In October of 1968 the s. P. A. Journal, SQ capably edited by Balmont Faries, scored a philatelic scoop with an article by Rolph Strieder concerning the "THE GREAT BI':E II' ER L~KE LOCALS". lllustrated were some twentyone "labels", plus some of the nine souvenir shee·ts and t!-J.ree postal stl';ltion~.)~y it=:'l.ms.

The story of the landlocked ships -was well known and this proftlsion of obviously philatelic labels crea-ted quite a stir. Need.:. less to say, none of these labels was valid for postage. Mail pl':lssiug through theEgyptian post required normal adhesives.,

At the time it seemed a great lark; sailors whiling away the endless hours. A creative interest fo-r franking intra-ship ma.;i.l. But was it all in sublime innocence or a calculated scheme ? It may have been idle pastjme forthe sa:ilors but at least one person has· made commercial overtures with limited sup-

ply. A few covers found their way complete with ship rnarkL1gs, with or without Egyptian franking, to the homeland. Those without a normal franking were destined for Germany & bore an Air Mail label 11Mit Luftpost" possibly carried inter.nally by the sh~ppine owners or: th~ir agents., Now, nearly two years later we find the real joker. THESE LABE:LS A.!i.E NOT READILY. AVAILABLE, IN ANY QUAliT'I'fY, TO 'rHE STAMP COLLECTING PUBLIC • . The fa et that at least one o:f.' the men aboard ship was philateltcally knowledgeable (substantiated by the variety and markings on the emissions, Le., the postal stationery, souv~nir sheets, etc.), and the events that follow lead us to bel -teve this may have been coldly calculated for personal gain. Henee the very limited supply and a-· seemingly rigid control.

itor, together with Mr. Joseph

Schirmer, of New York, has attempt

ed several methods of obtaining examples

of these labels, on or off cover. Regist

ered mail to the ship's Hasters brought no reply

.and in fact we can't even be certain they were deli

vered. In any event, they were not returned nor did we

receive the customary receipt requested for registered deli

very from the Postal Authority •

Mr. Schirmer was more fortunate. He managed to contact some one in

Germany. Subsequently he was offer· a "pacf:age deal" ' consisting · of 35 covers~ all nine souvenir sheets and

one coiJ111emora ti ve card -. The price for ·all this beautiful junk ? A cool $635 (U .S.) - take it or leave it. Since no

one answers letters, and the material is generally not available, we have only this

to say- "If any material, from any source, ever deserved :.he "BLAGK ·BIDT", this is it.

U. A. R. 0 'f F I C I A L I 5 5 U E COMMEMORATIVE GUID·E

We have just received, through the courtesy of· MOHAMED IBRAHIM SOBHI, Chairman of the Board of Directors of the Postal Organization, an interesting and informative journal "UNITED ARAB REPUBLIC (Egypt), Commemorative Stamps, 1952 -1969" •

This book in colorful c:over of Green, White Red and Black, the National Colors of the Republic, consi3ts of 45 pages, in Arabic, French and English plus 17 plates with good ill'.lstrations of a 11 of the stamps issued duriDE\_ this period.

The text includes, in chronological order, and working back from 1969, listings of each issue with the dates, quantity and denominations issued.

. . The policy of the Postal Authority is clear-ly spelled out in a 14 point program. Adherenc;:e to this program will insure that no Egyptian emission will ever be subject to the "Black Blot"$

In addition, we must co~en~ on the cooperation we have received from the Postal Authority and with the disps tch given to ne w issues. As a result 'we often have been ablr3 to .. have the information in your hands long before most of the Nation:jl philatelic PresS' ca'n set their type. We a re proud of this singular achievement

However, everyone has a gripe; we have two which we outline below. Perhaps our friends in. Cairo (Philatelic Society of Egypt, can bring them to the attention of the Postal Authority'l

l. On the colorful printed '::Jrochures :i:ssued by the Postal Organization announcing their new issues, no mention is ever made of the artist or designer.· We are interested.

2a We rarely find a clear,· clean First · Day cancellation. Since we reproduce these each issue, usually strenghtening by hand, care here would aid us materially.

With a little consideration to the se mbor deficiencies, we believe that the Postal Authority in Cairo could rank with the best in the world •

PIRFINI. • •

EgyptlaiJ

This well may be an elementary question to anyone 1..Jho knows the answer • it is a mystery to me.

For a good many years, Eg.vptian definitive postage stamps h.'l.ve been found with two letters p3rforated into the face. These are in the same man'1er as the well- known, and catalogue recogni zed, Sudariese Officials where in "S.G." .is p1n~tured: see Zeheri (1967) page 368.

My earliest example is a 2 Mill, green, of the 1921 Ha rrison issue (Zeheri No . 56, on page 68) - with three letters punctu:'ed in two lin3s, t o wit:

• • • • • • • • • •

• • •••

• • •

• • .. •••

Next i s the 40 Mill, 1927-3.4 po~trait issue (Zeheri No. 112, page 84 ) - punctured with larger letters in one line, na:~nely:

•••• • .. . • •

• • ••• • •• • • • • •

Then, among the 1937 -/+4 Boy King, or First Farouk issue, I have a l Mill perforated 11 P. 0."; this is different from the others i n that the ~:rforated letters are rendable vertica l ly, rather than horizontally, as on the others. A 5 Mill of the same issue, is perforated "0 B". Three additionsl examples are on the 5 Hill with the letters "S. ·B .11

as illustrated.

By W. F. B i I I ens

• •• • .. .. . : .

••• • • ... • • : .... Finally, a 4 Mill value of the thJ·ee bar overpdnt (Zeheri No. 188 ), p:-..lge 113 hr:J.s the same ns. B. n found on the Boy King Issu·::.

All this represents a time - span of thirtythree years ! I have not sought out these items, so the fact that I have accumulated eight. would lead me to b3lieve they are i n reasonsbly pleT!tif'ul supply .

What are they ? Some kind of fiscal or other non-postal use ? Some type o~ security measure resorted to by very large postage users to prevent pilferage of . their s t arnp supply ? Is anyone making a .study, in the manner of . Peter Feltu s work with the flscals, or has a write - up already appeared in the Eg;rptian philatelic pres3 ?

* * * IN MEMORIAM - L. DEGRDVE POTTER

A few short months ago we heard. from a fine philateli.st advising ~s of his intention to do an article for Topics. Twenty years in retrospect, covering his varied, but highly specialized interests. ·

A retired attorney of White Plains, New York Mr. Potter had maintained a life long interest in philately, collecting, in ad.dition to his specialized Egypt, such countries in the African area as: Labuan, Chad, North Borneo, and the Fre~ch ~ Belgian Congo!"

As we go to press, Vlord has been receiv~d from Mrs. Potter of his death. We ~tend our sincere sympathies to Mrs. Pot

ter.
