The European Commission has approved funding for 105 environmental innovation projects in 19Member States under the LIFE Environment pro-gramme 2004. The projects apply ground-breakingtechnologies to tackle environmental problems inseveral areas, thus contributing to improvingEurope’s environment. LIFE Environment is one ofthree funding strands under the EU’s environmentalfunding programme LIFE whose goal is to supportthe implementation of EU environmental policiesand legislation. Funding under LIFE approved in2004 totals EUR 160 million.

“There are ever more efficient and more creativeenvironmental technologies out there, which greatlyminimise negative impacts of our activities”, saidEnvironment Commissioner Margot Wallström.“LIFE Environment supports the development of newmethods to implement EU environmental legislation.With that, it contributes to a healthier environmentand a better quality of life for us all.”

LIFE Environment in 2004

105 projects were selected in 2004. The EUR 76 millionin funding provided by LIFE-Environment strand ofthe LIFE programme will cover approximately 33% ofthe project costs. The remaining 67% will be provid-ed by the beneficiaries, partners and co-financiers.

Integrated product policy takes the lead with 29 projects in this area (26% of projects selected). Outof those, 18 projects target integrated environmentalmanagement audit systems (i.e. EMAS), while theremaining projects deal with eco-design, eco-efficien-cy, eco-labelling and green financial products.

Another 24 (21%) projects seek to mitigate the envi-ronmental impact of economic activities, coveringclean technologies and reduction of greenhousegases. A further 22 projects (19%) focus on integrat-ed environmental considerations, which includesurban environment, air quality and noise abatement,integrated coastal zone management, land-usedevelopment and planning and sustainable tourism.

Sustainable management of water resources followswith 20 projects (18%), which cover river basin management, groundwater protection, wastewatertreatment and diffuse and dispersed sources of pollu-tion. Finally, 18 projects (16%) are about prevention,recycling and sound management of waste, dealingwith packaging and plastics, hazardous and problem-atic waste, waste important in volume and manage-ment of waste streams.

Background

LIFE Environment is part of the LIFE programme.Established in 1992, LIFE is the EU’s financial instru-ment supporting environmental and nature conser-vation projects throughout the EU, in candidatecountries and in some neighbouring regions. The general objective of LIFE is to contribute to thedevelopment and implementation of EU environ-mental policy by financing specific actions. The twoother components of LIFE, LIFE Nature and LIFEThird Countries, focus on nature conservation, andenvironmental protection in a number of neighbour-ing countries. Since 1992, some 2,400 projects havereceived EU funding under the LIFE programme, representing an EU contribution of EUR 1,4 billion tothe protection of the environment.

Official title

Klagenfurt's Anti-PM 10 Action Programme in co-operation with Graz and the South-Tyrol.

Background

Air pollution is a serious problem in the cities ofKlagenfurt, Graz and Bozen. On more than 35 daysduring the six month winter season, pollution cur-rently exceeds the limit of 50 µg/m3 for particulatematter (PM10) laid down in the Directive1999/30/EG, which sets limits on the amount of sulphur dioxide, nitrogen dioxide and oxides of nitro-gen, particulate matter and lead in ambient air.

Most of this pollution comes from motor vehicles andthe heating of private homes. The measured PM10concentrations even exceed the highest measuredvalues in large European agglomerations such asLondon. For settled areas in southern alpine regionsthey represent a special problem.

Project Objectives

The project will address four objectives:

• It will aim to measurably reduce the PM10 andPM2,5 concentrations;

• To simulate the effects of different measures taken

• To inform the general public about PM10 concen-trations according to Section 8 of Directive1999/30/EG

• To carry out a cost-benefit analysis

The Multi Life Cycle Centre for electric and electronicequipment

Background

The world faces an ever-growing mountain of wasteproduced by the electronic appliance sector. Threefactors contribute to this: the increasing number ofelectronic appliances; the fast pace of technologicaldevelopment; and reduction of product-lifespans. In2000 alone, 10 Mio tonnes of waste from electri-cal/electronic equipment (WEEE) was generated,equivalent to four percent of the municipal wastestream.

The volume of WEEE is expected to grow by at leastthree to five percent per annum. Over 90 percent ofWEEE is presently sent to landfill sites, incinerated orotherwise disposed of without any treatment. Inorder to eliminate or at least mitigate these problems,the EC created the WEEE Directive 2002/96/EC,which defines targets for the re-use and recycling ofelectronic products.

Project Objectives

• Implement a re-use and recycling system for WEEE

• Transform WEEE back into valuable productsthrough recovery at the highest possible level,starting with re-use of the whole product down tothe sub-assembly and component levels, and final-ly to the recycling of materials

- Product re-use of 20,000 devices

- Component re-use of 5 million components

- Repair, refurbishment or upgrading of 10,000products

- Material recycling of 1000 tonnes

Ecological and Economical Waste Immobilisation

Background

Effective, long-term disposal of waste presents an on-going problem. Sealing technologies used at landfillsites have lifespans of several decades, yet this is stillrelatively limited and results in significant environ-mental risks and costly long term maintenance.

This project seeks to address this by using a techniqueknown as ‘diagenetic inertisation’. Waste is mixedwith a mineral compound, resulting in a compactmaterial for depositing in landfill sites. This material isimpervious to air and water and thus becomes inert.Furthermore, different types of waste can be treatedas the compound can be formulated in different ways.

Harmful substances are neutralised by being com-bined permanently with the fine-grained mineral par-ticles of the compound. The effectiveness of diage-netic inertisation has been proved over several yearsof research and testing.

Project Objectives

• Build a pilot plant and landfill site offering lastingsecurity of waste and low on-going maintenance

• Demonstrate the economic benefits of diageneticinertisation

• Create a detailed database to support use of thetechnique

• Set ambitious technical standards for the landfillwaste industry, contributing to a cleaner environ-ment for future generations

Official title

Organic material and etch residue removal usingsupercritical CO2 in back-end of line applications

Background

In advanced integrated circuit (IC) manufacturing, pho-toresist stripping in the BEOL (back-end-of-line) isaccomplished through a process involving dry ashingand wet cleaning. Rinsing and drying of the wafer alsotakes place. These processes are time consuming andinvolve significant usage of energy and water.Moreover, wet processes are limited in their effective-ness in removing residues, and can have some damag-ing effects, such as swelling of porous materials.

One solution to this could be the use of supercriticalCO2 (scCO2), which has liquid-like solvating properties,but is also highly diffusive and has no surface tension.ScCO2 cleaning offers the potential to allow effectiveresidue removal and rinsing/drying of the wafer in asingle step.

Project Objectives

The project sets out to demonstrate a scCO2 cleaningprototype in a semi-industrial environment in which200 mm sized wafers are processed. The project willassess particle cleanliness and compatibility withadvanced porous materials, which are the major poten-tial obstacles for the technology. The process offersbenefits in terms of developing a clean technology withenergy and water saving advantages.

Official title

Novel energy efficient process for potato proteinextraction

Background

The EU produces 50 percent of the world’s potatostarch. The production process is highly dependenton large amounts of water and energy. Discharges ofwastewater rich in organic matter from the factory ofthe beneficiary alone add up to 2.9 million personequivalents. Energy consumption meanwhile runs at1000m3 of natural gas per hour.

One product of the process is de-natured potato protein, valuable for animal food production. Thisprotein is present in the wastewater from the potatostarch production process. Final disposal of waste-water from Danish potato starch production is doneby spreading it over agricultural land.

Project Objectives

The project aims to demonstrate an innovative andenvironmentally-friendly potato protein extractionmethod. In doing so, two objectives of the SixthEnvironmental Action Plan will be met: increasedenergy efficiency (40 percent reduction expected)and more efficient use of resources through signifi-cant waste reduction (10 percent reduction of waste-water expected). End product quality will alsoincrease.

The improvements will be twofold:

• A better heating and heat exchange system for theprocess, along with better decanting and drying ofthe end product

• A system for separating the potato proteins intofractions, including pre-evaporation of the potatojuice and improved heat exchange

Conversion of scrap tyre powder to superior rubberproducts by dense phase techniques

Background

Most scrap tyres are sent to landfill sites, used as fuelor re-used in harbours or in agriculture. A small pro-portion – 10 to 20 percent – is milled to produce rub-ber powder. This can be added to asphalt and usedas a surface covering, but has an unpleasant smelland limited adhesive qualities because of oil residues.

However, a more environmentally friendly method forproducing a higher quality raw material is available. It enables oil and other residues to be extracted fromthe rubber powder. The method uses high pressuregas and has been patented by the beneficiary.

Project Objectives

The project sets out to demonstrate that the labora-tory developed process for better milling of rubbercan be used on a semi-industrial scale. The projectwill also show that the rubber powder thus producedcan be used effectively in plastics, coatings, resins,water-proofing, paving and other products and appli-cations.

A design for a full-scale rubber powder treatmentplant will also be prepared as part of the project, thussetting the basis for a full-scale process for disposingof scrap tyres without recourse to landfill or shred-ding, both of which are, or are due to be, banned inthe EU.

‘Dogme 2000’ – a model for environmental manage-ment on the municipal level

Background

Municipalities are central to local environmental initia-tives and management. In recent years, however, theirtask has grown more complex, with new legislation andactivities related to local Agenda 21. There is conse-quently a requirement for better methods for coordina-tion and prioritising. Some municipalities have used theEU Eco-Management and Audit Scheme (EMAS), buthave found it too complex and demanding, and moresuitable for larger organisations.

The Danish DOGME model is an alternative.Developed in 2000, it is well-suited to the needs ofmunicipal institutions. However, the DOGME model iscurrently not comprehensive, lacking tools in someareas, such as chemicals, green accounts and audits.

