Portland International Auto Show

Oregon Region SCCA was well represented at the Portland Auto Show in late January. Several race cars, a video display, brochures and hundreds of Loud Pedal magazines greeted the thousands of attendees who visited the exhibit.

Helping staff the Rose Cup exhibit along with Rose Festival person-nel were several SCCA members including Carol Ross, Ali Mont-gomery, Ron Bennett, Paul Aragon, Tony Hufford, Mark McGirr and Daniel McGirr, Jim Murray, Todd and Jenny Harris, Kristen Moore, Mark Offenbacher, Kim Kuzma McFarland, Erin Ebelmesser, Bob and Chris Brands, Ashley Sider, Jeff Deering, and Levi.

Cars on display included Nick Fluge’s #7 Trans-Am Corvette (above), Steve Smith’s #66 VW Bee-tle, Monte Shelton’s #57 Porsche, and the Cindi Lux Viper. Among the exotic cars show attendees admired were a slew of Ron Tonkin Ferraris and Maseratis. More pictures follow on page 6. Photos also appear on the Oregon Region Facebook page.

Dear Editor:

You did a great job on the Dan Hall story. Thanks for doing that.

Many of you know that our friend and long term racer Dan Hall died last November. You may also be aware that he was the force behind acquisition of the trailer for our tech volunteers.

The tech trailer will be dedicated to his memory as the “Dan Hall Tech Center”, and new graphics to note this have been ordered. Joe Harlan and I have contributed a small amount toward the cost of these graphics, and the Region will fund the balance.

Nevertheless, I ask that all who remember Dan consider sending a small contribution to the Region offi ce to reimburse the Club for this cost, and with the hope that there will be funds left over to be directed to the Tech Fund or the Worker Fund in his memory.

Thank you.

Lans Stout

years SCCA has contributed to the Invest-ment account. Typically SCCA would take out a margin loan on the Investment ac-count to provide operating income over the slow winter months and that is not

So I’ve been in the Area 13 Director job since early December. Two whole months and 2 formal SCCA BoD meetings. De-cember BoD was interesting. The format is Thursday new Director orientation briefi ngs, then Fri/Sat new directors get to listen and express opinions, but not vote. Sunday new Directors are “sworn in” and now our votes count and the old di-rectors are gone. Our second BoD meeting was all day Wed and Sunday morning of the recently completed SCCA National Convention in Las Vegas.

The BoD is an interesting position. It’s a real corporate governance position cover-ing policy and directions, compensation, committees, and responsibilities (includ-ing all important ethics) that go with it. About ½ the cur-rent BoD are active Club racers and at least one Pro race team owner.

By now all of you should be aware of the state of Club fi nances. Basically the Club is in good shape fi nancially. Revenue was up over pro-jected, with income from Trans AM and agreements with SCCA Pro Racing for services contributing to the bottom line. Net operat-ing income was ~$190K for SCCA Inc. ~$107K for Enterprises, ~$ 120K for Pro. SCCA also has invest-ment accounts (think mutual funds), which rebounded very nicely during 2009. 2009 was the fi rst time in

necessary this year. So fi nancially we are doing well considering the overall state of the economy, membership numbers, and revenue.

Hello everyone, and welcome back. I missed you all in January, but the December/January months are particularly hard in the accounting business—as are the months between January and April 15! So be nice to your accountant, they’re doing the best they can.

Speaking of Spring (and we defi nitely were), a new year means a new rally season! We’ve got events coming up pretty quickly, so I’ll just do a brief run-down for you:

First off, we’ve got the Doo Wops Rally in Aberdeen, WA on March 6-7. Hopefully we won’t have the serious snow we got last year on the second day—rally tires do not clear snow from the treads as easily as snow tires, but it does make for a more interesting drive. This event is always a favorite for competitors, because the roads are so wonderful and varied. The Doo Wops website, www.doowoprally, has been updated with the latest spectator and worker information. As always,

Oregon Rally Group is taking a stage crew or two up to work. This is a great event for learning the ropes, so if you’re interested in working, please contact me and I’ll get you in contact with our stage captains.

After that, we’ll put on our fi rst RallyCross of the year on March 28 out at the Washington County Fair-grounds in Hillsboro. I would expect there to be rain, mud, some sun, and slippery conditions, and a lot of huge smiles and big stories. If you’ve ever wondered what it is we’re doing out there, come and see! We’re always eager to welcome new people and talk about rally and RallyCross, and it’s a very easy sport to get into. No special equipment is needed; we have loaner helmets, and as long as you clean out the interior of

your car (i.e. take the fl oor jack out) and pass our tech inspection you’ll be good to go. You’re on your own with cleaning your car afterward, though.

