floors of the building. The improved street front access will significantly reduce the time it takes for individuals with disabilities to access the historic interiors of the building.

How will you ensure that the general public will learn about your property or project?

An ADA-compliant handicapped accessible ramp will be featured on the Church's website and on materials distributed to Visit Baltimore of which Lovely Lane is a member and to the Maryland Office of Tourism, once Lovely Lane has joined. Lovely Lane is an annual stop of the Doors Open tour--organized by the Baltimore Chapter of the American Institute of Architects--which will also receive publicity about the availability of a new access ramp.

No booking for the after-service tours is needed. There are no tour fees but donations are greatly appreciated. The building is also open as needed for special events and to accommodate the needs of users of the building.

All pre-booked and after-church service tours are guided by church members who serve as trained docents to conduct the 20-30 minute tours. There are historical brochures available for all visitors whether they participate in a guided tour or not.

Self-guided tours are not encouraged due to the complex architecture of the 19th century building.

An important component of the proposed $2.6 million restoration and rehabilitation project--apart from the handicapped access ramp--is the installation of 4 additional public restrooms on the first floor of the building to add to the existing restroom. There are additional restrooms on the two other floors of the church building

There is a water fountain in the Fellowship Hall of the church. Street parking is available seven days a week. Open parking lots adjacent to the Church in front of the Baltimore Lab School and the Maryland Geologic Survey are open weekends and State holidays. These lots are accessible from 23rd Street and from St. Paul Street to the immediate north and east of the church building.

PROJECT MANAGEMENT:

In 2004, Lovely Lane completed a $1.6 million restoration of the church sanctuary, debt free. Individual gifts and bequests, funding from France Merrick Foundation grants and State of Maryland tax credits were obtained to largely fund this project, managed by past and present church leaders under the supervision of the Trustees of the Methodist Episcopal Church in the City and Precincts of Baltimore (The Trustees). The corporate responsibility to administer the property has been in the hands of The Trustees since the 1810 adoption of the church's Articles of Incorporation and will continue to be in their hands in the future.

Historically, the church is known as the Mother Church of American Methodism since the denomination was formed in the United States in 1784 at Lovely Lane. The current building was commissioned by the congregation and pastor Dr. John Goucher in 1884 as a centennial monument and designed by renowned New York City architect Stanford White.

The building is both exemplary of Romanesque Revival architecture and a piece of religious history. The Lovely Lane Meeting House and Society hosted the Christmas Conference which organized the denomination in 1784. The church's rugged facade is constructed of Port Deposit granite and its commanding 215 ft. square bell tower is modeled after the 12th century church of Santa Maria, Abbey of Pomposa, near Ravenna, Italy. The building has been listed in the National Register of Historic Places since 1973.

The sanctuary’s interior showcases original black birch altar woodwork, Tiffany windows, a painted celestial ceiling and pipe organs. The church's chapel design replicates the chapel design of the First Methodist Episcopal Church in Akron, Ohio, based on a hemicycle plan with enclosed alcoves for the

FOREWORD

Throughout this report, the following definitions have been used to convey the architectural concepts of preservation, restoration and rehabilitation.

Preservation: The act or process of applying measures necessary to sustain the existing form, integrity and materials of an historic property. Work, including preliminary measures to protect and stabilize the property, generally focuses on the ongoing maintenance and repair of historic materials and features rather than replacement or new construction. Limited and sensitive upgrading of mechanical, electrical and plumbing systems and other code-required work to make the property functional is appropriate within a preservation project.

Restoration: The act or process of accurately depicting the form, features and character of a historic structure as it appeared at a particular period of time by means of the removal of features from other periods of its history and reconstruction of missing features from the restoration period.

Rehabilitation: The act or process of making possible an efficient practical use of an historic structure through repair, alterations and additions while preserving those portions or features that convey its historic, cultural and architectural value.

INTRODUCTION: The Case for Preservation: Restoration and Rehabilitation

Nearly 40 years ago, a building assessment report was written about reasons for preserving Lovely Lane United Methodist Church (UMC) in Baltimore, Maryland.1 That report led to a successful restoration of the church sanctuary completed in 2003.

Since 2003, a new demand for space sharing of the church building has emerged in the surrounding community. Development of a new arts district and other revitalization work in Baltimore has taken place in the area contiguous with the church. This development has provided an impetus to update the engineering and preservation assessment done decades ago in order to maintain the building’s integrity for greater use in the decades ahead. This report summarizes the findings of a 2018 Building Needs Assessment Study and plans to implement its recommendations.

We offer now the same rationale for additional preservation, restoration and rehabilitation work of this monumental church in the 21st century as was documented during the first feasibility study in 1978.

“The appeal, however, of the Lovely Lane United Methodist Church transcends its architecture. The monument is the home for a congregation rich in history, a history powerful enough to have moved Stanford White to seek out the earliest Christian symbols to express its significance. The descendants of the founding congregation banded together at the time of their centennial to erect a monument to emphasize their origins within this country. All other Methodist Churches in America could turn toward Baltimore, and could continue to appreciate and respect the tradition which began here, with Robert Strawbridge and Francis Asbury.

