    Overview

    Since the launch of the LIFE programme by the European

    Commission in 1992, a total of 777 projects have been co-financed

    in Spain. Of these, 478 focused on environmental innovation, 268

    on nature conservation and biodiversity; nine on information and

    communication and one has been an operating grant for NGOs.

    Under the new LIFE programme (see below), seven climate change

    adaptation projects, nine climate change mitigation projects, two

    environmental governance and information projects, two climate

    LIFE Environment and Resource Efficiency

    This LIFE priority area is aimed at developing, testing and demonstrating best practices, solutions and integrated approaches to environmental challenges, as well as improving the related knowledge base.

    To date, the LIFE Environment and Resource Efficiency strand (formerly the LIFE Environment Policy and Governance component) has co-financed 478 projects in Spain, representing a total investment of €770 million, of which €328 million has been provided by the EU.

    Completed projects mainly targeted: agriculture (e.g. environmental problems linked to viticulture and olive production; EMAS in the farming sector; innovative methods to reduce soil and groundwater pollution caused by fertilisers; awareness raising and training in organic agricultural production) and fisheries (e.g. optimal and sustainable exploitation of marine resources; and management of fishing waste in coastal areas); the reduction of greenhouse gas emissions; energy saving and efficiency (eco-architecture, intelligent buildings); clean technologies (in the textile, printing and mineral/aggregates extraction and manufacturing sectors); industrial waste (metal recovery, textile waste); wastewater treatment; waste recycling (cooking oil recycled as biofuel, plastic recycling for packaging); pollution control; and the food and beverage industry. The most prominent type of beneficiaries in Spain were regional authorities, followed by local authorities, SMEs and research institutions. The projects typically lasted between 24 and 52 months.

    There are 183 ongoing projects in Spain. Besides the issues dealt with by closed projects, they also cover: energy supply (e.g. energy recovery from landfills); water quality improvement; risk management (for instance, human health protection); eco-products design; renewable energies; and life-cycle assessment. The main project beneficiaries are research institutions, universities, regional authorities, SMEs, public enterprises, professional organisations, NGOs, large enterprises and local authorities. The projects will run for between 30 and 48 months.

    Presented in the box below is an example of a successful LIFE Environment project in Spain.

    Innovative Urban Waste Treatment: A Sustainable Approach Using Hydrodynamic and Biological Technologies (URWASTECH) LIFE10 ENV/ES/000530 The URWASTECH project successfully designed, constructed and tested a plant that is able to treat the rest fraction from urban solid waste (USW), using wastewater from leachate treatment, and recover energy in the form of biogas. This prototype was designed and built in a waste treatment plant managed by SECOMSA GESTIÓ, located in Botarell, Baix Camp (Tarragona), Spain. It was able to treat 500 l/day of waste and consisted of two main units: a hydro-mechanical unit, comprising a mixing tank and a flotation-decantation tank, and a

    biological unit, including an anaerobic digester and a wetland system in the surrounding eco-park. The economic and environmental assessment of the project concluded that the technology is more environmentally friendly and economically feasible than the current treatment procedures, with a reasonable overall cost-benefit balance due to the generation of energy from the biogas produced. During the construction of the pilot plant, the hydro-mechanical unit presented the most problems and it could be further optimised. Some of the suggestions for this are to use different geometries of the flotation/decantation tanks or to shred the urban waste before entering the tank. Also, the cleaner the waste is, the easier the process becomes. The project team expects that a plant built at industrial scale would be able to treat 125 m3 of waste per year. This would avoid 44 kg of CO2 eq. per day, which represents 16 tonnes of CO2 eq. per year. The global warming potential of the process has therefore been significantly reduced by the URWASTECH intervention. The use of clean water was decreased, compared to current procedures, through the use of wastewater (leachate) which as a waste needs to undergo costly treatment. In addition, the valorisation of the alternative energy, in the form of biogas, and the valuable residues produced, also reduced to a high degree the environmental impact of the pilot plant. The improvement in the recovery of USW could bring savings on treatment and disposal costs when scaled up, a benefit made possible by the return of recyclable materials into the market. The innovation aspect of the project resides in the procedure rather than the technology itself, and the challenge of treating a waste in which all the materials that are usually recycled have been removed (the ‘rest fraction’ of urban waste).

