In a new era of peril and opportumty, our overridingpurpose must be to expand and strengthen theworld's community of market-based democracies.During the cold war we sought to contain a threat tothe survival of free institutions. Now we seek to en-large the circle of natfions that live under those freeinstitutions. For our dream is of a day when theopinions and energies of every person in the worldwill be given full expression, in a world of thrivingdemocracies that cooperate with each other and livein peace.
