Page 1 Lincoln County Re-Entry Plan 2020/2021 Lincoln County Schools will continue to work in conjunction with the Lincoln County Health Department, West Virginia Department of Education, and follow the direction of Governor Jim Justice regarding the safety guidelines and recommendations for our students, staff, and school communities. We are committed to the overall well-being of our students and employees and will continue to monitor the statistics related to COVID-19 cases and monitor contact exposure in all cases. Flexibility and communication will be the focus of our plans for re-entry. Our school employees, volunteers, and community members have united to offer support and on-going services to our students and families since March 13, 2020 and during the restart of the 2020/2021 school year, we will continue that united commitment to supporting our students. This document may change as guidelines for safety and instruction change in response to the pandemic. Due to Governor Justice’s announcement of September 8 as the first day of school for students, all OS, PL, and CD days have been moved to the beginning of the school calendar. The Non-Traditional Instruction Days (NT) will be utilized throughout the school calendar to provide learning activities for students to be completed at home while staff reports to school. The first weeks of school will begin in a phased approach to assist with transition of students and staff back to buildings with safety protocol. Students will follow an alternating 2-1-2 Blended Schedule for the first nine weeks.

Re-Entry Guidance Re-entry plans are based on guidance provided by the West Virginia Department of Education. The guidance document is referred to as the Re-Entry Toolkit. The document is fluid and Information within this document will change as we receive new guidance. The Toolkit may be accessed at https://wvde.us/school-system-re-entry/ where guidance relative to cleaning schools, food service, busing, etc. may be found.

Guidance for Parents, Staff and Community Members Verify Information – While social media outlets are many and provide us real-time updates, they sometimes present misinformation. Rely on communique from official county and/or school channels.

Remain Calm - We will be faced with frequent challenges. How we respond to these issues will impact our effectiveness. Composure will be our greatest ally in identifying and implementing solutions.

Be Strong and Supportive - Stressors will be many. Modeling resiliency and perseverance may be the best lesson we can currently teach our youth.

Daily Screening

Daily health screening is a very important piece of our re-entry to school. At-home screening of students prior to sending them to school will be the first line of defense. We are asking for your help in making this a part of your morning routine at home each and every day. Please review the “How to screen for COVID-19” image below. Print it out and place it on your refrigerator door. Take a picture of it with your phone so you have it on hand at all times. Again, please make this a morning routine and err on the side of caution should there be any uncertainty as to the screening results. (specifically: if your child has been exposed to COVID-19, has a diagnosis of COVID-19 but no symptoms, or has at least one symptom on the list, do not send them to school).

Travel Guidance

The Centers for Disease Control and Prevention has guidelines regarding travel during the COVID-19 Pandemic. The site notes, “Travel increases your chance of getting and spreading COVID-19.” The CDC also provides pre-travel considerations, protection steps during trips and post-travel information. Additionally, the site examines types of travel, high-risk settings, etc. We ask that parents review this guidance prior to any travel. Furthermore, please consult local health officials regarding re-entry to school or engagement in school activities before finalizing any travel plans. District Instructional Options The WVDE Toolkit for Re-Entry framework for instruction and student engagement has been followed to develop the options below. We continue to make every effort to permit schools to make the best instructional decisions for their students. This will allow school-based teams to work with parents who are seeking alternatives.

Administrators and teachers are currently working to expand their instructional capabilities. We feel that the professionals based at our schools know what is best for their students. We are entrusting them to put forth the best educational options. Please be patient as our educators work to create more diverse delivery models.

A. Blended Learning (2-1-2 Schedule)

1. This is a schedule of students

attending two days per week in buildings with virtual engagement activities three days per week.

2. Some students will attend daily while others complete schooling on a virtual platform.

3. Some students may complete some instruction in-person while also taking some courses virtually.

4. We will continue this model at least through the first nine weeks of school and will re-evaluate based on health department guidelines.