The church equally serves as a social symbol. It stands as the physical artifact of the relationship and the intersections of several extraordinary men realizing an extraordinary goal. John Franklin Goucher, internationally known churchman, educator and philanthropist, joined forces with Stanford White, soon to be internationally respected in the field of architecture…to provide a monument worthy of national recognition and acclaim.

Stanford White, along with John Franklin Goucher, created an urban monument in 1887--a monument in the sense that Lewis Mumford considered the term: “building of permanent value enriching the eye, sustaining the spirit…” Today’s attitudes towards disposability and planned obsolescence are difficult to integrate into such a building. Economic drains of such a monument may be great. Yet the cost-versus-benefit picture for this and all urban monuments must not be so narrow as to consider only shelter and functional space requirements. Monuments deserve more, for they provide more: “…the preservation and care of such monumental architecture finds justification not through arguments of present necessity, popular demand, or pure utility, but through the belief that they offer alternative suggestions to our concept of building and living in cities—the belief that part of the mandate given to architects is that our urban environment should be made visually and spiritually rewarding.” 2

This was the original mandate followed so relentlessly by Goucher and White. Through this philosophy, a segment of North Baltimore, signaled by the “massive gray stone tower…” became a religious and educational enclave. The tower still dominates the neighborhood, demonstrating the original success of White and Goucher, and signaling the continued influence and potential strength it holds for its surroundings.” 3

The church stands at the southern end of the large urban complex (now known as the Old Goucher neighborhood) envisioned by White and made possible by Goucher. Its tower is an anchor to the historic neighborhood around it. Today, Lovely Lane UMC serves an active congregation and the community in its neighborhood--including the Station North Arts and Entertainment District--and the City of Baltimore as a meeting place for cultural groups, civic organizations, youth ministries, recreational activities and artists.

In the second century of service to the community around it, Lovely Lane UMC seeks to continue the restoration efforts begun in 1982 (Page 11) to include the restoration of the multi-functional “Akron plan” Brannan Chapel (Page 9) and the 1930’s Fellowship Hall addition. Through restoration and rehabilitation, modern 21st century amenities will enable the church to open its doors to more cultural groups, artists, musicians, and other users as it continues to be an anchor to the neighborhood and city it serves.

CHAPTER ONE: Historic Background and Preservation Efforts

The current Lovely Lane is the successor church to the congregation's first Meeting House which was dedicated in 1774. It was at this modest one-room chapel where Methodism was established as an independent denomination during the Christmas Conference of 1784. Francis Asbury, the first appointed pastor to Lovely Lane, was also elected as the first Bishop of the Methodists. Today, Lovely Lane UMC sits not along the lane to John Lovely’s estate near downtown Baltimore but at the corner of 22nd and St Paul Streets in the heart of the city.

Between 1774 and 1883, the congregation moved six times, driven by growing membership, catastrophic fire, and displacement by Baltimore public works projects. The original Meeting House, located on Redwood Street in Baltimore, quickly became too small for the growing congregation. In 1786, the church relocated to its first Light Street church. After a fire ten years later, the church relocated to a lot across the street from the burned shell of the first Light Street church. There they remained in their new church until 1869 when the city widened Light Street and required the church to vacate the building.

In 1872, the church moved to its fourth location at Fayette and Charles Streets. Seven years later, in 1879, the city planned on expanding Fayette Street and informed the church that the building would need to be removed. The church faced, once again, a move to a new location.

The 1884 centennial of the founding of Methodism loomed, and the Council of Bishops envisioned a global “grand centennial” monument. Confronted with obstacles, the church turned to John Goucher in 1883. This well-traveled, well-established, 37-year old pastor would shepherd the congregation through many contentious decisions related to relocating the church.

Goucher helped select nine blocks of land north of the city’s boundary, in the same year, to be the location of the new church as well as a new college for women. Located in the County of Baltimore, congregants upset at the fact of their church being far from the city where they lived labeled the relocation project “Goucher’s Folly” and the “Cathedral in the Corn Field.” After much heated debate, the congregation voted to settle on the property in September 1883, following Goucher’s lead and his persuasive understanding of the city’s future.

Goucher turned to the architecture firm of McKim, Meade and White of New York. His selection, a nascent firm with little ecclesiastical work in its portfolio, was made initially by Goucher and later approved by the building committee. The architecture firm was already known in Baltimore for two new large residences in the city. All three architects had traveled extensively in Europe (as had Goucher) and looked to the old world to inform their designs.

While Stanford White's design would guide the plan for the main sanctuary, Goucher recommended to the building committee that the chapel design should be based upon the chapel design of the First Methodist Episcopal Church of Akron, Ohio. This hemicycle plan with enclosed alcoves provided the most efficient and functional space for the church’s future Sunday school, chapel services and fellowship events. This style of layout---which later became known as the “Akron plan” in church circles-- was Goucher’s own stamp on the architectural plans.

White felt that Romanesque style was a good fit for the church, given his past work in similar detailing and auditoria-style sanctuary spaces. In his response to Goucher’s letter inquiring about the selection of the architectural style, White, begrudgingly, explained his thoughts. He compared the 100-year old Methodists as a young denomination, relating them much to the early Christians of the third and fourth centuries in Italy. Those early Christians worshipped in Romanesque and Etruscan style churches. It was a good historical fit in White’s mind.

