The Two TreatiesThe TEU sets out what the Union is.
• It says why the EU exists and what it stands for• It says how the EU is set up, and the relations
between its constituent parts and institutions• It lays out how you can join and how you can
leave.
The TFU will set out what the Union does. • It explains the policies• It explains how these policies are carried out

III - Provisions on institutions
• The European Council becomes an official EU institution and gets a full-time President
• Creation of a High Representative of the Union for Foreign Affairs and Security Policy / Vice-President of the Commission

A group of 9 Member States (one third) can decide to go ahead in an area where others are unwilling.

Changes to the TFUMajor innovations
• Innovations on foreign affairs issues constitute, form a practical point of view, without doubt the most important innovations
• These should also help bring closer the national and European levels in foreign affairs
• Solidarity clause, in particular in case of terrorist attack or natural disaster

• High Representative of the Union for Foreign Affairs and Security Policy is new
• She is Vice-President of the European Commission and President of the Council on Foreign Affairs
• High Representative to be assisted by an external action service (scope to be decided)
• The EU’s Delegations are formed on the basis of the +/- 135 former Commission Delegations and 2 Council Offices.
