th ISI-World Statistics Congress

held last August 21 to 26, 2011 at Dublin, Ireland.

The Congress brought together more than 2,000

statisticians from all over the world to listen to

papers on statistical issues and concerns ranging

from census of population, census of agriculture,

CPI, statistical governance, statistical education,

official statistics, theoretical researches, among

others.

RD Homecillo also presented the technical paper

authored by Ms. Mary Ann Magtulis of SRTC,

Philippines as the latter could not make it to the

conference. The paper was entitled “Housing Needs

Framework Using Census Data”.

Civil Registration Matters

Paper presentations highlighted the three-day affair, focusing on laws, court decrees, and legal instruments affecting marriage in the Philippines, learning on marriage registration as shared by civil registrars, marriage concepts and procedures, important facts and figures on Philippine marriages, experience on cancellation of Certificate of Authority to Solemnize Marriage, improved systems for use of solemnizing officers, and other issues and concerns faced by solemnizing officers.

NSO-NCR Director Lourdes V. Homecillo was one of the paper presenters in the convention. Her paper was entitled “NSO Experience in the Cancellation of CRASM of Solemnizing Officers”.

The NCSO is an undertaking organized by the NSO and is being held every two years. The last one was held in 2009 at the SMX Convention Center in Pasay City.

The 7th National Convention of Solemnizing Officers

(7NCSO) was held last August 2 to 4, 2011 at the Ilocos Norte Convention Center. The convention‟s theme was "Quality Civil Registration in Support of National Development Goals".

A total of 1,379 participants attended the event. The number included 628 local civil registrars; 271 priests, pastors, imams, and other solemnizing officers from various religious sects and denominations; 156 mayors; and 11 judges. Other attendees were local officials and other people involved in the solemnization and registration of marriages.

The participants were welcomed by Laoag City Mayor Michael V. Fariñas who was represented by his wife Chevylle V. Fariñas. The keynote message by Socio-Economic Planning Secretary and National Economic and Development Authority (NEDA) Director General Cayetano W. Paderanga was delivered by his representative, NEDA-Region I Director Leonardo N. Quitos, Jr. In his message, Secretary Paderanga pointed out the vital role of solemnizing officers in building families and the importance of marriage statistics in realizing national development goals.

On employment unemployment and underemployment In the Philippines, the employment rate in July 2011, or the proportion of the employed persons to total labor force, was estimated at 92.9 percent. Among the regions, the National Capital Region (NCR) recorded the lowest employment rate at 89.1 percent. NCR registered a two-digit unemployment rate of 10.9 percent, highest among the regions and higher than the national figure (7.1%). For the underemployment rate, the National Capital Region recorded 14.4 percent, lower than the national figure (19.1%).

CPI in NCR Consumer Price Index (CPI) is the percent change in the average prices of goods and services commonly bought by a group of consumers from the base period. CPI of NCR for the third quarter of 2011 registered an erratic trend. From 170.4 in July 2011 the CPI decreased to 170.2 in August 2011 and went back to 170.4 for the month of June 2011. The inflation rate in NCR experienced upward trend for the third quarter of 2011. Inflation rate in July 2011 was 4.3 percent and decreased in August 2011 (3.8%) and went up to 4.7 percent in September 2011. Purchasing Power of Peso

(PPP) registered at ₱0.59 for the third quarter of 2011.

About three babies born every minute

There were 1,745,585 live births registered in 2009.The figure decreased by 38,731 or 2.2 percent from the 1,784,316 live births reported in 2008. An average of 4,782 births occurred daily which is around 199 births per hour, or three babies per min-ute.

The top three regions with the highest number of live births were in Luzon area. These are Region IVA - CALABARZON with 266,688 live births (15.3 percent of the total), followed by National Capital Region with 265,774 (15.2% of the total), and Region III - Central Luzon with 204,148 (11.7% of the total).

Crude Birth Rate declined by 0.8 percentage

points

The Crude Birth Rate (CBR) decreased from 19.7 per 1,000 mid-year population in 2008 to 18.9 per 1,000 mid-year population this year. About nine (9) out of 17 regions in the country had a CBR value greater than the national CBR.

All regions decreased in the CBR value except for Region XI, where it increased from 19.3 in 2008 to 20.1 in 2009. The biggest decrease was in Region IX, from CBR value of 16.5 in 2008 to 14.2 in 2009.