Project Objectives

The project will develop the DOGME environmentalmanagement model so that it can be adapted for useby other Danish and European municipalities. Therange of tools and techniques available throughDOGME will be extended to create a more compre-hensive model. This will be brought together in aDOGME handbook, which will be a boost for imple-mentation of environmental management in Europeanmunicipalities and constitute an important step inpropagating EMAS at the municipal level.

Oil Spill Identification for Marine Transport

Background

Marine transportation accounts for one third of glob-al oil pollution, according to recent estimates. Oilspills from vessels are a serious threat to the marineenvironment. Spills in ‘special areas’ defined by inter-national conventions are theoretically targeted by leg-islation, but this is hard to enforce because of lack ofappropriate technology. Existing methods, such as airsurveillance, are expensive.

A system of sensors was developed in a former LIFEproject – OSIS (Oil Spill Identification System). Thissystem involves permanently mounted sensors com-municating with the shore via a satellite link. The sys-tem works well with offshore structures such as oilplatforms but cannot be directly applied on movingships.

Project Objectives

The project will further develop the OSIS technology,creating a sensor and transmission system suited tothe special conditions relating to ship transport. Theproject will address best ways of measuring in athree-dimensional environment from a moving ves-sel, and effective data-transmission from a ship con-stantly changing its geographic position.

Overall, the project seeks to reduce oil pollutionthrough better monitoring and control. An effectivesystem will enable wider ratification of environmentallegislation and conventions relating to the designa-tion of marine ‘special areas’.

Background

The European equine industry generates some 4 per-cent of the total income derived from agriculture inEurope, where there are nearly 12 horses per 1000population. However, most businesses operating inthe sector are small and face a range of problemsfrom welfare of horses (e.g. in respect of transporta-tion, medicine use, generation of waste), to environ-mental load from grazing activities, land usage issuesand so on.

Changing public awareness and new regulation(some parts of the equine industry are regulated bythe CAP), mean there is a need for better manage-ment tools addressing issues such as sustainabledevelopment.

Project Objectives

The EquineLife project aims to develop a performancemodel for ecologically and ethically sustainable equinesports, based on EMAS (Eco-Management and AuditScheme). The environmental, ethical and safety issuessurrounding equine sports, horse training and horsestables will be evaluated. A management system willbe designed addressing these issues, and an imple-mentation handbook will be produced. The projectoutcomes will be independently audited.

Background

Arsenic is classified as a group 1 human carcinogen.Drinking water is the main source of inorganic arsenicin humans. The World Health Organisation recom-mended limit is 10 µg/L. Lung, bladder and skin can-cers can result from concentrations of 50 µg/L ormore. Arsenic intake levels in Europe vary from 63 µg/day in England to 286 µg/day in Spain.Arsenic is also released into the environment by othermeans, for example from the production of ceramics,and use of wood preservatives and fungicides.

Project Objectives

The project will create a risk assessment and manage-ment procedure for areas where arsenic is present.Tampere in Finland has elevated arsenic levels generat-ed by a range of sources. Health and environmentalrisks have not been fully assessed – the project will correct this.

This will impact on land-use planning, and allow reme-dial action to be taken where necessary. The acquiredexpertise can be applied in other parts of Finland and,with some modifications, elsewhere in the EU.

Many poor environmental management decisions aremade in Europe. Planning mistakes can be caused byinsufficient information. Environmental spatial information is essential forgood decision-making and for avoidance of conflicts.Integrated planning loses its credibility and effective-ness when the information on which it is based hasbeen vague.

Project Objectives

The project will facilitate availability and use of envi-ronmental spatial data in Europe. The project willdevelop tools for information exchange betweenorganisations. New uses for environmental spatialdata will also be sought. Practical demonstrationswill take place in Finland, Estonia and Latvia. Background

Tourism accounts for 5.5 percent of EU GDP. The EUhas an action plan to assist tourism, which addressesenvironmental questions and sustainable tourism.Several EU Member States require environmentalimpact assessments to be conducted as part of thedevelopment of new tourism projects. Seeing touristdestinations as landscape laboratories where tools forsustainable development are developed and demon-strated can help in this process. A number of EUMember States have launched local visitor manage-ment initiatives to manage the environmental impactof tourism.

Project Objectives

The project will test the idea of landscape laboratoriesin the Ylläs-Levi area in Finnish Lapland. A tool-kit forassessing the sustainability of outdoor nature-basedtourism will be created and demonstrated. A monitor-ing package of ecological, cultural and social indicatorswill be produced.

The project will disseminate knowledge of the currentstate and evolution of the use of sustainable tourismmanagement and land-use planning. This will helpprevent negative environmental impacts from tourism,improve the environment at tourist destinations andprovide hardy plant species for possible restorationactions. Background

Waste and negative impacts caused by transportationare two of the major areas of environmental concernin Europe. In relation to mass events, such as sport-ing tournaments, significant environmental stressescan be caused by transportation of athletes, organis-ers and spectators. Use of green energy in these circumstances needs to be encouraged, as do efficientenergy solutions to reduce CO2 emissions, and avoid-ance through development of waste managementstrategies.

Project Objectives

The project will develop a best practice methodologyand model for managing and improving environmentalperformance at mass events, in particular sportingevents. The management model will be based onEMAS (Eco-Management and Audit Scheme), and willconsist of the EMS framework, Eco-Efficiency Criteriaand CO2 emission Management Module.

Testing of the model will be carried out at the WorldAthletics Championships, 2005. The manual will beavailable for mass events in the EU and accession coun-tries, as well as for the International Association ofAthletics Federations.

Background

Forests are environmentally sensitive in that they arerich in flora and fauna. They are also perceivedamongst the general public as a refuge for nature andwildlife, and so any human intervention in forests isassumed to be bad. However, forest products areimportant to the economy. The wood sector inFrance, for example, employs 500 000 people.

Forest exploitation includes felling and extraction oftimber. These activities generate many types of waste,including lubricants, batteries, hoses, chains, guidebars, paint cans and so on from machinery. Howeverdisposal of these wastes is not well organised.

Background

The use of crop-protection products presents a num-ber of challenges. There is a need to reduce environ-mental risks and to make farmers aware of practicesdesigned for sustainable development, restoring andpreserving the quality of the natural environmentwhilst guaranteeing the economic viability of farming.

Several EU Directives are relevant in this respect:91/676/EC (protection of water against pollutioncaused by nitrates), 2000/60/EC (Water FrameworkDirective) and 91/414/EC (sustainable use of plantprotection products).

To demonstrate the effectiveness as well as the envi-ronmental and economic interest to promote inEurope the culture of short rotation coppices of wil-low according to the Breton context of reconquestthe water quality

Background

Sludge is applied to agricultural land because of itsagronomic properties; however there are concernsthat this could result in heavy metals entering thehuman food chain, although regulatory provisionsand codes of practice reduce this risk. Use of sludgein this way also has consequences for the quality ofthe water supply.

Short rotation coppices of willow (SRC) are a poten-tial answer to these problems. Wastewater rich innutrients such as nitrogen and phosphorous, andwhich has already been through lagoonage andwaste water treatment, can be applied to land usedfor willow coppicing, which is efficient for removingnutrients and other waste elements.

Project Objectives

The project will demonstrate the effectiveness in envi-ronmental and cost terms of SRC as a bio-filter fortreatment of wastewater. SRC can also be used to limitaccidental pollution close to lagoonage installations anddrinking water collecting wells.

The project aims to introduce willow SRC on a suffi-ciently large scale for evaluation of plantation, care andharvest operations, and will demonstrate positive envi-ronmental impacts, such as on flora, fauna and CO2

emissions.

Background

There are at least 22 000 small and medium sizedcamping and caravanning holiday park companies inEurope, offering 10.8 million commercial tourist beds– more than the traditional hotel sector (8.7 millionbeds). Aquitaine has 718 campsites, 93 619 pitchesand 13 million accommodation nights in 2001.

Campsite operators are investing more in facilitiesand services, including catering, swimming pools,nightclubs, water games areas and other construc-tion. This results in increasing energy consumption,production of building waste, disturbance of ecosys-tems and habitats and, in particular, pollution causedby transportation of materials.

ECO-CAMPS is an operational eco-design project. It will:

Installation of a fuel cell in Paris

Background

High temperature fuel cells offer a number of advan-tages: reduction of CO2 emissions, primary and net-work energy savings and clean atmospheric releases.Builders of fuel cells, such as MTU and Siemens, haveconstructed cells for demonstration purposes for sev-eral sectors. However, marketing of the systems is notexpected to start before 2008.

The use of such fuel cells for collective housing hasnot to date been tested in Europe.

Project Objectives

The project will install a high temperature fuel cell ina boiler-house in a 280-unit building in Paris. Theobjective is to reduce the amount of carbon dioxidereleased by thermal installations in the housing sec-tor, which accounts for 19 percent of the EU’s green-house gas emissions.

The Paris pilot site will enable a better understandingof energy control problems in urban centres. Theresults of the project will be compiled and an assess-ment of the technology made and compared againstconventional energy production systems.

Zero nuisance piggeries

Background

Brittany, which has 7000 pig farms and 50 percent oftotal French swine production, produces 10 milliontonnes of pig manure annually. This generates con-siderable problems: excess nutrient enrichment of soiland water; emissions of odours and greenhousegases; and pathogenic micro-organisms.

None of the current processes for managing thiswaste take into account a global approach forimproved pig farm management, including all wastestreams (air, liquid and solid) and working conditions.Normally, pig manure is stored until is can be appliedas fertiliser. This generates its own problems: odoursand leaching of nutrients.

