Procedural

Introduction

By this Request For Proposal (“RFP”), LeapEd Services Sdn Bhd is seeking proposals on

behalf of Yayasan AMIR from qualified and capable Vendors to undertake the design

of a comprehensive framework and tools for the holistic assessment of Student

Outcomes Measurement (SOM) in Trust Schools as outlined in Section C (Project

scope and deliverables) of this RFP.

General

Clarifications

Potential Vendors may submit questions to LeapEd via email within the dates

specified in the Timeline below. Answers to questions will be transmitted to all

potential Vendors. In addition, LeapEd will have the right to request for clarification

on any aspect of the proposal(s) submitted.

Confidentiality

All recipients of any elements of this RFP shall treat the information detailed as private

and confidential. Furthermore, shortlisted Vendors will be required to sign a

confidentiality agreement with LeapEd pertaining to this RFP process and the Project.

Timeline

LeapEd will solicit proposals under the following proposed timeline, which may be

amended. Any amendments will be notified to potential Vendors via email.

Submission

The proposal must be received by the RFP coordinators by 5:00 p.m. (Kuala Lumpur

local time +GMT 8) on 6 June 2014. Vendors will receive an acknowledgement

confirming submission from LeapEd via email. Please note that proof of submission is

not proof of receipt.

Late submissions will not be accepted.

Format and contents

The proposal shall be in PDF format.

As a minimum requirement, the proposal must contain the information stated in

Section D. Additional information, ideas, suggestions or other proposed contents

may be provided at the discretion of the potential Vendor.

As stated in Section D, the proposal shall be separated into two (2) sections:

The financial section must begin on a new page within the proposal.

Right to reject RFP

This RFP does not commit LeapEd to engage any potential Vendor, pay any cost

incurred in the preparation of a proposal in response to this RFP or to procure or

contract for services. LeapEd intends to engage the selected Vendor on the basis of

the best interest and advantage to LeapEd, and reserves the right to accept or reject

any or all proposals received as a result of this RFP, to negotiate with any potential

Vendors or to cancel this RFP in part or in its entirety, if it is in the interest of LeapEd

to do so.

Ownership of RFP

All proposals become the property of LeapEd once lodged and will not be returned.

LeapEd may copy, extract or otherwise use all or any part of the proposals for the

purpose of conducting the RFP process subject to the confidentiality arrangements

agreed by LeapEd.

Section B:

Background Information

Yayasan AMIR Trust Schools

The Yayasan AMIR Trust Schools Network aims to be a leading network of Trust Schools all

across Malaysia which is holistic in nature, inclusive and representative of Malaysia’s diverse

ethnic background. It is a priority education sector initiative aimed at setting up a replicable

school transformation model on a nationwide scale.

The YA Trust School Programme is a Public-Private Partnership (PPP) conceptualised in

collaboration with the Ministry of Education Malaysia, as a long-term commitment to improve

accessibility to quality education in public schools. This aspiration is evidenced by the Malaysia

Education Blueprint, 2013 – 2025.

A Trust School is managed jointly by Yayasan AMIR, and civil service principals and headmasters

under the umbrella of the Ministry of Education, for a period of five years, to improve student

outcomes and school management capabilities. Principals will maintain day-to-day operations

of the school while Yayasan AMIR will provide expertise and experience in operations,

management and education, as well as additional funds whenever appropriate.

LeapEd Services Sdn Bhd is the design and implementation partner of the YA Trust Schools

Programme. LeapEd currently extends its services to 30 Yayasan AMIR Trust Schools. Its

education experts work closely with teachers and leaders in these schools to help improve and

transform learning for students.

Strategic Goals of the Yayasan AMIR Trust Schools’ Programme

The holistic and integrated nature of school improvement under the Yayasan AMIR Trust

Schools Programme requires that four strategic goals be addressed to bring the entire school

community together in the school transformation exercise:

In addressing the strategic goals of the programme as outlined above, LeapEd conducts

leadership development programmes at the school through on-going professional

development to expand school staff leadership skills, enabling the leaders to identify and

implement strategies for holistic school improvement and to ensure sustainable change in

the schools. Through a series of Continuous Professional Development programmes and a

structured Performance Management system, teachers are equipped with knowledge and

understanding of effective pedagogy and methodology. This is then incorporated into their

daily classroom practice, leading to enriched and personalised learning experiences that help

maximise the potential of every student.

Thus equipped, Yayasan AMIR Trust School teachers guide and encourage their students to

be critical thinkers and life-long learners who are emotionally intelligent and can apply

creative and analytical skills and knowledge to solve problems in different contexts, both

independently and in collaborative teams.

Schools are encouraged to identify, and provide support for, students’ personal, social,

intellectual and emotional development needs that help them to establish positive values

and attitudes with an emphasis on the principles of Modal Insan. Through enhanced co-

curricular programmes, students are equipped with soft skills and added knowledge to

complement their academic learning and achievement.

Parents are kept well-informed by the schools of their children’s academic progress and

actively support and participate in school activities. Local communities and businesses are

increasingly engaged to support students by providing insights into future career

possibilities. This strengthened parental and community engagement helps the schools in

supporting enriched learning experiences that ultimately benefit not only the students, but

also their parents and the community.

Measuring Progress in YA Trust Schools

Key Performance Targets are identified through a collaborative process for each YA Trust

School and set for a period of Five years. These targets are set in two distinct areas:

Student Performance Targets and School Performance Targets

Student targets are currently determined by progress in National Academic Assessments, as

measured through LINUS, UPSR, PMR and SPM. The focus of this RFP is in the area of

Measuring Student Outcomes, in order to introduce a complementary tool that will

accurately reflect the holistic outcomes in line with the six aspirations for students as

outlined in the Malaysian Education Blueprint.

