DESCRIPTION
In light of the photographs published on the Facebook wall of Jesus "Jing Jing" Espinosa Jr., I wrote to P/Chief Supt. Agrimero Cruz asking his office to investigate the intimate friendship between City Mayor Jed Patrick E. Mabilog and Mr. Espinosa. Mr. Espinosa has two convictions, a pending DOJ investigation for double frustrated murder, and is known in the Philippine Drug Enforcement Agency and the Philippine National Police as being involved in the illegal drugs trade.TRANSCRIPT

May I request your good Office to investigate the apparent link between Jesus "Jing Jing"Espinosa Jr. and Iloilo City Mayor Jed Patrick E. Mabilog. Espinosa is a known drug lordoperating in Iloilo City and his open friendship with Mayor Mabilog is, to my mind, a seriousissue for the people of Iloilo City.
In his Facebook account under the name "Jacob NO FEAR Espinosa", this known drugpersonality has posted photographs showing him together with Mayor Mabilog in severaloccasions in Barangay Monica, City Proper in Iloilo City. It sends an unmistakable, anddisturbing, message to everybody how close he is to the City Mayor. It doesn't help that MayorMabilog has brushed aside such links as "non-sense". I must disagree with him; it is a serious.concern.
This is more worrisome because we have noted an upsurge of criminality in Iloilo City and theproliferation of illegal drugs. We don't want to believe that these activities are enjoying theprotection of the local chief executive, but this open display of friendship by Mr. Espinosa withMayor Mabilog could send a wrong signal to our law enforcement agencies. I have receivedinformation that the entire police unit in the waterfront area is under the complete control andinfluence of Mr. Espinos4 and our police officers don't lift a frnger when there are incidentsthere involving him or his men.
The public needs.reassurance from you that such friendship will not affect law enforcementactivities"especially as the public is aware that City Mayor Mabilog is the Chairman of theRegional Peace and Order Coturcil (RpOC).
In additioru Mr. Espinosahas posted,numerousphotographs onhis Facebook profile showing
high-powered fiiearms in bis and his group's possession. In fact, there are photographs where
e*roguy Tanods in Barangay Monica displayed M-16 armalite rifles in public, and even in the
presence of Mayor Mabilog. This means the flagrant display of illegal possessibn of firearms
ilure happ"n"d in full viewbf our police unit there. such a situation puts the authority of the
police under a cloud of doubt.