Project Objectives

The project will implement a global managementstrategy for the treatment of pig manure in pigsties.This will combine flushing technology with a mem-brane bio-reactor for the treatment of liquid manureand a compost system for the treatment of solidmanure.

Tourism contributes 7 percent of EU GDP and two EUcountries, France and Italy are in the top three mostvisited countries in the world. However, tourism hasnegative impacts. The concentration of tourist activi-ties during specific periods of the year has an affecton the carrying capacity of natural and cultural touristdestinations.

Lack of local awareness and skills, combined withmissing support structures and deficient information,means that even where environmentally-friendlysolutions exist for the hotel sector, they are notimplemented. With regard to the EU Eco-label, thereis low awareness of the scheme, absence of coopera-tion and low ‘brand recognition’.

The project will support effective EU-wide promotionand implementation of the Eco-Label on TouristAccommodation Services (ELTAS), through demon-stration actions in the Mediterranean region, andthrough raising awareness across the EU.

This will address a number of issues including: reduc-ing energy consumption related to tourism accom-modation; use of sustainable construction techniquesin the sector; and promotion of local awareness andknow-how about sustainability. Background

Numerous waste recovery schemes have been imple-mented in Europe over the last 15 years, includingselective collection, sorting centres, composting,incineration plans and so forth. At the same time,waste producers, who are responsible for the ultimatedestiny of their wastes from a regulatory standpoint,have implemented their own waste managementsolutions. In some places, especially in Germany, thishas resulted in waste processing over-capacity at localauthority level and to an increase in managementcosts incurred by local authorities and taxpayers.

Project Objectives

The project will develop an integrated waste man-agement policy with the help of coordination toolsand methods. These will set out to harmonise localand regional initiatives at the inter-communal level.Establishment of local government/business enter-prise partnerships will be piloted to improve globalwaste management.

In this way, volumes of waste going to landfills will bereduced by 20 percent by 2010, through a focus onlimiting waste production; reducing hazardous wastediscarded with household waste; optimising userequipment and services; finding recycling and dispos-al solutions for different types of waste; and limitingwaste management costs.

Background

Europe has 250 000 patients needing dialysis treat-ment and produces almost 38 million dialysis unitsannually. On average, patients require 150 treat-ments per year. The number of patients increases by2-3 percent each year.

Liquid concentrates for dialysis are produced withincentral units and shipped to regional logistics plat-forms, then forwarded to central stores in destinationcountries before being sent to the end user. Thuslarge containers of concentrate are transported dis-tances of 1000 to 1200km by road. Furthermore,waste generated by the liquid canisters is classified ashospital waste and incinerated.

Project Objectives

The project aims to create a new automatic mixer forproduction of acid concentrates for dialysis treatmentfrom pharmaceutical salts in dry form. This willenable wastes to be reduced by 90 percent and roadtransportation by about 87 percent. Stock manage-ment can be improved as active material will be in adry form. A further benefit will be felt in the qualityand security of dialysis, for both patients and the per-sonnel of dialysis centres.

Background

Pesticides (or crop protection products – CPP) posesignificant risks to the environment and humanhealth. They may enter the foodchain in differentways, including from runoff water. This contains soilparticles and carries the CPPs absorbed into themfrom the fields towards watercourses.

In France in 2000, 440 000 analyses of water qualityof surface and ground water were performed. In 90percent of cases, surface water was affected by thepresence of pesticides. 320 different substances weredetected, 146 of them more than once.

Project Objectives

The project demonstrates a method for protectingsurface waters against runoff of CPPs. This canimprove agricultural practices. The project will:

Background

Electricity generation has left an environmentallyproblematic legacy in the form of PolyChlorinatedBiphenyl (PCBs), which were used as coolants in trans-formers and dielectrics in capacitors. Some 26 000tonnes of PCBs were produced per year between1929 and 1989. PCBs are linked to reproductive andimmunotoxic effects in wildlife, and other environ-mental problems.

PCB-filled electrical equipment needs to be deconta-minated so that it can be re-used. Waste oil fromelectrical equipment also needs treatment, as do othercontaminated waste types such as capacitors, soil,debris and textiles.

Cadmium telluride (CdTe) and copper indium dise-lenide (CIS) photovoltaic thin-film technologies aredeveloping quickly – with accompanying growth ofwaste. Ensuring that photovoltaic technology is envi-ronmentally friendly is therefore a pressing concern.The priority is to apply state-of-the-art technology tomanufacturing processes, operations and the end-of-life cycle so that environmental considerations arefactored in from the start. Relevant EU Directivesalso provide an impetus for this.

Project Objectives

The project will recover raw material from semi-con-ductors and decontaminate remaining materials.Existing technologies will be optimised and recovery ofsemi-conductors from modules and their re-use inmanufacturing of test cells will be demonstrated. During pressing of rapeseed to make vegetable oil,steam containing large quantities of glucosinolat isreleased into the atmosphere. Measurements ofodour strength (168 Mega Odour Units p/h) illustratethe serious consequences for people living near press-ing plants, in terms of air pollution and air quality.

Washing the vapours using a scrubber, and condens-ing the steam and glucosinolate into a water tank canremove a large part of the glucosinolate.

The project will develop an innovative heat exchangerfor use in the rapeseed pressing process that will:

• Reduce overall energy demand by 5-8 percent

• Convert a standard heat exchanger to pre-heat oilseeds without loss of quality or risk of pollution

EcoStep is a system for SMEs (up to 50 employees)combining environmental, quality and labour pro-tection management. It also puts companies in a position to obtain EMAS(the EU Eco-Management & Audit Scheme) at mod-est additional expense.

A modified version of EcoStep has also been devel-oped for family farming businesses.

Project Objectives

The project will introduce the EcoStep managementsystem in selected SMEs through workshops and con-sulting. This will be a step in:

Ultrafine particle size distributions in air pollutionmonitoring networks

Background

Existing devices for measuring ultrafine particles aretoo costly for creating a European measuring stationnetwork. An affordable system – costing around onefifth of current devices – needs to be developed. Thiswould support solutions for air quality problems.

A new standard for measuring ultrafine particles willbe developed and discussed by a EuropeanCommission working group on environment andhealth. This will lead to new European guidelines formeasuring ultrafine particles.

Project Objectives

The project aims to demonstrate an affordable ultra-fine particle measuring device for pan-Europeanimplementation. Prototypes will be installed at hightraffic concentration sites in Dresden and Augsburg(Germany), Stockholm and Prague.

The expected outcomes will be stable delivery of reli-able data, available through a variety of measuringnetworks, with devices operating over one year. Areport on the findings will be produced and the pro-ject results will be promoted to other institutions,authorities and the general public, as well as to theEuropean Commission working group. A plannedseries of congresses, fairs and a final conference willunderpin this.

Background

The ZAK-process method for recovering valuablematerials from domestic waste has been tested onsemi-industrial scale – between 1996 and 2003, afour stage development process was undertaken,involving mechanical pre-treatment of waste, biolog-ical transformation, biological drying and mechanicalseparation.

Processing occurred to such an extent that most of thewaste could be re-used or recycled as an energy ormaterial source. Recovery of metals, minerals andcombustible materials was particularly effective.

Project Objectives

The project seeks to confirm the economic and envi-ronmental benefits of the ZAK-process for residualwaste treatment, whilst upgrading the process into alarge-scale technical operation. The benefits will bemeasured during a research phase and by trialing anexperimental plant.

This will involve construction and operation of a newsystem and demonstration of the reduction of green-house gases. Cost-effectiveness and reduction inresidual materials compared to conventional plantswill also be measured. The high value properties ofthe generated secondary combustible materials willalso be demonstrated.

Enhanced Nutrients Removal in Membrane Bioreactor

Background

Proper treatment of wastewater, so that pollution ofbodies of water and the phenomenon of eutrophica-tion are avoided, is a worldwide challenge. The extentof the challenge is illustrated by the fact that manybathing waters in EU countries do not comply with EUregulations. Development of new and cost-effectiveprocesses is necessary to improve existing wastewatertreatment systems.

Project Objectives

The project will carry out the first full-scale assess-ment of an innovative wastewater treatment processthat combines enhanced biological phosphorous andnitrogen removal with post-denitrification togetherwith a membrane bioreactor. This should improveremoval of nutrients and pollutants in comparisonwith conventional plant performance.

A demonstration plant using this process will be built.It will collect local area sewage in the proximity ofBerlin without any industrial or runoff water.Collected sewage will be treated so that it meets EUsensitive area and bathing water regulations.

Background

The world’s water resources are under increasingpressure as a result of a growth in demand. The EUdefines water, not as a commercial product, but as aheritage that must be protected, and water is a criti-cal factor in development in many countries.

In some areas, overuse of water supplies results indesertification. There is a recognised need to combatlong-term deterioration of freshwater quality andquantity. This requires action to underpin sustainablemanagement and protection of freshwater resources.

Project Objectives

The project will:

• Develop and apply a sustainable water resourcemanagement policy in the Anthemounta river basinin northern Greece, in order to reverse the currenttrend of water resource degradation

• Integrate this policy into other sectoral policies inthe wider area and across Greece

• Develop social, technical and administrative waterresource management tools

Background

Mediterranean countries have produced olive oil forcenturies. In Greece, annual production is 430 000tonnes and in Spain it is 950 000 tonnes. Italy,another major producer, provides 450 000 tonnes per year.

Environmental impacts are also produced by the oliveoil industry. These arise from irrigation and applica-tion of insecticide; transportation; the olive oil millingprocess (producing mainly non-biodegradable wastewith phytotoxic properties); and possible trace toxicelements in the olive oil itself.

Project Objectives

The project will design and implement a Life CycleAssessment (LCA) covering the full cycle of olive oilproduction in Lesvos and Crete, Greece, and in Spain.An appropriate LCA methodology will be developedfollowing assessment of the current situation.