    URWASTECH contributes to compliance with the Waste Directive by making use of wastewater, which is usually considered as a separate waste stream. As the process can be done with wastewater, the procedure would also contribute to improving the quality of the water discharged and therefore help to better implement the Water Framework Directive.     LIFE Nature and Biodiversity

    This LIFE priority area is aimed at developing, testing and demonstrating best practices, solutions and integrated approaches to contribute to the development and implementation of nature and biodiversity policy and legislation, as well as improving the related knowledge base.

    To date, the LIFE Nature and Biodiversity component has co-financed 268 projects in Spain. These represent a total investment of €438 million, of which €259 million was contributed by the EU.

    Completed LIFE Nature and Biodiversity projects in Spain have supported actions aimed at conserving and restoring habitats (forests, temporary freshwater ponds, rivers and salt flats, and coastal dunes and lagoons) and species (conservation of birds, mammals, invertebrates (freshwater mussel), fish and reptiles). Some projects specifically targeted the eradication of invasive species (e.g. the Californian kingsnake in Gran Canaria, the freshwater turtle in the Valencia region, and the Cubozao jellyfish in the Mediterranean) and the combat of illegal poisoning in the EU. Another concern tackled by several projects was the improvement of the management of the Natura 2000 network in Spain. The biggest project, with a total budget of €15.4 million (of which the EU contributed 50%), studied and identified potential marine Natura 2000 sites in the Spanish seas. Regional authorities made up nearly 80% of the project beneficiaries. Other types of beneficiary included NGOs, local and national authorities, research institutes, universities and development agencies. Project durations ranged from 24 to 72 months.

    There are 54 ongoing projects under the LIFE+ Nature and Biodiversity component in Spain. These projects focus mainly on the conservation/restoration of habitats and species, addressing similar issues to the closed projects. Other species targeted are: the Iberian lynx, the Iberian desman, the endemic pigeon of Gran Canaria, the blue chaffinch, the Montseny brook newt, Dupont’s Lark, and the Mediterranean ribbed limpet. One project is tackling invasive species within the Tagus and Guadiana river basins. Restoration of connectivity also plays a role in a few projects. One innovative action is the demonstration of a biodiversity-friendly olive-grove model.

    These projects have durations of between 40 and 76 months. Beneficiaries are mainly local and regional authorities, NGOs/foundations, public enterprises, professional organisations, research institutes, one large enterprise and universities.

    Presented in the box below is an example of a successful LIFE Biodiversity project in Spain, targeting soil and vegetal diversity in the Basque country. It was selected as one of the 21 "Best" LIFE Nature/Information Projects of 2015.

    Agroecosystems health cards: conservation of soil and vegetal diversity in mountain and bottom valley grazing areas (SOIL-Montana)

    LIFE10 NAT/ES/000579 The SOIL-Montana LIFE Biodiversity project demonstrated the feasibility of an innovative methodology for the conservation of biodiversity, in the soil biota and surface vegetation of mountain and valley bottom pastures, in the Gorbeia National Park and its surroundings. This involved the application of a system of Agroecosystem Health Cards. Within the project framework, the

    coordinating beneficiary NEIKER identified the soil microbial diversity (at species level) of the Atlantic grasslands of the Iberian Peninsula, a pioneering study developed through pyrosequencing analysis. Other activities were achieved through close collaboration between NEIKER and the other project partners: the Basque government and provincial council of Bizkaia, the Lorra Cooperative, and farmer associations in Orozko and Zeanury.

    The project began with the design and establishment of a georeferenced environmental network, to compile information on the diversity of the most representative pasture areas and farms, for both ecological factors (e.g. vegetation type, altitude, geology) and factors linked to livestock management (e.g. livestock density, animal breeds). This fed into the design of the Agroecosystems Health Cards (TSA), a manual produced by the project to explain in a simple and practical way how to make assessments of the health status of different pastoral ecosystems.

    The project then conducted in situ conservation actions aimed at avoiding short-term biodiversity loss. Actions were implemented in 33 pasture areas, for habitats in both lowlands and mountains. Bushes were cleared over 40 ha, and ferns were controlled over 4 ha, comparing herbicide with mechanical brush cutting. Fertilisation was carried out in mountain habitats over 60 ha, with the application of organic phosphorus compared to non-application. In valley habitats, manure and mineral (NPK) fertiliser were assessed on 10 ha, while liming compared to non-application was done on 8 ha. The fencing of pastures (simulation grazing cessation) was done in 16 exclusions, four for each target lowland habitat. These farming practices were assessed using the innovative TSA and the indicators developed within the project framework, to identify impacts on soil and vegetation. Near Infrared Spectroscopy technology was used to obtain quick and cost-effective measurement of soil parameters. A thorough statistical analysis identified possible relationships between indicators of soil and vegetation health, with the main conclusions summarised in a Catalogue of Best Practices.