What resulted was a church architecture that is a complete blend of an ancient European style and modern American layout. The rusticated granite walls add to the monumentality of the building. A tall granite campanile tower based on Ravenna, Italy’s Santa Maria of Pomposa anchored the church complex. Tripartite porches, like the porches of Santa Maria of Pomposa, faced St Paul and 22nd Streets, giving parishioners a graceful way to enter the church. Once inside, the sanctuary was an oval-shaped auditorium—one of the first in the United States.

The interiors were a “quiet and rich” space where parishioners could be surrounded by a “worshipful atmosphere” of stained glass windows, richly colored walls, carpet and plush seating.4 The “atmosphere” enveloped the parishioner and set the stage for not merely observing worship but experiencing it fully through an intimately designed space. Just overhead was the breathtaking celestial painted dome representing the night sky on the dedication date of the building in 1887.

The raised dais, centered pulpit and backdrop of the presbyterium created the stage on which worship takes shape. These design elements--a momentous departure from traditional Protestant church forms--along with the horse-shoe shaped balcony, oval-shaped auditorium and theatre-style seating, created a symbolically Methodist space for worship. Many elements placed at the center of the dais were important to Methodist faith: Organ pipes representing the Wesleyan tradition of music and song; and the solitary pulpit representing evangelization through the reading of scripture and preaching. White responded to his client brilliantly!

Completed in November 1887, the church was widely received in the city as a beautiful monument. Critics hailed the church as…

“one of the happiest examples of the skill of [McKim, Meade and White] and almost if not quite a unique essay of theirs in Romanesque…” 5

and by the local paper…

“…the plans of the new City Station provide for all that any first-class house of worship can need, and it will be an ornament not only in the northern section of the city, but a house of worship of which Baltimore… may be justly proud…” 6

As time passed, the public’s taste for Romanesque style waned. McKim, Meade and White’s style of choice turned to the classical precedents of ancient Rome and Greece. Lovely Lane UMC stands as one of the few Romanesque church designs completed by the preeminent firm.

As with most historic buildings, time took its toll. In 1977 the trustees of Lovely Lane UMC made the momentous decision to restore the historic structure. The timeline below, prepared by Task Force member Duncan Hodge, documents the stages & scope of past restoration efforts (Figures 1-1 to 1-6).

CHAPTER TWO: Suitability of Building for Additional Preservation, Restoration and Rehabilitation

The major, and successful, restoration of the exterior masonry, new roof and interior of the sanctuary was completed over a twenty-year period. Since that time, the congregation has only been able to make minimum upgrades to the facility and keep up with most of the critical maintenance requirements. The congregation is fully committed to preserving the historic integrity of the previously completed exterior and interior spaces. It is important to note that all the exterior and major interior spaces have been fully restored or remain in their original condition, and have not been architecturally compromised.

However, as the building is approaching its 150th year, isolated roof leaks are being encountered and the exterior masonry is showing signs of needing further repair. Additionally, some mechanical systems need to be upgraded to more energy-efficient systems. Significantly, the one major space that has never been restored is the Chapel. It was the first portion of the historic building to be used by the congregation. Now it is planned that the Chapel space will be fully restored to accommodate space for a variety of new uses by the congregation and the community that includes the Station North Arts and Entertainment District in Baltimore City. The existing Chapel and adjoining classrooms retain their architectural integrity and were originally designed to allow for a great deal of flexibility. It is this flexibility that will prove to be a significant asset for the use of these spaces in the future. Research has already been accomplished to establish the original colors and finishes. With thoughtful and thorough restoration, the remarkable space will serve many different users long into the future.

Coincident with the planned greater use of the Chapel and Fellowship Hall by the congregation and the general public is the need to provide an appropriate means of handicapped access to the building. Current on-grade access is limited to an entry adjacent to the Ground Floor Museum and through various narrow hallways and up through an existing elevator (Appendix I, Drawings I-1 and I-2). Full access through a main point of entry is a critical issue.

Finally, the existing facility, particularly the main level, does not have adequate restroom facilities. In order to meet the requirements of increased use, there would have to be accessible facilities added at the main level (Appendix I, Drawings I-3 and I-4).

CHAPTER THREE: Adaptation of Building to 21st Century User Needs

Determining how to adapt our facility to 21st century requirements while not compromising the historic integrity of the property is a challenge. As noted in Chapter Two, the entire building essentially retains its original configurations and the spaces are intact. This provides opportunity for a clearer approach to integrating new use and contemporary requirements.

Of primary consideration to assure the sustainable future of the Lovely Lane UMC is to restore the Chapel and undertake a series of adaptations to support its use as a community resource. It is truly fortunate that this room was originally designed to be flexible. The extant classrooms can be opened up and incorporated into the full size of the space; original seating was moveable, and the semi-circular shape allows for a variety of configurations. The floor is flat and the dais, as designed, allows for religious services, speakers or musical performances.

In order to meet the needs of all members and the public at large, a handicapped access ramp can be added to the north side of the building along the property line to provide access to the main entrance used during the week and for public events. Minor changes would have to be made to the porch floor level, but all other conditions of the exterior of the building would remain intact. It will have little to no visual impact when viewed from St Paul Street (Appendix I, Drawing I-5).

