1.4 A NON-GOVERNMENTAL ORGANISATION (NGO) IS ANY NON-PROFIT, VOLUNTARY CITIZENS' GROUP WHICH IS ORGANIZED ON A LOCAL, NATIONAL OR INTERNATIONAL LEVEL.
