Overview The LEA Guide to the Missouri Assessment Program (MAP) is a source for technical information, timelines and resources for administrators, district testing coordinators (DTCs), teachers and parents of Missouri public school students.
Assessments used in Missouri are designed to measure how well students acquire the skills and knowledge described in Missouri’s Learning Standards (MLS). The assessments yield information on academic achievement at the student, class, school, district and state levels. This information is used to diagnose individual student strengths and weaknesses in relation to the instruction of the MLS, and to gauge the overall quality of education throughout Missouri.
All assessments are administered online unless determined by an IEP/504 plan or otherwise noted.
Overview – MAP Grade-Level Assessments The Grade-Level assessment is a yearly standards-based test that measures specific skills defined for each grade by the state of Missouri. All students in grades 3-8 in Missouri public and charter schools take the Grade-Level assessment. English language arts (ELA) is administered in grades 3-8.
Mathematics is administered in grades 3-8.
Science is administered in grades 5 and 8. For the 2017-2018 school year, these assessments will be a fullcensus field test.
Overview – End-of-Course (EOC) Assessments End-of- Course assessments are taken when a student has received instruction on the Missouri Learning Standards for a course, regardless of grade level. Students in Missouri, including Missouri Option Program students, have four End-of-Course assessments that are required prior to high school graduation: Algebra I, Biology, English II and Government. Optional assessments are available for local accountability in: Algebra II, American History, English I, Geometry and Physical Science. For students who complete the Algebra I EOC assessment prior to high school, Algebra II is the required high school mathematics assessment for accountability purposes.
Overview – MAP-Alternate (MAP-A) MAP-A is administered to students with the most significant cognitive disabilities who meet grade level and eligibility criteria that are determined by the student’s Individualized Education Program (IEP) team using DESE-established eligibility criteria. No student may be tested outside of his or her assigned grade level.
The MAP-A must be administered by educators in three content areas:
English language arts in grades 3-8 and 11
Mathematics in grades 3-8 and 11
Science in grades 5, 8 and 11
NOTE: Districts may also wish to administer the MAP-A ELA and Math assessments to students in grade 9, 10 and 12, and the Science assessment in grades 3, 4, 6, 7, 9, 10 and 12 for local assessment use. Please refer to Special Education Form E.

Overview – ACCESS for ELLs The ACCESS for ELLs 2.0 assessment allows educators, students and families to monitor students’ progress in acquiring academic English in the domains of speaking, listening, reading and writing and will be aligned with the WIDA English Language Development (ELD) Standards. The assessment is required for K-12 students who are English Learners (ELs).
Students who have exited an ELD program and are now coded in Core Data as MY1, MY2, AY1 or AY2 do not take the ACCESS Assessment.
There are three assessments that fall under the umbrella of ACCESS for ELLs: Kindergarten ACCESS – A paper based English language proficiency assessment given to Kindergarten ELs.
Alternate ACCESS – This assessment is for those severely cognitively disabled students in grades 1-12 whoare English Learners and who qualify for the MAP-A assessment. If the student is in grades 1-2, the IEPteam should determine if the student would qualify for MAP-A. There is no Alternate Kindergartenassessment, so if the student is in Kindergarten and would qualify, mark the student as NLP and reassessthe following year.
ACCESS for ELLs – This online English language proficiency assessment is given to students in grades 1-12.Students in grades 1-3 will take the writing portion in a paper booklet.
Overview – Personal Finance The Personal Finance assessment is an online, multiple choice test. Test results are available immediately. When a student finishes the test, the score is shown to the student. Test examiners may view results once all students in the class have finished the assessment. Districts may, but are not required to, use the scores from the Personal Finance Assessments as part of the student grade.
Students who are taking a course in which the Personal Finance competencies are embedded are required to take the Personal Finance assessment. For students who are enrolled in a stand-alone Personal Finance course, the assessment is optional. Districts have the flexibility to set their own passing rate for all other students who take the Personal FinanceAssessment.
Districts have the option to allow students to “test out” in order to receive the ½ unit of credit in Personal Finance. To “test out,” a student must attain a score of 90% or higher on the Personal Finance !ssessment.
Overview – National Assessment of Educational Progress (NAEP) The National Assessment of Educational Progress (NAEP) is the largest continuing and nationally representative assessment of what students in the United States know and can do in various subjects. NAEP, mandated by Congress in 1969, provides a common measure of student achievement across the country.