    Farming practices were conducted over 120 ha of pasture land, including 100 ha in habitats of community interest, contributing to the implementation of the Habitats Directive. The project verified the viability of the herbicide Asulox to control the expansion of bracken fern (Pteridium aquilinum). In valley bottoms, fertilisation with manure was shown to enable similar production to that obtained with mineral fertilisation, while liming had a positive impact on species with high forage value, such as Lolium perenne.

    The TSA enabled managers of agroecosystems, even without training, to take decisions about what farming practices should be boosted, based on objective criteria. This results in enhanced sustainability on their farms, both in environmental and socio-economic terms (soils in good health produce greater amounts of good-quality pasture).

    LIFE Environmental Governance and Information

    This priority area is aimed at raising awareness of environmental matters, supporting the communication, management and dissemination of environmental information, and promoting better environmental governance by broadening stakeholder involvement.

    To date, this strand (formerly the LIFE+ Information and Communication component) has co-financed 11 projects in Spain. This represents a total investment of €23 million, of which €13 million was provided by the EU. The project durations vary from 28 to 47 months.

    Completed projects under this LIFE component covered the following objectives: providing information to the Galician agro-forestry sector and the general public on the problems of climate change; awareness-raising for visitors and local authorities on the value of the Albufera National Park and the Natura 2000 network; awareness-raising on forest fire prevention; the promotion of a “European Recycling Society” in Barcelona; the promotion of responsible food consumption that fosters biodiversity in the Natura 2000 network and other protected areas in Spain; and the encouragement and application of land stewardship among biodiversity conservation stakeholders at European level (especially in the Western Mediterranean Arch). The projects were carried out by a professional organisation, two local authorities, a regional authority and NGOs. Their average durations were between 36 and 51 months. There are three ongoing Information and Communication projects in Spain. Their objectives include: improved awareness of the Natura 2000 network in Spain and a better appreciation of its maintenance; an improvement in the conservation of large trees and mature forests in the Spanish Natura 2000 network and the Spanish Network of Natural Protected Areas; and the further promotion of the Natura 2000 network through a media campaign. They have foreseen durations of between 36 and 60 months and are being implemented by a regional authority, a foundation and an NGO. Presented in the box below is an example of a successful LIFE Information and Communication project in Spain.

    Boosting Land Stewardship as a Conservation Tool in the Western Mediterranean Arch: a Communication and Training Scheme (LANDLIFE) LIFE10 INF/ES/000540

    LANDLIFE successfully communicated the value of land stewardship as a means of promoting nature conservation and biodiversity in Europe, especially in the western Mediterranean area. The project involved collaboration between five beneficiaries from four countries. This collaborative network has helped to create communications tools suitable for each participating region.

    The project contributed to the standardisation of the land stewardship concept in Europe, by creating networking and discussion spaces (online and in the physical world) for all the sectors involved. The involvement of a wide range of stakeholders was encouraged. This facilitated alliances and synergies, and the exchange of knowledge, experience and expertise on land stewardship.

    LANDLIFE promoted the signature of new land stewardship agreements. The project has been central to the spread of the land stewardship concept at national level in Italy, where 60 agreements covering over 1 161 ha have been signed thanks to LANDLIFE. In France, approaches to landowners in Languedoc-Roussillon resulted in 73 new agreements covering 7 141 ha. The final project output was the signature of the Barcelona Declaration on Land Stewardship (in November 2014), which was the first step to the creation of a European Network on Land Stewardship. This will further the continuation of the project’s objectives.

    An initial study on the development and implementation of land stewardship in the different participating countries fed into the design of the project’s strategy for implementing all the target actions. This study, for instance, led to the preparation and publication of the European Manual on Land Stewardship (4 200 copies distributed and 2 702 downloaded).

    The LIFE project directly trained over 60 technicians on land stewardship and provided training information to land stewardship organisations, as well as other public and private entities, through the land stewardship manual, the toolkits and an online helpdesk forum. The online training courses involved 30 hours study over six weeks. More than 31 000 citizens took part in its activities relating to land stewardship and nature conservation.