Aspects of olive oil production such as tree cultiva-tion, waste management and marketing, will beanalysed and the results will allow redesign and opti-misation of stages in the cycle. Specifications will bedeveloped and actions recommended for improve-ment of procedures.

Background

Environmental problems associated with hospitalsmainly relate to waste generated as a result of hospi-tal activities, for example infectious waste and chem-icals from laboratories, chemicals from X-raymachines and others.

Due to the complicated nature of waste managementprocesses in hospitals, the application of integratedenvironmental management is difficult. Staff mem-bers are often inadequately equipped to deal withand promote safe environmental practices.

Background

Buildings use huge amounts of energy during theirlifespans. In Europe, roughly half of the energy con-sumed is used to run buildings. In addition, up to26% of landfill waste comes from buildings, and100% of energy used in buildings is lost to the envi-ronment. Urban climatic phenomena (the ‘heatisland’ effect) dramatically affect building energy con-sumption. Because of this, the cooling load in a majorsouthern European city is about double in the centrecompared with the surrounding city.

These factors mean that environmental quality inbuildings, with a focus on the minimisation of theenvironmental impact and on health and comfort forusers, can be important for tackling environmentalproblems. Major environmental improvements can bemade in Mediterranean cities as a result of imple-menting modern cooling and energy efficiency strate-gies. A priority is the rehabilitation of old buildings.

Project Objectives

The project aims to create a common understanding ofthe notion and practice of “sustainable building” in theMediterranean region, enhancing transferability ofideas from Northern European countries that havealready developed relevant expertise. Educationalbuildings will be used as a case study for exploringissues around sustainability of school buildings, andgenerating community involvement in sustainabledesign of such buildings.

The tourist boom of the 1980s and the intense paceof development have put tremendous pressure on Greek tourist resorts, in terms of environmentalprotection and natural balance. Whilst tourismdevelopment has been concentrated in coastal areas,hinterlands have seen only slight economic benefitsand continue to rely mainly on agriculture.Furthermore, although tourist resorts have boomed,development of infrastructure, human resources(e.g. training) and stimulation of the entrepreneurialculture has not kept pace.

Project Objectives

The project will address tourism development fromthe perspective of sustainability, laying the founda-tion for the transition from an intensive to a sustain-able model of tourism in Halkidiki in Greece.

This will be done by:

• Promoting implementation of Integrated ProductPolicy (IPP) tools

• Linking the tourism economy with local agro-production and food industries

• Stimulation collaborative use of IPP tools with thesupport of local authorities

Background

Agaricus bisporus – better known as the white buttonmushroom – has become an important food source. 1 million tonnes are produced by European mushroomproducers annually. Pasturised mushroom compost –produced from straw and horse and chicken manure –is the basis for agaricus bisporus growing. However,the production of mushroom compost involves therelease of large quantities of ammonia into the atmos-phere. 12 000 to 14 000 tonnes of ammonia arereleased in Europe every year from these processes.

Project Objectives

The project will develop an environmentally soundclean technology for use in the composting agricul-tural sector. Presently, compost farms are aware ofthe urgency of addressing the ammonia emissionsproblem, but try to introduce solutions that have onlya limited impact. Examples of these solutions includemoving compost to other sites, using chimneys, andbuilding bunkers or aerated floors.

There is also a concern that compost quality will beaffected if new technologies are introduced. Theproject will address these issues.

Removal of toxic heavy metals from wastewater byspecial yeast produced by bioconversion on foodbyproducts – an integrated solution for wastewatertreatment

Background

An isosugar-producing plant in Hungary generates2000m3 of wastewater daily. The wastewater hashigh carbohydrate (COD@3500mg/l) and suspendedmatter (@1500mg/l) content. This is currentlyflushed into clean water streams, resulting in a dailydeposit of 80m3 of activated sludge (dried mattercontent being around 3 percent) and continuouslyincreasing yeast mass. This is hazardous because nei-ther the amount nor the type of symbiosis-formingorganisms can be precisely determined.

Project Objectives

The project will develop two semi-industrial plants.One will be suitable for bio-conversion of food indus-try waste or wastewater into a new kind of yeastmass. The second will be a demonstration plantremoving heavy metals from wastewater. It is esti-mated that the project will be able to purify or treat atleast 15 percent of food-industry by-products pro-duced annually in Hungary.

The project will therefore aim to:

• Process, reuse and bio-convert locally food industryby-products, wastes and/or wastewater into yeastmass

• Develop an effective system to neutralise waste-water containing hazardous heavy metals.

Background

Szigetköz is an island between the Mosoni-Danubeand the ‘old’ Danube. It is 52km long and has an aver-age width of 7-8km. It is composed of Pleistoceneloose gravel sediment, which has an extremely goodwater holding capacity. The sediment layer can be asmuch as 400 m in width.

Because of the sediment layer, the Slovakian-Hungarian Transboundary Danube Wetland is one ofthe greatest drinking-water bases in Europe. Thearea is highly biodiverse and has a complex ecology,hosting unusual flora and fauna. There are manydead oxbow lakes on Szigetköz resulting in a wide-spread wetland area. In the lower parts of Szigetközclose to the rivers, there are as many as 67 plant-associations.

Project Objectives

The project will develop a sustainable water and land-use management decision support tool to achievemaximum efficiency in water policies relating to theEU’s Water Framework Directive.

A new application of phytodepuration as a treatmentfor the olive mill waste water disposal

Background

Waste water from the extraction process involved inproducing olive oil is a significant cause of pollution,due to high organic carbon content (COD 30 – 150 g/l),especially in the form of phenols and polyphenols.

These compounds are not degraded by microfloraand anaerobic digestion allows for only 80-90 per-cent COD removal, insufficient to permit effluent dis-charges into the environment. Other technologiesare not cost effective because of the seasonal natureof production and the small size of extraction plants.Around 30 million cubic metres of waste is producedannually during a 3-4 month period, posing consider-able problems for Mediterranean countries.

Project Objectives

The project will establish a demonstration plant usinga new innovative approach to solve the problem ofwaste water in the olive oil industry. Disseminationand transfer of the new approach is also part of theproject.

The new model will provide the olive oil producerwith an efficient, economical and environmentallyfriendly disposal system. In addition, more ecological-ly-friendly use of natural resources (such as trees andsoil) could result in greater profitability for olive oilproducers.

The economy of Italy’s Chiampo Valley relies on thetannery industry. This has a number of major envi-ronmental impacts including high dispersion of high-ly dangerous finishing chemicals, high production ofvolatile organic solvents (VOS), solid waste in the fin-ishing water, high electricity consumption, noise pol-lution and high water consumption.

Project Objectives

The project aims to reduce use of dangerous and pol-luting agents in the tannery industry of the ChiampoValley, and to cut water and electricity consumption.This will be done through introduction of new tech-nology, which will make it possible to eliminatedependence on VOS and tackle other environmentalproblems: elimination of solid waste, reduced noisepollution and water/energy consumption reduction.

Background

Harbours and golf courses are spreading throughoutNorth Western Mediterranean coastal zones (France,Spain, Portugal and Italy). They create environmen-tal, territorial and social problems. ‘Districts’ compris-ing different golf courses linked to one another areemerging in response to demand from players for different types of facilities.

A range of tools exists to minimise the environmentalimpact of such development: EnvironmentalManagement Systems (EMS), Local Agenda 21 andother good practice guidelines. However, effectiveintegration of these tools is lacking.

Project Objectives

The project will test, implement and disseminate inte-grated coastal zone management tools that willimprove the environmental management of highimpact activities such as golf clubs and harbours.Specifically, the project will:

• Test the adoption of EMAS II (Eco-managementand audit system) by golf clubs and harbours (covering at least two tourist structures)

• Define guidelines for adoption of EMS in the man-agement of golf clubs and harbours

• Integrate EMS and local and regional policies in thecontext of ‘Mediterranean coastline governance’

• Reinforce the regional planning and programmingstrategy by means of specific documents andguidelines

Background

Fraschetta, an area in the Eastern suburbs ofAlessandria, is an important industrial district and cre-ates associated impacts, such as concentrations ofpollutants, noise and heavy transport use. The areawas also formerly used for waste landfill.

Fraschetta also has a significant residential popula-tion. At present, steps to limit pollution are only takenwhen regulatory limits have already been exceeded –thus the approach is one of damage limitation ratherthan prevention.

Project Objectives

The project aims to build a new preventative approachto environmental problems in the Fraschetta area.This will involve creating an integrated culture totackle problems, involving stakeholders such as publicauthorities, educational facilities and companies.

A new methodology for checking air quality andnoise levels will be developed. Future planning willaddress the need to integrate environmental protec-tion and sustainable development. This will be supported by the establishment of a set of environ-mentally aware decision-making and operating principles.

Background

Local policies are normally managed in a fragmentedmanner, with decisions being taken at municipal,provincial or regional level. Environmental decision-making seldom involves citizens in phases of planning.

A new approach is called for, involving environmentalplanning management covering territorial areas withsimilar environmental and land-use characteristics.

Project Objectives

The project will involve 19 municipalities in threeprovinces in the Pianalto area. It will target four sec-tors – eco-building, sustainable transport, wastemanagement and natural landscape protection – andwill use incentives, training and raising of publicawareness to maximise opportunities for exchange ofknowledge between municipal councils, citizens,associations and employers.

More environmentally advanced municipalities willbe used as best practice models as part of an initiativeto achieve better results across all the municipalitiesinvolved. A sustainable development plan forPianalto will also be developed. Sustainable develop-ment principles will be disseminated through multi-level information campaigns.

