INTRODUCTORY STATEMENT

By this application, Gold Cross Limousine of Pa., Inc. (Gold Cross Limousine

or Applicant) is seeking authority to transport persons, in group and party service,

using vehicles with a seating capacity of 11 to 1 5 passengers, including the driver,

between points in the Counties of Lawrence and Mercer, and from points in said

counties to points in Pennsylvania, and return.

This application is unopposed. Applicant submits herewith its statements in

support of the application.

2. Identity and Qualifications of Person Making Statement for the Applicant.

My name is R. Grant Williams, and I am General Manager of Gold Cross

Limousine of Pa., Inc. I am fully familiar wi th, and responsible for, the day-to-day

operations and service of the Applicant. My business address is 26 Sexton Street,

Struthers, OH 4 4 4 7 1 . My telephone number is (330) 750-0239. I have been

authorized to submit this statement on behalf of Gold Cross Limousine of Pa., Inc.

3. Affiliations With Any Other Carrier.

Gold Cross Limousine of Pa., Inc. is not affiliated with any carrier holding

operating authority from any regulatory agency.

4. Authority Sought.

By this application, Gold Cross Limousine of Pa., Inc. seeks authority to

transport persons, in group and party service, using vehicles with a seating

capacity of 11 to 15 passengers, including the driver, between points in the

Counties of Lawrence and Mercer, and from points in said counties to points in

Pennsylvania, and return. This application was published in the Pennsylvania

Bulletin and no protests to the application have been received by the Applicant.

5. General Scope of Currently Authorized Operations.

Applicant currently holds authority issued by this Commission at Docket A-

107205, to transport persons, in limousine service, between points in

Pennsylvania. Applicant also holds interstate authority at Docket No. MC-286660.

6. Duplicating Authority.

No duplicating authority will result from approval of this application, since

Gold Cross Limousine is not currently authorized to provide group and party service

in Pennsylvania.

7. Terminal Facilities and Communications Network.

Gold Cross Limousine has a facility located at 26 Sexton Street, Struthers,

OH 4 4 4 7 1 . This facility consists of two attached garages, approximately 80 x

170 and 80 x 160. There is also a semiautomatic car wash at this facility. The

garages hold 24 vehicles with in and out access. This facility also includes an

office on the second floor of the building and has 24-hour video surveillance. All

vehicles are equipped with cell phones. Applicant has 4 full-time employees,

including a Manager and an assistant who are responsible for the daily activities of

the company; a secretary who is responsible for answering the phones and taking

orders; and a car detailer to ensure that all vehicles are clean. Gold Cross

Limousine also employs 30 drivers on a part-time basis. Service is available 24

hours a day, 7 days a week.

8. Equipment.

There is attached to my statement as Applicant's Exhibit 1 a list of vehicles

operated by Applicant. Gold Cross Limousine contracts with local garages to check

and service all vehicles every 3000 miles. This program has produced excellent

results and all of our vehicles are in excellent condition, well maintained and clean.

9. Safety Program

Gold Cross Limousine has a two-fold safety program: (1) to assure safe

vehicle operation; and (2) to have safety oriented personnel. Pre-employment

programs include personnel orientation, Bureau of Motor Vehicle checks, record

checks, reference follow-ups, and pre-employment physicals, including drug

screening. Once pre-employment history has been satisfactorily met, all employees

are placed in a driver education program.

Excerpts from the National Safety Council defensive driver course are

integrated with the Allsafe Driving Program. All personnel are required to complete

both didactic and behind the wheel classes. The Allsafe Program places onboard

computers in all vehicles and requires all personnel to drive at suitable levels or face

remediation or loss of driving status. This is monitored by a supervisor to assure

that acceptable standards are met.

A company driving/safety policy is in place to remind all personnel of the

need to follow not only company policy, but all state laws and regulations. Regular

training updates are handled at regular company meetings. This assures and

reinforces all information and policies provided from pre-employment on.

10. Service Currently Provided

Gold Cross Limousine has been in business since 1968 and currrently

conducts operations pursuant to its authority at A-00107205, which authorizes

transportation of persons, in limousine service. Gold Cross has held authority from

this Commission since 1987. Gold Cross Limousine also holds interstate authority

at IVIC-286660, obtained in 1995, and has been providing group and party service

in interstate commerce since that time.

11. Type of Service To Be Offered.

If the within application is granted, service may be requested by contacting

our main office by using the convenience of our toll free number. Our phone

number is listed in the Yellow Pages of Grove City, Mercer, Greenville, Shenango

Valley and New Castle. We also have a listing in the Yellow Book which services

both Mercer and Lawrence Counties. Reservations will made made wi th a notice of

12 hours prior to the pickup. Applicant desires to provide group and party service

with 11 to 1 5 passenger vehicles within Pennsylvania in the same area in which it

provides limousine service. Gold Cross Limousine has received many requests for

service in vehicles larger than limousines. The limousine business is the foundation

of our company, but we also have larger vehicles to accommodate small groups.

12. Financial Data

There is attached to my statement as Applicant's Exhibit 2, the latest

available financial statement of Gold Cross Limousine. Gold Cross Limousine

believes that it is financially fit to provide the service proposed by this application

Gold Cross Limousine asks the Commission to consider this application

favorably and to grant its application. Statements of support by public witnesses are

being submitted simultaneously herewith.