School targets are set against the four Strategic Goal Areas. These targets are referenced in

the annual Trust School Improvement Plan (TSIP) with key objectives and action plans that

are monitored monthly. For schools to graduate from the programme at the end of five

years, they have to achieve all KPTs set according to a minimum progress of two levels

described in the Yayasan AMIR Programme Standards Document. These bands are:

Section C:

Project Scope and Deliverables

Overview

The Yayasan AMIR Trust Schools Programme aims at developing students who acquire

the necessary knowledge, skills and understanding to contribute to Malaysian society in

the 21st century and beyond. Holistic development of the student and aspirational

outcomes of this transformational approach to education, has been defined in the

Malaysian Blueprint for Education (MBE).

The SOM will enable the assessment or measurement of student progress against

clearly defined and internationally benchmarked standards. These areas are defined in

the Malaysian Blueprint for Education (MBE) and articulated in the education

philosophy of the Trust Schools. The MBE identifies six aspirational areas for student

development which are Knowledge, Thinking Skills, Leadership Skills, Bilingual

Proficiency, Ethics and Spirituality and National Identity.

1) The purpose of the assessment is a key consideration in the development of the

SOM. In the context of the YA Trust Schools, FOUR broad purposes are to be

considered:

4) Setting priorities by signalling to teachers and parents which competencies are

valued, and

5) Supporting instructional improvement through meaningful reports that informs

school priorities and teaching and learning, as well as feedback to individual

students.

Key activities:

Develop a framework and tools for the assessment/measurement of holistic student

outcomes

I. The successful vendor will develop a framework and tool/s that will be used

to provide an accurate assessment of the impact of the YA Trust Schools

Programme on holistic student outcomes.

II. The framework and tool/s has to be in Bahasa Malaysia and the vendor must

be able to provide the translated instrument.

III. This measurement or assessment will provide reliable and benchmarked data

that can be used to inform the setting of a Key Performance Target for YA

Trust Schools to achieve over a period of 5 years in the programme.

IV. The framework and tools should accurately assess the development of a

student during his or her YA Trust School journey, and provide data at

different developmental stages.

V. The Framework and Tool/s should be aligned to the Key Purpose as outlined

above.

VI. The Framework and Tool/s should be aligned to, but not necessarily

restricted to, the Aspirations for Students outlined in the Malaysian

Education Blueprint, chapter two, and should include a focus on the following

indicators as per the Vendor’s recommended expertise in designing such

instruments. LeapEd will consider the recommendations of the Vendor as

put forth in the Proposal.

VII. The Vendor should include sample reports of what the system will produce

and how schools, YA and LeapEd as well as the Ministry of Education, use

Part A: Approach SECTION

Executive Summary

Provide an Executive Summary that gives an overview (no more than three pages) of

the Vendor’s proposal. This section should provide the reader a clear understanding

of the Vendor’s ability and proposed approach to develop such a framework/tool

that will provide accurate and reliable data which reflects the holistic development

of students.

Overall work plan

Provide a comprehensive and detailed description of the proposed methodology and

approach, critical activities, resources required and deliverables. This section should

demonstrate:

Sufficient detail on the Vendor’s knowledge of the context, issues and research-based practices for successful design and implementation of the Framework and Tool/s

A detailed work plan and timeline

The proposed assessment tools to be developed

Holistic (inter-connected) data presentation (including intangible aspects) that can demonstrate the whole person performance.

Team composition and qualifications

Provide a description of the proposed team structure that will be used for the

development of this Framework and Tools. Specifically, the vendor is to:

Identify the personnel who will be assigned to the Framework/Tool

development, indicating the responsibilities and qualifications of such

personnel and include the amount of time each will be assigned to the

development of the framework/ tool.

Provide resumes for the named personnel that includes information

on the individual’s particular skills related to this project,

qualifications, experience, significant accomplishments and any other

pertinent information

Section E:

Assessment of RFP

Proposals will be evaluated on the basis of the following criteria:

Evaluation objective

LeapEd will assess the Proposals to identify the offer that it considers fully capable of

meeting the project requirements, coupled with an efficient and competitive

financial proposal.

Evaluation process

Stage 1: Preliminary evaluation

An initial evaluation will be made to confirm that proposals are compliant. At this

stage, to be compliant, proposals must be submitted by the closing time and date

and address all criteria and items set out. Any proposal not complying with the

requirements may be rejected at this stage, and the potential Provider will be

notified accordingly.

Stage 2: Detailed evaluation

An evaluation panel will oversee the detailed evaluation process. As part of the

detailed evaluation, LeapEd may, at its sole discretion, require Providers to clarify

any aspect of their proposal. Based on the evaluation criteria below, the detailed

evaluation will result in a shortlist of potential Providers.

Stage 3: Negotiation with shortlisted Vendors

At this stage, shortlisted Vendors will have the opportunity to present their Proposal

and seek clarification on the scope of the Review. During these discussions, LeapEd

may also decide to negotiate with shortlisted Vendors on their financial proposal.

Stage 4: Appointment of selected Vendor

The selected Vendor is required to enter into a contractual agreement with LeapEd.

This agreement will outline the roles, responsibilities and expectations of the parties.

All selection decisions will be final and not subject to negotiation.
