Paragraph-6 The bidder may quote a lump

sum price for the digital content for class

IX/X/XI/XII. Government of Meghalaya shall

be free to use the digital content in any

number of computers at the 117 project

schools. Government of Meghalaya shall

reserve all the rights for the copyrights and

the IPR of the application/digital content

developed including source code and

relevant documents.

Generally, publishers own the copyright and IPR of

their own and is not shared with any one else.

However, it can be licensed on the basis of number

of users. Here it is suggested to remove this

particular clause ans also clarify total number of

users or systems which shall access the Digital

Library Application. It shall also help in reducing the

overall cost of procurment

All contents must have licencing period for a minimum of 2 years . Copy

Rigths and IPR will be not be required.

Any numbers of usres can access the application and contents, however only

10 number of devices will be given accessing right.

per the list the number of books is 120 for all grades

(9th to 12th) but in the tender document calculation

of books given is confusing

goods offered have

i. been in production/installation for at

least 3 years, and

Request this point to be changed in to

i. These are technology products and if we need to

offer the latest technology the same product cannot

be in production for the last 3 years. So kindly

change to " been in production/installation for at

least 3 years for similar items" and

i) " been in production/installation for at least 3 years for similar or

equivalent items".

Content and books a minimum of 300

schools over the last three (3) years

ii. As regards the Digital Library application, you have

asked a customised application will be designed

newly for you, as such it is not possible for the same

to be in operation from last 3 years. Regarding

contents and books, these are also new books ( since

syllabus has changed) as such it is also not possible

for the same to be in operation from the last 3 years.

ii. The features for the application as mentioned in Section-3 . cluase 1.1

(Teachnical Criteria , Sl.No A- Digital Library Application) are standard

features for any standard Digital Library.

The number of schools is duced to minimum 200 from 300.

iii. Been in operation for a minimum of 3 years

iii. Also, the operations of the solution cannot be

there for last 3 years iii. The firm should be in operation for a minimum of 3 years

Some Bidder have pointed out how to quote on

digital contents, since as per Price Schedule for

Goods in the bid document, digital contents has

been asked to quote on lumpsum.

Bidders must Quote Digital content on a lumpsum price for a minimum of

600 contents, Atlases,Dictionaries,Encyclopedias.Bidders are free to provide

additional contents without incurring any extra cost.
