Bac!ground #angladesh has made impressive economic and social progress in the past
decade, despite fre;uent natural disasters and eith
around ?8 million people belo- the poverty line, #angladesh has outlined
a vision of becoming a middle income country by 6763, -hich -ould
re;uire it to gro- at @A per year= o achieve this acceleration,
#angladesh -ill need to devise a strategy to absorb its gro-ing labour
force and raise its productivity by enhancing s%ills, and to invest large
amounts in infrastructure= Rural transport infrastructure, -hich consists of
rural roads, inland -ater transport, and rural mar%ets net-or%s, is crucial
for the gro-th of the rural as -ell as national economy= In #angladesh,only 14A of the rural population has access to allB-eather roads
compared to 87A in India and 83A in Pa%istan= Integrated development
of mar%ets and roads has been a cornerstone of the rural infrastructure
development strategy= here are over @,777 hats or baCaars of different
siCes throughout #angladesh= he Planning *ommission selected 6,377 of
them as priority !ro-th *entre 0ar%ets (!*0)= *ontinuation of past
programmes to develop gro-th centres including construction of

he project -ill reduce poverty and raise incomes in three divisions and
63 districts of north-est and south-est #angladesh by fostering economic
gro-th, capacity development, and gender e;uality=
he project -ill enhance rural peoples access to social services, such as
health and education, and to economic opportunities= >idening the access
to mar%ets and livelihood activities -ill increase earnings for the rural
poor, including -omen=
#ased on the lessons learned from previous projects, project areas have
been selected on the basis of high connectivity and poverty concentration=
.ostering gender e;uality in economic opportunities, ensuring sustainable
operation and maintenance, developing climateBresilient infrastructure,
and considering green elements in the design and implementation of the
project are emphasiCed=
Innovative pilot projects -ill be implemented in different project areas,
aiming at introduction of toll roads, road safety improvement, offBgrid
electricity supply e=g= by photoBvoltaic cells in remote gro-th centre
mar%ets (!*0s), and small scale -ater supply systems at !*0s= In all
cases sustainability of service provision -ill be enhanced by the
introduction of the userBpays principle, and the development of
sustainable operation and maintenance (E0) plans= Participation of end
users in planning, construction, and E0 -ill create a sustainable sense
of o-nership among the beneficiaries=
he design and supervision consultant (the current project) collaborates
closely -ith the institutional support and monitoring consultants,contracted by !"D under the same SRIIP project=

he impact of the project -ill be reduced poverty in intervention areas=

poverty falling by 8A from the reference level of /6=4A (6737) by the
