These offices make up the NCR Regional Census Coordinating Board. The resource speakers were NSO Administrator Carmelita N. Ericta, and NSO Deputy Administrator Paula Monina Collado. The other speakers were composed of RCCB- NCR Executive Officers Dr. Corazon Bautista-Cruz, Mr. Virgilio A. Castro and Mr. Rizalino Jose Rosales. Present during the forum were the primary television stations, i.e. NBN 4, BBC 5, GMA 7, RPN 9, IBC 13, and UNTV 37, radio stations like the DWDD AFP Radio, DZRB Radio ng Bayan, DWBL, DWSS, and DZRJ as well as in print media like the Philippine News Agency, Manila Newsweek, Inquirer, People’s Monitor Newspaper, Piras Newspaper and the Philippine Information Agency. Administrator Carmelita N. Ericta, Deputy Administrator Paula Monina G. Collado, and NSO-NCR Regional Director Lourdes V. Homecillo were interviewed successively by the members of the tri-media relative to the conduct of the 2010 CPH. Population Data and

Good Governance by: Florfina A. Perez

Good governance, among others, is a significant issue of sustainable economic development. The concept of good governance has gained significant attention in the world especially in the last decade, but in recent years good governance has attracted the attention of economist, politicians, lawyers, national institutions and the institutions of World Bank. Some controversies have been found on the concept and importance of good governance but it can be considered as a prerequisite for economic growth and development. Population data gathered by the National Statistics Office is very significant to policy makers, educators, business and industry, social scientists, other research and community leaders. Data on birth registration, literacy, school attendance, overseas worker, usual occupation, kind of business and industry, religion, citizenship, housing units, among others, are used as bases their social and economic development plans and programs to identify key threats to sustainable development and explore possible approaches to addressing them. Population size is only one of the factors considered as determinants of good governance aside from peace, democracy, economic openness, unemployment, budget deficit, health and education. These factors demonstrate a significant influence on good governance. To my own point of view, population is not the problem in our country. It is more of the system of governance and the politicians and the people who are electing them into office. If you put honest and trustworthy public servants in government to run and serve the people, it will still move forward, regardless of the population size. So population data is one important indicator for monitoring sustainable social and

economic development.

The editorial for this quarter’s issue features the winning entry during the Essay Writing Contest and 2010 CPH Photo Contest conducted by NSO-NCR during the 70th NSO Anniversary Celebration.

NCR V interviews Vice-President Elect Jejomar C. Binay

NSO-NCR V headed by PSO Levitico I. Balajadia opened the 2010 Census of Population and Housing enumeration by interviewing Vice-President Elect Jejomar C. Binay in Makati City Mayor’s Office.

Ms. Milagros B. Censon, enumerator, interviewed the political icon of Makati City. After the interview, PSO Balajadia and his personnel congratulated Mayor Binay for leading in the nationwide canvass.

NSO-NCR II conducts 2008 NDHS Data Dissemination Forum The district conducted the 2008 National Demographic and Health Survey (NDHS) Data Dissemination Forum at the PBS Hall, Sta. Mesa, Manila last April 7, 2010. The forum was attended by representatives from the different offices in the local government of Quezon City. The participants included two discussants: Dr. Rosalinda Marcelino, Regional Director of POPCOM-NCR, and Dr. Judy Gilda Martinez from the Quezon City Health Department. PSO Danilo Cubinar, Ms. Aurora Reolalas, Statistician V of NSO-VSD, Ms. Benidicta Yabut, Statistician IV of NSO-DSSD, and two other NSO-NCR II staff were the presenters. NSO conducts 2010 CPH Forum for Chinese Community The NSO-NCR I (Manila Office) held a Press Conference and Forum on the 2010 Census of Population and Housing (CPH) last May 5, 2010 for key officials of the Federation of Filipino Chinese Chamber of Commerce and Industry Incorporated (FFCCCII), representatives of leading Chinese dailies, Chinese school officials, and others from Chinese community associations. The forum was held at the FFCCCII Building in Binondo, Manila. NSO was represented by Administrator Carmelita N. Ericta, Deputy Administrator Monina Collado, Director Lourdes V. Homecillo of NCR, Belen Razo, Provincial Statistics Officer of NCR I, and other officials from the Central Office departments. The highlight of the forum was the presentation of the background of the 2010 CPH which was delivered by Administrator Carmelita N. Ericta. She underscored the importance of the census data for the major users, as

