1 INTRODUCTION

1.1 LAMPSS OVERVIEW

Labour Market Programs Support System (LaMPSS) is a common system and set of business processes being developed to focus on the administration of labour market programs and services for four provincial partners:

1. Department of Community Services (DCS) which include the following divisions: • Employment Support Services Division (ESS) • Disability Support Program (DSP)

2. Nova Scotia Office of Immigration (NSOI) 3. Nova Scotia Apprenticeship Agency (NSAA) 4. Labour and Advanced Education (Skills and Learning Branch) which includes the following

divisions: • Employment Nova Scotia (ENS) • Workplace Initiatives (WI) • Adult Education (AE) • Youth Initiatives (YI)

LaMPSS is an on-line web based support system that will provide you with the ability to:

Submit applications on-line for Labour Market Program funding Submit activity and financial reports electronically Access your current and past funding agreements View payment / cheque history Share information in both official languages (where appropriate) securely, privately and

efficiently Update your organization’s information once registered in LaMPSS Identify which government staff person to contact for information on your agreement Organization’s Primary LaMPSS user can add additional users for their organization Receive ongoing user support.

1.2 DOCUMENT PURPOSE

This document provides guidance and examples of how to check your computer so you can ensure your computer has the right versions of software installed and settings to operate properly with LaMPSS.

There are minimum computer requirements that your computer must meet so that you are able to work in the LaMPSS system. This document will describe the steps to help you verify your computer is setup with these minimum requirements.

2 MICROSOFT WINDOWS OPERATING SYSTEM LaMPSS is a web based system and a computer with a Windows based Operating System or a Macintosh computer are required to access LaMPSS. You will not be able to utilize all the functionality of LaMPSS using a cell phone or tablet.

2.1 COMPUTER REQUIREMENTS

The minimum Microsoft Windows version that is required on your computer to access LaMPSS is

• Windows XP

2.2 WEB BROWSER

LaMPSS is a web based system and requires a web browser to use and access LaMPSS. This section describes the web browsers that are supported for a Microsoft Windows Operating System.

• Microsoft Internet Explorer 8.0 or higher

We have outlined the steps to verify that you have the minimum version of the web browser installed on your computer. We have also detailed how to verify which web browser is set as your default browser.

2.2.1 Browsers Not Currently Supported by LaMPSS

Please note that “GOOGLE CHROME”, “MICROSOFT EDGE” and “FIREFOX” are not supported browsers. If you have any of these browsers as your default browser you will experience problems with the functionality of LaMPSS. Ensure that you have Internet Explorer set as your default while using LaMPSS.

2.2.2 Checking the Version of Internet Explorer

1. The minimum version to use LaMPSS is Microsoft Internet Explorer 8.0 or higher

2. Click on the “Start” button in the bottom left of the screen

3. Click on “Programs” in the Start Button menu

4. Click on the “Internet Explorer” program link to launch Internet Explorer

5. From the Internet Explorer window, click on the “Help” option at the top of the screen

6. Select “About Internet Explorer”

7. Note the version indicated in the “About” pop-up window

2.2.3 Checking Your Default Browser Using Internet Explorer

1. Open your Internet Browser

2. Click on “Tools”

3. Click on “Internet Options”

4. Select the “Programs” tab

5. Under “Default Web Browser” it will indicate if Internet Explorer is your default.

2.2.4 Setting the Default Web Browser on your Windows 10 Computer

Below are the steps to set Internet Explorer 11 as your default web browser

1. Click “Start” and type in default browser,

2. Select “Choose a default web browser”,

3. The Settings window will appear; click the “Default apps” heading on the left

4. On the right of the screen, select “Web browser” and

5. A new window will appear with “Choose an app” – select Internet Explorer 11

2.2.5 Trusted Site Setup with Internet Explorer

Setting up the LaMPSS site as a “trusted” site will improve the user experience with LaMPSS. Without the trusted site setup, the user will experience warning messages when downloading forms, and other similar issues.