Realisation of Rome’s action plan to achieve the KyotoProtocol’s objective of Greenhouse Gas Reduction

Background

Italy ratified the Kyoto Protocol on 30 May 2002, andhas the objective of reducing its greenhouse gas emis-sions by 6.5 percent by 2012. This objective has beenformalised in a National Action Plan, which was adopt-ed in December 2003.

Achieving the target implies action at both national andlocal levels. The city of Rome must play its part in help-ing Italy achieve its target.

Project Objectives

The project will draw up an action plan for the city ofRome tackling greenhouse gas emissions, as part of theItalian target of a reduction in greenhouse gas emissionsof 6.5 percent by 2012 (compared to 1990 levels).Expected results are:

• Collection of data and indicators on emission reduc-tions achieved by pilot actions

• Demonstration of the effectiveness of Rome’s actionplan through data produced by the pilot projects, andadoption of the action plan by the municipality ofRome

Optimisation of nitrogen management for ground-water quality improvement and conservation

Background

Agriculture, particularly intensive livestock produc-tion, contributes 60 percent of the nitrogen releasedinto the soil and water of the Po Plain. Assessing theamount of soluble nitrogen in the environment dur-ing different periods of the year and in different climatic and cultivation conditions is an importantknowledge-gathering process for optimising nitroge-nous fertilisation of crops.

Project Objectives

The project will establish a network for nitrate moni-toring. This will feed information directly to farmersvia the Internet. Data will be available in real time andwill help determine levels of nitrogenous fertilisationin response to real nitrogen availability in the soil.

This will help evaluate the contribution to nitrogenpollution made by agriculture, and foster the applica-tion of environmentally and economically sustainablepractices, covering for example crop rotation, covercrops, and quantity of fertilisers. The utilisation ofnitrogen resources in agriculture will be enhanced, aswill systems enabling farmers to balance productionand environmental goals.

Agriculture and tourism are important for the econo-my of the Liguria Region, but both generate an envi-ronmental impact in terms of waste. The agriculturesector produces quantities of plastic waste, whilst theamount of waste generated by tourism and disposedin landfills has risen significantly in recent years.Planning controls and prevention strategies are lacking.

Project Objectives

The project aims to reduce the volume of waste pro-duced by the agriculture and tourism sectors inLiguria. Recycling methods in compliance with EUlegislation will also be introduced, and the use ofbiodegradable materials in agriculture and bathingestablishments will be encouraged.

Non-biodegradable waste will be reduced, in particu-lar: polypropylene pots for horticulture, polyethylenemulching films, crop management accessories andcutlery used for summer catering in beach front con-cessions, or public catering during local events.

Voluntary Environmental Tools for the continuousimprovement of a district

Background

EMAS II (Eco-Management and Audit Scheme) offersbenefits beyond the traditional production sectors, interms of reducing environmental pressure along thewhole production chain, and introducing a territorialapproach.

However, the scheme has some limitations. For it tobe applied in a territory, there must be an organisa-tional structure to make voluntary registration possi-ble, whilst applying the scheme across different productive sectors and social conditions can impedewidespread application of ISO 14000 principles. Thiscan mean there is limited impact for a territory as awhole. A different approach directed to overall envi-ronmental improvement is needed.

Project Objectives

The project aims to spread adoption of ISO14001/EMAS procedures across public and privatebodies and to monitor the environmental effects. The‘Environmental improvement plan’ will be edited anda ‘Handbook for continuous improvement’ created.The project will also seek ISO 14001/EMAS registra-tion for six municipalities in the district, for the localwaste/wastewater treatment agency and for the con-sortium of ham producers. Local companies may alsobe certified within the scope of the project.

Background

The EU’s Water Framework Directive (2000/60/EC)addresses water quality assessment, control andmanagement. In Italy, marine coastal environmentsare protected under Legislative Degree 979/82(Disposition for the protection of the sea). Furtherregulations and decrees govern protection of marineand underground waters, dealing with pollution andrecovery of polluted water bodies. The coastal areasof the North-Western Adriatic and rivers up to 10kmfrom the coastline are identified as sensitive areas forprotection.

Project Objectives

The project will develop a local integrated strategyfor reducing the environmental and socio-economicimpact of hypoxia and /or anoxic seasonal events inthe marine and coastal zones of the North Adriatic Sea.

This will involve: transfer of scientific and technicalknowledge to local authorities so that degradation ofthe marine ecosystem can be countered; raisingawareness about the need for and use of integratedenvironmental management systems, including thoseof local authorities not directly involved in the project;and exchange of experience enabling diffusion of themodel throughout Italy and to other parts of Europe.

Background

The EU’s Sixth Environmental Action Programmeencourages improvement of environmental perfor-mance of products throughout their life cycles. ISOstandards 14040 and 14020 make specific referenceto the Life Cycle Assessment method (LCA), theEnvironmental Products Declarations (EPD) and eco-labelling of products. However, this approach has notyet found a real application.

The Ecoflower Terlizzi project focuses on the intensiveflower industry in Terlizzi, which has very high pro-duction levels and may provide a suitable eco-labelling application.

Project Objectives

The project aims to demonstrate the potential of anIntegrated Product Policy (IPP) approach, using theEMAS environmental declaration, EPD and the envi-ronmental label applied to flowers. The project alsoseeks to lessen the potential negative environmentalimpacts of floriculture.

A preliminary study will be carried out, followed bydevelopment of the EPD model for the main flowerspecies produced in Terlizzi, the creation of an ‘Eco-Flower Terlizzi’ label, and the establishment of a flori-culture research centre. Guidelines for EPD and flowerproduction at international level will be developed.

Background

The World Commission on Protected Areas has pub-lished guidelines for financing of Protected Areas(PAs). The guidelines promote a business orientedmanagement approach, and could prove the spring-board for self-financing mechanisms tailored to spe-cific needs of European PAs or Natura 2000 sites.However, the potential for this remains to beexplored.

Such mechanisms will need to be adequately inte-grated into existing management frameworks usingan approach emphasising participation of all stake-holders.

Project Objectives

The project will explore self-financing mechanismsfor PAs, as follows:

• Increase financial resources available to PAs

• Reduce bureaucratic inefficiencies constraining PAmanagement

• Change the current approach to management ofPAs and their use by visitors

• Create and promote added value cultural, landscapeand natural services and products offered by PAs

• Promote new forms of partnership to stimulate theinvolvement of local communities

The project will build sufficient know-how to provideItalian and European PA managers with the tools andbest practice guidance necessary for developing self-financing mechanisms tailored to their needs.

Background

The project explores the possibility of integrationbetween local Agenda 21 and EMAS (Eco-Management and Audit System) in the ParcoNazionale Dolomiti and in the surrounding munici-palities. The project partnership includes the largestmunicipalities in the area (totalling 62 000 inhabi-tants).

Project Objectives

The project will:

• Identify a management and organisational modelto promote EMAS registration

• Obtain EMAS registration

• Define the role and functions of the park authori-ties as an ‘agency for sustainable development’

• Transfer project activities to other surroundingmunicipalities (presently 12 of these are alreadyinvolved in the Agenda 21 process)

• Examine the potential for exporting the model toother areas, especially to places where importantnatural resources are under pressure from humanactivities. The Parco Nazionale Dolomiti belongs to a number of networks that will help facilitate this,covering partners from Austria, France, Germany,Liechtenstein, Slovenia and Switzerland, 300 pro-tected areas in Italy and the regional parks federa-tion in Veneto.

The EU’s Ground Water Directive (GWD) requires theadoption of specific measures for prevention andcontrol of groundwater pollution.

The project aims to validate a methodology that willlead to a 40 percent reduction of water pollution, inthe context of the GWD. An integrated managementplanning approach will be used as part of a strategyto increase farming sustainability and implement riverpark activities.

As a starting point for in-depth analysis of non-pointsource human-induced pollution, an assessment ofshallow and deep aquifer processes will be carriedout. This will also enable identification of weak areasand unsustainable farming techniques. Practicalapplication of solutions will be promoted using a par-ticipatory approach amongst stakeholders.

Background

Industrial areas designated according to zoning regula-tions can often be located in suburban areas with infra-structures appropriate for business activities. WhereSMEs predominate, facilities for minimising environ-mental impacts are often centralised. An example ofthis is ‘Ecologically Equipped Industrial Areas’ (EEIA)which use the good relationship between local enter-prises as a basis for limiting pollution.

However, in practice, few areas have optimal envi-ronmental facilities and there is no official standardfor managing EEIAs. This is an issue that needs to beaddressed.

Project Objectives

The project will identify and implement a newapproach to sustainable development involving localauthorities, businesses and the general public. Thiswill involve:

• EMAS (Eco-Management and Audit Scheme) regis-tration for three organisations in different industrialareas, with registration procedures initiated in a further five areas

• Validation of eight territorial environmental pro-grammes and development of guidelines forSustainable Industrial Area Management (SIAM)application

• Training at least thirty new professionals asSustainable Industrial Area Designers andManagers

The amount of waste electrical and electronic equip-ment (WEEE) generated is growing rapidly. WEEEoften contains hazardous components, causing con-cern during the waste management phase. Background

Pollutants produced by highway traffic cause signifi-cant environmental damage, both in terms of air qual-ity and on use of rural land through which highwaysrun. Traffic dust causes contamination of agriculturalproduce, and roads also contribute to territorial frag-mentation, with consequent loss of continuity withinecosystems.

Project Objectives

The project aims to mitigate the impact of highwayscutting through rural areas by creating plant corridorsalong the roadside that will help prevent diffusion ofpollutants generated by traffic into the wider area.The barriers will be monitored and the degree ofreduction of pollutants assessed.