April 2 is the fi rst of Cascade’s Friday Nighter series, starting from the K-mart parking lot out in Milwaukie just off I205 and hwy 224. Check Cascade’s Geargrind-er’s website at www.cascadesportscarclub.org for more information including the rules and schedules.

Our area’s fi rst big National stage rally event occurs in April with the Olympus Rally on April 22-23. Our own big Nation-al stage rally event occurs in May with our Oregon Trail Rally on May 14-16—I’ll talk more about these events next month.

That’s all I’ve got for now; I’ve got some work to do on the rally car to get it ready for our upcoming events, so I’ll see you down the road!

Among the “new” things for 2010 is pro-cedures regulating sound levels published in the National Solo rules. It is not manda-tory for regions to implement these proce-dures, but I understand they will be used at some big events in 2010.

The limit that was selected for use was chosen by the rules makers (Solo Events Board, primarily) such that it primarily tar-gets the worst offenders. Where required for particular sites (such as San Diego), a lower limit will be listed in the supplemen-tal regulations.

Oregon Region will be using these recom-mended procedures (as best we can) to enforce the sound limit listed in the rule-book.

Being more than just a number, I’ll give the full specifi cation: 100 decibels, mea-sured on the A weighted scale at 50 feet from the course with the meter set to “slow response”.

Based on the experiences of other regions, this appears to be roughly comparable to the Club Racing restriction at PIR of 103 decibels with the meter set to “fast re-sponse” (other parameters are the same.)

Accurately measuring sound from a single source seems as much an art as it is a sci-ence. The sound energy scale is standard but the ability of the air to transmit the sound is not.

A car that is 90 decibels on a warm sunny afternoon may be 95 decibels on a cool and foggy morning. Two cars on course together can skew a reading, as well.

Refl ected sound (an echo) is a third prob-lem that can make a reading artifi cially high. Because of all of these uncertainties, it is wise to know your car will be under a limit rather than think it will be.

To that end, we will be measuring sound at our events and providing the informa-tion to our competitors. We will start at our practice event.

We aren’t looking to change the way things are going at our events so much as to in-crease awareness about sound levels and work towards an understanding of how to accurately and consistently test for sound levels.

It is not our intent to send somebody home while we are working the bugs out.

Also, know that Oregon Region isn’t the only local club that is actively measuring sound levels.

The Emerald Empire Sports Car Club has published that their 2010 events will have a

Andy Howe, Solo II DirectorEmail: [email protected]

Sound!

Solo II Report

sound limit of 97 decibels measured ac-cording to SCCA Solo recommended pro-cedures.

This means that if your car passes the EE-SCC requirements, you are probably good at the Oregon Region events.

No one likes to talk about sound restric-tions, but it is becoming part of reality for Solo. The Club Racers have dealt with it for a long time and I feel it is time for Solo to take up the matter.

There is no good reason to annoy our neighbors and risk damaging the hearing of our workers when a reasonable alterna-tive exists.

If you have questions or concerns about this, please drop me a line.

I don’t know Randy Pobst, but I wish I did. In case you don’t know, Randy is the very accomplished racer who writes the column “Pobst Position” in the SCCA’s Sports Car monthly magazine.

Randy seems truly a grassroots guy who came up through Solo and the cockpits of various scruffy race cars (by his tell-ing) and is now a multi-year champ of the Speed World Challenge series. He’s also a great face of enthusiasm every time he’s interviewed on TV, and outruns most ev-erybody in any car he drives.

We can relate. Anyway, a recent column of Randy’s struck a nerve with me that I felt I should pass on. (Cutting to the chase, this is about car prep).

Randy wrote about the requirement, in his race series, that every driver demonstrate for offi cials that he can extricate himself from his car in 15 seconds, this in case of a fi re.

This may seem like a theoretical exercise until you remember that we had more than one fi re last season, and a memorable pho-to of Howard Gaffney in Turn 11 wielding a fi re extinguisher.

So it’s not just an exercise; it could hap-pen to you. As you prepare for the coming season, give it a thought. Try climbing out in a hurry…just to make sure you can when you need to. Our pre-season tech day is set for Saturday, February 20 at PIR from 10 to 3; I realize that by the time you read this, that date will be pretty close so if your car’s not ready by now, it may be too late; but if not, bring the car out and make your fi rst race weekend less stressful. Also on February 20 Friends of PIR is holding an all-day event with various ac-

tivities so there’s a reason to come to the track even if your car’s not ready to be tech’ed. The “Track Opening Day” will start at 7 am with a Nature Walk; there will be paced laps for street cars and later on, the Porsche Club has a track day in the af-ternoon.