1. Launch Internet Explorer and go to the website (e.g. - https://lampss.gov.ns.ca)

2. In Internet Explorer, go to Tools >> Internet Options

3. In Internet Options, select the Security tab and click on Trusted Sites

4. Click on Sites

5. The primary URL for the current site (if it is not already a trusted site) will be defaulted into the “Add this website to the zone” field

6. Now click the ”Add” button with the primary URL for the current site in the “Add this website to the zone” field and then click the “Close” button

2.2.6 Internet Explorer 11 – Compatibility View Settings

If you have Internet Explorer version 11 on your computer you may need to add the government website “gov.ns.ca” to the compatibility view settings to enable some functionality in LaMPSS e.g., viewing reports.

1. Open Internet Explorer 11 browser and login to LaMPSS 2. Select the “Tools” on the menu bar 3. Select “Compatibility View Settings”

4. “gov.ns.ca” should be already in the “Add this Website” window – if not type gov.ns.ca in the “Add this Website” window

5. Select “Add” 6. Then close the window

2.2.7 Turning off Pop-Up Blockers

If Internet Explorer Pop-up Blocker is turned on it could prevent you from downloading the LaMPSS application and financial/activity reports

To turn Pop-up Blocker off:

1. Open Internet Explorer

2. Select “Tools” menu bar

3. Scroll down to “Pop-up Blocker”

4. If you see “Turn On Pop-up Blocker” that means that you already have your Pop-up Blocker turned off

5. If you see “Turn Off Pop-up Blocker” that means that it is on and you want to select “Turn Off Pop-up Blocker” – now the Pop-up Blocker is turned off.

2.3 ADOBE VERSION

To submit a LaMPSS application or activity and financial reports on-line you must have

• a minimum version of Adobe Reader 9.3.3

In this section it details the steps to check the version of Adobe Reader installed on your computer to ensure you have the minimum version required by LaMPSS. We have also detailed how to verify if adobe is set as your default viewer.

2.3.1 Adobe Reader Version

1. Minimum Adobe Reader version 9.3.3

2. Click on the “Start” button in the bottom left of the screen

3. Click on “Programs” in the Start Button menu

4. Click on the “Adobe Reader” program link to launch Adobe Reader

5. From the Adobe Reader window, click on the “Help” option at the top of the screen

6. Select “About Adobe Reader”

7. Note the version indicated in the “About” pop-up window (note DC version is version 10)

8. If you do not have the minimum version of Adobe you can log into LaMPSS and on the home page there is a shortcut that will take you to the Abobe website. Here you can download the most current Adobe version.

2.3.2 Adobe Reader Default

You can have Adobe Reader on your computer but it must be selected as the default for your application and reports to submit successfully.

1. Select an Adobe form

2. Right click and select “Properties”.

3. The file properties window will appear. Choose the “General tab”.

4. You'll see a field called "Opens with".

5. Click the change button (if it does not indicate Adobe Reader) and select Adobe Reader.

3 APPLE MACINTOSH OPERATING SYSTEM

LaMPSS is a web based system and a computer with a Windows based Operating System or a Macintosh computer are required to access LaMPSS. You will not be able to utilize all the functionality of LaMPSS using a cell phone or tablet.

3.1 COMPUTER REQUIREMENTS

The minimum Apple Macintosh operating system that is required on your computer to access LaMPSS is

• Apple Mac OS X.

3.2 WEB BROWSER

LaMPSS is a web based system and requires a web browser to use and access LaMPSS. This section describes the web browser that is supported with a Macintosh Operating System.

• Apple Safari 5 or higher

We have outlined the steps to verify that you have the minimum version of the web browser installed on your computer. We have also detailed how to verify which web browser is set as your default browser.

