ne contiene il 65/70%.
Essa è un composto chimico formato da idrogeno e ossigeno che si
combinano nella proporzione di 2 a 1 (H2O)
per dar luogo ad una sostanza che, in natura, si trova allo stato solido
(ghiaccio e neve), liquido e aeriforme(vapore).
L’acqua è un liquido inodore,insapore e incolore; solidifica a 0°C e bolle a
100°C.

minerali naturali le acque che, avendo origine da una falda o giacimento
sotterraneo, provengono da una o più sorgenti naturali o perforate e che hanno
caratteristiche igieniche particolari e proprietà favorevoli alla salute. Questi tipi di acqua venivano utilizzati in passato per
le loro virtù curative. Oggi, l'Italia è divenuta tra i maggiori consumatori di
acqua minerale al mondo, con un giro di affari annuo che si aggira intorno ai due
miliardi e mezzo di euro. Un primato condiviso anche sotto l’aspetto produttivo,
dal momento che ogni anno vengono “prodotti” oltre 12 miliardi di litri di acqua.
I motivi per i quali l'acqua minerale riscontra un simile successo vanno poi
ricercati nella massiccia campagna pubblicitaria intrapresa dai produttori, i
quali tendono a valorizzare sempre più le presunte virtù benefiche delle loro acque.
La caratteristica più importante che distingue l'acqua minerale da quella
potabile è la totale assenza di trattamenti di disinfezione.

fornita solo da aziende acquedottistiche attraverso una rete idrica:il requisito fondamentale è la
potabilità. L’acqua che esce dai rubinetti degli italiani è mediamente di buona qualità e regge il confronto con
le acque vendute in bottiglia, ciò dipende dal fatto che l’80% di queste provengono da fonti sotterranee,più protette dall’inquinamento grazie al
filtro del terreno.Non tutte le acque però sono uguali e non
tutta l’acqua passa attraverso acquedotti nuovi. Una rete idrica
vecchia, ad esempio, può sporcare l’acqua.
Un’indagine di un’associazione, Cittadinanzattiva sulla qualità del
servizio idrico dimostra che nell’ultimo anno il costo dell’acqua è incrementato del 5,4%.
L’acqua del rubinetto è sempre più cara, di anno in anno e in molti casi la
qualità lascia a desiderare: la potabilità è a serio rischio.

I COSTI (Cost)
A fronte di un livello qualitativo carente stiamo assistendo anno dopo anno ad una
crescita costante delle tariffe che dal 2000 ad oggi sono aumentate del 47% e alla presenza in bolletta di voci di costo
non giustificate. L’italia è il primo paese in Europa per consumi di acqua in bottiglia
ed il terzo al mondo.
Una famiglia tipo di tre persone complessivamente, in media, in un anno
sostiene una spesa di 253 euro per il servizio idrico integrato. Le tariffe variano
a seconda dell’area di riferimento.
Le tariffe regionali più elevate si riscontrano in Toscana, Puglia, Umbria, Emilia
Romagna e Marche.
Il problema è particolarmente accentuato nelle aree meridionali del Paese, che
presentano percentuali di perdite ben al di sopra della media nazionale.

Disponibilità e bilancio idrico
L'Italia è un paese potenzialmente ricco d'acqua (il volume medio delle piogge risulta superiore alla media europea), la cui disponibilità "teorica", tuttavia, non coincide con quella
"effettiva" a causa della natura irregolare dei deflussi e delle carenze del sistema infrastrutturale esistente. Spesso la
disponibilità si è dimostrata insufficiente a fronte di un'elevata richiesta. Un fattore che contribuisce a ridurre la disponibilità della risorsa è l'inquinamento. La qualità delle
acque è misurata attraverso reti di monitoraggio che permettono di valutarne nel tempo, sia lo stato di
inquinamento, sia l'efficacia delle azioni di risanamento.Per la disponibilità idrica , l’ISTAT stima la ripartizione di
acqua annualmente erogata in Italia e la connessa dotazione individuale nel 1999 in 303 l/ab/g. Nel
settentrione e 214 nel meridione; Il Nord può contare sulla quasi totalità del prelievo da acque di falda (90%), mentre il Sud dipende da un 15 ad un 25% dalle acque accumulate
negli invasi. Ciò rende strutturalmente il Nord meno esposto a crisi idriche rispetto al Sud. Inoltre, poiché molti degli invasi sono destinati ad usi plurimi, essi dovranno far
fronte ad una domanda per usi non potabili esaltata dalla scarsa piovosità attuale e pregressa.

