Protection and ControlThe L30 is a cost effective line currentdifferential protection relay intended forsub-transmission and medium voltagelines and cables providing reliable andsecure operation even under the worstcase power system conditions. The L30providessecurehigh-speedfaultdetectionand clearance suitable for three-poletrippingapplications.PartoftheUniversalRelayfamily,theL30comeswithavarietyof versatile features truly integratingprotection, monitoring, metering,communicationandcontrol inoneeasy-to-usedevice.TheUniversalRelayfamilyoffersahighdegreeofmodularity in itsdesignandfunctionalityprovidingsuperiorperformance in protection and controlmeetingthetoughestrequirementsofthemarketplace.
Current Differential ProtectionTheL30currentdifferentialprotectionrelayusessuperiorandpatentedalgorithmstoaddress the challenges of bandwidth ,security,dependabilityand sensitivity incurrentdifferentialrelaying.Bandwidth requirements are effectivelyaddressedbymeansofapatentednewdata consolidation technique called“phaselets”.Thispermitsapplicationwithinacommunicationsbandwidthof64Kbps,andcandetect faultswithinahalfcyclepluschanneldelay.The L30 innovative dual slope adaptiverestraintcharacteristic,basedonestimates
ofmeasurementerrors,allowtherelaytobesecureonsevereexternalfaultswhilemaintainingsensitivityforinternalfaults.Theestimateoferrorsintheinputcurrentspermitsmoresensitivesettingsthanthoseusedinthetraditionalpercentdifferentialschemes. The Line Differential elementalso has 2nd harmonic inrush-currentinhibit for In-zone power transformerprotection.ThisfunctionalityenablestheL30 toprotect2or3-terminal lines thathave a power transformer in betweenends.
TheL30approachtoclocksynchronizationrel ies upon precise distr ibutedsynchronization. Clocks are phasesynchronized to each other andfrequency synchronized to the powersystem frequency.Each relaycomparesitsclocktothephaseoftheotherclocksandmakesappropriateadjustments.Thisallows forgreater transient ride-throughfor power system and communicationsdisturbances.
Enhancedadditionalsecurity isprovidedby a sensitive current disturbancedetector,whichcanbeusedtosupervisethecurrentdifferentialelement.
The L30 is the single point for protection, control, metering, and monitoring in one integrated device that can easily be connected directly into DCS or SCADA monitoring and control systems like Viewpoint Monitoring as shown.

Charging Current Compensation
For long lines and especially forundergroundcables,thechargingcurrentmaybelargeandresultinexcessivelyhighpickupsettings.TheL30candynamicallycompensate the charging current thusincreasingitssensitivitytothefaultcurrentonlongtransmissionlines.
Enhanced Monitoring Features
TheL30usesadvancederrordetectionandsupervising functions to secure the L30against maloperation due to erroneousdata.Highbiterrorratesareaddressedbymeans of computing a 32 bit CRC checksum,effectivelyaddressing theconcernsofmultiplebiterrorsduetohighchannelnoise.On multiplexed channels, channelasymmetrymaybeexpectedduetopathswitching spurious differential currents,which can endanger the security of thedifferential system. By using GPS timesynchronization, up to 10ms of channelasymmetrycanbecompensatedfor.ExtrasecurityhasbeenimplementedintheL30toensureproperoperationontheeventofIRIG-Bsignalfailure.Integrated channel monitoring providesreal-time diagnostic data on the healthof the L30. Communications channeldeterioration or failure will activate analarm,andcanbeusedtoenablebackupprotection. Channel propagation delayis monitored and adjusted according tovariationsincommunicationpaths.
Communication Topologies
Relays can communicate through directfiber,RS422,G.703,IEEEC37.94interfacesat64Kbps,withextensivechannelmonitoringanddiagnosticsareincluded.Inacurrentdifferential scheme, the L30s exchangedata via the communication link, actingeither asmaster collecting data,makingcalculations andmaking all relevant tripand restraint decisions, or as slave onlytransmittingcurrentdatatotheoneactingasmaster. For two terminal applications,use the redundant communicationscapabilityoftheL30foroptimalreliabilityof the current differential line protection.For this scheme, data is continuouslytransmitted over both channels, so if afailure occurs, the L30 will continue to
sentoverpilotcommunicationschannelsselectable through user configurablelogic.
Autoreclosing
The L30 provides multi-shot autoreclosingforthreepoleapplicationswithindependentlysettabledeadtimeforeachshot . Auto-reclose can be dynamicallyblockedbyuserprogrammablelogic.Fourdifferentauto-relcosemodesareavailableenablingtheuserstoselectthereclosingmodetosuitspecificapplications.
Synchronism Check
The L30 monitors voltage difference,phaseangledifferenceandslipfrequencyto ensureproper breaker closureasperuser requirements. The L30 providesadditionalenhancementsinsynchronizingby checking dead source conditionsfor synchronism bypass under theseconditions.

Overcurrent Functions
TheL30provides thermaloverload, timeand instantaneousovercurrentelementsfor phase, neutral, ground, negativesequence,phaseandneutraldirectional.Any of them can run in parallel withprimarydifferentialprotectionorcanbeprogrammedtorunwhenthedifferentialelementisnotavailable.
