LAMA DAILY REPORT

Navigation Conditions LMR is open to navigation.

Rock Operations: M/V Pine Bluff will be conducting rock operations at MM 105.4 AHP (Above head

of passes) RDB (right descending bank) through August 10, 2017. Hours of operations will be from

0700 to 1700 seven days a week. Minimum wake and wide breadth is requested. All vessels should

contact the tug Pine Bluff on Ch 67 or 08 before transiting the area.

NOAA's current stages:

Baton Rouge: 18.40’ steady.

New Orleans: 5.59’ steady.

2017 Hurricane Season Gulf of Mexico

Active Systems None

Other Disturbances / Areas to Watch Disturbance 21 is located near 11N, 37W, or about 800 miles to the southwest of the Cape Verde Islands. The weak area of low pressure is producing disorganized squalls as it moves slowly westward. The environment surrounding this system is being affected by a large area of dry air, especially to the north. This is not favorable for intensification. However, slow development is possible if the disturbance manages to avoid most of the dry air. The chance of development is 20 percent.

Disturbance 22 is entering the eastern Atlantic producing only some squalls. Model guidance suggests that the energy associated with this system is likely to merge with 21 in the next few days. The chance of development is decreased to near zero percent..

Disturbance 19 is a weak tropical wave over the central Caribbean Sea. The wind shear is expected to remain high and the chance of development is near zero percent.

Disturbance 18 is centered well southeast of Bermuda generating a few squalls. A combination of dry air and high wind shear will keep the chance of development near zero percent over the next few days.

Any frontal low that forms over the NE Gulf or off the East Coast is likely to remain nontropical. There is only a 5 percent chance of tropical or subtropical development associated with this area.

Lower Mississippi River Ship Pilots Report

1.  Federal Pilots – SWP to Mile 233.5 AHOP     Draft Restrictions In Place: None. 4.  NOBRA Pilots – Mile 104.7 AHOP to Mile 233.5 AHOP      Draft Recommendation - Unless restrictions are in place:               Mile 104.7 to Mile 180 AHOP: Max FW Draft is 47'.               Mile 180.0 to Mile 232.1 AHOP: Max FW Draft is 45’. NOBRA Draft Restrictions in Place:  None. +++++++++++++++++++++++++++ NOBRA High Water Mooring and Transit Rules 1.  When the river reaches seven (7) feet at the Carrollton Gage, all head-down landings will be conducted during daylight hours only.   2.  Above LMR MM 220, vessels drafting 41’ or greater are restricted to daylight only. -Vessels must get underway 3 hours prior to the official sunset time.   -Exceptions will be made for shifts from berths to/from the Middle Baton Rouge anchorage. 3.  Posted 01/31/2017 - Due to rising river levels the NOBRA Pilots are asking agents to report the vessel’s air draft when ordering a pilot.

Note: Effective Monday, April 24,2017, at 0400, NOBRA Dispatch will begin accepting orders for loaded ships of 37’ or greater to anchor in the Reserve Anchorage.  Pilots will not be required to stay onboard if the draft is 37’ or greater. Any vessels with less than 37’ will require a pilot onboard at all times.   This anchorage is being used again, on a trial basis, to try and increase anchorage space within our route. +++++++++++++++++++++++++++ Other High Water Restrictions

1.  May 16, 2017 - All vessels at Valero St. Charles shall use holding tugs when the Carrollton Gauge is at 15 feet or above. (No longer applicable as the LMR is below 15’.) 2. May 31, 2017 - Each ocean vessel will be required to have (1) hold-in tug for the entirety of the vessel call at the Exxon-Mobil Baton Rouge dock.