On the main level, several areas currently used for storage can be successfully configured into additional restrooms to meet the current and future use requirements. Neither of these adapted areas will compromise the integrity of the extant spaces.

CHAPTER FOUR: Spaces for Restoration and New Work In order to facilitate and encourage an increase in the use of the building, certain areas within the church building have been identified as a priority. These spaces, discussed in more detail below, are key to the planned expanded use of the facilities.

I. Spaces for Restoration and/or Rehabilitation

A. Lovely Lane Museum (Page 11, 2018/2019)

B. Brannan Chapel - As discussed earlier, the Chapel area has remained in its original configuration and has not been restored. There are multiple issues to be addressed, both to undertake its restoration and to adapt it for multiple contemporary uses.

1. Restoration a. Assess Tiffany stained glass windows and make appropriate repairs b. Make all windows weather tight and repair sills and jambs as required c. Repair all interior plaster work and repaint in original color palette d. Repair, clean and refinish all woodwork at wainscot, doors and floors e. C. Fellowship Hall – This area of the building was added in 1930. It has served a major role both for the congregation as well as for outside users. While it is in generally good condition, it lacks the ability to accommodate a variety of new uses. As part of the outreach effort, the Fellowship Hall needs to be improved.

1. Restoration a. Refinish or replace floors and wood doors and trim b. Replace existing flat roof and provide structural components for new mechanical equipment c. Explore solutions to eliminate rain water damage at windows on the north side of the 1930’s building

D. Additional Restrooms – Over many years the lack of both adequate and accessible restrooms has been a hardship on the congregation. With increased use of the public areas of the building, additional and accessible fixtures need to be added to the main level of the building (Appendix I, Drawings I-2 and I-4).

2. Rehabilitation a. Provide two new accessible restrooms as part of the existing work room in office b. Provide new Men’s and Women’s restrooms adjacent to the Chapel and Fellowship Hall

E. Handicapped Access to Sanctuary and Public Spaces – Currently, the only accessible entrance is on the southwest corner of the building at the Museum entrance (lower level). It then requires travel through the Museum and along several narrow halls to the elevator (Appendix I, Drawings I-1 and I-2). With greater anticipated use by the public and the congregation, a more readily accessible entrance is critical for the church complex.

1. Restoration a. Restore condition of masonry, railing and stairs at main office and public access entrance at the northeast corner of the building b. Make necessary repairs to the existing basement windows along the side of the new ramp

2. Rehabilitation a. Construct new concrete ramp along the north side of the existing office area to access the existing porch (Appendix I, Drawing I-5). b. Make changes to the height of the porch landing (approximately 8”) and modify north wall of porch

F. Building Security – As with any facility, an overall sense of security is of major importance. The addition of contemporary devices such as cameras and lighting on the exterior will serve to limit unwanted trespassers and add to the general safety around the building. Additionally, the ability to secure certain portions of the building’s interior during public use will be equally important.

G. Gymnasium – In recent years the gymnasium area has increasingly served neighborhood schools and the adjacent community. The basketball court is approximately 40 feet by 60 feet and is a two-story high space. However, the support spaces that are adjacent to the court need upgrading to assure safe and continued use of the gymnasium area.

CHAPTER FIVE: Mechanical, Electric and Plumbing (MEP) Infrastructure Improvements

Two primary areas of the church building present the need for mechanical, electrical and plumbing (MEP) system upgrades. They are the Brannan Chapel and the Fellowship Hall. These upgrades, as detailed below, will be the core attributes of the building to accommodate increased use. Other areas of the building where systems and infrastructure need updating include the location of additional restrooms, gymnasium ventilation and overall electrical capacity.

A. The Chapel

1. System Options A complete modern heating, ventilation and air-conditioning (HVAC) system does not appear appropriate or wanted for use in the Chapel. The Chapel needs a system that can provide temperature control to limit temperature swings and provide ventilation. There is nowhere to hide the equipment and ductwork within the structure since the Sanctuary is to the East and the Museum is on the floor below.

The opportunities to condition the Chapel are going to be most efficient with a terminal unit type system. To heat such a space effectively with an air system would require duct work installation on the Chapel Main Level, most likely installed within the meeting rooms that surround the central core. A fully ducted system with a remote air handling unit and large ductwork does not seem feasible. A variable refrigerant system with wall mounted or floor mounted terminal units are the best option to cool the space. Continued operation of the existing heating system is encouraged due to the fact that nothing can heat such a space as well as the existing steam radiation.

2. Challenges The challenges to providing an HVAC system for the Chapel are the height of the space and the inability to hide ductwork/systems within the Chapel main floor level and the Chapel Gallery. Accordingly, it is recommended to use a system with either wall or floor mounted terminal units that are fed with piping from a roof-top unit. This approach will not require the installation of ductwork and can thereby be properly placed to be as in conspicuous as possible. Preserving the integrity of the great Chapel space is a critical concern (Appendix II, Figures II-1 to II-6).

