The Contents Assessment Center (CAC) has been designated by the “Framework Act on the

Promotion of Cultural Industries” as a center which evaluates the economic value of cultural content

for investments and loans. In the current financial market, the value of cultural content is usually

determined by tangible assets and financial statements of the company, not by the content itself.

The CAC has the goal of helping companies in the cultural industry to raise capital based on project

assessment, which weighs more on the features of the cultural content and less on the financial status

of the company.

The CAC has been offering assessment services in games, movies, broadcasting, and animation genres

since 2016. The contents assessment service is divided into two parts: grade assessment and economic

feasibility test; grade assessment rates components, such as stories, production team, characters, etc.,

of the cultural content, and the economic feasibility test evaluates the estimated sales and profitability.

Timewise Investment manages Contents Assessment Fund, which reviews and invests in projects

assessed by the CAC. The CAC also signed the MOU with the Export-Import Bank of Korea to help

KIPA(Korea Independent Productions Association) was organized to perform two key parts with the

sponsorship of Korea government. One is construction dedicated facilities for digital broadcasting

program production and the other is running educational institute to train up qualified human

“ON TV” is the result of the rebranding of the oldest private television channel “TAN” in Kazakhstan.

December 1990 — foundation of the TV company “TAN” in Almaty. The status of television is urban.

March 1, 1991 — the first broadcast of the television company took place. The first leader was

Leyla Beketova-Khrapunova. The main revenues of the television company came from private ads.

Journalists on the channel worked Aidar Zhumabaev, Galina Pak, Marat Asipov, Birzhan Salimbayev,

Askar Alimzhanov, Yerzhan Barmankulov.

In 1999 the channel was headed by Bakhytzhan Ketebaev. With the change of leader, the information

policy of the company changed. The main role in the company's television network began to play

news.

March 29, 2002 — the channel was interrupted for technical reasons.

September 16, 2002 — the change of ownership of the television company “TAN”, he became

Armanzhan Baitasov, at that time the owner of the media holding 31 channel. Yerzhan Baitasov