B. Full-Time Virtual with WVVS

1. Students take all classes online. 2. They do not physically attend school. 3. Students must remain in program for

a semester; may not opt out. 4. Students are required to have

internet access. 5. Student/family must pick up meals.

C. School-Based Alternative Option

1. School-based re-entry teams have developed alternative options for students.

2. The options are generally for students who wish to receive instruction at home delivered by Lincoln County teachers.

D. Remote Learning

1. RL is instituted by the Governor and/or the WVDE School Re-Entry metrics & protocols.

2. Requires students to complete school assignments and engage remotely five days a week.

3. Requires the teacher and students to communicate regularly and develop a

Transportation Parent Guide for Student Screening at Home

Please use the COVID-19 SHOULD I COME TO SCHOOL reference page attached to the end of this document when screening your child each morning. Parents should complete the screening process before sending a student to catch the bus. Parents should err on the side of caution when screening their student(s). Should you need assistance please contact the Lincoln County Board Office at 304-824-3033.

Cleaning/Disinfecting/Sanitation

Each bus will be cleaned twice daily with a fogger/mist spray disinfectant after morning and evening runs. This will cover all seats, windows, floors, and any area with which students would come into contact.

Bus Operators will, additionally, clean and wipe down driver’s seat area and dash as well as stairs and handrails.

Doors and windows will be open during cleaning to enhance air circulation. Loading at Bus stops Social distancing (at the bus stop) is strongly encouraged and will be reinforced by the

bus operator. Hand sanitizer will be available for students upon entering the bus. Each student must

sanitize their hands before continuing to be seated. Students who are 10 years of age and older must wear a mask. Disposable masks will be

available for those who need one. Students will load the bus one at a time. When one student turns down the aisle the

next student can board the bus.

Each student will have an assigned seat. Students will sit two per seat unless from the same household, then possible three per

seat. Bus stop groups will be seated in the same section of the bus

Unloading Bus at School

Students will unload the bus one seat at a time from front to back while practicing social distancing protocols

Buses will unload one at a time. When the front busload of students has entered the building, the next bus will begin unloading.

School staff will be available and on duty to assist with student entry into the building.

Coaches committees for each sport developed a final set of guidelines for each sport.

Face Coverings/Social Distancing

Required of all staff when they cannot provide instruction in a socially distanced manner.

Unless medically waived, students grades 3 and above are required to wear face coverings when outside of their core classroom group or in congregant areas.

Students in middle and high school are required to wear face coverings in congregant areas and in classrooms if they are not in their core groups and/or social distancing cannot be maintained.

Limit nonessential visitors and activities involving external groups or organizations.

Instruction

Consider a blended learning option whereby students who have sufficient access to broadband may participate from home.

Health & Wellness

Establish a dedicated space for symptomatic individuals that will not be used for other purposes.

Conduct symptom screening of any visitors entering the building, including family members, vendors and others.

Cleaning & Hygiene

Provide adequate supplies to support healthy hygiene behaviors (e.g., paper towels, tissues, soap and hand sanitizer with at least 60% alcohol) for safe use by staff and older children.

School Food Service

Ensure that all students and staff wash their hands before and after the meal service.

Use disposable containers and utensils when feasible.

Utilize outdoor space for meal service as practicable and appropriate.

Transportation

Fully clean and disinfect transportation vehicles regularly and/or as needed.

Provide hand sanitizer (with at least 60% alcohol) to support healthy hygiene behaviors on all school transportation vehicles for safe use by staff and older children.

When feasible, utilize procedures for loading and unloading buses to limit the number of students entering/exiting the building at one time.

Safety Protocol Following the guidance of the WVDE and national and local health experts, face coverings and social distancing reduce the spread of COVID-19 and help to prevent the transmission of the disease. The use of face coverings is required when it does not aggravate existing health conditions. When children are in group settings, it is important to maintain six feet of social distancing.

Face coverings are required of all staff when they cannot provide instruction in a socially distanced setting.