B. Fellowship Hall

1. System Options Similar to the Chapel, the Fellowship Hall needs a system that can provide temperature control to limit temperature swings and provide ventilation. Additionally, there is no where to hide ductwork since it is a finished space with occupied spaces above & below.

The opportunities to condition the Fellowship Hall are going to be most efficient with a terminal unit type system. Since placing any ductwork in the area is not feasible, a variable refrigerant system with floor mounted terminal units would be the best option to cool the space. Continued operation of the existing heating system is also appropriate (Appendix II, Figures II-1 to II-6).

2. Challenges The challenges to providing an HVAC system to the Fellowship Hall relate essentially to the inability to conceal ductwork systems within the space. Accordingly, it is recommended to use a terminal unit type system that would be fed by piping from a rooftop unit. This approach would not require the use of ductwork and allow for limited visual changes to the existing space.

C. Additional Restrooms

1. Location Options New restrooms should be located in the area between the Fellowship Hall and the Chapel. Additionally, new restrooms should also located along the hallway outside of the existing office area (Appendix I, Drawings I-2 and I-4).

2. Challenges Domestic hot & cold water can be extended to the location of the new toilet facilities. The challenge is sanitary waste. If proper gravity flow cannot be provided from the toilet rooms a sewage ejector will be installed to pump sanitary waste to the public sewer system. The exhaust airflow should be collected & run vertically to a roof mounted exhaust fan above.

D. Gymnasium Areas

1. System Options The Gymnasium is located partially below grade. The relative humidity can be high during the summer months. To remove humidity from the air and add needed ventilation to the space, proper exchange of outdoor air is required or the use of a system to cool/dehumidify re-circulated air is needed. It is believed the most cost-effective way to dehumidify the gymnasium is to provide a humidity-controlled exhaust fan sized for 2,000 cubic feet per minute (CFM) on the back wall of the gymnasium and allow for the existing fan to operate in order to provide fresh air to enter the gymnasium (Appendix II, Figures II-7 and II-8).

2. Challenges The toilet rooms, locker area and classroom are also partially below grade. As they are upgraded, careful planning will be required because of the relatively low ceiling heights. The location of new lighting, plumbing from the office area and ventilation must be carefully coordinated prior to construction (Appendix I, Drawing I-1).

E. Electrical Service

1. Current System a. The church has the following two electrical services: 230-volt, 3-phase, 3-wire 1000 amp & 120/240-volt, single-phase, 3-wire, 1000 amp b. The 230-volt, 3-phase service supplies power to 3-phase mechanical equipment (condensate pump, fuel oil pump, electric heat) and the organ blowers. The 120/240-volt, single-phase service supplies power to lighting, receptacles, and single-phase mechanical equipment (pumps, unit heaters, and fans) c. Due to the two electrical services, the historic building is not in compliance with 21st century standards, which states that a building shall be supplied by only one service. Each service has a separate service entrance grounding electrode system.

2. Upgrade Options a. It is important to note that, based on the above scope of work for new air conditioning systems and ventilation systems, it will not be necessary to increase the existing electrical service to the building. b. Replace the two electrical services with a single 208Y/120-volt, 3-phase, 4-wire service. This is the reference used to describe configuration of the required transformer. c. Install an intersystem bonding connection between all external services (including telecom and cable) to minimize damage to equipment from induced voltage differences between the systems from a lightning or other surge event.

d. To minimize the need for lengthy extension cords when exhibiting artwork or giving presentations, provide receptacles throughout the main level of the Chapel. Where the Chapel floor is accessible from below, consider using poke- thru assemblies for floor mounted power (and data) receptacles. Ceiling mounted presentation equipment in the Fellowship Hall will require unobtrusive access to power receptacles within the space. e. Locate receptacles at the perimeter (at the base of the railings) in the Chapel for temporary lighting for exhibits and presentations.

CHAPTER SIX: Furniture, Fixtures and Equipment

What makes Lovely Lane more than just the sum of roof, walls and floor is the reality that the building has always been a tool. It is a vessel out of which pours the work and ministry of the people who use the facility. It is vital, therefore, to consider that among the building needs are those things, which go inside the building itself. These will be the moving parts that will make the facility into a hub of sacred activity and community.

The restored and renovated spaces will need to be furnished and equipped to support the uses currently envisioned as part of the master plan, while remaining flexible and adaptive to uses that will evolve and emerge through time.

As the Building Renovation Task Force has clarified its master plan, the known uses can be predicted to fall among four general categories:

1. Church Use: worship, education, tour support, historical presentation, mission work, weddings and funerals

2. Community Use: public meetings, hearings, forums and athletic activities

3. Performance Arts: music, theatre and dance

4. Fine Arts: gallery and installation exhibit

It would be unrealistic to strive towards a facility that can be all things to all users. However, there are enough common needs among the four categories that a highly useful and flexible plan of furnishing and equipping can be made. In support of these uses, the following can be considered, as priority needs.

A. Furniture – A primary need will be movable/stackable chairs, along with the rolling racks to accommodate them. While the church already owns a supply of folding tables, additional tables will be needed to accommodate the added space and use. There has already been a demonstrated desire for round tables able to seat six or eight persons (Appendix III, Figures III-1 and III-2).

