More than 300 Seabees from Naval Mobile Construction Bat-talion (NMCB) 4 returned to Naval Base Ventura County in thewee morning hours of Saturday, Feb. 11, after an eight-month de-ployment to Afghanistan.The remaining 300 are due back this month.Cmdr. La Tanya Simms led the battalion forward in June, arriving

at Bastion Airfield in southern Afghanistan. Within days of ar-rival, construction teams were distributed throughout Afghanistanin support of Operation Enduring Freedom.“Deployment, especially an eight-month contingency deployment,

puts the preparation, training, families, confidence and leadershipto the test, and we’ve succeeded,” Simms said. “This has been anamazing eight months because of the diversity of work, how muchwe were spread out, and how much we relied on small teams withgood leaders to operate independently.”NMCB 4 led the II Marine Expeditionary Force (Forward) free-

dom of movement initiative by constructing 11 high-priority roadstotaling 50 kilometers, despite harassing enemy activity, and dis-played tenacity that has become synonymous with the Naval Con-struction Force.

OKINAWA, Japan — NavalMobile Construction Battalion(NMCB) 40 was awarded theprestigious PeltierAward for 2011

on Feb. 8. This is the third timethe battalion has received thehonor.The Peltier Award is given to

the most outstanding active dutyconstruction battalion.

Named in honor of Rear Adm.Eugene J. Peltier, Civil EngineerCorps, U.S. Navy, the PeltierAward was first awarded in 1960.NMCB 40 received it in 1986 andagain in 1995.

A farewell from Capt. JimMcHugh

I wanted to take this opportunity for my last “Askthe Captain” article to thank you all for the sup-port over the last three years. It has been a very fastthree years but also a very rewarding time. Since dayone the mission that I preached to the Naval BaseVentura County staff is, “Our Mission is to supportthe tenant commands to accomplish their mission.”That includes support not only for the active dutyand government workers but also family support.I believe that I have been able to accomplish thatmission. I could not have done that, however, withoutthe hard work of all the dedicated personnel whowork for NBVC. You are the glue that keeps thisinstallation running. Thank you for your dedication.Having been at NBVC for nine years over three

different tours, I have seen this installation change

in many ways, but all that change has been positive.A critical partner in the continued success of NBVCis the Ventura County community. This community isthe most supportive community I have ever seen inmy 26 years in the Navy. We are truly blessed to besurrounded by such a supportive community. I wantto thank the Ventura County community for theirconcern, interest and support of the men and womenwho live, work and deploy from NBVC.I could not think of a better command and loca-

Forty expectant mothers from Naval Base Ventura County(NBVC) got to be treated, as they put it, “like queens for a day,”when the PGA Tour and 2012 Northern Trust Open honoredthem at the Riviera Country Club in Los Angeles.The moms-to-be were picked up by bus at 7:30 a.m.Wednes-

day, Feb. 15, and taken to the country club, where they weretreated to lunch and a baby shower. Each brought home a“Shower in a Box,” filled with baby clothes, a diaper bag andother essentials for a new mother, and when they returned tobase, they could pick up a brand-new crib that turns into atoddler bed.Several of the women also won prizes in a raffle, including

two airline tickets to anywhere in the United States and a vaca-tion at a five-star resort.“This was a super sweet blessing,” said Christina Martinez-

Salinas, whose first child is due in April.Her husband, Utilitiesman 3rd Class Jesus Salinas, just re-

turned home from a six-month deployment with Naval MobileConstruction Battalion 5.“It was amazing,” said Pamm Klieman, a pre- and perinatal

specialist with the Fleet and Family Support Center who trav-eled with the women to Los Angeles.It was Klieman who received the call from the organizers of

Have I mentioned that my husband isdeployed? Yep. We missed Thanksgiving,Christmas, New Year’s and Valentine’sDay. I have to admit that I think the latteris the loneliest. The previous three areholidays we celebrate as families andfriends, but Valentine’s Day — well, it isabout us as a couple. Hard to celebratewhen you’re not together. Or is it?I decided to celebrate Valentine’s Day

by ignoring it. I worked a little late, playedwith the dogs, ate fast food (I hate cookingwhile Scott is gone) and ignored the day.Then I got an email frommy husband thatremindedmewhy Imarried him andmademe realize how I missed an opportunityto celebrate my marriage.Here is what was in my inbox:“Sugar, had a busy day but not too busy

to think of the love of my life. An emailis no substitute for giving you a specialValentine’s Day, but the good thing is wecan celebrate Valentine’s Day when I gethome. Thanks for the Valentine’s Day box… but mostly, thanks for being the wom-an behind that box.“It occurred to me that maybe, just