So there’s something for everyone all day; racer or not. The fi rst race weekend is March 5, 6, and 7 as you probably know; Friday and half day Saturday are for our annual racing school program (eight students signed up at this writing) and the rest, the fi rst Regional of the year. Obviously we hope for a fi ne weekend weather-wise. While you register for the race weekend, you might notice that there is no increase in entry fees this year; our budget looks like it’ll work on that basis. The “early bird” discount continues for entries sub-mitted 10 business days before the event. We did make one change, which adds a $25 fee on paper or fax entries.

Now that we have MotorsportReg.com as our ally, the entry process is greatly streamlined, but the paper entries still re-quire special handling, hence the charge. If it’s any consolation, be aware that the $25 goes into the worker fund to support our worker appreciation programs.

If you haven’t tried the online registration, give it a shot. Once you establish an online profi le, it’s really easy; the side benefi t is that you can also check out who else is en-tered on the weekend. Your closest rivals, however, may wait and make a “stealth” late move to enter. As you probably know, this season we’ve also scheduled a date at Oregon Raceway Park in Grass Valley in October. At this point, we’re planning a site visit to co-

Boy Scout Motto: Be Preparedincide with the Team Continental week-end May 21-23; this to see how the track works for racing and what support is need-ed. Should be an interesting time so mark the calendar and come along? Watch this space for more in the future. Your writer worked a couple of shifts at the recent Portland Auto Show and en-joyed talking with racing prospects and regular (normal) folks.

We who are immersed in the race scene tend to forget that many people not only don’t know about our race weekends, but don’t realize that the track is a public facil-ity; a park at which they are welcome and can enter for free.

Each of us should keep that in mind and remember to invite friends and neighbors on that basis; who knows when we’ll fi nd another enthusiast, worker or fan? Meanwhile, the racing season has begun in the warmer climates and some of us were fortunate enough to take advantage in Cal-ifornia (just after the deluge) in January. Gets the juices fl owing and builds antici-pation for the season to come.

The blue SRF 66 acquitted itself well though not as quick as we’d like; but a good start to the season.

The weekend was not without its dramas, though; in the fi rst 15-minute qualifying session we were following four different SRFs who spun just in front of us, and were passed by an FF who caught fi re, then pulled over to disembark at a corner station with the engine ablaze.

So maybe the Randy Pobst 15-second drill is worth trying, after all. And how’s YOUR fi re bottle? It’s a jungle out there. Good luck to all with your cars and we’ll see you on track.

CALL TO ORDER – The meeting was called to order at 7:00 pm by RE Dan Halloran

REGIONAL EXECUTIVE INTRO – Dan advised that his main topic of discussion this month would be regarding the 10% drop in membership that the region has experienced. MEMBER/NEW BUSINESS COM-MENTS – Todd mentioned that SCCA overall has had an 8% drop in membership overall.

COMMITTEE & OFFICIALS REPORTS

REGIONAL OFFICE REPORT – Office Staff & Hours

Karen worked 64 hours + 12 PTO in De-cember.

Continuing to work minimal hours during non-race season.

One of the two drivers who were indebted to Oregon Region has paid.

Karen provided the following financial re-ports which were reviewed by the BOD:

OR. Region Year to Date Budget vs Actual Jan –Dec 2009 OR Region Balance Sheet as of Dec 31, 2009 Road Racing Balance Sheet as of Dec 31, 2009 Road Racing Income Statement Budget vs Actual Jan – Dec 2009 Road Racing Budget DRAFT Jan – Dec 2010

TREASURER REPORT – Absent

LOUD PEDAL REPORT –. Absent (re-port via e-mail)

Picked up two additional advertisers for January issue, which will go to printer this weekend. Two other new possibilities but might not make this issue.

Expect full roster of LP advertisers back by Feb. or Mar. at the latest.

Working on advertising/sponsorship pack-ages and will likely have two race week-ends sponsored, but will have better idea once the proposals are distributed.

DIRECTOR’S REPORTS

SOLO II REPORT – Andy presented the 2010 budget for Solo with a projected loss similar to last years. They hope for a break-even season but want to be pre-pared.

Dan H. questioned Andy as to if increasing their entry fees would be beneficial. Andy feels that any increase would definitely create a loss in entries.

RALLY REPORT – Absent DIRECTOR I & II REPORT – Peggy and Kim have decided that they will work together this year on the planning of the year-end awards banquet. They are pres-ently scouting out sites centrally located and will advise their findings at the next meeting.

ROAD RACING REPORT – Jim advised that the Supps have been completed and he thanks Todd for his assistance on this task.

Jim, Todd and Karen have drafted a budget for 2010 but will make one more review of it before presentation to the BOD.