The Chapel space has an existing historic podium that should be restored for use. Additional modern (lighter and more portable) podiums should also be acquired for the Chapel and Fellowship Hall (Appendix III, Figures III-3).

B. Audio/Visual – A supply of microphones will be needed for almost any user – even if only for the purpose of public announcement. Video projection is a modern necessity, and projectors will be needed in both the Chapel and Fellowship Hall (Appendix III, Figures III-4 to III-7).

The Fellowship Hall is already equipped with a large-scale projection screen over the stage. In the historic Chapel, it will be necessary to engineer a concealed screen – which perhaps could be lowered behind the stage area – without interfering with the historic roll out blackboards that are a popular highlight in building tours.

In both the Fellowship Hall and the Chapel, a system of speaker units will be needed.

C. Lighting – As with the sound package, lighting may consist of both a house system (which would be harmoniously integrated into the historic space) and an “at-need” system which is portable and can be set up and configured differently for specific performance needs.

The in-house lights will need to be easy to operate (with a simple on/off option and ghost light) and be able to provide good overall visibility for meetings and worship use. Additionally, there needs to be basic highlighting on the stage for simple use, as well as lighting at the Hilbrand Roosevelt tracker organ. There will need to be lighting for the alcoves and for the upstairs gallery which can be controlled either from the central location or from those spaces (Appendix III, Figures III-8 to III-10).

D. Display/Performance – Even as plans for the renovation were in the earliest stages, the Fellowship Hall and Chapel were already being used for gallery and exhibit space. It being clear that demand for this use will only continue to grow, there needs to be accommodation to display hung art and photography as well as mixed-media and even quilts.

A series of free-standing movable wall dividers should be available – in enough supply to “transform” the Chapel into an art gallery. A small supply of plain display pedestals will also be needed for sculpture and artifacts. A system of platforms and step units will be needed to extend the size of the stage for larger performances and theatrical presentation (Appendix III, Figures III-11 to III-13).

E. Miscellaneous – To outfit the above uses a number of other kinds of support items are needed. These include; walk-off matts, coat racks, tablecloths, extension cords and cables, information and brochure racks, donation boxes, register stands, and signage.

F. Integration – Even though many lighting and sound elements will be movable, such furnishings will need to be taken into account in the Mechanical-Electrical (MEP) systems planning (Chapter Five). Microphone and speaker jacks will need to be located throughout the space to allow for flexible configuration. Likewise, there will need to be a number of lighting outlets which are fed into the patch system so that lighting set up does not requires hundreds of feet of temporary cabling.

In so many ways, it is easier to make plans for a facility that has a single use that is dedicated and predictable. Furnishing and equipping Lovely Lane’s Chapel and Fellowship Hall areas for many uses is more challenging – but also more exciting. The opportunity presented by this space, at once both historic and modern, is great enough that we can see why Dr. Goucher reimagined the plan for this part of the building almost at the last minute. It is Lovely Lane’s design that the outside skin, which is so solid and strong, should contain an interior that is open and inviting. Most first-time visitors are surprised when they walk in to find a space that is not what they were expecting from the outside. With this restoration and rehabilitation, Lovely Lane takes that energy one step further, to the time when visitors may find the interior of the Chapel looks different each time they come.

CHAPTER SEVEN: Implementation

In the previous sections of the report, each general building issue was isolated with related work and recommendations developed on their own merits. That allows an evaluation to be made on every issue on an independent basis.

The attached Estimated Cost of Construction (Appendix IV) was developed to identify overall costs and to assign those costs to the various major components of the Plan for Preservation: Restoration and Rehabilitation, including the Chapel, Fellowship Hall, Accessibility Ramp, Additional Restrooms, Security and Furnishings.

In the case of Lovely Lane UMC, the typical prioritization around Emergency Repairs, Restoration or Rehabilitation may not be applicable. Because of the overall structural stability of the building and the congregation’s continued focus on making incremental repairs to the systems, there are very few “urgent” repairs needed.

However, all of the work outlined in this document relates directly to the long-term viability of this congregation and its use of this facility. One must also recognize that a project of this size and complexity will necessarily be phased in over a period of years.

It is also advantageous that, with the exception of the mechanical systems for the Chapel and Fellowship Hall, other phases of the work are essentially independent of each other. This allows for some flexibility in the phasing and may be driven by various fund-raising efforts.

Based on the above and the continuing increase in use of the facility by various groups, the following priorities are recommended:

A. Additional Restrooms – Currently, there are far fewer facilities that are available on the main floor of the church than are needed. The addition of these new restrooms would appropriately allow for the increased use with minimal disruption to the on-going activities.

B. Accessibility – As discussed in Chapter Four, increased use of the facility and better accessibility for all with disabilities require a more grade-level entrance to the building. Again, the proposed ramp can be constructed with little interruption to current activities in the church building. This component, along with the new restrooms and the previously installed elevator to the basement and upper levels, will make Lovely Lane UMC more accessible and useable far into the future.

C. Security – With the increased use of the facility, security considerations should be given a high priority. Not only is this needed to address exterior access, but it is also needed to be able to isolate certain areas within the building and provide limited upgrades to the fire alarm systems. Items such as exterior lighting and cameras will be installed. A review will be made to evaluate other interior security issues and possible separation of certain spaces from public access.

