Sorghum and Winter Wheat.” Focus of this grant: to develop relationships among

water use, grain productivity and weather parameters to produce production

functions forecasting grain yields of grain sorghum and winter wheat in water-

limited cropping systems. Principal Investigators: KSU scientists Robert Aiken,

Xiamao Lin, and Loyd Stone. Daniel O’Brien of KSU is a co-investigator along

on Available Soil Water.” Focus of this grant: to measure the effect of plant available

2013 Ogallala Aquifer Initiative Grant. “Determining Profitable Integrated Grain and

Forage Crop Rotations for the Ogallala Aquifer Region.” Focus of this grant: to

increase precipitation use efficiency, and increase profitability. Principal

Investigators: KSU scientists John Holman, Alan Schlegel and Daniel O’Brien.

2013 Kansas Corn Commission Grant (proposal under current consideration).

“Developing a Crop Evaluation Tool for Comparing Corn to Alternative Crops in

Kansas Cropping Systems.” Focus of this grant: to develop a crop evaluation and

decision tool to allow Kansas crop producers to evaluate the productivity and likely

profitability of corn and other competing crops in multi-year irrigated and non-

irrigated systems. Principal Investigators: Daniel O’Brien (lead), Ignacio Ciampitti,

Kraig Roozeboom, Danny Rogers, Jonathan Aguilar, William Golden, Lucas Haag,

Brian McCornack, and Xiaomao Lin – all of Kansas State University. Grant amount

proposed: $92,000 for the July 1, 2014 through June 30, 2015 time period. Amount

2013 Monsanto Company (proposal under current consideration). “The economic

effects of managing western corn rootworm populations by controlling volunteer

corn in rotated and continuous corn scenarios.” Principal Investigators: Sarah

Zukoff (lead), Randal Currie, Daniel O’Brien, and John Holman – all of Kansas

State University. Grant amount proposed: Average of $120,970 per year for three

years, total direct costs of $362,910 for the 2014-2016 time period. Amount available

Note on 12/31/2013: D. O’Brien is currently involved as a co-principal investigator

2013 Educational Activities in Grain Marketing, Bioenergy, and Risk Management:

Presentations: In year 2013 Daniel M. O’Brien gave 34 grain market and/or bioenergy

market situation/outlook and grain price risk management educational presentations to a

total of 1,489 people – an average of approximately 44 per presentation. Of these

presentations, 29 were given in the role of primary presenter, while 5 others were given

as a co-presenter. This compares to 41 presentations to 1,590 people in 2012 – an

average of 39 people per presentation - with 34 presentations as the primary instructor,

and 7 as co-instructor.

Media Articles: During year 2013, O’Brien wrote or contributed to 98 print and/or

electronic media articles in this subject matter area, with 97 of them made available on

the departmental KSU AgManager.info website. In addition contributions were made to

Radio Progams: In year 2013, O’Brien contributed to 85 public radio programs focusing

on grain market and/or bioenergy market situation/outlook and grain price risk

management issues. Of these, 49 were presented as a weekly, state-wide grain market

update on KSU Agriculture Today radio program. Another 11 radio interviews were

associated with a monthly bioenergy market analysis program with WILL public radio in

Illinois, while 10 were provided regionally in northwest Kansas via KLOE/KCCI radio

programs. The remaining 15 radio program contributions were provided to other state

and national media interviews. This compares to 2012 in which O’Brien contributed to

74 public radio programs in this subject matter area, with 49 available weekly through

KSU focusing on grain markets, 11 through WILL in Illinois on bioenergy markets, 8 via

KLOE/KCCI on pertinent ag topics in northwest Kansas, and another 6 radio programs

with other state and national media.