Reading and Science in grade 4
Civics, Computer Literacy, Geography, Reading, Science and US History in grade 8
Mathematics, Reading and Science in grade 12

Updates/Changes for 2017-2018 DESE will administer only field tests for grades five and eight science, biology and physical science during
the fall 2017 and spring 2018 assessment windows. These field testswill align to the standards adopted by the State Board in April 2016.This assessment data will not be included in the calculation of the 2018 APR, however participation rate will be measured to ensure that the 95 percent participation rate required for federal accountability purposes is met.
Mathematics now has performance events in all grades from 3-8.
English Language Arts Writing Prompts will now be in grades 4 and8.
The CDT will no longer be available. Instead, a practice form will beavailable in early winter that shows item types and gives students achance to use the system prior to testing.

Assessment Costs The following information reflects district cost for statewide assessments for the 2017-2018 school year. The pricing for assessments used for accountability purposes reflect no total increase in cost to school districts.

Timing Guidelines The following tables list general estimates of the time it will take most students to complete each component of an assessment. There is no time limit for any assessment. Some students will finish well before these times, while others may take much longer. These times do not include time needed to get students started, start computers, log in students, breaks, etc. They also do not include time needed for students to complete any tutorials or practice items.

Blueprints Much like the blueprint for a building, a test blueprint serves as a guide for test construction. The blueprint indicates the content areas to be addressed by the test and the number of points available by content area and for the test as a whole. Training Each of the assessments requires some form of training for test examiners prior to test administration.
Training – MAP Grade-Level and End-of-Course Prior to test administration, test examiners must: Read the DESE created training PowerPoints deemed appropriate by their district testing coordinator (DTC) Familiarize themselves with the testing manual(s) Participate in any district created training
Training – MAP-A Prior to test administration, test administrators must: Returning administrators - obtain a passing rate of at least 80% on the ONE required testing module New administrators (this includes those who have been test administrators in the past, but not last year) –
obtain a passing rate of at least 80% on the FOUR required testing modules

Training – ACCESS Individual test administrators must be trained in its administration and have agreed to maintain the security of test questions. Test administrators are required to go through training on the WIDA.us site. District Testing Coordinators/EL Coordinators should track the training process to ensure that examiners have completed training. There are four sets of training courses:
Kindergarten – only required for test examiners administering the Kindergarten ACCESS assessment
Alternate ACCESS – only required for test examiners administering the Alternate ACCESS assessment
Online Grades 1-12 – The vast majority of test examiners will take this course.
Paper-Based Grades 1-12 – only take this if you are giving a full paper based assessment. This is not required for examiners with students in grades 1-3 who take the writing assessment on paper.

Resources There are a number of useful resources available to districts to use when preparing for testing.
Resources – MAP Grade-Level Online Tools Trainings (OTTs) – OTTs give users the ability to use the tools available in the INSIGHT testing
platform on a variety of item types. Using the OTTs will allow users to become comfortable with using the built in system tools prior to the summative assessment. There is no limit to the amount of times a user can access the OTTs.
Online Tutorials – Online Tutorials give users the ability to watch recorded videos that demonstrate the features of INSIGHT and the tools that will be used for the operational assessments.
Practice Form – The practice form mirrors the operational assessment. The practice form gives users the ability to see the types of items that will be on the assessment, and become comfortable with answering items within the INSIGHT testing platform.
Resources – End-of-Course Student Tutorial – The tutorial gives users the ability to see the types of items that will be on the
assessment, and become comfortable with answering items within the testing platform.
Pre-Tests – The pre-test mirrors the operational assessment. The pre-test gives districts the opportunity to give a practice assessment either via paper/pencil or within the testing platform.

Resources – ACCESS Test Demos – WIDA offers videos of the online test that teachers and students may watch together. Please
make time for students to view these test demos for their grade-level cluster.
Test Practice Items – These items will help students become familiar with the test environment. Students should work through all domains in their grade-level cluster.
Sample Items – Be sure to check which domains are available within your students’ grade-level cluster. It is recommend that students take Speaking and Writing items even if they are outside their grade-level cluster. These items are representative of the item difficulty a student will experience on the actual test and give students the opportunity to experience producing spoken and written language as they will on the test. They are especially helpful for students who are likely to take the Speaking and Writing Tier B/C tests.