D. Brannan Chapel – It is clear that the Chapel is the centerpiece of this overall project. Not only is the space a most remarkable architectural accomplishment, but its restoration will provide for the continued increased use of the entire facility. The costs here represent approximately 50% of the entire fundraising goal. Accordingly, it is appropriate to recommend certain phasing within the Plan for Preservation: Restoration and Rehabilitation for the Chapel.

1. Phase A – A thorough detailed survey of the existing Tiffany windows of the Chapel (archtop, eyebrow and attic dormer) should be made. Appropriate repairs should be made to avoid moisture penetration damage to sills and frames and to assure that the stained glass in the Chapel is in stable condition.

2. Phase B – A review of the condition of the wood doors and frames should be made. This work phase should include the exterior doors and repair to the South Tower Stairs. (Appendix I, Drawing I-2). The goal here is to allow a secondary access/egress point to the Chapel. The South Portico can be used for access to the Chapel and Fellowship Hall making the building more welcoming for larger events.

3. Phase C – This effort should focus on the infrastructure required for the Chapel and the Fellowship Hall. The upgrading of the electrical installations and the routing of the piping for the air-conditioning systems should be put in place. With Phases A, B & C completed, the full restoration of the Chapel can begin.

4. Phase D – This Phase will require limiting the utilization of the Chapel for an extended period of time. The space will have to be scaffolded so that access to making plaster repairs and painting can be undertaken. It is fortunate that the congregation, in previous renovation work, had the paint colors selected to match the historic palette.

5. Phase E – The final phase of the Chapel Restoration includes the installation of the air- conditioning terminal units and installing the new carpet. This phase shall also include the final selection and purchasing of furnishings to include chairs, display panels, specialty lighting and audio-visual equipment.

E. Fellowship Hall – The principal element of the Fellowship Hall work is the installation of the new air-conditioning system. Depending on the fundraising sequence, the actual roof mounted equipment and roof replacement can be accomplished once the remainder of the Chapel interior is completed. However, the option exists to install the equipment during the Chapel – Phase C above. Additional work should include repair and refinishing of the wood floor and addition of specialty lighting for the existing stage area.

F. Gymnasium – Once again, this work can be accomplished with little disruption to other activities. Upgrading the plumbing for toilets and showers should be coordinated with the work associated with the Additional Restroom task.

There are two types of Variable Refrigerant Systems. You have a heat recovery system and a heat pump system. The heat recovery system allows some terminal units to be in cooling mode while others terminal units can be in heating mode. The second type of system is a heat pump system. A heat pump system has the entire system in either cooling or heating and not both. In our opinion, a heat pump system will be the most cost-effective system for the Chapel. We do not envision rooms needing cooling and others needing heat.

Variable refrigerant systems can deliver cooling to some zones and heating to others, with no reheat needed (an air-source system is shown here).

The heat rejection equipment should be installed on the flat roof of the 1930’s addition adjacent to the air-cooled chiller. The piping system is not limited for this installation. The total system length can have a height differential of 100 feet between components and a horizontal pipe length separation of over 3,000 feet.

An outdoor air unit served by the same variable refrigerant system and the steam system should be installed in the to provide ventilation air to the Chapel. If the Chapel is pressurized, this will prevent excessive heating and cooling requirements due to infiltration of air. Additionally, the historic nature of the building still requires the installation of outdoor air ventilation.

A. Furniture

The preferred the style for seating would be what are commonly called known as “Chapel Chairs” which are sturdy, padded and have back pockets.

At least eight round tables would be needed for the Chapel area. An addition supply of rectangular tables will be needed to provide serving, ticket-taking and other support functions. Tables will need to be of an attractive folding style. Appropriate rolling racks will also be needed.

It may be prudent to obtain a podium that includes a self-contained microphone and speaker system, which would enable more independent use of the space by groups that do not need to access the in-house A/V systems and to have the church supply personnel to operate the house system.

B. Audio/Visual

A basic microphone kit might include: at least three dynamic cardioid mics for preaching, lecture or public forum; three condenser mics for singers; two wireless lavalier or personal headset mics for speakers and presenters who want to walk around; and three hyper-cardioid dynamic or ribbon mics for table-top and panel discussion. Of course, such audio equipment will require a variety of floor and table-top mic stands and cabling.

For the Fellowship Hall, a video projector could be ceiling mounted. For the chapel, the video projector will need to be portable (with stand) and bright enough to overcome daylight (while the social hall has black-out curtains, the large stained-glass windows of the chapel do not make black-outs practical). Laptop stands should also be provided for each projector.

Audio engineers need to determine if any elements of the sound system may be shared between the spaces, but it seems likely that separate amplification and board-control will be needed for each space since it is imagined that they may be used concurrently should do further study. Of course, in the Chapel, care (and expense) will need to be taken to ensure that the speakers are of a high-efficiency small-profile design and integrated into the space as unobtrusively as possible. It is also likely that a number of portable speakers will be needed that can be set up in an “as needed” configuration for events that are more sound reliant (musicians, singers, presenters, etc.). Such speaker units, being temporary, could be bulkier and more practical than attractive.