Three out of four births are medically attended

Around three-fourths (74.0%) of the total births in the country were medically attended either by a physi-cian, a nurse or a midwife. The percentage of medically attended births increased from previous year's value of 70.9 percent.

More than half or about or four (4) out of the seven (7) births attended by health professionals were under the care of physicians (736,173 or 42.2%).

Four in every ten babies are born illegitimate

Around four in every ten babies were born illegitimate. This is about 711,079 or 40.7 percent of the total births recorded. Out of the total 711,079 illegitimate babies more than half or 64.6 are recorded in Luzon.

One for every ten births are born to teen-age mothers

About 195,662 (11.2%) live births were born to mothers under 20 years old. This means that one for every ten births was mothered by teen-agers.

On the other hand three out ten babies were sired by mothers aged 20-24. This proportion of births was the biggest among those were sired by mothers in 5-year age groups. The median age for mothers giving birth was 27.0 years.

Registered deaths increase by 3.5 percent in 2009

About 5.2 deaths per thousand population occurs in 2009

Reported deaths in 2009 reached 480,820. This was 3.5 percent higher than the previous year's result of 464,581 resulting to a crude death rate (CDR) of 5.2 deaths per 1000 population.

Male deaths (279,513) outnumbered female (201,307) deaths, resulting to a sex ratio of 139 males per 100 females for the year.

The top three regions in terms of the number of deaths were in Luzon-- National Capital Region (67,031 or 13.94%); Region IV-A (66,916 or 13.92%) and Region III (56,290 or 11.7%).

One out of five deaths are caused by disease of the heart

Diseases of the heart were consistently the top leading cause of deaths with 100,908 total death occurrences or 21.0 percent. Cerebrovascular disease (56,670 or 11.8) came second in rank, followed by malignant neoplasm or commonly called "cancer" (47,732 or 9.9%).

About three-fourths (356,062 or 74.1%) of the total deaths was attributed by the top ten leading causes of deaths.

Out of the total 480,820 deaths in the country, about two-thirds (322,612 or 67.1 %) of deaths reported were not medically attended.

Infant deaths is more than twice the

number of deaths in ages 1-4

Deaths among infant is more than twice (21,659 or 4.5%) the number of deaths in ages 1-4 (9,837 or 2.0%). More males died among infant that females resulting to a sex ratio of 137 males per 100 fe-males. The lowest number of deaths occurred at age group 10-14 with 4,892 or 1.0 percent of the total. From age group 10 - 14 to 80 and over, the num-ber death continuously increased and drops at age group 75-79 but again went up at 80 and over.

The median age at death was 62.7. For the males it was 59.6 while 67.9 for the females.

Registered marriages totaled 492,254 in 2009, an increase of 1.2 percent

There were 492,254 marriages registered in the country in 2009, an increase of 1.2 percent from the 2008 count of 486,514. This is a reverse trend, wherein in previous years, the number of marriages was declining in the country.

Among regions, NCR top the list with 14.5 percent of the total marriages in the country, while the least was recorded in ARMM with 0.3 percent. Both NCR and ARMM remain in the same position in the previous years.

Women preferred to marry at ages 20-24 while men at ages 25-29

As in previous years, the trend shows that women marry at a younger age than their men counterpart. In 2009, more than one-third (36.8%) of bride got married at ages 20-24, while for the groom (34.8%) at ages 25-29.

Number of teenage brides down by 1.5 percent from previous year

A total of 64,946 teenage brides recorded or about 13.2 percent of the total marriages in the country, a decline of 1.5 percent from the 2008 count of 65,958. The number of teen brides is almost five times more than the teen grooms.

Civil rites still preferred by Filipinos

Marriages celebrated through civil rites numbered 218,361 or 44.4 percent of the total marriages reported during the year. Wedding ceremonies in Roman Catholic churches got the second highest with 170,502 or 34.6 percent of the total reported marriages.

Tribal rites is on the rise

As compared in previous years, it can be observed that marriages under civil rites showed a declining trend from 2006 to 2008 but in 2009 it increased by 9.4 percent. Tribal rites show a positive trend and, increasing by 75.1 percent in 2009. On the other hand, marriages in Roman Catholic show a negative trend and it decreased by 3.3 percent in 2009, while Islam showing a positive trend from 2006-2008, but it decreased by 16.6 percent in 2009.
