Kendel Emmerson (PacifiCorp) called the meeting to order at 9:07am. Emmerson reviewed the agenda and asked the TCC if there were any changes/additions. No additions were requested. The TCC reviewed the May 10, 2017 meeting notes and no changes were requested. The meeting notes were approved at 9:14 a.m. Public Comment Opportunity: None Project Updates Cowlitz PUD Overhead Line Locations for New Flight Diverters

Amanda Froberg (Cowlitz PUD) informed the TCC attendees that the PUD is waiting for the FERC approval to proceed with install of the perch poles. In addition, there have been no more mortalities.

Geothermal Drilling – PacifiCorp was contacted by the Washington Department of Natural Resources Geotechnical Survey Dept. and they have identified two areas on PacifiCorp land in Unit 34 and 35 of the existing road bed (shoulder of the road) to conduct thermal reading for one month. Drilling will be 700’ – 1,600’ in depth, which will be filled and capped after the project is complete. Three sites have been selected but only one or two will be drilled and will require a complete NEPA review. Drilling will take approximately 7-14 days beginning July 2018 – August 2018. Results of the thermal reading will be provided to PacifiCorp.

TCC approved the drilling with an exception – Geothermal Drilling should not take place before July 15th due to elk calving activity. TCC would like a noise estimate prior to drilling.

Website Message Update – Emmerson informed the TCC that wildlife management information on the Habitat Protection section of PacifiCorp’s website was very dated, thanks to Chris Blodgett, Lewis River concerned citizen, for bringing it to the TCCs attention. PacifiCorp has since updated the page (http://www.pacificorp.com/env/ec/hp.html).

Cresap Bay Group Camp Extension through October 1, 2017 – PacifiCorp’s recreation vendor, Thousand Trails rented the Cresap Bay Group Camp site through Sunday, October 1, 2017 in error. Since Cresap Bay closes for the recreation season September 30, 2017 PacifiCorp would like permission to keep it open for one (1) additional day. The TCC approved keeping Cresap Bay open until 9:00pm, Sunday, October 1, 2017.

DNR Easement (Upper Hanley Curry) – PacifiCorp met with DNR at Upper Hanley Curry to discuss the 2018 proposed timber harvest on adjacent DNR lands. DNR wants to use the road alignment in their easement, which crosses a portion of Upper Hanley Curry Meadow. The alternative would require a road in a riparian buffer and significant increase in road building. The existing roadbed, under the transmission ROW, is directing a stream to the west that dissipates into Upper Hanley Curry Meadow. The new road will redirect the stream back into its historic channel. This will most likely result in a low wet area in Upper Hanley Curry, but when the field is turned over in 2019 it can be planted with wet-tolerant plants

and grasses. DNR agreed to build a road for the logging that will take place in 2018 then pull it later.

PacifiCorp will be turning over the Lower Hanley Curry meadow in 2018. An area within the meadow that was recently determined to be a possible wetland will not be plowed but will be planted with moisture resistant shrub plants and kept from mowing in the future. Upper Hanley Curry has been postponed to 2019 due to the DNR logging activity. There will be a natural screen (approx. 100’) of vegetation on PacifiCorp land and between the DNR harvest.

WDFW Gravel and Log Storage Area – Emmerson informed the TCC attendees that its

Woodland Release Pond site (approximately 3 acres) and the Cowlitz PUD land both remain viable options for the WDFW requested storage of gravel and logs for approximately one year. Note that the PUD land will only be available January 2018 – July 2018. Neither of these lands are included in the WHMP lands, so there should be no conflict.

The Nature Conservancy (TNC) - This topic is considered confidential and proprietary and not for public viewing. The next step is for the Cowlitz Indian Tribe to schedule a conference call with appropriate parties.

Osprey Meadow – Plowed and to be seeded this Saturday, June 17, 2017. Tour Safety Briefing Emmerson informed the TCC tour attendees that Verizon cell service is available, there is considerable slash, no overhead hazards but there are tripping hazards and the forest roads are very rough so be prepared for jarring while in the car.

Unit 19 – 2016 Timber Harvests Note: the tour will not include the southern portion of Unit 19, as there is an eagle nesting. Management Unit 19 is a total of 160 acres and located between Yale Reservoir and the town of Cougar. Please also see maps provided as Attachments to these meeting notes that identifies the completed harvest/commercial thins, NSO buffer and the Stream/Shore buffers. (Attachment A). Four timber harvests were completed in Unit 19: the Cougar Restroom, which included two harvests the 161908CT and 161904CC and three commercial, thins 161905CT, 161906CT and 161907CT. Each of these timber harvests were planned specifically to meet WHMP objectives. Cougar Restroom (161908CT 4.12 acres and 161904CC 9.76 acres) This harvest was divided into separate THA due to portion of the harvest was within a northern spotted owl circle. Therefore, to maintain suitable habitat status the THA was divided into a 4.12-acre commercial thin harvest (161908CT) and 9.76-acre clear-cut (161904CC). The existing 1910 road had drainage issues, therefore additional 0.91 miles of road was constructed in a new location. The combined harvest area was mix of upland mix, upland deciduous, and mid-successional conifer.

The 161904CC leave trees areas were achieved primarily in the shoreline buffer at a topographical break, along the property line to prevent unauthorized motorized vehicle access and to provide a visual break for big game use. Down wood was retained and brought in from Swift debris.

161905CT (10.14 ac), 161906CT (6.11 ac), and 161907CT (4.98 ac) These were all prior 1986 clear cuts that were commercially thinned. The boundaries were adjusted for the new WHMP riparian buffers. The thin was from below to remove the trees to the 100 trees per acre (TPA). In the end 161905 was 96 TPA, 161906 was 130 TPA, and 161907 was 93 TPA. Unit 19 cover:forage management goal is 60:40 and prior to harvest the cover:forage (C:F) ratio was 65:35. Following the timber harvest, the C:F ratio is 55:45. A permanent forage goal was 5 percent or 4.98 acres. No permanent forage was created with these timber harvests. See table below that shows the cover:forage ratio for Unit 19.

Pacificorp will spray the sword fern to release the understory for forage growth.

PacifiCorp will re-seed the burn piles in the fall.

The grass-legume forage mix developed for 2016 (Table 13) was applied as scheduled to all harvest areas in Unit 19.

The TCC then toured the recently acquired PacifiCorp lands (1,880 acres) (see Attachment B –Map) of wildlife habitat in the Marble Mountain area north of Swift Reservoir. Emmerson informed the TCC that a gate will be added at the entrance illustrated below to detour ATV trespass or other illegal use.

PacifiCorp reforests its lands less densely than timber companies to provide more sunlight to reach the forest floor to benefit browse species. Much of the 1,880 acres contains a dense covering of logging slash (pictured below). In selected spots, that debris will be removed, seeded and new meadows created. Planting has been completed and included Pacific silver fir, noble fir, Douglas fir, western red cedar and western hemlock seedlings.