follows: government, businesses, research and academe. Administrator Ericta also pointed out that the 2010 Census results will be submitted to the President of the Philippines at the end of this year for proclamation of the population counts by barangay. She then appealed for the support and cooperation of the Chinese community in Manila by way of providing accurate information to the census enumerators during their house-to-house visit to interview the households. All the FFCCCII officials and other participants were handed brochures, and other CPH dissemination materials.

CPI in NCR Consumer Price Index (CPI) is the percent change in the average prices of goods and services commonly bought by a group of consumers from the base period. CPI of NCR for the second quarter of 2010 registered an erratic trend. From 164.6 in April 2010 the CPI dropped to 162.9 in May 2010 but increased to 163.2 the following month. The inflation rate of NCR experienced upward trend for the first quarter of 2010. For the second quarter, the inflation rate fell to 5.3 percent in April 2010, 4.6 percent in May 2010 and further down to 4.1 percent in June 2010. Purchasing Power of Peso (PPP) registered at P0.62 for the first quarter of 2010 and slightly decreased to P0.61 in the second quarter of 2010.

On employment unemployment and underemployment In t he Ph i l ipp ines , the employment rate in April 2010, or the proportion of the employed persons to total labor force, was estimated at 92.0 percent. Among the regions, the National Capital Region recorded the lowest employment rate at 88.2 percent and the highest unemployment rate. The region r e g i s t e r e d a t w o - d i g i t unemployment rate of 11.8 percent, higher than the national figure (8.0%). For underemployment rate, the National Capital Region recorded 9.7 percent, lower than the national figure (17.8%).

FOREIGN TRADE STATISTICS OF THE PHILIPPINES: 2009

2009 Top 10 Exports Accounted for 74.2 Percent of Export Receipts

Accounting for 74.2 percent of the aggregate export revenue in 2009, receipts from the top ten exports totaled to $28.537 billion, posting a 22.6 percent negative growth from $36.857 billion in 2008.

Electronic Products continued to be the top earner with a 57.7 percent of the total exports or a decrease of 22.2 percent from $28.501 billion in 2008 to $22.182 billion.

Articles of Apparel and Clothing Accessories followed with a share of 4.0 percent and an aggregate receipt of $1.525 billion or 21.7 percent lower than the $1.949 billion in 2008.

Woodcrafts and Furniture ranked third with a share of 2.5 percent, posting a negative year-on-year growth of 15.9 percent to $958.77 million from $1.140 billion in 2008.

Ignition Wiring Sets and Other Wiring Sets Used in Vehicles, Aircrafts and Ships, contributing 2.0 percent of the total export receipts, was RP’s fourth top export in 2009 with sales amounting to $752.05 million, reflecting a decrease of 16.6 percent from $901.88 million in 2008.

Cathodes and Sections of Cathodes of Refined Copper, accounting for 1.8 percent share, ranked fifth with export receipts of $687.98 million or a drop of 47.5 percent from $1.309 billion in 2008.

Rounding up the list of top ten exports for 2008 were Other Products Manufactured from Materials Imported on Consignment Basis, worth $668.02 million, up by 1.7 percent; Coconut Oil with an export value of $594.51 million, down by 42.8 percent; Metal Components amounting to $481.43 million or a decline of 16.7 percent; Bananas (Fresh) with proceeds billed at $360.22 million, fell by 11.2 percent; and Tuna, worth $326.94 million or a decrease of 13.5 percent from $377.81 million in 2008. (Final Results)

The final results show that the total number of approved building permits for residential and non-residential in NCR for the year 2008 was recorded at 14,925, comprising 14. 1 percent of the total number of approved building permits for the country at 106,076 for year 2008.

