Sahara Palace, 28 Praed Street, W2 (Hyde Park Ward / not in stress area) – The Sub-Committee granted the application for the restaurant, deciding that the terminal hour for the premises in addition to the licensable activities would be within the Council’s core hours policy. Tables and chairs outside would not be used after 10pm. The application included the provision of karaoke and conditions were attached to prevent noise nuisance, including the use of a sound limiter, that there would be no more than 2 performers and it would take place in the basement. Upper Crust, Unit 19, Paddington Station, Praed Street, W2 (Hyde Park Ward / not in stress area); Pasty Shop, Unit 39, Paddington Station, Praed Street, W2 (Hyde Park Ward / not in

stress area); Burger King/Caffe Ritazza, Platform 7&8 – Unit 18 Paddington Station, Praed Street, W2 (Hyde Park Ward / not in stress area) – The Sub-Committee granted the separate applications for Upper Crust, Pasty Shop and Burger King / Caffe Ritazza located at Paddington Station. The applicant company sought to permit late night refreshment in the early hours of the morning only in exceptional circumstances when requested to do so by the Station Manager, Network Rail or the British Transport Police. This would include for specific events such as special occasions or emergency situations, managing an increased number of train passengers. In reaching the decision to grant the application, the Sub-Committee took into account that there would be the necessary contingency planning and only people with a valid ticket for travelling would be allowed onto the concourse area. A log book would be kept for 1 year of the use of the Station for additional licensing hours. Lucky Spot Restaurant, Ground Floor, 14 North Audley Street, W1 (West End Ward / not in stress area) – Granted under delegated powers prior to the hearing. Francesca Restaurant, 215 Baker Street, NW1 (Bryanston and Dorset Square / not in stress area) - Granted under delegated powers prior to the hearing. Champagne Charlies, 17 The Arches, WC2 (St James’s Ward / not in stress area) – Application to extend late night refreshment from 11.30pm to 30 minutes past midnight Monday to Saturday, extend the commencement hour for the sale of alcohol on and off the premises from 10am to 7.30am Monday to Saturday and extend the terminal hour for the sale of alcohol on and off the premises from 11pm to midnight Monday to Saturday. In granting the application, the Sub-Committee took into account that the applicant had subsequently agreed a condition with the Police and Environmental Health that there would be no off-sales of alcohol between 7.30am and 10am and 11pm and midnight. Also, the sale and supply of alcohol between 7.30am and 10am would be limited to a person seated taking a table meal, in keeping with a champagne breakfast, and would be served by waiter/waitress. Le Pain Quotidien, 16 North Audley St, W1 (West End/Not Applicable) – Granted under delegated powers prior to the hearing. Royal Albert Hall, Kensington Gore, SW7 (Knightsbridge and Belgravia / not in stress area) – Temporary event notice submitted by Royal Albert Hall, proposing to hold a Chessboxing event in its loading bay area on the evening of Wednesday 10 October until 11.30pm. Environmental Health opposed the application, expressing concerns that the loading area bay had not been assessed as to the potential for noise escape and there was also the potential for noise nuisance to local residents as a result of people leaving the premises. The Premises User stated at the hearing that the majority of events were held in the main auditorium but a significant number were held in peripheral spaces. They were experts in holding events and they had learnt from one previous event in the past when a music event had been held in the loading bay with a younger, club going audience. This would be a sporting event with young professionals attending. The Royal Albert Hall was content with an inspection on the day of the event and they would ensure that the audience left quietly, causing no nuisance to residents. There would be no noise outbreak as the focus of the activity was on the far side of the large area away from the door. The Sub-Committee granted the application.