    The main dissemination events carried out were the regional workshops (200 attendees), the European Land Stewardship Week (more than 400 events in each of the two years they were conducted) and the final congress (250 attendees). In 2014, the European Land Stewardship Week involved 260 organisations from 18 countries. All the project activities were supported by the use of the website, social networks and 2.0 channels, multimedia materials, leaflets and merchandising.

    LANDLIFE has demonstrated to a wide audience that land stewardship can aid nature conservation and complement other strategies and instruments, both on public and private land; in particular, it offers valuable inputs for the management of natural resources in Natura 2000 sites. Land stewardship is therefore useful as a tool to help implement European policies and approaches such as the Common Agricultural Policy , the Habitats and Birds directives, the Water Framework Directive, and the 2020 Biodiversity Strategy.

    Although the project mainly focused on three Mediterranean regions, its demonstration value resides in the development of tools that are flexible enough to be adapted for other regions having different approaches to nature conservation.

    The project developed several activities to demonstrate to stakeholders how land stewardship fits in with economic development and contributes to local business strategies that are in line with natural resources and nature (the “green economy”).

    Sub-programme for Climate Action (LIFE 2014-2020)

    LIFE Climate Change Mitigation and LIFE Climate Change Adaptation

    The Climate Change Mitigation priority area is helping to reduce greenhouse gas emissions, notably by contributing to the implementation and development of related policy and legislation, improving the knowledge base, developing integrated approaches, and developing and demonstrating innovative technologies, systems, methods and instruments.

    To date, the Climate Change Mitigation strand has co-financed nine projects in Spain. These aim to: use waste gases from the ceramic industry in agriculture as an acidifier in irrigation water; demonstrate the incorporation of biomass as an alternative fuel in asphalt mix manufacturing, which is typically linked to the use of fossil fuels; change waste management usage, reduce energy consumption and produce high quality biomethane as a vehicle fuel, thereby mitigating climate change and promoting sustainable mobility; quantify the carbon deposits and the sequestration rates of marsh and seagrass meadow habitats in Andalusia; demonstrate the viability of two wave energy converter prototypes, which have already been researched and patented, for electricity generation; promote sustainable forest management systems in Mediterranean areas as a tool for climate change mitigation; contribute to the mitigation of, and adaptation to, climate change through the achievement of significant reductions of CO2 emissions from vineyards (more details about this project can be found in the box below); design and construct a pilot plant to produce electricity using industrial purges containing impure ethanolic fractions from the distillation of bioethanol; and to construct a pilot installation for water desalination by reverse osmosis powered by a wind turbine.

    The Climate Change Adaptation priority area is supporting efforts to increase resilience to climate change, in particular by contributing to the implementation and development of related policy and legislation, improving the knowledge base, developing integrated approaches, and developing and demonstrating innovative technologies, systems, methods and instruments.

    To date, the Climate Change Adaptation strand has co-financed seven projects in Spain. These aim to: implement an innovative urban planning strategy in Lugo’s residential areas, to achieve a resilient urban landscape prepared to face and minimise the effects of climate change; mitigate the negative effects of climate change on key ecosystem services in three representative Mediterranean Natural Protected Areas of socio-economic importance (Doñana Nature Space, Cabo de Gata Nature Park and Sierra Nevada nature area); reduce CO2 emissions emanating from buildings in isolated environments, such as mountain huts; contribute to the adaptation to climate change of European mixed sub-humid Mediterranean forests by increasing their resilience, ensuring their conservation and enhancing their productive, environmental and social functions; improve the resilience of cities to climate change and promote the use of green infrastructure in their urban planning as a means of managing surface water flooding; increase climate change resilience of selected territories and economies within the province of Barcelona; and demonstrate an innovative growing method which replaces irrigation by using ‘water buckets’ in desertified areas where the failure rate of restoration can reach 70%.

    The abovementioned projects represent a total investment of €35 million, of which the EU is contributing 50%. The beneficiaries are local and regional authorities, research institutes, large enterprises and SMEs. The projects have durations of 36 to 60 months.