New clean technology for the decoration of all kindsof ceramic surfaces, whether flat or textured, with aminimal use of raw noble materials

Background

Present technologies allow machine decoration ofceramics only for flat surfaces. Haut and bas-reliefdecoration is handmade, resulting in the exposure ofthe artisan to enamels and solvent fumes.

Serigraph and air-brush technologies can only beused on simple surfaces and for simple decorationmodels. They also produce large volumes of waste –100 litres of enamel waste for each colour used.

Project Objectives

The project will explore new technology to limit andeven eliminate waste from decoration of ceramics.New equipment will allow the glazing of flat and tex-tured surfaces using the minimum necessary quantityof glaze, eliminating dispersion of waste oxides andpigments, and producing a faultless result.

It is expected that glazes used per product unit can besubstantially reduced. Energy consumption will bereduced by 20-30 percent, and exhaustible rawmaterial consumption will be reduced proportionate-ly. The technology also offers the potential for excel-lent, high definition results on non-flat surfaces, aswell as painting of much larger pieces.

Poor quality building practices can cause excessiveenergy consumption. This can be due to bad designand layout of buildings and ineffective heating/con-ditioning systems, with a consequent impact on thequality of the environment. Lack of eco-compatiblecriteria in planning single residential units results in,on large urban scale, poor management of a territo-ry’s resources (such as energy and water).

Project Objectives

The project aims to demonstrate energy savings of 20percent in residential buildings, resulting from use ofparticular building techniques and materials. Energysavings should repay any additional costs of con-struction over a short time period.

A set of Best Practice Guidelines for SustainableBuildings will be produced. Financial incentives andde-taxation measures will be analysed in a municipalcontext. The Region of Sicily has undertaken to adoptnew rules based on the project experience and willintegrate best practice guidelines into its regionalstrategy for sustainable development. Formal adop-tion of the regional strategy will be completed beforethe close of the project.

Lead-acid batteries have a life of 3-4 years. In mostEuropean countries, batteries are then recycled, atwhich time there is a risk of pollution.

European metallic lead consumption was around 2 Mt in 1999, with battery manufacturing accountingfor 70 percent. This can be expected to rise, howev-er, with used and recycled batteries from mobiletelecommunication applications alone amounting to150 Kt in 10-12 years.

Project Objectives

The project will create a new back-up system for usein mobile telephone radio-base stations. This willeliminate the use of lead-acid batteries, the traditionalapproach to energy-storing. The project will developa pilot system and four demonstrator units usingstored compressed air and guaranteeing at least twohours of service to the transmitting apparatus.

This will: eliminate the battery stack in the energy sta-tion; be cost compatible with battery solutions; be lowmaintenance; be plug and play compatible with lead-acid batteries; and be based in proven technology.

Background

About 50 percent of European greenhouse effectcausing gas emissions result from energy use in build-ings. The EU is addressing this by calling for morerational energy consumption in buildings to reduceCO2 levels.

Energy use by ventilation systems and fans accountsfor almost 10 percent of EU energy consumption.Long term savings can be achieved by introducinghybrid ventilation systems at the construction stage.

Project Objectives

The project will demonstrate the use of an ecologi-cally-friendly hybrid ventilation system, based onFrench and Swedish designs. The suitability of suchsystems for Latvia – a country with a cold but humidclimate – will be tested. The system will be monitoredfor 12 months.

Building energy certification in the light of theDirective 2002/91/EC

Background

EU Directive 2002/91/EC requires energy certificationof buildings in order to reduce CO2 emissions. A pre-vious project (ENERLAB) tested an energy certificationscheme developed by Riga Technical University.However, this system considers only heat consump-tion, and not gas and electricity consumption. Thesehowever should be included as they also influenceCO2 emissions – updating of the scheme is required.

Appropriate energy certification is a cost-effective andefficient method for saving energy and can help EUimplementation of the Kyoto Protocol.

Project Objectives

The project will develop further the energy certificationand labelling system established by the ENERLAB proj-ect, which operated in the township of Ogre. TheENERLAB heat consumption management system willbe upgraded to a full energy management system incompliance with Directive 2002/91/EC (EnergyPerformance of Buildings). The ENERLAB project inOgre achieved reductions of 5-10 percent in heat con-sumption and the new project will build on this.

Background

Although use of ozone-depleting CFCs in industryhas dramatically declined, emissions of hydrochloro-fluorocarbons (HCFCs) and hydrofluorocarbons(HFCs) have increased. These gases, which also havea greenhouse effect, have been used to replace CFCs.

The European Commission notes that emissions offluorinated gases were 65 million tonnes of carbondioxide equivalent in 1995, and this is forecast toincrease by 50 percent by 2010. Fluorinated gasesaccount for two percent of EU greenhouse gas emis-sions, but their global warming potential is high.Reduction of such gases is therefore a priority.

New zeolite/water absorption technology is onemethod for reducing the emission of refrigeratinggases and increasing energy efficiency.

Project Objectives

Zeolite system can be used as an alternative to current, greenhouse gas producing, refrigeration systems. The project will demonstrate that this istechnically and economically viable. Five new trans-port containers using zeolite/water technology willbe constructed during the course of the project.

The project beneficiary, Dometic, will apply theprocess. The zeolite system technology has beendeveloped by ZEO-TECH GmbH.

Sustainable drinking water production from low quality ground water enabling flexible ground watermanagement

Background

15 percent of Europe’s water for domestic, industrialand agricultural consumption comes from groundwater resources. However, this can result in dessica-tion of elevated areas with sand-rich soils, particular-ly in the Netherlands, Germany, the United Kingdom,Belgium, France, Scandinavia and Italy. Governmentsrestrict ground water withdrawal in such areas.

Water companies prefer ground water as a source fordrinking water as it is less contaminated than surfacewater and must find alternative sources. Low lyingareas are one possibility, but ground water from theseareas is often of poor quality, with high mineral concentrations. Suitable technology for exploiting alter-native water sources, or for flexible ground water man-agement aimed at preventing dessication, is lacking

The project will demonstrate new technologyenabling drinking water production from low qualityground water sources. This will involve:

Eco-dock – Recycling of single hull tankers and end-of-life ships containing hazardous wastes

Background

The EU does not have a facility for dismantling ofships and platforms. Stricter regulation during the1970s saw the dismantling of ships move to otherlocations such as India, Bangladesh and China. Thiscreates environmental problems in those countries.

Around 200 European registered vessels are scrappedeach year, resulting in an annual export to third coun-tries of hazardous materials including 17 280 tonnesof lubricants and 25 920 tonnes of used oil, not tomention asbestos and heavy metals. Recent regula-tions concerning single-hulled tankers in the wake ofthe Prestige oil spill are expected to considerablyaccelerate the rate of scrapping of vessels.

Project Objectives

The project initiators believe it is both desirable andfeasible to have ship dismantling yards in the EU, forbetter waste management. The project will constructa demonstration plant for recycling of single hulltankers and end-of-life ships containing hazardouswaste.

Innovative cutting techniques for steel structures willbe introduced, making possible very high degrees ofsteel and waste recycling. A cleaning and recyclingsystem for hazardous wastes including asbestos,heavy oils and bilge water will also be introduced.The project will develop a systematic, transferableship-recycling approach.

Asbestos fibre cement – Denaturing plant

Background

Asbestos fibre cement (AFCE) waste is a carcinogenicconstruction material. It has been used throughoutEurope since 1920. In 1949, asbestosis – the diseasecaused by asbestos – was first recognised. However,by the time asbestos was prohibited, many peoplehad already been exposed to the carcinogenicasbestos fibres and had fallen ill. Even today, largequantities of asbestos are contained in buildings andwater pipes. Removal of this dangerous material isnecessary, but currently the only disposal method forthe waste is directed landfill.

Project Objectives

The project will demonstrate that denaturing tech-nology is the Best Available Technology (BAT) for thetreatment of asbestos fibre cement waste.

A thermal process using a prototype moving hoodkiln will be demonstrated, in which asbestos fibres arerendered harmless. The project will also demonstratethe reusability of the denatured asbestos cement as abase material for the cement industry.

The project also aims to launch a European lobbywith the objective of implementing the denaturingtechnology as the minimum standard for processingasbestos.

Background

Europe has some 3 000 leather tanneries employing50 000 people and covering all EU Member Statesexcept Luxembourg. Many new clean technologieshave been introduced in the sector in recent years,but room for improvement exists.

The ECCO Group is one of the world’s largest tannerycompanies and has tested three innovative environ-mental technologies offering substantial benefits tothe industry. These are: introduction of new andinnovative process vessels (cangliones drums); imple-mentation of membrane filtration in order to reusechromium; and implementation of new waste treat-ment techniques (anaerobic treatment of fleshingsludge).

Project Objectives

The project will demonstrate the technical and eco-nomic feasibility in a tannery of three innovativeclean technology solutions (as outlined above). Thesesolutions go beyond BAT (Best Available Technology)as defined for the tanning industry.

The technologies will be implemented in the ECCOplant at Dongen, the Netherlands, and will be thefirst case of demonstration and evaluation of thesetechnologies.

Tour operators represent an important part of thetourism sector, accounting for 35 percent of leisureair holidays in Europe. However, tourism generatesnumerous negative impacts: resource consumption,pollution and waste generation, for example. Touroperators are in part responsible for this, as theydetermine where many tourists go and the facilitiesthey use. They are also a catalyst, bringing othertourism sectors together.

The tourist industry needs new tools and methods forlimiting environmental impacts. Integrated sustain-ability into the package holiday sector means takinginto consideration environmental, social and eco-nomic aspects of package tourism.