maybe, being apart onValentine’s Day can

be a good thing.“Would I dwell on your love for me if I

were sitting across from you? Would Imarvel that you stay with me through de-ployment after deployment, missed mo-ment after moment, if we were hand inhand right now? Would your voice in-stantly bring me joy if I woke to it everymorning? Would your Skype-pixilatedsmile make my day if I saw it every day?Would I appreciate every email, everypackage, every written word, every tokenof your love if we never felt the sting ofdeployment? I would like to think I wouldnot take you for granted if deployment

never separated us, but the reality is de-ployment reveals your inner beauty, yourinner strength, your determination andcourage — and makes me love you evermore. I guess Valentine’s Day apart is thegreat ‘revealer.’“Just for the record… I’m not a fan of

being apart but if we have to miss impor-tant days I am glad for what it teaches meabout my bride… she’s my precious pearlof great price.”For the record, my husband normally

sends emails with about 10words so pleasedon’t think he writes like this all the time.But more than that, it made me realizehow I missed an opportunity to reflect onall that I have in this man, to celebrate hislove for me and renew my commitmentand love for him.Next time I’ll leave work a little early

quote. He writes, “This brief lifetime is myopportunity toreceive love,deepen love,growin love and give love.”Therewillalwaysbeanotherdeadlinewhen

yourcurrentassignmentends.Likewise, thereis another big project with your name on italready. In themeantime, are you taking thetime to do an inventory of what is really im-portant in your life? Likewise, do you try tostop along the way to thank God for thatwith whichHe has already blessed you?In thebig schemesof things, isn’t life about

showing love and gratitude to the ones youcare for? For many patriotic Americans Iknow, for example, it is about showing thelove andgratitude for all the returning veter-ans coming back from overseas. Holy Days of Passover and Easter are fast approaching

OKINAWA, Japan – Seabees fromU.S.Naval Mobile Construction Battalion(NMCB) 40 volunteered last month tohelp tear down a concrete wall at a churchin Okinawa to facilitate new renovation.Six Seabees did what they do best: build-

ing and helping the community by assist-ing the Assembly of God Church in de-molishing a 10-by-10-foot concretemasonry unit partitionwall. The new areais scheduled to be remodeled into a kitch-en later this month.Walter Mead of the Defense Logistic

Agency of the 18th Logistics ReadinessSquadron coordinated the community

relationship event with Chief LogisticsSupply JoseOrtega andChaplain Lt. TroyAvery.Construction Electrician Chief Dan

Baldwin, the safety officer for NMCB 40,cleared the event for all safety and healthhazards, and the volunteers eagerly de-molished the wall and assisted whereverthey could.With six Seabees on the job, the work

was done before lunch. As a reward fortheir hardwork, the church provided lunchfor the volunteers as well as coffee anddoughnuts throughout the day.“This is a great way to get off base! The

doughnuts were good and the coffee wasjust right,” said Construction Mechanic

Although the next school year is nearlysix months away, the deadline to apply forfinancial aid is approaching quickly.Any student planning to attend college

in Fall 2012 should be completing theFederal Application for Financial StudentAid (FAFSA). Although some aid maystill be available afterwards, many pro-grams have a deadline of March 2.Try to submit the FAFSA as early as

possible in order tomaximize your chanc-es for college scholarships. Students andparents should try to complete 2011 in-come tax returns prior to completing theFAFSA. If this is not possible, file yourFAFSA using estimated tax figures andmake corrections after you have filed yourtax returns.It is easiest to complete the FAFSA on-

line at http://www.fafsa.ed.gov. The FAF-SA on theWeb allows families to transferinformation provided on federal tax re-turns from the IRS database to the FAF-SA on the Web. The 2012 Active Duty Fund Drive insupport of the Navy-Marine Corps Re-lief Society (NMCRS) will be conduct-edMarch 1-31. The slogan for this year’scampaign is “Sailors and Marines Car-ing for Our Own Since 1904.”The NMCRS provided assistance to

1,054 local Sailors, Marines and theirfamilies in Ventura County last year.More than $437,000 in interest-freeloans was disbursed, as well as grantstotaling $9,000. The majority of theseloans and grants provided financial re-lief during emergencies, including:• 444 clients were assisted with basic

living expenses, such as food, rent andutilities.• 312 clients were assisted with gas and

other transportation expenses for ve-hicle operation.• 61 clients were helped with family

their vehicles.• 32 clients received assistance to go

CAMP MITCHELL, Spain – SeabeesfromNavalMobileConstructionBattalion(NMCB) 3 relievedNMCB5 of all Seabeeconstruction responsibilities in Europe andAfrica during a formal ceremony Feb. 14.The relief in place and transfer of au-