The total floor area for approved building permits for residential and non-residential in NCR for 2008 was estimated at 5.7 million square meters, representing 32.6 percent of the total floor area for the Philippines which was estimated at 17.4 million square meters.

Aggregate value of construction for the approved building permits for residential and non-residential was estimated at P63.4 billion in 2008 for NCR.

Need for Family Planning From the 2008 National Demographic

and Health Survey

Desire to delay or stop childbearing

More than half of married Filipino women (54%) no more children. Another 19 percent want to wait at least two years before their next birth. These women are potential users of family planning. Another 9 percent are already sterilized

Informed choice

Family planning clients should be informed about the side effects of the method used, what to do if they experience side effects and other methods they could use. About two-thirds of women received each of the these pieces of information the last time they began using a modern contraceptive method. Among women who were sterilized, 93 percent were informed that sterilization is permanent.

Exposure to family planning messages

More than three-quarters of women aged 15 to 49 saw family planning messages on TV, and almost half heard messages on the radio in the several months before the survey. Women with no education and those living in the poorest households are the least likely to have heard any family planning messages.

Unmet need for family planning

Unmet need for family planning is defined as the percentage of married women who want to space their next birth or stop childbearing entirely but are not using contraception. The 2008 NDHS reveals that 22 percent of married women have an unmet need for family planning - 9 percent for spacing and 13 percent for limiting. This marks an increase since 2003, when only 17 percent of women had an unmet need. The increase in unmet need is due mostly

Ten steps to be undertaken in the correction of an entry in a civil registry document in cases not covered by RA 9048

1. Contact a lawyer who will prepare the Petition for correction of entry.

2. Lawyers shall file the Petition in the Regional Trial Court.

The fee for filing the Petition in the Regional Trial Court is P160.00.

3. The Petition will be raffled and assigned to a branch of

the Regional Trial Court. 4. The assigned Regional Trial Court shall issue an Order

for the publication of its Order in a newspaper of general circulation for three consecutive weeks. Fee for publication varies.

5. The Order contains the date of the first hearing. 6. During the first hearing, the lawyer will present

compliance of the jurisdictional requirements like publication of the Order in a newspaper of general circulation.

7. After establishing compliance with jurisdictional

requirements, the petitioner will be presented in Court to testify. The Court may assign the Clerk of Court to receive evidence.

8. During the hearing, it is possible that an oppositor may

appear contesting the Petition. If no oppositor appears, the Clerk of Court will receive the petitioner’s evidence.

9. After presentation of evidence, the Court will rule on the

Petition. 10. If the decision is favorable, the Court will order the Office

of City Registrar to correct the entry in the civil registry document (birth/marriage/death certificate of the petitioner).

NSO hosts the 5th

National Workshop on Civil Registration NSO hosted the 5

th National Workshop on Civil

Registration last August 3 to 5, 2010 at the SMX Convention Center, SM Mall of Asia, Pasay City. The workshop’s theme is “Tamang Registro, Lahat Panalo”. participants included local civil registrars, civil registry personnel and other stakeholders. The workshop aims to be a venue for exchange and sharing of experiences and practices among those who take part in the civil registration processes in the country. It further aims to provide updates in the implementation of civil registration in the country. Specific topics discussed during the workshop were the following: (1) Barangay Civil Registration System (BCRS); (2) Batch Request Query System (BREQS) Experience at the local government unit (LGU); (3) Frontline Service; and (4) Philippine Civil Registry Information System (PhilCRIS).

The Memorandum of Agreement was signed by NSO Administrator Carmelita Ericta and NSO Director Lourdes Hufana with SM Retail SVP for Controllership Ricky Lim and AVP for Business Center Operations Dennis Yaw at the Prestige Lounge of SM Cubao. SM Business Centers can now facilitate the application, processing, and releasing of copies of civil registry documents.
