Kelly Henry, Principal and Co-Founder of Henry & Germann Public A� airs, LLC will present, “Risk Communications – Dos, Don’ts and Pitfalls to Avoid” at the November 3rd Chapter meeting.

Blasting is an inherently risk-associated business, which makes the perception of nearly all communications involving blasting to be “risk communications.” Kelly Henry will spend 45 minutes reviewing some of the skills and techniques to maximize your e� ectiveness in communicating the basics of your business, as well as the common traps to avoid.

Since 1988, Kelly Henry has been providing specialized public a� airs services to clients in the � elds of public utilities, chemical and pharmaceutical manufacturing, mining, and solid and hazardous waste management. In addition to strategic planning, her competencies include risk and crisis communications, communications assessments, and Community Advisory Panel (CAP) facilitation. News DigestPHMSA and OSHA Clarify Requirements for Labeling Hazardous Chemicals for Bulk Shipments. � e U.S. Department of Transportation’s (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA) and the U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) today issued a joint guidance memorandum clarifying the applicability of their respective requirements for labeling hazardous chemicals. � e joint memo provides an overview of each agency’s scope of authority, and guidance on the applicability of PHMSA and OSHA labeling requirements with an emphasis on bulk packaging used in transportation and in the workplace. With reference to this guidance, labeling includes all DOT placarding, signs, and other markings. PHMSA labeling requirements may be found in the U.S. Hazardous Materials Regulations (HMR; 49 CFR Parts 100-180), and OSHA labeling requirements may be found in the Hazard Communication Standard (HCS 2012; 29 CFR § 1910.1200). News DigestPHMSA Proposes to Harmonize U.S. Hazardous Materials Regulations to International Standards. Today, the Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking comment on proposed revisions to the U.S. Hazardous Materials Regulations to maintain alignment with international standards. � e changes - which include revisions to proper shipping names, hazard classes, packing groups, special provisions, packaging authorizations, air transport quantity limitations, and vessel stowage requirements - facilitate the safe transport of hazardous materials in international commerce. � e proposed rule is based on recent revisions to the United Nations Model Regulations, International Maritime Dangerous Goods Code, and the International Civil Aviation Organization’s Technical Instructions for the Safe Transport of Dangerous Goods by Air. � e U.N. Model Regulations are amended and updated biennially. Comments must be received on or before 60 days a� er publication in the Federal Register. � e proposed rulemaking has been transmitted to the Federal Register for publication. An actual date of publication will be determined by the Federal Register, but a preview of the rulemaking proposal transmitted by PHMSA is available on the agency’s website.