thority ceremony (RIP/TOA) marked theofficial end of NMCB 5’s deployment toEurope and Africa that started in Augustwhen they deployed fromNaval Base Ven-tura County, Port Hueneme.Before the RIP/TOA could occur, a

weeklong inspection and review was con-ducted of all equipment, supplies, projects,facilities and Civil Engineering SupportEquipment (CESE).Unlike a ship, when a Seabee battalion

deploys, they do not travel with their equip-ment. Instead, all of the constructionequipment and supplies that they will useare already at their deployment sites. Adetailed turnovermust be conducted beforethe oncoming battalion commenceswork.The equipment and supplies that the bat-

talion uses is called a Table of Allowance(TOA). For an NMCB, the entire TOA,which is worth more than $70 million, isdesigned to support operations and sustain-ment of a 600-Seabee battalion, conductingforward contingency and humanitarianassistance operations anywhere in theworld, said Chief Logistics Specialist

Frankie Acevedo, the NMCB 3 supplychief.“If any tools, parts or other supplies are

found to bemissing during the inspection,they need to be on order or placed on or-der,” said Acevedo. “We have to maintainthe TOA at 100 percent readiness.”The CESE undergoes a more thorough

inspection in a process called the BattalionEquipment Evaluation Program (BEEP).NMCB 3 Alfa Company, consisting ofconstruction mechanics and equipmentoperators, inspected and received custodyof more than 200 units of CESE. Whenthe inspectionwas complete, a red diamondshaped sticker with a white number three,called a BEEP sticker, was placed on eachpiece of CESE.“The BEEP sticker identifies what type,

and what specific Seabee unit the CESEbelongs to,” said Construction Mechanic1st Class James Gongas, from NMCB 5.A red diamond identifies the CESE as

belonging to an NMCB. A triangle willidentify it as belonging to a Naval Con-structionRegiment and a square is anUn-derwater Construction Team.Along with the equipment and supply

turnover, NMCB 3 relieved NMCB 5 ofconstruction project responsibilities all overEurope and Africa.Some of the ongoing projects include

building a school and a bathroom facilityfor the locals in Gende Gerade, Ethiopia,and building clinics in Djibouti, Africa.

NMCB4 embeddedmore than 200 Sea-bees with Special Operations Forces (SOF)operating throughout the country. TheSeabees built infrastructure and providedcampmaintenance at remote outposts sup-porting “clear, hold, and build”and villagestability operations in rural areas of Af-ghanistan. The teams deployed to everyregional command in Afghanistan, con-structing more than 150 Southwest AsiaHuts for a variety of uses and greatly im-proving the quality of life for SOF.In early December 2011 NMCB 4 com-

pleted construction of a lowwater crossingin the Musa Qal’eh District for RegionalCommand Southwest CommandingGen-eral’s number one engineer priority. Atcompletion, 1,000 crane lifts and 15,000eight-inch welds were performed to erecttwo 60-meter crossing structures. The Sea-bees’ “Can Do!” spirit was on full displayas the crew endured long hours operating

outside friendly lines and wading throughtwo feet of water in the riverbed to com-plete the project ahead of schedule. Thecompletion had immediate positive effects,

providing residents year-round access tothe District Center and bazaar.“It was a really good feeling hearing ‘ma-

nana,’ or ‘thank you,’ from the people asthey drove or walked by us while we wereworking,” said Steelworker Construction-man James McMahan.In an effort to improve local construction

practices and prepare the Afghan peopleformore responsibilities in anticipation ofthe Coalition Forces drawdown,NMCB 4deployed a team of six Seabees to provideconstruction quality assurance and trainingto bothMarine civil affairs teams and localcontractors. promises we make to ourselves with goodintentions, but they seldom have the “stay-ing” power. For the most part, we vow tomake these alterations to our lifestyle ingood faith, but we tend to not take themall too serious.With that being said, now might be the

time to make a pledge that we are veryserious about—a pledge whichwon’t fadewith time. Call it a promise to finally takeownership of our own financial destiny.If you’re wearing a uniform, you have

taken an oath to protect our freedom andour way of life. Thank you for your selflessand steadfast commitment to abide by thatoath. Now, would you be willing to takeanother oath — an oath that will protectyour own economic freedom while great-ly increasing your chances of coping withfuture financial challenges?With the “Military Saves” campaign in

full effect, you have the perfect opportu-nity to make the pledge for a brightertomorrow. In terms of saving and invest-ing, there really is no time like the presentto start making small modifications to ourspending habits and putting our financialplan into effect. work about as well as starvation diets.Provide yourself some incentive when youmeet your budget goals. You have to havesome sense of inspiration other than sim-ply reducing or removing the debt.• Participate inMilitary SavesWeek. By

filling out a pledge card, you will startreceiving information on how to makebetter financial decisions. You do not com-mit any money in this campaign.
