The problem – why is it so difficult …..
For creators
− to express rights?
For users
− to find the rights owner of a piece of content?
− to negotiate permission to use a piece of content?
The answer?
A complex and often interdependent mix of issues
− Legal
− Commercial
− Cultural
− Operational
− Data The focus of LCC and RDI

for thedigital
agenda”
Linked Content Coalition – the project
Objective: to make licensing on the web more efficient.• 40+ organisations from all creative sectors and some tech
companies. Mainly EU, some US.• Demonstrating that all types of rights data, however complex, from
all sectors can be expressed in a single format.• Supports all types of business model, whether commercial or “free
for use”.
Output: the LCC Framework – a set of standards and bestpractice guidelines for rights data management.

An efficient marketplace will identify these entities and define these links inmachine-readable, standard ways accessible to all.
Gaps in the network
Gaps in the network, whether caused by− the absence of a standard,− the inability to convert between different standards− a failure to use standards, or− poor data quality
create market inefficiencies which− drive up costs− increase barriers to entry− limit innovation− limit market growth.

X
− Multiple rights holders, e.g. a songwriter in a sound recording withmultiple performers.
− Data nested in data, e.g. a picture ina book
This is the tip of the iceberg

LCC enables systems like the Copyright Hub tomanage this complexity
− Chains of rights delegated to sub-publishers and CMOs
− Different users can claim the same right
Right Data Integration (RDI)
− An exemplary implementation of LCC− Designed to show how users can query Rightsholders across
different media types− Not a permanent infrastructure− No money or content changes hands – it’s all about the data
Images(photos,graphics)
Music (works& recording)
Audiovisual(film, TV,
programmes)
Text (books,journals, news,
magazines)
RDI: core structure
Transformation
Exchanges
1. Rights data comes from a range ofdifferent media types and in a range ofdifferent proprietary and standardformats.
Rights Users
2. Communicated, aggregated andtraded through a central hub basedon the LCC model.
3. Users query rights data from a rangeof different media types through asingle user interface (exchanges).

Takeaways
− 5 years ago none of this was possible; it’s possible now.− Data standardisation and automation isn’t the answer to
everything, but we believe that it will:• reduce costs• reduce barriers to entry• increase innovation and creation• increase market growth.
− Now all about communication and awareness of theopportunities at a strategic level.