The project will demonstrate the effectiveness of acommon coordinated approach in the package toursector by:

Sustainable weed control on pavements: demonstra-tion of a decision support system for environmentallybenign and cost effective weed control on hard surfaces

Background

Weed control methods used for hard surfaces gener-ate several environmentally damaging side effects,including run-off of herbicides and contamination ofsoil and groundwater. In the Netherlands alone, some60 000 kg of active ingredients are used on hard sur-faces annually. The most used herbicide, glyphosateis sometimes found to be above the maximum toler-able risk level in surface water. This implies highercosts for drinking water providers, who must treatsurface water for pesticide contamination, before itcan be used.

Project Objectives

The project aims to reduce herbicide emission fromweed control on hard surfaces to levels acceptable tomajor stakeholders (water companies and boards).This will involve demonstration of a new concept topotential users – managers and planners of hard sur-faces and weed control contractors. The project willsee five large organisations (municipalities or industri-al sites) apply the concept. Information about theproject will be disseminated to other users in theNetherlands in the areas of the Rhine and Meuserivers.

Background

99 percent of the businesses operating in Poland areSMEs, yet Poland currently has no nationwidescheme dealing with the environmental performanceof SMEs. Whilst large companies are required by leg-islation to control their impact on the environmentand apply environmentally-friendly technologies,SMEs need support and assistance through schemesthat will enable step-by-step approval of environ-mental performance.

The Clean Business Programme has been developedto provide this assistance to SMEs.

Project Objectives

This project will develop the Environment ManagerInternet tool as part of a strategy to demonstrate thatcost-effective improvements can be made to theenvironmental performance of SMEs.

The project will involve 250 Polish SMEs. It willanalyse their environmental performance and imple-ment the EU Eco-Management and Audit Scheme(EMAS) in ten participating companies. The partici-pants will represent the following sectors: healthcare,tourism, food processing, metal processing, produc-tion of car components, construction, plastic process-ing and business services. On a wider scale, the pro-ject will promote EMAS in Poland and develop anetwork of local experts.

Innovative Approach in waste reduction of propyleneoxide production

Background

The project addresses the problem of chlorinatehydrocarbons in wastewater. The EU’s WaterFramework Directive (WFD) considers these pollu-tants “priority hazardous substances”. Circulation ofchlorinate hydrocarbons is to be phased out by 2006.Companies producing propylene oxide via propy-lenechlorohydrine could be shut down, because current technology does not provide an adequatesolution to this problem.

Project Objectives

The project will focus on new technology for the pro-duction of propylene oxide that will produce almostno waste, with chlorine, volatile organics, chlorinatedhydrocarbons and dissolved inorganic matter largelyeliminated. The project concentrates on the reductionof emissions of chlorinated hydrocarbons and glycolsin the water stream as a pilot measure. This problemwill be solved effectively by using a unique reactor.

Additional improvements are envisaged as a result ofchanging the dehydrochlorination agent. WhenNaOH is used instead of lime-milk, it will be possibleto recycle the waste to the electrolysis unit. In thisway, it will also be possible to retain the dissolvedinorganic matter (NaCl).

Background

Global warming brings with it the threat of manynegative phenomena: rising temperatures (especiallyin cities), shifting vegetation belts, problems with thedrinking water supply and more frequent occurancesof extreme weather conditions. For urban dwellers,there may be serious consequences.

Consequently, it is necessary to better define urbandevelopment measures so that the need to mitigatethe consequences of global warming receives greaterconsideration.

Project Objectives

The project aims to adapt the European CommonIndicators (ECI) methodology to Slovak conditions.ECI will be applied in selected Slovak cities in the con-text of sustainable development capacity buildingand strategic development programmes based oninternational initiatives.

The project will also adapt the Ecological Footprintdesign methodology to mitigate the impact of cli-mate change in urban areas, and contribute to imple-mentation of the EU’s Sixth Environmental ActionProgramme. These measures will be accompanied byawareness-raising actions, aimed at politicians, deci-sion-makers and the wider public.

Sustainable management of the rice straw

Background

Rice straw, which is generated in the field during riceharvesting, is normally incinerated. This has a numberof negative impacts in the area around AlbuferaNatural Park, where this project will take place. Thedetrimental environmental impacts include atmos-pheric contamination and problems for flora andfauna.

It is however possible to recycle the rice straw by usingnew, more environmentally friendly agricultural tech-niques. Gaining the support of rice farmers is essen-tial if this is to be successful.

Project Objectives

The project sets out to tackle negative environmentalimpacts caused by incineration of rice straw, 50 000tonnes of which are burned annually in the vicinity ofAlbufera Natural Park. The objective is to eliminateair pollution which affects urban areas near the ricefields.

A Transectoral Centre for waste reuse and rice strawand other organic waste recycling will be created.Rice straw can be recycled into organic blankets foruse in combatting desertification, and for dry farming(almond trees, olive trees, etc.). Water consumptionsavings are also achieved through this methodology.

Ecotechnology for environmental restoration of lime-stone quarries

Background

The European mining sector is growing rapidly, butvery few extraction companies have applied for envi-ronmental certification. In particular, ecologicalrestoration programmes lack consistency of approach,resulting in unprofitable outcomes and low produc-tivity.

One reason for the low implementation rate of envi-ronmental control systems for ecological restoration isthe lack of defined minimum results. Whilst re-vege-tation has been prioritised, little attention has beenpaid to issues such as diversity of ecosystems andquality of restored vegetation.

Project Objectives

The project will implement through ten pilot projectsthe latest techniques and methodologies for quarryrestoration. The pilot projects will embrace a diverseset of representative sites in Mediterranean condi-tions.

The procedures employed will be published in amanual and disseminated to companies working inthe concrete and aggregates sectors, as well as tothe authorities responsible for monitoring quarryrestoration.

Background

Pig skin gelatine manufacturing involves a number ofsteps: mincing, washing, acid treatment, washing,thermal extraction, clarification and filtration, ionexchange, evaporation, sterilisation and drying. Theprocess is carried out in stages and uses large amountsof water and energy.

There is scope for introducing new technologies intothis process in order to reduce the environmentalimpact and achieve reduced water and energy con-sumption.

Project Objectives

The project will demonstrate a new pig skin gelatinemanufacturing process that both produces higherquality gelatine and reduces environmental impacts.New technology for the mincing, washing andextracting parts of the process will be demonstrated,in order to reduce wastewater. A modification to thegelatine purification process will also be implemented.

The project will also apply the Integrated PollutionPrevention and Control (IPPC) guidelines, whichrequire conformity to consumption and emissionstandards based on implementation of Best AvailableTechniques.

Background

Deforestation is a major problem that should berestricted wherever possible. The use of renewablesources of tannin can make a contribution to reducingdeforestation – currently tree species such as quebra-cho, mimosa, chestnut, sumac, mirabolan, valoneaand tara are felled to provide tannin for the leatherindustry.

Alternative sources of tannin exist, chiefly from a by-product (grapeseed) from the wine industry, which isused for oil extraction and animal meat. Tannin pro-duction from the by-product would not impact onthese established uses.

Project Objectives

The project will assess the value of the wine industryby-product for producing tannin suitable for use bythe leather industry. This will be beneficial in a num-ber of ways:

• Reduction in the felling of some tree species

• Obtaining a better return from a by-product that istypically of low profitable value

• Reducing dust formation in the tanning industry byreplacing a powder-based product with a liquid one

System for the integral management of the wastesproduced by the mussel cultured in rafts and long-lines

Background

Mussels have great filtering capacity, resulting in con-siderable accumulation of bio-deposits (mussel fae-ces) beneath mussel rafts. These deposits graduallychange the marine bed conditions, resulting in anox-ia and subsequent environmental risks, including adecrease in biodiversity, increasing pollution and ris-ing seabeds (up to 2cm per year) beneath the musselrafts.

When appropriately treated however, the wastes canbe used to produce recycled materials for reforesta-tion and regeneration of soils in eroded areas, formerindustrial regions and areas adversely affected bymining and construction.

Project Objectives

The project aims to develop an integrated system formanagement of wastes produced by raft-culturedmussels. This will involve establishment of a systemfor extracting sediments deposited under mussel raftsand selective collection and transportation of thewastes.

A system for using the wastes to restore degradedsoils around mines will also be developed, and mus-sel producers will be involved in order to developgood working practices for waste management andecosystem preservation.

Background

Most pulp bleaching processes use hydrogen peroxideas the main bleaching chemical. Bleaching processesare sensitive to metal ions, which negatively effect thefinal result, and so substances such as EDTA (ethylenediamine tetracetic acid) are used to collect the metalions, preventing deterioration.

EDTA-complexes are stable and not degraded biolog-ically. Because of its ability to form metal complexes,EDTA leads to harmful remobilisation of metals. EDTAalso causes de-loading of useful metals in the sedi-ments and suspended particles, leading to an increaseof metals in the water phase.

Project Objectives

The project will demonstrate the new BIORED con-cept based on a Multi-Stage Biological Reductionprocess, designed for biological treatment of EDTA inpulp mills.

This will be done at the sulphite pulp mill in Seffle,Sweden, by Nordic Paper Seffle AB. The experiencegained during the demonstration phase will providean important reference for the European pulp andpaper industry.

Processing sludge for the recovery of energy andphosphorous with removal of heavy metals

Background

Sludge derived from sewage plants is a potentiallyhazardous waste that is currently deposited, inciner-ated or used as fertiliser. Conventional incineration ofwet sludge is mainly a method of decreasing the vol-ume of sludge, and may generate other environmen-tal problems. Incineration does not allow recovery ofnutritional content in the sludge, and offers only lim-ited recovery of energy.