    Demonstration of an innovative solution to reduce GHG emissions in vineyards while improving the soil in arid areas (LIFE SARMIENTO) LIFE15 CCM/ES/000032 The main objective of the LIFE SARMIENTO project is to contribute to the mitigation of, and adaptation to, climate change through the achievement of significant reductions of CO2 emissions from vineyards It aims to improve climate governance with

    new land-use practices that increase the profitability of vineyards, halt soil degradation and enhance soil resilience and biodiversity in arid climatic conditions. The project will apply a circular economy principle to vineyard pruning waste, converting it into a substrate that can be applied as enriched compost in vineyards, seedbeds and urban allotments, as opposed to burning it. This will also help to avoid soil degradation and have positive socio-economic and biodiversity impacts. The process will be developed and tested on 750 ha of vineyards in Murcia. The project will also develop tools, training modules and guidelines to effectively transfer its solution to other wine production areas in Europe. Dissemination activities will have both a national and international dimension. The project expects to: reduce CO2 emissions by 85% in comparison with current management practices; obtain improved soil conditions and avoidance of soil degradation, increasing the soil’s capacity to store carbon and providing for better resilience that supports climate change adaptation; achieve positive impacts on biodiversity through a bottom-up approach that improves soil biodiversity; establish a process to convert more than 250 kg/ha of vine shoots from residues to by-products with new uses, achieved by engaging with multiple stakeholders to promote the circular economy concept at the local level; manage 750 ha of vineyards according to this method; save 1 850 tonnes/yr of CO2 emissions; turn 200 tonnes/yr of waste into a by-product (providing 650 m

    3/yr of enriched compost to be used as fertiliser and bio-pesticide in the vineyards and 150 m

    3/yr of compost and substrate for urban allotments and for seedbeds); develop

    tools to support the sustainability of this solution and its self-management by stakeholders; and transfer the project’s methods to other wine production areas in Spain and beyond (the target is at least 1 500 ha under this form of management within three years of the end of the project). With these results, the project will: demonstrate new approaches to climate change mitigation through the reduction of CO2 emissions from vineyards; contribute to a low-carbon and climate-resilient economy with improved resource efficiency by using a circular economy approach to turn waste into by-products; and support better climate governance at all levels, including stronger partnerships with local stakeholders and better adaptation to climate change.     LIFE Climate Governance and Information

    The Climate Governance and Information priority area is promoting awareness-raising on climate matters, supporting the communication, management and dissemination of climate information, promoting more effective compliance with climate legislation, and encouraging better climate governance by broadening stakeholder involvement.

    To date, the Climate Governance and Information strand has co-financed two projects in Spain. The LIFE SHARA

    project aims to strengthen climate change adaptation governance in Spain and Portugal, so as to increase resilience to the impacts of climate change. The overall objective of the U-MOB project is to facilitate the exchange and transfer of best practices in sustainable mobility on university campuses across the EU. The projects are being coordinated respectively by the Fundación Biodiversidad and by the international company Novotec Consultores and will run for periods of 54 and 60 months. More details about LIFE SHARA can be found in the box below; its website and results will be added in due course.

    Sharing Awareness and Governance of Adaptation to Climate Change in Spain (LIFE SHARA)

    LIFE15 GIC/ES/000033

    The main objective of the LIFE SHARA project is to strengthen climate change adaptation governance in Spain and Portugal, so as to increase resilience to the impacts of climate change.

    This will be achieved through actions to: enhance the capacity and functionality of the AdapteCCa platform (platform to support knowledge sharing, dissemination of information and networking between all individuals and organisations active in the field of climate change adaptation); strengthen technical capacities for adaptation to climate change and raising awareness by organising training courses and dissemination activities on climate change adaptation outcomes (with special attention on training the trainers); enhance coordination and cooperation among stakeholders through the reinforcement of links between the private sector and local, regional and national administrations in Spain, as well as with neighbouring Portugal; and contribute to the implementation of the EU Adaptation Strategy by supporting the development of vulnerability assessments and adaptation plans. The project also aims to reinforce synergies between the AdapteCCa platform and the EU Climate-ADAPT portal, in line with Action 5 of the EU Adaptation Strategy.

    By carrying out these actions, the project expects to achieve: a 10% annual increase in new registered users of the AdapteCCa platform; 10% more content on the platform each year, as well as qualitative improvements such as new working groups; six capacity-building courses, to be attended by more than 200 local government technicians, academics and professionals; four sectoral workshops, involving more than 200 experts; organisation of an Iberian conference on adaptation to increase awareness of climate change impacts and adaptation measures; expansion of the information exchange between Spain and Portugal on shared vulnerabilities and identification of common priorities and actions; and the strengthening of the synergies between AdapteCCa and Climate-ADAPT.
