Local Literature
The rapid move over recent decades to a global knowledge economy,
driven by constantly evolving information and communication technologies, has
created significant economic and social opportunities. Equally it is creating
enormous challenges, confronting countries with the need to rethink their
educational and social systems. (Kozma 2005). It is the responsibility and
obligation of every institutions and universities to implement the high quality of
education for the students to be productive and resourceful citizens of their
respective nations. The excellence of educational system of a nation can be
measure through the merit of the students they may produce after the long period
of time of studying. It is also the students task to play their role in pursuing their
studies because they are the hopes and keys in the success of their territory
where they belong. Students should signify the importance of studies because
they are not only the beneficiary of education after all but indeed, the entire
nation. The collaboration of the nation, institutions and universities, teachers, and
the students will be the best instrument to attain the individual goalssuccess.
Teacher Education Institutions (TEI) should produce complex, skilled, and
outstanding educators whom may lead the carrying and spreading of knowledge
to the students all over the world. To achieve this, it is well recognized that
Teacher Educators need professional development, not only in technology skills
and applications, but also in new pedagogical methods of incorporating
technology into the classroom. (Carlson and Gadio 2002, Snider, 2003). In-

service programs broadens the linkage of the teachers basic knowledge and
field of professionalism.