The impact of sludge as a fertiliser has not been fullyinvestigated. Cadmium levels are generally high insewage sludge; the level of this metal has reachedvery high levels in agricultural soil in some parts ofEurope. Use of sludge as a fertiliser results in spread-ing of heavy metals, infectious pathogens and com-plex organic substances into the environment.

Project Objectives

The project will demonstrate a new sludge processingconcept. This involves drying and hygenically treatingthe sludge, recovering its energy and phosphorouscontent, and removing of heavy metals. The method-ology is adaptable to different sizes of treatment plantand different sludge conditions.

The methodology will be evaluated and disseminatedthroughout Europe, making a contribution to theattaining of waste management policy objectives.

Background

In all cities, underground cables and oil-containingcondensers are used for power supply. Scrap con-densers and cables are a growing environmental prob-lem due to a lack of effective methods for separatingcomponents.

These include a mixture of plastic, rubber and heavymetals such as copper and lead. Some undergroundcables and condensers contain the persistent toxicorganic pollutant PCB. Many cables and condensersalso contain oil, which must be handled appropriately.Several thousand tonnes of underground cables andcondensers are scrapped in the EU each year.

Project Objectives

The project aims to demonstrate a new technicalapproach to dismantling and recycling of undergroundcables and condensers. As well as external environ-mental impacts, this will also address work environ-ment and economic issues. Demonstration projects inSweden and Poland will be compared, and under-ground cable and condenser waste will be convertedinto secondary raw material, for reuse by metal andsteel producers.

Europe produces, renders or destroys 16 milliontonnes of animal by-products annually. New regula-tions concerning animal by-products not intended forhuman consumption were introduced following thespread of BSE. These regulations stipulate combus-tion as the means for disposal of animal by-products.

Incineration is energy consuming and complex,resulting in high costs. A method based on crushingand grinding whole animal carcasses and slaughter-house waste offers a more energy efficient and envi-ronmentally favourable alternative.

Project Objectives

The project will demonstrate the Biomal concept forhandling and combustion of animal by-products.This will be tested in a full-scale application and anew modern plant will be built with a 50 000 tonscapacity. The new approach will reduce Nox emis-sions by up to 50 percent.

Background

Two significant environmental challenges facingEurope are the environmental impact of the energyconversion industry, which generates greenhouse gasemissions, and the need to reduce the large volumesof waste generated in the rape seed oil industry.

The need for a clean power supply is paramount,with a number of European and international initia-tives addressing this, including the EU’s SixthEnvironmental Action Programme, the EuropeanCommission’s Green Paper on security of energy sup-plies and the Kyoto Protocol.

Project Objectives

The project aims to demonstrate a new technique forproducing electric power from an engine-driven plant powered by bio-fuels. The technology will bedemonstrated at full scale and will show that no netCO2 is emitted when running on bio-oils.

The engine used in the plant will be capable of oper-ating on both gas and liquids. No methane will leavethe plant when operating on gas. A further projectobjective is to contribute to the reduction of largevolume waste. This will be explored by the recyclingof low grade rape seed oil, which presently createslarge volumes of waste.

Demonstrating a European method for hazardouswaste management including targets for preventingand reduction of waste.

Background

The amount of hazardous waste generated is increas-ing. Urgent action is needed so that European wastepolicy targets are met. The problem is particularlyacute in communities remote from a waste infra-structure. This can lead to stockpiling and expensivelong-distance moving of waste. SMEs also findthemselves at a disadvantage as they may have thesame burdens imposed on them as major industry,but lack major industry’s better access to environ-mental guidance and advances in clean technology.

There is a need to develop a method that will over-come these obstacles and make a significant contri-bution to meeting European waste reduction targets.

Project Objectives

HAZRED will target SMEs within six priority sectors inorder to reduce hazardous waste. Specifically, theproject will:

• Demonstrate a partnership approach in settingwaste reduction targets for each sector rather thanusing tax, mandatory targets or targets set by thewaste producer

• Demonstrate the benefit of using a priority sectorapproach to waste reduction

• Demonstrate the application of hazardous wastereduction plans in achieving reduction targets

• Work with SMEs rather than major industry, asSMEs have less access to environmental expertiseand services

Sustainable river catchments for the South-East

Background

The ecosystem approach (EA) is a methodology to aiddecision-making. It seeks to achieve integration of thethree goals that relate to the economic, social and envi-ronmental dimensions of sustainability: sustainable useof natural resources, equitable sharing of the benefitsderived from the use of natural resources and conser-vation of those resources.

However, guidance on the practical application of EA islacking. There is a need for demonstration projects thathave the ecosystem approach at their core from theoutset. The principles of the ecosystem approach canbe related directly to the requirements of the WaterFramework Directive so that projects structured aroundthe ecosystem approach can also help deliver require-ments under the Water Framework Directive.

Project Objectives

The project will demonstrate that the sustainability ofwater resource management in South-East England canbe improved by practically applying the twelve EA prin-ciples into catchment area management plans.

The project will be applied in the three catchments ofthe Darent, the Kennet and the Kentish Stour. In eachof these catchments four themes will be tackled: diffusepollution, sustainable drainage, sustainable use andquality of life. These themes are at the core of sustain-able water resource issues for catchments throughoutEurope.

Wastewater polishing using renewable energy crops

Background

The cleanliness of Europe’s lakes and other bodies offresh water is threatened by effluent discharges andexcessive fertiliser usage. Currently, most domesticwastewater is treated using physical and/or biologicalprocesses to remove large particles (primary treat-ment) and decrease the oxygen demand on receivingwaters (secondary treatment).

Additional treatment to remove nitrogen and phos-phorous from sewage effluent may be required underrecent European Directives. This can be achieved byinstalling wastewater polishing systems (or tertiarytreatment). However existing wastewater polishingsystems can be costly to implement and operate, andproduce sludge which must itself be disposed of.More cost effective, environmentally-friendly waste-water polishing solutions are therefore being soughtby the water industry.

Project Objectives

The project aims to:

• Demonstrate nutrient removal from sewage efflu-ent using wastewater polishing and bioenergycrops

• Enhance the efficiency of the system used in theproject to ensure it can be widely adopted by watercompanies

• Identify long-term environmental hazards frompathogens, heavy metals and hazardous organicsby comparing the risks associated with their dispos-al in Water-Renew systems to their conventionaldisposal in surface waters

Application and dissemination of value-based eco-ratings in financial markets

Background

Economic activity contributes substantially to majorenvironmental problems such as global warming,acidification, ozone depletion and loss of biodiversity.Consequently, those firms generating more value perenvironmental impact can expect to be more finan-cially and environmentally sustainable. However,because appropriate tools for integrating environmen-tal aspects into everyday financial decision-making arelacking, financial market decisions cause an unneces-sary environmental burden.

This is largely due to the fact that existing tools fallback on a natural-science based logic which is incom-patible with the rationale underpinning resource allo-cation decisions in the financial markets. All currentapproaches to eco-rating concentrate on the wayenvironmental burden is created by a company’s eco-nomic activities.

Project Objectives

This project aims to demonstrate the feasibility of,and potential for, value-based eco-ratings in today’sfinancial markets. Specifically, the project will:

• Promote wide acceptance of significance of envi-ronmental concerns in financial markets

• Provide eco-rating agencies with a powerful toolfor offering useful information on corporate envi-ronmental performance to financial market actorsbeyond the “green” niche, thus promoting theeconomic viability of these SMEs

• Enhance optimal allocation of environmentalresources and reduce environmental impactsthrough investments in eco-efficient companies

Networking with EMAS for sustainable development

Background

The EU Eco-Management and Audit Scheme (EMAS)can be complex for smaller local authorities to fullyimplement. Small authorities have limited humanresources for coping with the necessary managementlanguage and implementation processes.

Many organisations have tried to adopt EMAS with-out success, having struggled with the concepts with-out reaching the stages at which genuine impacts onthe environmental performance of an organisation arefelt. However, careful application of EMAS has thepotential to offer major benefits for local authorityperformance, whatever its size.

Project Objectives

The aim of NEST is to deliver a Sustainable Process forEMAS verification to small and under-resourced localauthorities. This will be especially targeted at lowparticipation countries (Greece and new EU MemberStates) and sectors (municipal authorities). The stepsof the project are as follows:

• Problem identification: reviewing EMAS proceduresand compliance problems

• Solution delivery: establishing a good practicemethodology enabling local authority partners totackle EMAS compliance problems

• Performance monitoring: obtain EMAS verificationfor the participating local authorities by the close ofthe project

• Exit strategy: exploring an exit strategy for sustain-ing the process

Treating Waste for Restoring Land Sustainability

Background

Europe is facing a number of large-scale environmen-tal problems related to waste and land-use. Theamount of waste produced – currently two billiontonnes a year – is increasing by 10 percent annually.410 million tonnes of industrial waste are producedper year. At the same time, urban areas, in which 80percent of Europeans live, face a common challengeof sustainable development. In rural areas, pastindustrial activity has meant an inheritance of 52 mil-lion hectares of degraded agricultural land.

In addition, Europe is committed to Kyoto Protocolcompliance and must measurably reduce greenhousegas emissions, particularly in urban areas.

Project Objectives

In-vessel composting treatment is seen as a means ofre-using waste for the sustainable restoration of post-industrial and degraded land in Europe. The projectwill demonstrate:

• Use of in-vessel composting of waste to regeneratebrownfield sites

• Restoration of post-industrial sites and degradedland in rural areas to create high conservation valuehabitats

• Use of waste and in-vessel composting to removeindustrial pollutants

• Use of waste to create high-biodiversity areas with-in urban and rural settings

• Demonstrate conversion of waste by in-vesselcomposting to environmentally-friendly materialssuitable for soil creation and large-scale landrestoration

• Demonstrate diverting of waste from landfill sites,thus minimising greenhouse gases