3.2.1 Safari

1. Minimum version Safari 5 or higher

2. Click on the Safari program icon at the bottom of the screen to launch Safari

3. When Safari launches, click on the “Safari” in the menu bar at the top of the screen

4. Select “About Safari”

5. Note the version indicated in the “About” pop-up window

3.2.2 Checking Your Default Browser Using Safari (OS X Up to Yosemite)

1. Open Safari

2. From the “Safari” menu open “Preferences”

3. Click the “General Tab” it will indicate what web browser is your default.

3.2.3 Checking Your Default Browser Using Safari (OS X Yosemite and Later)

1. Click on Finder and then click on “System Preferences”

2. From the drop-down menu open “System Preferences”

3. On the opened window, click the “General” icon,

4. The resulting pop-up shows your default web browser.

3.3 ADOBE VERSION

To submit a LaMPSS application or activity and financial reports on-line you must have

• a minimum version of Adobe Reader 9.3.3

When using a Mac computer, adobe is not the default forms viewer. You may have to download Adobe to your computer and select Adobe as your default viewer.

3.3.1 Adobe Reader Version

1. Minimum version of Adobe Reader of 9.3.3

2. Open the Adobe Reader program located in the Applications folder

3. After Adobe Reader launches, click on the “Adobe Reader” in the menu bar at the top of the screen

4. Select “About Adobe Reader”

5. Note the version indicated in the “About” pop-up window

6. When Adobe Reader launches, it may check to see if it is the default application for PDF files. If it is not the default application you should get a pop-up window that asks you to set Adobe Reader as the default PDF application.

3.3.2 Adobe Reader Default

You can have Adobe Reader on your computer but it must be selected as the default for your application and reports to submit successfully.

1. Single click a PDF file you wish to open or any PDF file in general while holding the control key. Click on 'Get Info' from the pop-up menu.

2. Under the heading 'Open with,' the current default application for opening PDF's is listed. In this menu locate the most recent version of Adobe Reader.

3. Select the 'Change All' button so that all subsequent PDF files will be opened by the Adobe Acrobat reader.

4. Select the “Continue” button to confirm that you'd like to change your settings. Now all PDF files will be opened by the Adobe Acrobat Reader.

4 TROUBLESHOOTING

4.1 LAMPSS LOGIN

Following are some possible reasons that you are experiencing issues logging into LaMPSS:

You are using a browser that is NOT supported by LaMPSS e.g., Google Chrome, Firefox.

You do not have the minimum version of the supported browser (see above).

Passwords are case sensitive.

You can receive a message that you have entered invalid credential if the user’s password has expired or is about to expire. The password automatically expires after 6 months. The user is required to change their password and try the submission again. To rest your password

• Go to the LaMPSS site at https://lampss.gov.ns.ca

• Click on the “PASSWORD RESET” button

• Enter your Organization ID and User ID

• Select “SAVE”

• A new password will be sent to your email address on your account.

The user has insufficient rights. Call LaMPSS Operations Support to verify the user has the correct security to submit applications.

4.2 LAMPSS APPLICATION DOWNLOAD/SUBMISSION

Following are some possible reasons that you are experiencing an issue downloading/submitting an application:

1. Browser

• Default browser is not set with a LaMPSS compatible browser e.g., Internet Explorer. • Add LaMPSS to your Trusted Sites: https://lampss.gov.ns.ca . • Internet Explorer blocking downloads – turn off pop-up blockers.

Adobe Version

Users receive an error when trying to submit an application form; however, the user is able to login to the self-serve LaMPSS site with their credentials. You need to have Adobe 9.3.3 or higher installed on the computer.

Document Attachments

• Total size of all file attachments per application is 5 MB. • Each file cannot be larger than 1MB. • Make sure the attached documents in the application form are CLOSED on your computer

before trying to submit.

2. Application

• Mandatory boxes (highlighted in Red) not completed. • Activity dates entered incorrectly (must be todays date or in the future). • Attachment types selected incorrectly or are not the required document. • Budget cash flow not completed. • Less cash and in kind contributions not entered (if required). • Form has expired (application forms expire after 180 days from the day it was

downloaded). • Password entered incorrectly.