Accommodations Each assessment has a unique set of accommodations and tools/supports available to ensure that students are best able to show what they know on the assessments.
Accommodations – MAP Grade-Level and End-of-Course Universal Tools – Available to all students taking a Grade-Level or
End-of-Course assessment unless noted. o Some tools need to be marked in eDIRECT or Nextera prior
to the assessment. Please read the description to determine if the tool must be marked.
o Some tools are only for use by English Learner (EL) students (EL students are those marked LEP-RCV or LEP-NRC in Core Data).
Accommodations – Accommodations for the Grade-Level or EOC assessments are available only to students with an IEP/504 plan.
o All accommodations need to be marked in eDIRECT or Nextera prior to the assessment.
o Some accommodations are only for use by English Learner (EL) students with an IEP/504 plan.
For students with IEPs, the IEP team should choose all of the tools and accommodations that need to be marked in the system.
The updated Universal Tools/Accommodations documents also contain more complete instructions on the use of Read Aloud and Translation for these assessments.
Accommodations – MAP-A The DLM Accessibility Manual provides guidance to district staff, educators and IEP teams in the selection and use of accessibility supports available in the DLM system. In order to determine the accessibility supports needed for each student, educators should understand how the DLM alternate assessment is designed for accessibility from the beginning and how accessibility supports can be customized.
Accommodations – ACCESS The WIDA Accessibility and Accommodations Supplement is intended for district and school-level personnel as well as decision-making teams, including IEP teams, 504 Plan teams or team designated by the LEA to make decisions for students. This document provides information for educators who work with ELs, including teachers, intervention specialists and related service providers for selecting and administering accessibility features for ELs who need them on the ACCESS for ELLs 2.0, Kindergarten ACCESS and Alternate ACCESS assessments. It is also intended for assessment staff and administrators who oversee the decisions that are made for instruction and assessment.

Technical Information Technical Information – MAP Grade-Level DRC INSIGHT delivers assessments and related resources online for all content areas and grade levels by incorporating computerized testing, related resources, dynamic reporting and a suite of tools. It consists of a secure web browser software interface and the Testing Site Manager (TSM) to help manage network traffic, maintain connectivity and handle bandwidth issues.
In eDIRECT > General Information > Documents, a number of technology user guides can be found, including guides on the TSM, configuring devices for testing, installing INSIGHT, troubleshooting and running a test capacity estimator.
Technical Information – End-of-Course The Nextera® Test Delivery System is a software applications used for administering student assessments delivered through the Questar Secure Browser. A Setup & Installation Guide can be found by going to Nextera Admin (https://mo.nextera.questarai.com/admin/Accounts/Login) > Help > Help > Manuals.
Technical Information – MAP-A The DLM platform consists of the KITE Client (the student test portal) and the KITE Educator Portal (the test administration site).
KITE Client Version 5.0 of the KITE Client will be pushed out in September to districts that already have Version 3.0.
The KITE Client requires a 1024x768 resolution and runs on:
Desktops and laptops running Windows 7, 8.1 or 10
Desktops and laptops running OS X 10.10, 10.11 or 10.12 (Sierra)

KITE Educator Portal The KITE Educator Portal is an application built for the administration of assessments including enrollment and monitoring. It may be accessed through a standard web browser. If you need an account, contact your local test coordinator or state education agency.

Technical Information – ACCESS for ELLs 2.0 The ACCESS for ELLs 2.0 technology platform is provided by Data Recognition Corporation (DRC). It consists of the following components:
WIDA Assessment Management System (WIDA AMS): This is a web-based interface to the administrative functions for the online assessment system. It is used by Test Coordinators to create student records and test sessions and to help manage or monitor their testing environment.

Technology Coordinators use it to download the next two components from WIDA AMS.
Testing Site Manager (TSM): This web-based application provides content caching and a software toolbox to help Technology Coordinators plan, configure and manage their testing environment.
DRC INSIGHT: This secure browser delivers assessments online for all language domains and grade levels. INSIGHT is installed on each testing device to communicate with the DRC server to provide test questions to the test taker and to send responses to the DRC server.