Website for Extension Grain Marketing Information: During 2013 the “Focused on

Grains” blog has had 12,959 visitors, averaging 36 “hits” per day. This compares to the

late July-December 2012 period when the website has had 2,291 visitors, averaging 15

visitors per day. The purpose of the blog is to supplement the information available on

the KSU AgManager.info website, focusing on “grain and bioenergy market information,

analysis, and discussion”. The website address is: http://ksugrains.wordpress.com/

Social Media for Extension Grain Marketing Information: On Twitter© under the

identifier “KSUGrains”, 218 “tweets” related to grain marketing and macro economic

topics were made in 2013 – down from 513 in 2012. However, followers of the blog

have increased in number. As of December 31, 2013, “KSUGrains” had 1,286 followers

on Twitter© - up from 784 on 12/31/2012. “KSUGrains” was following 517 other

Twitter© participants on 12/31/2013, up from 409 on 12/31/2012.

Via Facebook© grain and bioenergy market information has also been made available

under the identifier “Daniel O’Brien”. As of December 31, 2013, this Facebook site had

268 followers (up from 145 on 12/31/2012). Of these, 158 were associated with

agribusiness, ag producer groups, national / regional ag media, or other interested

K-State Extension Administrative Activities and Presentations:

Number of meetings, presentations, and contacts annually during the 2003-2013 period is

presented in this section. During June 2003 through December 2006, Daniel O’Brien served

as the Northwest Area Extension Director with 100% administrative responsibilities for K-

State Research and Extension.

During 2007-2013, my organizational administrative responsibilities have shifted back

towards participation in Extension group planning meetings at the state and area level,

Extension Agricultural Economics-related program planning in regards to the KSU Farm

Management Program Focus Team (PFT), and leadership and/or participation in position

search committees at the area and state-departmental levels.

Beginning in Fall 2012 I became the specialist co-chair of the Extension Farm Management

2013 KSU Extension Administrative and PFT Activities:

KSU Extension Administrative Activities: In year 2013 Daniel M. O’Brien participated

in 15 administrative meetings involving 333 people – up from 14 such meetings in 2012

involving 184 people.

KSU Extension Farm Management Program Focus Team (PFT) Activities: In year 2013

Daniel M. O’Brien was appointed to be co-chair of the KSU Farm Management PFT, as

opposed to a less active role in being a participant and supporter of Farm Management

PFT activites in 2012. Carrying out the responsibilities of this leadership role involved 7

of the 15 administrative meetings participated in during 2013, accounting for 243 of the

333 total Extension administrative contacts. Farm Management PFT involvement led to

9 opportunities for direct group leadership activities in 2013 – compared to no such direct

leadership opportunities in 2012.

Administrative Responsibilities as Extension Area Administrative

Director in Northwest Kansas during the June 2003 through December

2006 Period

As Northwest Area Extension Director, in the 2006/07 budget year I was either directly

responsible or shared responsibility for managerial oversight of a combined total of 83

employees and $4,668,117 in salary, benefits, and operating funds. I was responsible for

staffing and other administrative decisions at both the Northwest Area Extension Office

(Colby) and at 18 local Extension Program Units (26 counties) in Northwest – Northcentral

Kansas.

Of this amount, in the 2006/07 budget year (the last year I served as an area extension

administrator) I was directly responsible for management of 9 staff (6 area and multicounty

extension specialists and 3 office professionals) and $885,539 in funding at the Northwest

Area Extension Office. In conjunction with local Extension governing boards, I shared

managerially responsibility for 74 staff (43 extension agents, 27 office professionals, and 4

program assistants) and $3,182,578 with the 18 local Extension Units.

Extension District Formation and Expansion in Northwest Kansas since 2003: As part of these

administrative responsibilities, I worked closely with 7 County Extension Governing Boards

in Northwest-North Central Kansas to help them either form new Extension Districts or join

with existing districts. In June 2003 there were 2 Extension Districts in the Northwest Kansas

administrative area including 5 separate counties. By December 2007, there were 4 Extension

districts in the Northwest administrative area including 11 counties. Several other counties

also seriously considered Extension district formation but had not yet decided to pursue the

issue as of December 2006.

Due to the work of the current Extension Area Administrator and to the leadership of local

county and district Extension boards in this region, as of December 2010, 17 of the 26

counties in the Northwest Kansas Extension Administrative Area were either already in

Extension districts or were approved to join an Extension district in 2011. A total of 6 such

districts current exist in Northwest Kansas, with prospects for several other counties to either

join existing Extension Districts or form now ones in 2011-2012.
