1. Title: AN ORDINANCE PROVIDING FOR A SEPTAGE MANAGEMENT PROGRAM FOR THE CITY OF CEBU, PROVIDING FEES AND IMPOSING PENALTIES FOR NON-COMPLIANCE THEREOF.

2. Declaration of Policy: It the policy of the City Government of Cebu to adopt measures to protect the health of the people and the environment by controlling, managing, and regulating the storage, collection, transport, treatment, and disposal of septage or sludge from various sources.

Coverage: the entire territorial jurisdiction of the City of Cebu, …shall apply to all buildings and structures, public or private, residential or commercial, institutional or industrial, proposed, planned or existing, as well as all kinds of sea vessels whether foreign or local, private or government-owned, found within the municipal waters of the City generating domestic sewage.

WHY is septic haulers accreditation system necessary?→ To ensure private haulers to have experience and expertise as well

as equipment to handle septage appropriately

→ To prevent septage leak in the middle of the city and charge them if it happens

WHY is manifest system needed?→To check whether or not environmentally sound septage collection

and transport are implemented by private haulers

→To understand and record how much septage are collected, transported and treated in the target area

→To confirm how much money paid by whom along the septage flow of collection, transport, and treatment

→To prevent illegal dumping.

WHY is Septic Tank Inventory needed?→To detect non-compliant septic tanks and individuals (e.g. no

desludging when required, septic tanks without septic permit, non-conforming septic tanks).

→To understand how many & which properties are without septic tanks.→To find septic tanks needing the required desludging (collection

points).→For the future comprehensive septage management planning.

WHY is Septic Permit needed?→To ensure that newly constructed septic tanks have complied with

septic tank construction criteria.→To improve existing septic tanks. (Existing tanks constructed prior to the

effectivity of the Ordinance are given 2-3 years to comply. Incentive scheme being explored thru IRR for people who secure septic permit prior to the 2-3 period.)

Communal Septic Tanks

WHY are Communal Septic Tanks needed?→ Communal or shared septic tanks can be used alternatively,

whenever feasible, particularly for existing clustered structures that are highly dense and characterized by lack of or inadequate land space.

The design and the manifest of ownership and joint maintenance of communal septic tanks shall require prior approval from the City.
