WHAT ISISIKHNAS?

National integrated animal health information system

(iSIKHNAS) provides a flexible and sustainable

platform for the collection, management and use of

livestock and animal health data. Users can interact

with this system through the web, email, SMS, and

mobile phone applications.

 

This system was designed to best benefit its users,

especially for those working in the field. With the

increasing number of users sending data from the

field, it is also necessary to ensure that the

abundance of data that has been submitted is used

to monitor the development of livestock and animal

health, both in the field and at regional and national

levels. Such data should support planning, budgeting,

and policy formulation in the field of animal

production and animal health at various levels.

 

iSIKHNAS has been used in all 34 provinces in

Indonesia, with varying levels of use. Up to the end of

2018, more than 20 thousand officers have been

registered in iSIKHNAS, submitting a range of animal

production and health data to the iSIKHNAS

database, or processing and using the data.

 

This report provides an overview of how iSIKHNAS has

been used in the field in the period of one year,

January to December 2018, to identify the system’s

strength and the challenges it faces.

NUMBER & TYPES OF OFFICER-USERS

iSIKHNAS data submission and usage

This section will discuss iSIKHNAS

registration among animal health

officers. iSIKHNAS officer-users

are registered and given access

by the iSIKHNAS Coordinator at

the district or provincial level, or

by other authorised officers. User

access is given on the basis of the

user's tasks and functions related

to iSIKHNAS. Before being

registered with iSIKHNAS, new

officer-users receive training on

system usage.

 An iSIKHNAS officer-user can be

registered as more than one type

of user. For example, a user can

be registered as both a 'District

Coordinator' and 'Animal Health

Office Vet' (Dinas Vet). Thus, the

sum of all types of users will

always be greater than the total

number of iSIKHNAS individual

users.

Throughout 2018, iSIKHNAS registered 2,130 new

individual officer-users, as detailed in the above

diagram.

MONTHLY INCREASES IN THENUMBER OF REGISTERED OFFICERS

The largest increase in officer registration occurred in the first quarter of 2018, in linewith the ongoing expansion of the SIWAB program. The decline in activities in June 2018with the Eid ul-Fitr celebration resulted in a sharp decline in new officer-userregistrations. In the last quarter of 2018, registration of officer users increased again,mostly consisting of inseminators (23%), animal health office veterinarians (21%), andpara-vets (28%). The total number of officers using iSIKHNAS from 2013 to the end of2018 is 20,581.

iSIKHNAS, as can be seen in the diagrams on the

following pages.

iSIKHNAS data submission and usage

The level of iSIKHNAS use in the province depends very much on the relevant

officials' recognition on the benefit of data.  In general, provinces that have

benefited from the information system maintain good reporting performances.

In Jambi and Riau Provinces, for example, iSIKHNAS is used as a basis for

monitoring officer performance, as well as a basis for planning and

budgeting. It is also in Riau that we find comprehensive disease monitoring

reports, up to the submission of the definitive diagnoses.

Graphs of animal and production reports give an indicationabout the provision of livestock and animal health services in

the field, which increased in March to May then droppedsharply in June, along with the occurrence of Ramadan

fasting month and Eid al-Fitr celebration. 

The Veterinary Public Health report submission does not showany sharp fluctuations as it is not based on services provided

in the field, but instead on slaughterhouse activities.

Breakdown of the Animal Health Reports

In terms of the comprehensiveness of the health reports, RiauProvince has shown an outstanding performance, with fieldreports being followed up by the definitive diagnosis reports

(Dx). Out of the 35 provinces in Indonesia, Riau sends the mostDX reports.

OFFICERS’ FIELDPERFORMANCES

iSIKHNAS data submission and usage

How active the officers have been can be monitored using data about their

interactions with iSIKHNAS.  For animal health activities, officers' field

performances can be measured based on the number of disease reports

(U/general and P/priority), treatment reports (OB and OBI), and reports on the

progress of cases (PK), as submitted by these officers. The above table shows

the top ten officers who have sent the highest number of reports in 2018.