Crisi idricaLe allarmanti notizie su una crisi idrica in
Puglia derivante dalla ridotta disponibilità di acqua negli invasi sia regionali che lucani,
puntualmente conducono il dibattito politico-amministrativo sulle possibili soluzioni da adottare per scongiurare definitivamente i
rischi derivanti da sempre più frequenti stagioni invernali caratterizzate da scarse
precipitazioni.La Puglia, che risulta la regione ultima in Italia
in quanto a piovosità, è la regione caratterizzata dalla rete idrica, più inefficiente,
con ben il 49% di perdite fisiche ed amministrative sul totale dell’acqua immessa.
Tale emergenza a tutt’oggi non ha ancora visto l’attuazione di interventi concreti, ma
solo indirizzi di pianificazione o progetti propedeutici. Il settore agricolo che, come è
noto, svolge un ruolo preponderante negli usi idrici con circa il 70%, necessita inoltre di oculati interventi finalizzati ad una reale
contabilizzazione dei consumi, solo in parte applicata effettivamente, ad individuare nuove fonti di approvvigionamento extraregionali o
di progettare nuovi invasi.

Dopo un mese di Ottobre caratterizzato in Italia da temperature miti da una quasi totale assenza di precipitazioni significative e dopo un inizio di
Novembre quasi da fine Estate, da alcune settimane il tempo meteorologico ha invertito la rotta, assumendo caratteristiche che, in alcuni
casi, si stanno rivelando più di stampo invernale che autunnale. Piogge copiose e, in alcuni casi, anche insistenti stanno mettendo a dura prova la tenuta degli argini dei corsi d’acqua, dei terreni e
dei pendii montuosi, specie laddove l’uomo, senza alcun criterio, non ha tenuto puliti gli alvei, laddove ha costruito lungo i canali di scolo delle
acque piovane e laddove ha disboscato. Accanto a queste situazioni di emergenza legate ad
alluvioni e frane, si mette in evidenza una realtà opposta a quella appena descritta, una realtà
che da mesi, e per l’ennesima volta, sta interessando il Mezzogiorno d’Italia: la siccità, o
meglio, la carenza di approvvigionamento d’acqua negli invasi naturali ed artificiali che
alimentano la rete idrica di queste due regioni. Il canale principale di questo acquedotto, che è il più grande d’Europa, sfrutta le acque del Sele e del Calore in Campania. Pertanto, in teoria, una immensa quantità d’acqua dovrebbe essere a disposizione di queste due regioni. In teoria,
perché la realtà, purtroppo, è un’altra, in quanto queste due regioni, caratterizzate climaticamente
da una scarsità di precipitazioni nel periodo estivo hanno sovente a che fare con problemi di
approvvigionamento idrico. E’ chiaro che, allo stato attuale delle cose, non
resta che aspettare che piova.

l’alto rischio di inquinamento solcando giorno e notte tutto il mare Mediterraneo. Quel che è peggio, è che molte di queste navi sono vecchie ed obsolete e pongono
una seria minaccia per la già precaria salute del Mar Mediterraneo.
Salviamo il Mediterraneo

specie di alghe e di pesci tropicali stanno proliferando e prevalendo sulla flora e sulla fauna locale, trasformando così l’habitat naturale del nostro Mare. Il sollevamento del livello delle acque
avrebbe delle conseguenze inimmaginabili per le coste e per i loro
abitanti, soprattutto per le aree più basse e soggette ad allagamenti, che sono
anche le più abitate.

Il bacino mediterraneo è unico con i suoi molti ed affascinanti Paesi, culture, storie ed
attrazioni naturali che ne fanno un modello unico per il turismo mondiale. I Governi
nazionali ed enti internazionali dovrebbero tutelarlo e proteggerlo, favorendone il

umane sulla natura, potremmo salvare il Mediterraneo e continuare a godere delle
splendide navigazioni sulle sue acque per molte generazioni a
venire.