C. Lighting

The at-need system would require a mix of ellipsoidal spotlights (with a throw of up to 60’) and Fresnel lights. New LED technologies may offer lighting units which are lighter and more flexible than have been available in the recent past. A system of standing trees and cabling will support the at-need lighting.

In theory, the existing light controller system in the sanctuary can be expanded to include additional rooms. In practice, however, that system is already out-of-date and includes non-supported parts and technology. A new dimmer, patch and central control board system would therefore be necessary for the renovated spaces.

Clarifications & Qualifications Lovely Lane Accessibility Ramp Schematic Design 10/24/2019

The following clarifications, qualifications and assumptions are an integral part of this Schematic Design Price and are provide to aid in evaluating our understanding of the project.

1. General Conditions costs are not included in the SD as they are part of the base contract. GC’s are based on a project duration of 8 weeks.

2. The building permit is to be provided and paid for by Owner.

3. The cost of utility connection fees and any other charges assessed by the city, county, state or federal agencies are not included.

4. The cost of temporary power and heating is by Owner.

5. Prevailing wage rates are excluded.

6. Subcontractor payment and performance bonds are included for contracts over $200,000. Per previous agreement, Lewis fee is not included on these payment and performance bonds.

7. Independent testing and inspection services are included as a $5,000 allowance.

8. All costs associated with BGE, BGE service upgrades, Verizon, Cable TV and other private utility companies will be paid by the Owner. The cost of electrical consumption for construction purposes will also be paid by the Owner.

9. The identification, handling, abatement, removal or disposal of any hazardous materials is excluded.

10. The cost of an independent commissioning agency (if required) is excluded.

11. Removal of rock, unsuitable soils and unforeseen underground obstructions are excluded. This estimate is based on excavated soils being suitable for reuse in fill areas.

12. We include a $3,000 allowance for electrical.

13. We include filling in 2 existing windows. No interior renovations are included.

14. We included a pour in place concrete ramp with some precast panels in viewing areas.

Tom uses his background as a mechanical engineer, his current pursuit of an MBA degree from the Johns Hopkins University Carey School of Business, and his experience building major institutional construction projects to guide construction documentation and cost estimation. He advocates for the client from the earliest stages of planning through the completion of a project to ensure money is spent wisely. As a seasoned project manager, Tom works on a variety of projects, from renovations to new construction, and uses lessons learned to help manage the owner’s risk as the project moves through its various stages.

Cailin is a masters of public policy graduate of the Johns Hopkins University Institute for Policy Studies. She is responsible for fundraising and grant writing in support of our projects. Her recent work includes community impact assessment of capital projects funded with New Markets Tax Credits. Cailin is a journalism undergraduate who brings a unique perspective to the process of identifying funding sources and crafting intelligent arguments to compel capital sources to support projects with great missions. She previously worked in City Hall of Baltimore City, direct for the City Council President. She brings knowledge of local government to any client needing an insider’s perspective on jurisdictional support.

As the managing member of Cap Ex Advisory Group, Russ guides business and real estate owners through a myriad of financial, environmental, and market risks that confront the acquisition, ownership, construction, and development process. Russ bundles a unique combination of aesthetic training and analytical rigor, a pecuniary advantage to any owner’s decision-making process. Mr. Robertson is a LEED Accredited Professional, a registered architect, an MBA recipient from the Wharton School at the University of Pennsylvania, and a leader of several efforts to improve the built environment.

Jonah leverages his background in venture capital, nonprofit consulting, entrepreneurship and operations to bring a creative and nontraditional lens to capital project funding and management. Jonah holds an MBA from the Olin Business School at Washington University in St Louis. Prior to joining Cap Ex, Jonah helped launch Catalyst for Good, an incubator providing technical assistance and resources to nonprofit organizations. He managed due-diligence operations for the seed-stage venture capital group Seedfunders, and managed opportunity zone development projects on behalf of individual investors along Florida’s Gulf Coast.

Jennifer Ruffner, Director Maryland Heritage Area Program Maryland Historic Trust 100 Community Place Crownsville, MD 21032 2-10-2-2020 Re: Application Requesting MHAA Capital Grant for Improved Access to Historic Lovely Lane Church Dear Ms. Ruffner, I am the State Senator representing the 43rd legislative district in Baltimore City. My district includes one of the historic treasures of our State, indeed of our nation, Lovely Lane United Methodist Church. I write in support of its congregation's efforts to expand its' building's use to better serve its surrounding community and to promote a more widely shared experience of its beauty and history by heritage visitors. One of the features of the first phase of construction is to build a street level handicapped accessible ramp to support equitable use and visits to the structure that is on the National Register of Historic Places. I fully endorse Lovely Lane Church's request for $75,000 for a MHAA matching capital grant to ensure the ramp is completed in the first phase of construction. I applaud Lovely Lane undertaking a two-phase project to upgrade and preserve its building and underused space to host more arts, educational, civic, and community programs, while also preserving its historic architectural presence. With a pending capital grant of $250,000 to launch this effort from the national Lilly Foundation, I am very hopeful this community center initiative will be a success. Baltimore City is in need of this type of revitalization, leveraged by public sector support. There can scarcely be a more worthy use of State funds dedicated to historic preservation and tourism.