Entry fees were discussed. The, “Early Bird” discount will continue to be in ef-fect for those entering 10 days prior to the event.

In addition, faxed or paper entries will now carry a $25 processing fee, which will be passed on to the worker fund.

Two meetings of note: Chief’s meeting on Sunday at Jim’s house. PIR users meeting January 25th at PIR

PAST REGIONAL EXEC – None

ASST REGIONAL EXEC - Dan present-ed the Vintage Norpac schedule of five events that will happen at five different tracks in the NW:

May 29-31 Pacific Raceway in Seattle

June 11-13 PIR

Aug 28-29 Bremerton

Sept 10-12 Thunderhill

Oct 23-24 O.R.P.

REGIONAL EXEC – Dan hopes that we can commit to pay more attention to reten-tion of members. We need to provide more personalization to new potential members and find out what the workers feel would help keep their ranks full.

He also thought that he would create a pre-sentation to give at some of the local ser-vice organizations that he frequents.

Jeff suggested that we call some who have dropped and question their reasons and see how we can improve on retaining them. Dan asked if Karen could provide this in-formation and then members of The BOD could contact them.

Jim said that he would address an Ambas-sador Program at the upcoming Chief’s Meeting and see what they suggest as a vi-able solution. He also felt that if we could create a better list of e-mail addresses per-haps we could communicate better.

Andy wondered how many who had dropped were actually inactive before they decided not to renew.

More to be discussed on this issue at the next meeting.

Adjourn M/S (Dan M/Jeff) M/PRespectfully submitted,Mary Thompson

Key to this success was SCCA National Office departments and operations and SCCA subsidiaries (Enterprises and Pro) watching budgets and managing efficient-ly. SCCA is projecting a balanced budget for 2010 and close to the same revenue fig-ures. That’s the good news. The less than good news is SCCA mem-bership is dropping. To address this SCCA National Office has worked hard to roll out 2 new (or revised) programs. The first is focusing on individual incentives by increasing the incentive for individual referrals and restarting membership con-test. Costs for this program are covered by entry fee tax on race entries. 1st place: Skip Barber race School, 2nd place tires donated by Tire Rack, 3rd place, SCCA merchandise credit. Second part of plan is to incentivize the individual Regions to recruit and retain members via a reduction in sanction fees if membership new recruit and retention targets are met.

At my company we don’t have problems or issues. We have “opportunities” or “challenges”. SCCA has many challenges ahead of us that will need to be worked. The National Office in Topeka gets their operating income primarily from member-ship dues and the Runoffs. Regions derive most of their income from event participa-tion. The two different revenue models are not necessarily always aligned. The BoD has a number of different committees and the Planning Committee has been tasked

to look at the overall Club Racing national racing program from a systems-level view, keeping in mind the changes in one area (Runoffs) may impact another (Region en-tries).

SCCA communication outreach is another area that needs to be worked, many of us feel the SCCA web page is outdated and not competitive in effect or visuals with other member clubs, it’s schizophrenic between serving existing members (or offi-cial) vs. new recruit/new member oriented and these are 2 very different things. Ditto for Sports Car. The BoD spends a lot of time on Road Racing and GCR and CRB issues (probably because about ½ of us are active racers), but needs to consider Solo, the biggest single SCCA demographic participation-wise and Rally (Cross and Road) as well as Race.

One of the things I would like to focus on is how do we strengthen existing pro-grams in Regions and how do we kick start new programs in Regions that don’t have them? Rally Cross and Solo are important programs that need support and help bring lots of needed exposure to the Club. We all know the SCCA is a bunch of gray haired old guys and gals, programs like Solo and Rally Cross (they are the youngest SCCA demographic by far) can help bring young(er) blood into the Club.

Something else to really think about as well is Tire Rack Street Survival. Every Region with their respective programs, Rally, Solo, or Race should be looking at putting on at least 1 if not 2 Street Sur-vival schools. If you haven’t looked, a lot of the overhead (things like registration, payment, scheduling, course syllabus and handouts, banners) is taken care of in the national support program. It does take a local organizer and local instructors and a limited number of workers to pull off, but it’s very rewarding, excellent public-ity, break even at worst financially, and it might just save a life or two on the street! If you want to ship this off to your local Region publication for general distribution that’s cool. If you need a different format (like pdf) just let me know. If you edit, just don’t quote me out of context Nothing in here is confidential. Over the course of the next few years I will try to update the Regions in Area 13 periodically, and of course you have my contact info and can ping me if there are issues, questions, or concerns.

All for now.Todd ButlerSCCA Director Area [email protected]@coho.net503.712.6063 w503.754.0988 c
